1 International Civil viation Organization -WP/09 South merican Regional Office 07/0/6 Tenth Multilateral Meeting of the SM Region for the transition from IS to IM () Lima, Peru, from 28 ugust to st September 207 genda Item 4: NOTM Contingency Plan, IM deficiencies ICRD system NOTM Contingency Plans, deficiencies in the IM area ICRD System (Presented by the Secretariat) SUMMRY This working paper presents information on the status of implementation of NOTM contingency plans in the SM Region, current deficiencies of the States in the IM area follow-on with the issues regarding the duplication of 5LNC codes of ICRD system, which was addressed in SM/IM/8. Background. In SM/IM meetings the Regional Catalogue of NOTM Contingency Plans in the SM Region is regularly updated. The last information update is presented in ppendix to this working paper..2 lso, in SM/IM meetings the different problems related with ICRD System duplication of points have been analyzed..3 Work has also been developed in the review of the deficiencies affecting IM rea the update of the ction Plans to correct the deficiencies. 2. nalysis NOTM Contingency 2. The States of the SM Region that already have their corresponding NOTM Contingency Plans are presented in ppendix B to this working paper, including the implementation status updated in the last SM/IM meeting. It is expected that States that have not yet complied with this GREPECS requirement, complete it at this Meeting.

2 -WP/ During the SM/IM/9, Suriname Guyana signed an agreement for the NOTM Contingency Plan, which is already incorporated in the Regional Catalogue, including its corresponding NOTM Contingency Plan. So far, Chile has informed that the intention of Paraguay Chile to implement a NOTM Contingency Plan had no progress. 2.3 In accordance with ppendix B, the Meeting could note that another State that has not a NOTM Contingency Plan is Venezuela. During the Meeting, the Bolivarian State of Venezuela could contact other States to assess the possibilities to implement this Plan. 2.4 The NOTM Contingency Plan is subject to periodic revisions. Modifications that may be required will be done previous coordination among the parties, it has been agreed that such modifications will be in force not before 30 days since the date of its approval. 2.5 States that have not yet signed the NOTM Contingency Plan should make the possible efforts to complete the process with the signature of the letter of cooperation among those involved inform the Regional Office. Deficiencies in the IM 2.6 Regarding the deficiencies in the IM area, it has been verified that States have progressed in relation with the last meeting, although some States have recurring deficiencies for several years without any actions to correct them, which originates a great concern in GREPECS HQ is subsequently reflected in safety audits. 2.7 During SM/IM/7, SM/IM/8 SM/IM/9 meetings, the presentation of Corrective ction Plans for recurring deficiencies has been requested. During PPRC/4 Meeting the problem of unresolved deficiencies remaining in the GNDD for years has been analyzed. 2.8 The Secretariat has requested the Corrective ction Plans during the first semester of 207. These are reflected in the GNDD. However, recurring deficiencies included in the system since the beginning of 2000 are still without solution. The Meeting could study realistic feasible alternatives to correct these deficiencies so that they are not analyzed year after year. 2.9 In addition, the lack of QMS/IM e-tod implementation has resulted in the inclusion of these requirements in the GNDD chart as Priority, but most States have submitted their ction Plans. 2.0 During SM/IM/9, in compliance with PPRC/4 suggestion, Chile Panama informed that they publish in GEN.7 this difference that they have prepared the action plans to correct the deficiency. States that have differences should publish them in the corresponding part of the IP. 2. The update of valid deficiencies in the IM area for the SM Region is presented in ppendix C to this working paper. ICRD System 2.2 The SM/IM/6 Meeting decided to implement a first elimination phase, assigning validating 5LNC designators, which should have been completed by st March 205, regarding the duplicity of ICRD codes.

3 -3- -WP/ During SM/IM/9, the Meeting was informed that during SM/IM/7 SM/IM/8, the extent of the changes necessary in the ICRD system to avoid duplication of codes was assessed, as well as the processes to take into account, it was concluded that the most appropriate target date for the publication of an IP Supplement or an IP mendment, should be 23 July In the referred meeting, the following was indicated by the States: rgentina: Implemented the amendment on 3 October 206. Brazil: SM/IG is discussing the issue informally. Chile: Did not generated the amendment. Will review. Paraguay: Did not made the amendment. Uruguay: Implemented the amendment on 0 December 205. Guyana: Requested the list provided by IT in SM/IM/6 to work in the amendments, if there were duplicated points or phonetic similarity within the FIR Georgetown. Suriname: Requested the list provided by IT in SM/IM/6 to work in the amendments, if there were duplicated points or phonetic similarity within the FIR Paramaribo. 2.5 The Meeting could agree with the Secretariat that the postponement of the amendments could have an effect on a safety problem that could result in other consequences in air operation. The duplication of points, as well as the existence of points with phonetic similarity, could cause unexpected situations during an air operation. For these reasons, the commitment of the IM is essential in order to review these waypoints, which are repeated or with similar phonetics, thus cooperate with safety. 2.6 It is important to mention that HQ is working with the problems identified in order to have only one Database avoid all duplicate waypoints or the closeness of codes with similar phonetics. 2.7 The Meeting should take into account that it is very important to eliminate the code that is no more in use of the database advise of this situation to the Regional Office for the corresponding validation. 3. Suggested action 3. Based on the above, the Meeting is invited to: a) update the corresponding information in ppendices B of this working paper, regarding NOTM Contingency Plans; b) sign Letters of greement on NOTM contingency between the States that so approved; c) request States with IS deficiencies in the GNDD included in ppendix C, to present an action plan for their urgent correction; d) inform on the issuance of the IC/mendment IP, to correct the duplicate codes of the ICRD system in the SM Region in the date established
