Civil VFR ACFT must contact Willy Delivery to advise FLT details and obtain SSR code before entering WLM Restricted areas. VFR ACFT should submit FPL to reduce delays in ACFT processing. 2. ACFT REQ low level transit of YWLM CTR and restricted areas, including Coastal Route, may expect delays, restrictions and holding due TFC management. Transit via Inland Lane (D589A/B) is AVBL without a clearance FM ATC. For VFR OPS other than low level transit CTC YWLM ATC on Right hand circuits required when OPR on RWY Williamtown circuit area defined as 5NM radius of Williamtown ARP, overland, SFC to 1,500FT AMSL. Circuit Heights: Non-jet FW ACFT with MTOW more than 7,000kg, and all Jet FW ACFT FT AMSL; Non-jet FW ACFT with MTOW of 7,000kg or less FT AMSL; and Rotary wing ACFT - 500FT AMSL. 5. Civil OPS permitted only in accordance with CAO ACFT with MTOW of 25,000KG or more requiring 180DEG turns on RWY, must execute at THR unless directed by ATC or NOTAM. ACFT REQ to use MAX radius turns. 7. Civil INSTR APCH Training: a. DRG CTAF HR full stop LDG, touch and go not AVBL, refer CAO b. DRG ATS HR SUBJ ATC approval PH under the FLW COND: MIL ACFT priority; LDG and strobe LGT must be displayed on FNA TR when in visual COND; ATC may RQ full stop LDG or touch and go for TFC management. 8. MILITARY L-BAND RADAR is in operation at S E a. Possible avionics interruptions/errors WI 150M BLW 500FT AMSL. ACFT transporting MIL ordnance are to observe the FLW separation FM the radar site unless ordnance manufacturers specify shorter distance. b. Hero Susceptible 1.3KM/1,500FT AMSL. All ACFT planning to carry Hero Susceptible ordnance into Williamtown are required to obtain permission 24HR prior to arrival. Contact as listed at the start of the Williamtown entry. 9. VFR ACFT OPR in the circuit will not receive directed traffic information regarding VFR ACFT OPR in the ADJ coastal route. See flight procedures. 10. VFR ACFT OPR in the circuit will not be separated from IFR local MIL operations. 11. All civil training ACFT must CTC ATC for approval and slot time prior to REQ clearance. Circuit training is only AVBL to operators based at Williamtown. CTC SURVEY AND AWK FLIGHTS a. Survey and AWK operations not assured JO. Subject to controller workload at other times. b. Operations within 12NM WLM and/or below A060 can expect to incur delays and/or operational restrictions. c. Survey N/A when R596 active. d. AWK N/A within R596 when active. e. Intended survey and AWK details (including maps) shall be forwarded to 453SQN WLM FLT by NLT 72HR prior to the intended operation SQNWLMFLT.OPS@defence.gov.au f. Pilots shall contact WLM Approach for pre-flight briefing and advice on the availability of intended operations NLT 24HR prior to intended survey or AWK operations. PH (02) g. Pilots shall submit flight notification for, and obtain approval for survey or AWK operations from WLM Approach on (02) prior to becoming airborne.

5 FAC YWLM PROCEDURAL CHANGES DUE TO INCREASED OPERATIONAL TEMPO WLM regularly hosts RAAF tactical flying exercises and operations that may limit access by non-participating ACFT to Restricted Areas R559A-F, R580, R583A, R587AB and R574, and restrict their operations in the nearer AD environment (including the Coastal Route). Such operations may alter AIP holding fuel and airspace priorities as follows and will be advised by NOTAM Airfield and Coastal Route Restrictions WLM airfield and coastal route may not be available for periods of up to 30MIN. ACFT are advised that holding for up to 30MIN may occur Airspace Access a. Access by non-participating ACFT to active restricted airspace detailed above will not be available except for: (i) ACFT operating in the preservation of life or property (e.g. MEDEVAC, POLAIR RED); and (ii) ACFT with a declared emergency. b. Whilst every endeavour will be made to adjust activities to minimise restriction or delay of non-participating ACFT engaged in Customs/Coastwatch priority tasks, SAR/Mercy/ Medical flights or weather diversions, airspace access is not assured Aerodrome Priorities a. Priorities