1 The Trail Trail Construction Specifications & Scope of Services The Lower Haskill section of Trail construction will take place on two different land ownerships: City of and Iron Horse. This section of trail is approximately 8,000 (1.5 miles) long. The City of has secured an easement with Iron Horse that authorizes construction of the trail system. Managers and Trail Designers David Noftsinger and Greg Gunderson will coordinate all trail construction and related activities. Important Notes: 1. All City of contracts over $5,000 have a 1% tax that is imposed by the state of Montana. One percent of the contractor s quote will be deducted prior to payment. 2. All contractors must carry: (1) current workers compensation as required by Montana law and (2) general liability insurance with limits of not less than $1,500,000 per occurrence, $2,000,000 aggregate. Contractors must add the City of and Iron Horse HOA as additional insured on their general liability policy. If contractor is legally exempt from work comp, proof must be provided by the state of Montana. 3. Any subcontractors utilized by contractor must be fully insured as per the terms of #2 above. Names of subcontractors and required paperwork must be submitted prior to construction activity. 4. All contractors and subcontractors must have a City of business license. The City also requires a W-9 form to be on file. 5. Iron Horse allowed construction hours are from 7:30AM - 6:30PM Monday through Saturday. No construction activity is allowed on Memorial Day, July 4th. 6. Interested contractors must attend a mandatory site visit with project managers at 9:30am on Wednesday, May 3. Please meet at the head next to the City water treatment plant on Reservoir Rd. Additional Requirements: A. Spill Prevention. Contractor agrees to adhere to all state and federal laws governing the reporting and cleanup of fuel, oil, and hazardous waste spill. Additionally, Contractor is required to report all spills to Project Manager, and, during any work by Contractor or its subcontractors, is required to 1
2 have spill kits on site and available for clean-up. Spill kits shall be of size and scope to be sufficient to handle all types and volumes of fuel, oil or hazardous waste as may be present on the site during operations. Spill kits must be maintained in a functional state at all times. Contractor shall be trained in fuel spill clean-up and reporting requirements of Montana. B. Fire Suppression/Control. Contractor agrees to prevent and suppress fires on or in the vicinity of the project area and agrees to immediately notify Project Managers of any fires occurring on or near the project area. Contractor further agrees to comply with all state and federal fire laws and restrictions. During the period of any work by contractor on or in the project area, Contractor agrees to maintain adequate fire suppression equipment and personnel on site to control fires resulting from Contractor activities. Iron Horse and the City shall have the right at any time and, in their sole discretion, to suspend or condition certain access by Contractor and others because of fire, fire risk or other emergency reasons. C. Non-Discrimination. Every contract and subcontract for forestry work must contain a provision that all hiring must be on the basis of merit and qualifications and a provision that there may not be discrimination on the basis of race, color, religion, creed, political ideas, sex, age, marital status, physical or mental disability, or national origin by the persons performing the contract. Natural Surface Trail Construction Guidelines The Trail is primarily a natural-surface trail system, meaning there are no imported materials for the majority of the trail. The final trail tread will consist of compacted mineral soil. As a recreational trail, the trail must be aesthetically pleasing and have enjoyable flow as it travels through the forest. In addition, specific design features such as grade reversals and climbing turns will be frequently utilized throughout the trail system. It is highly recommended that all trail contractors purchase and read the book Trail Solutions, produced by IMBA (International Mountain Bicycling Association). This book is available on IMBA s website at All contractors must be familiar with terminology such as backslope, outslope, trail tread, grade reversal, climbing turn, switchback, running grade, fall line, and others. All trail segments will be designed and pin-flagged by project managers David Noftsinger and Greg Gunderson. All contractors must work closely with the project managers to achieve their specifications for trail construction. The most important feature of natural-surface trails is controlling the flow of water. This is achieved through proper outslope and placement of drain dips (grade reversals) throughout the trail system. The contractor must demonstrate a clear understanding of surface hydrology and flow of water prior to beginning the project. The following criteria apply to all natural surface trail segments: Trail Construction must follow pin flag line as placed in the field by Trail Designers. Entire outer edge of trail will be pin-flagged every 4-6. Do not reroute any portion of trail without consultation and approval by Trail Designers. 2
3 Natural Surface Trails must be constructed 39 wide. This is typical minimum track width for small mini-excavators and other trail-designed mechanized equipment. All mechanized equipment used may not exceed the width of the trail. Backslopes blended with natural slope. Backslopes must be cut at a stable angle, typically a minimum of 1:1 ratio, and blended with the natural slope. Top edge should be rounded. Trail tread outsloped 3%-6%. All trail segments must be properly outsloped 3%-6% to ensure drainage of surface water. On flat ground and low-angle slopes, frequent and appropriately-placed drains must be constructed. Drains may be as close together as every 10 (feet) in some locations. Trail Designers will work with contractor to identify proper locations. Drains must move water a minimum of 4 away from the trail tread. Passing and/or Rest Areas at 1000 intervals. Passing areas up to 48 (inches) in width will be constructed roughly every 1,000 (feet) along the trail. Passing areas must be built in locations designated by Trail Designers. Insloped (banked) turns. Banked turns will be constructed where appropriate, based on topography and trail flow. Banked turns must accommodate a full 39 tread width for uphill traffic. The toe of the banked turn should start on the outside edge of the 39 tread. Waste material dispersed. All organic and inorganic matter excavated during trail construction must be properly dispersed on the downslope side of the trail. Depth of waste material must not exceed two inches. Clip all protruding roots from trail tread and backslope. All roots (regardless of size), must be cut or clipped within 1 of ground surface. On gravel trails, roots must be clipped prior to placement of gravel. Additional Information 1. Contractor (not employees) must be available to walk the trail with Project Managers before, during, and after construction. This level of coordination is imperative for a successful finished product. 2. Bids must be for a cost per lineal foot of trail construction, including both machine work and hand work. 3. Contractor should assume there will be final touch-up work required before completion and final invoicing. All work will be clarified by Project Managers. 4. Some help may be anticipated with hand work by trail volunteers. Project Managers will schedule and oversee all volunteer activities. 5. All invoices must be submitted to Project Managers.
