3 BUILDING DESIGN BRIEFING DOCUMENT - 3 FOR A PILGRIM UNITING CENTRE Executive Summary The Uniting Church in Wagga Wagga is a generous, active and growing congregation. We have 418 people across all categories of membership. The congregation has five worshipping communities which meet on two sites and includes traditional, contemporary, family and Korean services. We currently employ two ministers of the word full time, and part time staff comprising of an Office Manager, Youth Children Family Ministry Worker and UCATSA Worker. Our main property is the Wesley Uniting Church complex, built and used by 19 different groups on a regular basis. Many of our existing mission programs run from the Wesley complex. We also own two residences and a block of land. Historically the congregation expanded its presence and mission in the city through building churches in Turvey Park and Kooringal in the 1950s and 1960s. In 2002, after a period of consultation and mission planning we resolved to build a new regional church while maintaining the Wesley complex and its mission focus. In 2003 Pilgrim Uniting was formed as three existing congregations combining together Turvey Park, Kooringal and Wesley Evening A significant aspect of the formation of Pilgrim Uniting was the selling of Turvey Park and Kooringal church buildings. Since then, three worship services have been held each Sunday using the premises of the Wagga Wagga Lutheran School. These services target the needs of different life stages through different worship styles. Following our vision, in 2006 a block of land was purchased for a new Pilgrim Uniting Centre at the South City Shopping Centre in Tanda Place, Glenfield. The congregation agreed on a building design in This design allows for the building to be constructed in stages in order to make best use of our financial resources. We want to proceed to tender stage for Stage One of the Pilgrim Uniting Centre. The congregation has resolved to seek permission from the Riverina Presbytery and the NSW Synod to do so. The budget for the completion of Stage One is $2, The congregation is able to finance the greater part of this budget. As a congregation we seek financial support from the Synod Mission Resource Fund to assist in the construction of Stage One. We are seeking a grant of $185, from the Synod Mission Resource Fund and a loan from Uniting Finance of $290,
4 BUILDING DESIGN BRIEFING DOCUMENT - 4 FOR A PILGRIM UNITING CENTRE Building a New Pilgrim Uniting Centre at Tanda Place The congregation has a history of expanding its presence and mission in the city of Wagga Wagga. The current Wesley Uniting Church was opened in In 1951 monthly church services commenced at Turvey Park and in 1965 the Kooringal Methodist Hall was opened. The congregation s vision to build a new Uniting Church facility began in The following is a chronology of events: 1996 The Building on our Faith Report is presented to the congregation outlining possibilities in relation to modernising the Parish s properties The Team Ministry Centre opens in the manse located on the Wesley Uniting Church property The congregation resolves to sell the Kooringal and Turvey Park properties. Three existing congregations (Kooringal, Turvey Park, Wesley evening) join to form Pilgrim Uniting Pilgrim Worshiping Community commences services at the Wagga Wagga Lutheran School Congregation purchases block of land at Tanda Place, Glenfield with a view to building a new Pilgrim Uniting Centre Mission planning day held to identify mission opportunities using a new Pilgrim Uniting Centre Building Facilitation Team presents congregation with the building design for the Pilgrim Uniting Centre Building Finance Committee formed to plan funding for the project The congregation responds generously to pledge campaign for the project Congregation approves building design for Pilgrim Uniting Church. The congregation through the church council resolves to seek approval from the Riverina Presbytery and Synod to proceed to the tendering stage for the Pilgrim Uniting Church Mission Development Project. The building will be completed in two stages Funding application process commenced for Synod Mission Resource Fund.
