We did manage to pull off the Fun Fly Event organized by Eddie James and it was a success. We learned a lot and will do it even better next time. Thanks to all who came out both days. The Float Fly was a bust due to weather and campground #6 being closed. IMAC will be returning to HMM. They have asked for Sep 23-25, 2016 the HMM Float Fly is scheduled for the same dates. I don t see any conflict with having them this time during the same weekend, because of the cancelations we had to make earlier in the year. The field needs a little TLC so we will be setting a clean up date soon so we will need about 6 members to step up and help out, we will advise everyone of the date. 2 HEMET MODEL MASTERS BOARD MEETING Minutes for May 31, 2016 Meeting called to order by President Mario Muniz at 7:15 pm. Board members present; Dwayne Higgenbothem, Scott Boersma, Mark Lewis, Stewart Robinson, Richard Lawrence, Lawrence Vasquez, Eddie James. Meeting was held earlier than usual because of a few matters that needed to be addressed. A discussion about some of the items that have not been worked on that were suggested at the beginning of the year about field improvements. The concrete pads for the pilot stations was addressed and the installation of an area designated for Quad Copters and Helicopter flying. It was decided that we would undertake the installation on June 24, The perimeter flags have been repaired (thanks to Dawn Lawrence) and will be installed shortly. The discussion turned to installing electric at the field and how best to tackle the job. It was suggested that to save expenses we would add a metal table by the conex (donated by Stewart Robinson) and add a powerstrip to it and make it a charging station instead of incurring the expense of hard wiring the shade structure. Most of the chargers the members are using are 12 volt and wouldn t be needing to plug in along the pit area anyway. The subject turned to a discussion about the conduct of some members at the flying field and what if any recourse is available to address that conduct. Anyone conducting themselves in a manner that is detrimental to the Hemet Model Masters as an organization can be expelled from the club. Complaints are handled according to the established By-Laws of the club. Everyone who is a member of the Hemet Model Masters is expected to conduct themselves as gentleman/ladies with other members of the club. If you have an issue with someone you should bring it to the attention of the Safety Officer or one of the Board Members so that proper steps and procedures can be taken to remedy the situation. The Board can then take the appropriate actions needed to correct any infraction. The discussion turned to the participation of the Hemet Model Masters at the upcoming Airshow at Hemet-Ryan Airport on June 4, We will have a display of aircraft and a flight demonstration at the show. We have volunteers that will man the booth and pilots for the demonstration flights. We will be adding a platform behind the conex for engine testing and break-in. Everyone please use this area for running and break-in of new engines. Some of you place your engines at the far eastern end of the old shade structures which is appreciated but the new area will be better suited for that purpose. 3 HEMET MODEL MASTERS GENERAL MEETING Minutes for "May 21, 2016" Meeting called to order by President Mario Muniz at 9:15 am. Treasurer Stewart Robinson gave the Treasurers Report motion to accept by Dwayne Higgenbothem and seconded by Dick Hanke, voted on and approved by all members present. President Mario Muniz asked for a motion to pass last months minutes as published in the newsletter. Motion to accept by Vincent Michael and seconded by Scott Boersma, voted on an approved by all members present. President Mario Muniz went over some of the items that haven t been finished as of yet on the agenda for The flags still need to be placed on the far west perimeter. The concrete pilot stations with the handicap access. The pad for helis and quad copters. Also Jeff Huggins mentioned that the float fly did not happen. The camp site used for the float fly was closed due to an event by the Boy Scouts. He assured us that the float fly scheduled for September 23-25th of 2016 will go on as planned. The meeting about club business was short. Ralph Barron asked to address the general meeting with a request that he be granted Lifetime Membership in the club. His reasoning being that he has given a lot of his time and energy over the past years in maintaining the field with the tractor whenever it needed cutting. He was asked to step away from the meeting while the membership discussed his request. After some deliberation a motion was made by Kevin McDonald and seconded by Scott Boersma that he be granted Lifetime Membership in the club. The General Membership voted and approved his request. CLUB RULE: TURBINE, IMAC/PATTERN (when conducting large sequences) PILOTS MUST HAVE A SPOTTER WHEN FLYING CODE OF CONDUCT We are a community of modelers that have joined together to form an organization for the advancement and enjoyment of our aviation based hobby. As is to be expected when large groups get together not everyone will share the same ideas or how to implement those ideas but regardless they or you must conduct themselves with mutual respect and honesty. Example; if someone left a tool or radio we would expect that the person finding it would make it a priority to get that members item back to them, the same would go for any transactions that members conduct between themselves, if you make a deal with someone, you will have entered into an agreement that you must abide by, honor your commitments in a timely manner. Keep in mind that suspension/expulsion from the Hemet Model Masters can be the result for any member whose behavior is considered to be disruptive to the harmony and enjoyment of our activities as a club. Members please wear your club card when flying. This means everyone. Also guests (per the by laws) are allowed to fly three times, then they must join to use our facilities. Guests and 72mhz flyers must have AMA on frequency board prior to flying! The Hemet Model Masters will extend courtesy membership to any Active Military individual allowing them to fly at our club fields as long as they have a current AMA membership. 6 Metropolitan Water District Aqueduct Information for Retrieving crashed aircraft. Mike Thompson is the service representative that services the aqueduct near our main field. If your airplane is behind the second fence and not in the water runoff it is serviced by Mike Thompson. His direct line is Note: Before calling be nice and explain that you are with the Hemet Model Masters and that you have crashed you re rc plane beyond the second fence and would like to retrieve it without breaking any laws. If your plane is between the first and second fence it is serviced by another agency (Securitas Security), Mike Thompson can not help you. Hopefully this will help our members to retrieve their aircraft. FAA Guidelines All aircraft that are flown using a ground control system, such as a transmitter, are required to participate. This includes fixed-wing aircraft, not just multi-rotors or drones. Any pilot flying models weighing between.55 pounds (or 250 grams) and 55 lbs is required to register. You will not be required to register every aircraft individually. You only need to register yourself and can affix one registration number to all your aircraft. You must mark all aircraft with your registration number. The number can be inside the aircraft, such as a battery hatch but should not require tools to access. The FAA plans to launch the online registration website on Monday, December 21. There is a $5 fee to register, which is waived if you register within the first 30 days. You only need to register once every 3 years. registermyuas.faa.gov is the link. Until we are informed by the AMA to the contrary we will not be requiring that you have an FA # on your aircraft to fly at our fields. The new flight restrictions permanently prohibit the operation of unmanned and radio-controlled model aircraft within roughly 3.5 miles of both the Disneyland and Walt Disney World theme parks. The restrictions are also in place for a period of one hour before and one hour after major sporting events.
