References: Uniform methodology for the identification, assessment and reporting of air navigation deficiencies according to the ICAO Council GREPECAS Air Navigation Deficiencies Database (GANDD). Introduction. In keeping with its functions, and based on the uniform methodology for the identification, assessment and reporting of air navigation deficiencies formulated by the ICAO Council, GREPECAS periodically reviews the implementation status of ICAO Standards and Recommended Practices (SARPs) and the CAR/SAM Regional Air Navigation Plan at their meetings with a view to determining the level of implementation and identifying, to the extent possible, deficiencies in the air navigation fields in these two Regions. 2. Discussion 2. The existing deficiencies that affect the provision of air navigation services in ICAO Regions and the need for States to establish Corrective Action Plans are a matter of persistent concern and high priority for the ICAO Council. In this sense, it should be noted that an important element of the ICAO Global Aviation Safety Plan (GASP), as approved by Assembly Resolution A33-6, is the need to establish better identification of air navigation field(s) deficiencies in order to develop solid actions for correction. 2.2 According to the procedures established by GREPECAS, the ICAO Lima and Mexico Regional Offices follow-up on the corrective actions taken by the States and update the GREPECAS Air Navigation Deficiencies Database (GANDD) accordingly.

2 GREPECAS/7 - WP/9-REV The Meeting will recall that GREPECAS has recommended the electronic use of the GANDD, which is available on the ICAO website: A user name and password is assigned to the coordinator designated by each Administration for providing updated information on said database. For the provision of technical assistance in the use of the GANDD, ICAO appointed Mr. Gabriel Meneses, (gmeneses@icao.int) as focal point for the NACC Office and Mr. Arturo Martínez (amartinez@icao.int) as focal point for the SAM Office. Deficiencies in the CAR Region 2.4 A, and U priority deficiencies for CAR States/Territories can be consulted in ICAO website: Deficiencies in the SAM Region 2.5 A, and U priority deficiencies for SAM States are presented in to this working paper. GANDD Coordinators 2.6 Appendix presents the list of States focal points that coordinate the information for the GANDD Database update. 3. Suggested action 3.