5 BUILDING DESIGN BRIEFING DOCUMENT - 5 FOR A PILGRIM UNITING CENTRE Rationale for the Design of the Pilgrim Uniting Centre (PUC) The overall aims of building the Pilgrim Uniting Centre are: To consolidate the existing Pilgrim Worshiping Communities, its programs and activities. And to facilitate future mission programs of the Uniting Church in Wagga Wagga. The PUC will provide a physical presence for the Uniting Church in the growing suburbs of Wagga. Environmental Factors of the Design The physical design of the PUC reflects the climate of Wagga Wagga. The physical design will reflect best practice in creating a energy efficient and environmentally responsible building that reflects our responsibility to care for God s creation. According to the NSW Bureau of Meteorology: Wagga Wagga has an annual mean rainfall of 572mm and median rainfall of 575mm, distributed fairly equally over the full 12 months. Maximum temperatures in summer are warm averaging between 29C and 32C. Relative humidity however remains low in the summer months with a 3pm average of about 30%. The winters are cool to cold with overnight minimums averaging 3C and daily maximums climbing to only 12C to 14C on average. Relative humidity is much higher in winter with a 3pm average of over 60% and a 9pm average just below 90%. View of Southern and Eastern side of building. 6 BUILDING DESIGN BRIEFING DOCUMENT - 6 FOR A PILGRIM UNITING CENTRE Frost and fog are a feature of Wagga Wagga in winter. Snow has been recorded in the area but is a very rare occurrence. 1 From time to time Wagga is subject to extreme weather conditions particularly in relation to summer temperatures. It is not unusual in summer to have a week or more of temperatures above 35 C. The highest recorded temperatures for December, January and February are 43.2 C, 44.8 C, and 44.8 respectively. 2 The physical design takes into account the climate through the following design features: Few or small windows on the Western side of the building to reduce solar heat gain into the building. Large veranda on the South Western side to reduce solar heat gain through window and door. Main entry on the Eastern side, sheltered from heat in summer and from the prevailing winds in winter. Porte cohere on Eastern side to allow people to alight from cars undercover. Wide eaves to prevent or reduce solar gain into the building. Light coloured roofing material to reflect solar heat and reduce solar gain. Use of external wall materials to maximise energy efficiency within cost limitations. 7 BUILDING DESIGN BRIEFING DOCUMENT - 7 FOR A PILGRIM UNITING CENTRE Energy efficient air conditioning and heating systems designed for the climate. External gathering/meeting place on the North Eastern side of building that will be protected from prevailing winter winds and solar heat in afternoons during summer. Low maintenance, water wise native gardens and landscaping designed by a qualified landscaping designer. Installation of a solar hot water or 5 Star energy rated gas hot water system. Installation of water tank plumbed to toilets and watering system for gardens. Maximising natural light where appropriate to reduce reliance on artificial lighting. Installation of energy efficient lighting and timing system. Installation of windows designed to reduce solar gain in summer and heat loss in winter. The design of the building allows for additional modules to be built onto the rear of the building in the future e.g. along the Northern wall where two offices are located. 8 BUILDING DESIGN BRIEFING DOCUMENT - 8 FOR A PILGRIM UNITING CENTRE Signage The signage outside the building will be very important in projecting the message and image of Pilgrim Uniting to the community. The signage through the use of colour, tone and wording will reflect the message that all people are welcome at the PUC. There will be clear signage around the building to ensure visitors know where to enter and park their cars. Accessibility The building is designed on one level providing easy access for children, families with prams, people with disabilities and the aged. People can alight from vehicles at the main entry via the Porte Cohere that provides protection from heat or rain. Along with the main entry consisting of double doors, there are two sets of double doors on the North Eastern side near the kitchen. There are two sets of double doors along the Eastern side of the building and one set of double doors on the South Western side allowing access to the multi-purpose rooms. There is a double set of doors leading out of the meeting room next to the kitchen. Flexible Worship Space The worship space is designed to provide seating for up to 150 people. This worship space can be expanded to seat 250 people by using the foyer. Additional overflow capacity is provided through opening the doors on the Eastern side and seating people on the wide footpath running along the building. Future growth of the worship space has been catered for. The dividing walls separating the worship space and multi-purpose rooms will made of a light weight material, meaning they can be removed to create one large worship space incorporating the multipurpose rooms. 