7 News from the AMA. Hello, AMA club officers! AMA is pleased to announce a new initiative to make city and town officials aware of AMA clubs and members in their communities. The program will show community leaders how partnering with an AMA club can help resolve concerns that they might have about model aircraft and drones. With all of the publicity about drones invading airspace and threatening air travel safety, cities and towns are looking to create local laws and ordinances that could restrict or outlaw model aircraft activity. Although local government may be trying to ensure the safety of its constituents, poorly written laws often create unintended problems for modelers. AMA feels that a better approach is to advise local cities and towns to work with AMA clubs to create model flying sites, or "drone zones." We use the word drone because it is the buzzword that is being used by government officials. By creating an AMA flying site, local leaders can point to a safe place for model activity, including the flying of multirotors. As most of us know, if someone is flying a model aircraft (especially a multirotor) and is asked by a police officer to stop, he or she will likely find another place to fly. It would be better if the police officer could point him or her to a flying site where the activity is allowed. This is much like what happened with skateboarding. Skate parks were created in communities so that the activity could be done safely, in dedicated locations. Creating drone zones can be the answer to a similar concern with multirotors, especially when AMA clubs work with cities and towns to create such spaces and help teach safe flying. AMA Headquarters will be sending information in the next few days to thousands of cities and towns across the country. In this information, municipalities will be asked to contact AMA Headquarters. AMA will assist these community officials and we may contact you about this happening in your area. We hope that you will be willing to help. If you are already working with your local city or town government officials, they might contact you directly. At the HMM main field Please remember that when fixed-wing aircraft are in the air quad copters need to fly at the far eastern side of the parking area.

9 Hi Mario, You are right your club officers should not be doing the job of the FAA. AMA HQ is encouraging all members to register, but we are not policing FAA registration. We suggest clubs do the same. The FAA has confirmed this position and indicated registration is strictly between the individual and the FAA. The FAA even advised local law enforcement to not actively police registration, but instead only report to the FAA if there is an incident or reckless activity. The club will not be held accountable for an individual who did not register. Our legal team also confirmed, a club cannot face any credible civil lawsuit since there is no proximate harm meaning the plaintiff would have to prove that a club who allowed a pilot to fly without a registration number caused financial or physical injury. In addition to AMA s and FAA s position on not policing registration, the FAA will not be releasing the database of registered pilots. This will make it nearly impossible for a club to properly police and verify registration. With that being said, some clubs are strongly encouraging registration and may even post signage at the flying field. Other clubs may have a flying site on an airport or the landowner may require the club to police registration. In those cases, the club can try to police registration to preserve their flying site, but in reality won t have the ability to properly comply. 10 SAFETY GUIDELINES Quad-Copters and helicopters should not be hovering/flying over the runway when fixed-wing aircraft are in the air. Flying should be conducted to the east side of the shade structure. We will be placing a concrete pad for their use with a shade Structure. We want to avoid any incident that could occur if an aircraft needs to make an emergency landing. For the large aircraft (IMAC, Turbines, Pattern) remember that you must have spotters to look out for full scale aircraft crossing over our area. This is a provision put in place to protect our flying site. We have had a call from a full scale pilot about an incident which occurred recently. The pilot was nice enough to contact Mario by and we have discussed this with the rc pilot involved. If you need a spotter ask anyone at the field, they will help if you need it. We have assured the pilot that we will remain proactive in this endeavor. Pilots always check your aircraft prior to every flight to make sure everything is working as it should. That means every flight! Something may have come loose during your last flight and the results can be disastrous. Fly Safe SAFETY AT THE FLYING SITES PLEASE ADHERE TO CLUB SAFETY POLICIES, THESE WERE PUT IN PLACE BY YOU THE MEMBERS AND A FEW OF YOU CONTINUE TO IGNORE THEM. Starting of any engines is north side of yellow line, aircraft facing runway. No taxing in the pits and staying within established perimeters exceeding 400 ft ceiling. We have full scale aircraft overhead all the time and it only takes ONE incident to lose our field. No flying over the field workers on adjacent properties EVER! THE FLIGHT PATTERN IS CLOCKWISE WHENEVER MULTIPLE AIRCRAFT ARE IN THE AIR!!
