3 CARATS Collaborative Actions for Renovation of Air Traffic Systems History CARATS (Collaborative Actions for Renovation of Air Traffic Systems) is Japanese long-term vision in alignment with the GANP. CARATS was established in September Roadmap and Performance index were published in March Working Framework CARATS is managed by the Committee for Promoting Renovation of the Air Traffic Systems which consists of representatives from industry, academia and government including academic expert, research institute, airline, manufacturer, association concerned and JCAB. Some ad-hoc group were established under each WG for specific issues. (Data COM, TBO, GNSS, Surveillance) Achievement (as of March 2015.) 64 measures are described in CARATS and decision making year and implementation year are decided in each roadmap. Some measures are implemented. - RNP AR Approach Introduced airports : 16 airports Planned airports : 6 airports - Initial CDO Introduced airports : 2 airports Committee for Promoting Renovation of the Air Traffic System Planning and Coordination Meeting Cost-effectiveness analysis / performance assessment Subgroup Research and Development promoting Subgroup ATM WG PBN WG MET WG Information Management WG Some measures are prepared for the implementation. - RNAV5 routes in the low altitude airspace Trial operation started from 29 th May Continental CPDLC This will be introduced in Airspace Re-formation This will be introduced in 2020 *Detail information is shown in later slide.
4 Harmonization to the GANP Global Air Navigation Plan Overview GANP 4 th edition was approved in the 38 th ICAO Assembly. ASBU (Aviation System Block Upgrades) are included in the GANP. ICAO Asia Pacific Regional Office published Seamless ATM plan as a regional plan. Review of GANP JCAB reviewed each module in ASBUs and compared them with CARATS measures. * refer example below. The both have similar items, although some of the timing of implementation are not the same. The descriptions of some ASBU modules are conceptual. it is important to make the contents concrete for implementation. (Example of review) : Each measure included in the ASBU Block 0 (2013~2017) Block 1 (2018~2022) Block 2 (2023~2027) Block 3 (2028~) Surface Operations Safety and Efficiency of Surface Operations (A-SMGCS Level 1-2) Surface Movement Radar was already implemented. 8 Oceanic airspace -data link operation- Status of utilization of ADS-C, CPDLC and RNP4/10 JCAB introduced data link operations over the Pacific Oceanic airspace in FANS1/A (ADS-C and CPDLC) and RNP4/10 are applied. Average 480 flights per day. Almost 80% of the flights utilizes FANS1/A (*2012/10~2014/9) Non-data link RNP10 RNP4 5
9 IPACG Informal Pacific ATC Coordinating Group History IPACG (Informal Pacific ATC Coordinating Group) was established to provide a forum for air traffic service providers and airspace users to informally meet and explore solutions to near term ATC problems that limit capacity or efficiency within the Anchorage, Oakland, and Fukuoka Flight Information Regions (FIRs). 1 st meeting was held in Jul The meeting is held twice a year (including Providers Meeting).