9 BUILDING DESIGN BRIEFING DOCUMENT - 9 FOR A PILGRIM UNITING CENTRE The space is designed to be flexible allowing worship leaders to explore emerging worship styles. For example, worship leaders will be able to change the seating arrangement into a semi or full circle pattern. A small chapel area at the front of the building will allow for mid week services or personal reflection. The chapel can be separated from the main worship space by using a folding wall. When not used for worship, the worship space will be available for use by church and community groups. The space would be available to be used for small conventions, training seminars, concerts and dinners. Audio Visual Equipment The PUC will incorporate a modern audio-visual suite. This suite will include data projection screens, data projectors, public address system and sound mixing desk. A speaker for the audio-visual system will be located in the meeting room near the kitchen. Provision will be made for a speaker to be mounted externally on the Eastern wall when overflow occurs during an event or service. The large window at the front of the building (Southern side) will be treated or glazed to ensure light does not reduce the clarity of data projection images during the daytime. Overflow Capacity As mentioned above overflow capacity has been addressed for both one off events and growth in members attending worship services. View of the building looking from the South West. 10 BUILDING DESIGN BRIEFING DOCUMENT - 10 FOR A PILGRIM UNITING CENTRE Multi-Purpose Rooms The PUC will have a multi-purpose space that allows for three rooms to be used for various programs and activities. The space is designed to allow the three rooms to be used simultaneously. The rooms will be divided through the use of folding walls. These walls may be folded back to create one large or medium sized room. Each room is designed to seat 20 people comfortably. Storage In keeping with providing a flexible and multipurpose facility, adequate storage space will be provided. Storage space will be provided for audio-visual equipment, seating, tables etc against the Western wall of the worship space. Storage space for equipment and resources located along the adjacent internal wall will be provided for mission and program groups using the multi-purpose rooms. This will help avoid the issue of groups owning certain rooms to the detriment of others. A storage room with external access is located on the Western side of the chapel. This will be used to store gardening equipment. Foyer Area The foyer area is designed to complement the kitchen. People will be able to gather in this space for morning tea after worship. There is a large serving window from the kitchen into the foyer and from the kitchen out to the external gathering/meeting area. View of the worship space looking toward the Southeast. 11 BUILDING DESIGN BRIEFING DOCUMENT - 11 FOR A PILGRIM UNITING CENTRE The foyer will be separated from the worship space by a folding sound proofed transparent wall. This will allow for people to meet in the foyer whilst another worship service is being conducted. Meeting Room A meeting room is located next to the kitchen. The front wall of this room is made of glass or similar material to allow for use as a crèche during worship. This room could be used for a playgroup as it allows access to the outdoor meeting area and is close to the kitchen. A speaker will be mounted in this room for people to hear the worship service when used as a crèche. Outdoor Meeting Area The design includes an outdoor meeting area located on the North Eastern side near the kitchen. This will be an attractive area on clear sunny days in winter being sheltered from the prevailing winter winds (from the South-Westerly direction). It has direct access to the kitchen via a serving window and door. In summer this area will be shaded in the afternoon from the sun. Car Parking The main car parking area will be along the Eastern side of the block. Council regulations will not allow for a car park to be constructed at the front of the building. This is due to the proximity of the Western driveway from Tanda Place into the council owned car park. Council regulation will determine how many car park spaces will need to be constructed. Additional on-site parking will be available at the rear of PUC on the undeveloped part of the block. View of worship space and foyer looking towards the North East. 12 BUILDING DESIGN BRIEFING DOCUMENT - 12 FOR A PILGRIM UNITING CENTRE Off-site car parking is available in the South City Commercial Centre s car park and Wagga Wagga City Council owned car park near the PUC. This combination of both on and off site parking will provide more than adequate parking well into the future. Kitchen Facilities The kitchen facilities provided will consist of storage space, stainless steel shelving and bench tops, sinks, hot water system, microwave oven, commercial/industrial dishwasher and refrigerator. The kitchen will allow people to bring in and plug in cooking appliances such as pie warmers and fry pans to cater for events. The kitchen will adhere to the relevant Council regulations in relation to non-commercial kitchens. Office Space The PUC provides office space consisting of reception work area, workroom (for equipment, photocopiers), and four offices. Entry to the office space is via a set of double doors located near the reception work area. The reception area will be able to observe people entering and leaving the building via the main entry. The office space will be secure from other parts of the building preventing access by other user groups. There are a number of options available regarding the use of the office space: 1. Generate income through renting the office space to a community or church based service provider. 2. Relocate one or more ministry agents to the PUC. 3. Relocate the Team Ministry Centre to the PUC, allowing the former TMC (manse) to be rented out to a community or church based service provider or other user group, or as a private rental property. Toilet & Amenities Suite The building allows for a suite of toilet and amenities that includes disability toilet and a shower for both males and females. Children s Playground A children s playground will be located near the North Eastern side of the building near the outdoor meeting area. It will contain the standard play equipment found in any council owned park. Men s Shed The Development Application to Wagga Wagga City Council will include the future construction of a 7 m wide x 21 m long shed to be used by the Men s Shed Ministry when funding becomes available.

The congregation has approved the construction of the PUC in two stages. The congregation through good financial stewardship and with the assistance of a grant from Synod through the Synod Mission Resource Fund will be able to fund the construction of Stage One. The congregation is seeking a grant of $185, in order to achieve the required budget for Stage One.
