3 What is Global ATM Meeting expectations Meeting the expectations of the aviation community operate along their preferred 4D trajectories scheduling gate availability Other business requirements Major impediments the existing ATM system thousands of aircraft operators each have their own best outcomes best outcomes go beyond aircraft operators and extend outward to the larger ATM community as well

5 RVSM What is Global ATM A global framework ICAO s role in supporting the realization of RVSM was and continues to be significant safety-related work leading to the development of Standards, Procedures and guidance material planning and safety assessments conducted by the regional planning groups RVSM could not have been implemented globally without ICAO s leadership

6 What is Global ATM Working with ICAO ICAO has developed a global ATM Operational Concept which was widely endorsed ICAO provides the planning framework through the Global Air Navigation Plan, the regional air navigation plans and several other documents and tools Every ICAO Region has identified performance objectives and has developed work programs to foster near and medium term benefits while integrating those programmes with the extensive work already accomplished Global interoperability and harmonization are key to making further improvements

11 Eleventh Air Navigation Conference (AN- Conf/11) Outcome That States and PIRGs consider the Global Air Navigation Plan for CNS/ATM Systems as a catalyst for change, providing a global safety and interoperability framework while allowing regional or local adaptation to efficiently meet regional and local needs

12 Eleventh Air Navigation Conference (AN- Conf/11) Outcome That ICAO: When developing the ATM Requirements, define corresponding requirements for safe and efficiency global aeronautical information management to support a digital, real-time, accredited and secure aeronautical information environment Urgently adopt a common aeronautical information exchange model Develop new specifications for Annex 4 and 15 that would govern provision, electronic storage, on-line access to, and maintenance of aeronautical information and charts

15 Global Plan as a transition roadmap Revised Global Plan developed on the basis of Recommendations of AN-Conf/11 Global ATM Operational Concept, which provides the target system Industry Roadmap, which provides the near and medium industry requirements Assembly Resolution A35-15 Global Plan provides guidance on environment, business case, costs, human resources, etc.

21 Information Management and Global ATM Information management will assemble the best possible integrated picture of the ATM situation. Information management will provide the basis for improved decision making by all ATM community members. The ATM community will depend on information management, shared on a system-wide basis, to make informed collaborative decisions for best business and operational outcomes. Within the ATM system it will be the information itself that will be of significance and not the technology that supports it.

22 Information Management and Global ATM The information management function will allow all participants to adjust information sharing to mitigate any proprietary concerns Sensitivity with regard to some data will continue to exist and will be managed within the information management function Once an ATM community member agrees to release information, the data will be available to the extent required and will be made accessible to specified parties

23 SESAR Planning should be In accordance with the Global Plan Planning should be based on specific performance objectives supported by Global Plan Initiatives The terminology and methodology used in the Master Plan are consistent with ICAO

24 NextGen Many of the concepts build on ICAO s Global ATM Operational Concept which represents a globally harmonized set of concepts for the future We recommend that ICAO assess NextGen and other future systems to advance harmonization efforts and to ensure global collaboration in the development and acceleration of standards for required future systems