for ACFT operations at WLM may be amended to those stated in AIP ENR 1.4 section 10 for the duration of exercise/operational periods as follows: (i) Para 10.1b - Minimum fuel ACFT have equal priority; (ii) Para 10.1h - Scramble ACFT have priority over landing ACFT, except when landing ACFT is within 5NM and established on final; (iii) Para 10.1j - non-participating ACFT with less than 5NM from touchdown, priority for landing NOTAM Advice a. NOTAM will be raised advising of planned increases in WLM operations tempo and detailing specific restrictions with a minimum 8HR notice. b. When required NOTAM text will include WLM increased military flying tempo [due reason] (airfield, airspace and/or holding restrictions) apply as per ERSA. NOTAM will detail specific airspace volumes when airspace restrictions are applied. 14. ACFT OPS on NTL CIV APN must adhere to all APN TAX guidelines. ACFT must not deviate from guidelines to TAX around other ACFT. FLIGHT PROCEDURES ATC TRAFFIC MANAGEMENT SPEED When not on a SID civil ACFT must not exceed 250KT IAS when BLW 10,000FT AMSL. Advise ATC if a higher speed is operationally required. R596 (SALTASH AIR WEAPONS RANGE) a. OPS on the air weapons range associated with R596 activation will be broadcast on ATIS as SALTASH ALPHA ACTIVE. b. IFR DEP shall expect procedural or RADAR SID. c. NDB APCH and DME or GNSS arrival not AVBL when SALTASH ALPHA active. d. SID listed on Standard Instrument Departures (SID) Runway 12 Alpha (RNAV) plate not AVBL when SALTASH ALPHA active. e. VFR traffic will be segregated with R596 activity and ACFT are to remain clear of R596 at all times when active. f. Coastal traffic will not be provided with traffic information on ACFT operating in R596. g. OVERHEAD ROUTE not AVBL when SALTASH ALPHA active. NOTES APPLICABLE TO GENERAL AVIATION ROUTES 1. Applicable during HR of OPS of Williamtown ATC. Refer Air Traffic Services section. 2. Pilots are reminded of adjacent Restricted & Danger Area. 3. Flight only permitted CAT VFR. 4. GENERAL AVIATION ROUTES THROUGH WILLIAMTOWN TERMINAL AIRSPACE a. INLAND LANE (D589A & B): MAITLAND - DUNGOG - STROUD ROAD - GLOUCESTER - WIRRADGURIE ACFT may transit through R578E via D589A and through R583B (when activated) via D589B, without notification to or clearance from Williamtown ATC. Dimensions of the lane are:

6 FAC YWLM - 6 D589A - 1NM either side of the RAILWAY LINE BTN MAITLAND TOWNSHIP and a position 2NM NE OF DUNGOG; vertical limit 1,600FT AMSL. D589B - 1NM either side of the RAILWAY LINE BTN a position 2NM NE of DUNGOG and STROUD ROAD; and 1.5NM either side of the RAILWAY LINE BTN STROUD ROAD, GLOUCESTER and WIRRADGURIE; vertical limit 2,500FT AMSL. b. COASTAL ROUTE: NOBBY'S HEAD-ANNA BAY-BROUGHTON ISLAND- SUGARLOAF POINT. (See Notes (i), (ii), (iii) and (iv) below) Northbound - Remain BLW R578. 5NM S of NOBBY's HEAD contact Willy Delivery on with flight details. Expect clearance at 500FT AMSL. Follow the coastline at all times (over water). Report at ANNA BAY. From that point expect onwards clearance NOT ABV 2,000FT AMSL. Report ABM BROUGHTON ISLAND. Track to SUGARLOAF POINT. (i) CLEARANCE LIMIT: NOBBY'S HEAD. DO NOT proceed N of NOBBY'S HEAD without clearance. Class G holding overland, south of the southern bank of Newcastle Harbour not above 2,500FT. DO NOT hold east of NOBBY s Beach. Southbound - Track from SUGARLOAF POINT NOT ABV 2,000FT AMSL. Follow the coastline at all times (over water). 5NM N ABM BROUGHTON ISLAND contact Willy Delivery on with flight details. Once cleared report at ANNA BAY at (level requirement) 500FT AMSL. Expect onwards clearance at 500FT AMSL. Report at NOBBY'S HEAD.