Opening Remarks by: Vice Chairperson & Board of Governors The Chairperson, Jenny Lau opened the meeting, welcomed everyone and thanked for their attendance. She then reminded members to be alert of cyber-crime/criminal hacker who uses hacker techniques to gain access to organizations computer system, including access to business information. She recalled a recent incident the hackers were able to impersonate staff to authorize fraudulent transfers, and fortunately, Sino Jet was able to retrieve the payment. Phil Balmer () welcomed everyone and thanked Sino Jet for hosting the meeting. 2. Minutes of Previous Meeting Responsibility Due Date The Previous Minutes: 21 June 2018 were accepted. 3. Matters Arising a) International Airport - Strategy for handling future traffic growth All - Info i) HKIA Slots and Parking - Update ***Recap of the HKIA GA/BA Meeting on 12 July 2018 gave an update: The HKCAD and AAHK have been continually working with AsBAA to maximize the amount of slots for business aviation within the existing framework, and airport limitations. Our current challenge is that due to the summer peak traffic period the airport is [Meeting Minutes of 26 Jul 2018] P 1 6

2 at operational capacity, and business aviation slots have suffered as a result. According to the operation statistics from HKCAD, there were around 18/19 business jet operations per day between 01 Sep 2017 to 30 Jun A number of night slots between midnight and 0459L remain unused. Tail Specific Penalties during 01 Sep 2017 to 30 Jun 2018) - Total GB/BA movements were 6,372 whereas no. of operating misuses was 807 (12.7%). No. of operation without confirmed runway slot: 9; Failure to operate without cancelling the confirmed runway slot or parking stand booking: 29; Cancellation of confirmed runways slot or parking stand booking less than 2 days in advance of the aircraft confirmed slot time: 392; Aircraft overstaying: 11 Overall Performance (Points accumulated as at 30 Jun 2018 vs No. of aircraft): 1-5: : : : 4 20 or more: 1 There were 4 incidents relating to GA operations occurred in June 2018 involving non-adherence to ATC instruction, i.e. descent clearance, departure and approach procedures. And 4 occurrences relating to Long Runway Occupancy Time for Arrivals (ROTA) for GA/BA aircraft in the first half of 2018 which resulted in the execution of missed approach by the succeeding aircraft. Members are requested to inform their flight operations department of the recent ROTA occurrences, remind their crews to be aware of this, and please assist by minimizing their rollout time on as much as possible. ii) Long term strategy for overflow of HKIA business aviation traffic - Update [Meeting Minutes of 26 Jul 2018] P 2 6

3 Zhuhai CIQ will be back in place from for 5 months. Albert Lau continued extension of temporary CIQ. Albert believes possible if they get 6 flights per month. The procedure from HKBAC. b) AOC - Private versus Commercial Operations recapped the draft of response from DW in replying to HKCAD. c) Regional updates i) Mainland China JY gave an update: Zhuhai As told by Zhuhai Airport, they will become temporarily open its airport subject to the approval of the application of CIQ and air routes. Further clarification on the permit application procedure upon the approval of temporary CIQ and air routes will be sent out by Zhuhai Airport. Shenzhen Shenzhen Airport is evaluating compact parking. ii) Mekong Region Aljoscha Subasinghe from Asia Flight Services Co Ltd (known as Indochina Aviation Centre) gave an update: Myanmar Myanmar DCA now requires 3 local working days notice for overflight permits, due to a change in the approval process. Thailand Cabotage regulation (Commercial vs. Private Operations) Any change in PAX details have to be approved by the authority. Thailand CAA is considering about performing Ramp Check. Laos and Vietnam Both countries Air Navigation Service providers have started to collect payment for (long) overdue air navigation charges, and threaten with stop of new permits if no payment made. 4 iii) Malaysia MW gave an update: AsBAA member - Execujet has recently singed a MOU with Malaysia Airport to establish new MRO facility in Malaysia. d) Code of Conduct MW suggested that with respect to grey charter, Insurance companies should take more responsibility. e) Events i) World Helicopter Day ( ) It will be held from 1030 to 1530L at Tamar Exhibition Site - By the Wheel, Central Harbour-front. The event is open to public free of charge. ii) HR / Recruitment Networking Meeting ( ) Will be held on 27 ust Details will be advised. iii) Indonesia Business and Charter Aviation Summit (IBCAS) 2018 ( ) AsBAA will have a speaker at the 3rd Indonesia Business and Charter Aviation Summit (IBCAS) 2018 which is scheduled to be held on the 29 th - 30 th ust, 2018 at Grand Mercure Hotel Jakarta. The 2 nd summer camp with AAHK for cabin crew and ground and ramp services was held on 26 Jul The 1 st AsBAA Discovery event held in Malaysia took place on 21 Jul 2018 led by Aida Rohana from Hadid Int l Services.