(i) CLEARANCE LIMIT: BROUGHTON ISLAND. DO NOT proceed S of BROUGHTON ISLAND without clearance. (i) ACFT are permitted to track up to 2 miles west of Sugarloaf Point leaving /entering the Coastal Route. (Once established in the coastal route, remain within 2NM of the coast over water). (ii) For separation with WLM TFC, coastal route traffic can expect holding ABM NOBBY'S HEAD or STOCKTON BRIDGE northbound and at ANNA BAY southbound. (iii) WLM ATC will instruct ACFT when to return to civil area FREQ. (iv) VFR CAT MIL Fast Jets operate in the Coastal Route. (v) Point to point tracking AVBL O/R subject to MIL TFC. (vi) ACFT will not receive directed traffic information regarding VFR ACFT that may OPR in the Williamtown circuit. (vii) Due to poor radar coverage and communication all ACFT operating N of BROUGHTON ISLAND are responsible for own SAR. c. OVERHEAD ROUTE: HEXHAM BRIDGE-WILLIAMTOWN AD-SOLDIERS POINT- BROUGHTON ISLAND Northbound - Remain BLW R578. 5NM south of HEXHAM BRIDGE contact Willy Delivery on with flight details including requested level not below 2,500FT AMSL. Report at SOLDIERS POINT and expect clearance to join the COASTAL ROUTE. Southbound- Track via SUGARLOAF POINT NOT ABV 2,000FT AMSL in accordance with COASTAL ROUTE procedures. 5NM N ABM BROUGHTON ISLAND contact Willy Delivery on with flight details including requested level not below 2,500FT. Expect climb to requested level S of BROUGHTON ISLAND. Report at SOLDIERS POINT and at HEXHAM BRIDGE. 5. VFR operations in the Coastal Route will not be separated from IFR local MIL operations. REMOTELY PILOTED AIRCRAFT SYSTEM (RPAS) REQUESTS 1. All RPAS requests are to be sent to the address: wlm.uas@defence.gov.au. 2. A minimum of 7 days notice is required. Approval is not guaranteed and is subject to impact on manned ACFT OPS. 3. The following information shall be provided in the request a. Date (with alternate if applicable). b. Time. Note that early morning requests ( local) prior to MIL OPS have a higher chance of being approved. c. RPAS type, weight and brief description (required for NOTAM). d. Operating height. e. Area of operations, incl. LATLONG. Include a map screenshot if relevant (VTC overlay preferred). f. Operator certificate. g. Contact details including a primary and secondary contact.

7 FAC YWLM - 7 CTAF - AFRU Outside TWR HR. 2. PAL activates AD LGT for 30 MIN. See INTRO for activation sequence. For manual activation of AD LGT in event of PAL failure, CTC CS "WILLY FIRE" FREQ MHz and REQ "PAL OVERIDE". 3. MAE may be OPR on or near RWY and other ACFT MOV areas. 4. In the event of an EMERG, ACFT are to declare the EMERG on Brisbane Centre, FREQ Additionally when WI 10NM of WLM, MIL ACFT are to advise details to RFF callsign "Willy Fire" on FREQ MHz. NOISE ABATEMENT PROCEDURES 1. DEPARTURES Departing ACFT will be issued a SID. ACFT issued a RADAR SID will be issued noise abatement headings on departure. All jet ACFT are to apply ICAO noise abatement procedures 1 or EXCEPTIONS Procedures do not apply to: a. Rotary wing ACFT. b. Fixed wing ACFT with a MTOW of 7,000kg or less. c. Locally briefed fighter ACFT (local procedures apply). d. Priority ACFT as detailed in AIP ENR 1.4. ADDITIONAL INFORMATION 1. Aerodrome and airspace enquiries are to be directed to WLM ATS within ATS hours on (primary) or (secondary), 453SQNWLMFLT.Ops@defence.gov.au. Outside ATS hours, enquiries are to be directed to NAPL TOC on RAAF Williamtown Demolition Range 1, S E (245DEG M/800M FM YWLM ARP). Vertical limit: 1,700FT AGL, WI 200M radius laterally. Check NOTAM for activation periods, short notice extensions advised by ATIS. Blasts conducted under ATC approval. 3. Windshear hazard exists on RWY 12 when wind velocity ABV 10 KT; and RWY 30 when wind velocity ABV 15KT due jet blast wall. 4. TWY A may be visually dominant in certain wet weather conditions and may be mistaken for the RWY Metre Ground Firing Range. APRX position 040/0.50. Limits: 400FT in all direction. Active on display of Red Flags. 6. Weather balloon launch APRX 0015 UTC (Daily), PSN BRG 054 MAG 230M FM ARP. Launches may occur at other times. 7. Caution: Model ACFT OPR at: a. Hexham bridge SFC to 400FT AGL 234/7.1NM FM ARP. b. Oyster Cove 057/7.2NM FM ARP. 8. CAUTION: Gas flare located at S E BRG 247DEG MAG 5.3NM FM ARP. 9. Animal and bird hazard exists on AD. 10. Vehicles and pedestrians may operate N of the High Speed Road (marked with zipper markings) on TWYs B, D and E, giving way to ACFT, without ATC clearance.
