2 INTRODUCTION Leeds is at the centre of the Northern Powerhouse and its station is the busiest transport hub in the North, already used by almost 30 million people a year, with connections to our other major cities and towns. Leeds has delivered innovative infrastructure and enhancements to contribute to the wider regeneration of the city, unlocking new developments, economic areas and creating future investment opportunities. New infrastructure investment has reinvented spaces for commercial activity, grown our key sectors and created the opportunity to invest in smart technology, create modern attractive environments and build green infrastructure. This document summarises innovative infrastructure delivery in Leeds, creating a catalyst for regeneration and unlocking investment opportunities in the city
3 UNLOCKING INVESTMENT AND REGENERATION OPPORTUNITIES THORP ARCH ESTATE Proposed redevelopment. Unlocking: Over 155 hectares of mixed use business park EDINBURGH LEEDS BRADFORD AIRPORT Subject to planning approval. Unlocking: Heating around 2,000 flats and public buildings 30 work experience placements and apprenticeships WHITE ROSE OFFICE PARK AND MILLSHAW ESTATE Munroe K and Schroders have exciting proposals for the redevelopment of Millshaw Industrial Estate, which is located 3 miles South West of Leeds City Centre. Building on the catalyst of a proposed new rail station, they are progressing plans for around 200 million of investment. Additional 600 new jobs to White Rose Office Park Over 4000 new jobs in Millshaw Industrial Estate LONDON HULL THORPE PARK A 21st century business destination with proposed new rail station. Unlocking: 300 new homes Land for delivery of up to 5,000 new homes 300,000 sq ft of retail and leisure 940,000 sq ft of office space 113 acre public park 04 05
4 LEEDS BRADFORD AIRPORT EXPANSION THORPE PARK Leeds Bradford Airport 47.8 hectares of development Thorpe Park Developments Ltd 1.35 million sq. ft. mixed accommodation Subject to planning approval, Leeds Bradford Airport s vision for expansion centres on creating an economic hub consisting of a high quality mixed use development zone. The plans also include potential for a Parkway Rail Station and link road, building on the planned infrastructure proposed and the airport s latent growth potential. LBA has recently been acquired by AMP Capital. Potential for 5,500 new jobs 97% increase in passenger numbers per annum by ,097 sq. ft. office space 48,000 sq. ft. retail space 150 bed hotel 697,555 sq. ft. Airport Innovation Park Thorpe Park is a 21st century business destination combining residential development with office space, parkland and public realm. Connected to the city and the local community by a new link road as part of the East Leeds Orbital Road development, this site is well connected, with a proposed new rail station and associated Park and Ride also being considered. The expanded business park is expected to be open from late 2018 with anchor tenants including M&S Simply Food, Boots, Next, Odeon and TK Maxx. Thorpe Park Developments Ltd is a joint venture between L&G Capital and Scarborough Group International, creating the investment platform to continue the growth potential of the planned infrastructure. 300 new homes Facilitating land for delivery of up to 5,000 new homes 300,000 sq. ft. retail and leisure 940,000 sq. ft. offices 113 acre public park Predicted additional 360m contribution to Leeds City Region Economy Estimated 10,442 gross additional jobs provided Being the 15th largest airport serving the 3rd biggest city in the UK, Leeds Bradford Airport has huge untapped growth potential. With 2.7m people within a 60 min drive, rising to 9.5m within a 90 min drive, the Airport is due to grow to 7.1m passengers by 2030, bringing with it an annual GVA contribution of 724m and around 10,100 jobs to the Leeds City Region. If this growth is to be achieved quickly, improvements to surface access infrastructure are key. EAST LEEDS EXTENSION KIRKSTALL FORGE Leeds City Council 232 hectares of greenfield development land CEG 1,050 new homes Capacity for up to 5,000 new homes across 4 separate quadrants 300,000 sq. ft. of Grade A office space 100,000 sq. ft. of leisure and retail The Council s Plans Panel has approved planning permission for the new 100m 7km East Leeds Orbital Road. The ELOR will connect with the highways infrastructure being developed at Thorpe Park to join the M1 at J46 and to create a major new strategic highway capacity for the north and east of the city. The East Leeds Orbital Road scheme is expected to bring significant transportation benefits as well as facilitating delivery of the East Leeds Extension residential development. Leeds City Council is in discussions with Legal & General on potential financing proposals for the new road in addition to the implementation of a roof tax via a S106 Agreement. Located on the A65, just four miles from Leeds city centre, Kirkstall Forge is a new neighbourhood combining homes, office, retail, leisure and community space. In addition to its strong road links, the site is serviced by its own railway station, which opened in June 2016, accessible by a new bridge over the River Aire, offering a direct train into Leeds in just six minutes. Zenith have recently opened their new office within the first commercial unit of the scheme. A railway station A primary school Bars, restaurant and community facilities Riverside walks, woodland trails and parks The East Leeds Extension is one of the city s biggest projects and will bring jobs, homes and transport improvements. It will play a vital role in Leeds continued economic growth and success. Cllr Richard Lewis, Executive Member for Regeneration, Leeds City Council Kirkstall Forge railway station has been a huge success, with more than double the number of predicted passengers using it within the first six months. The early delivery of the railway station, connecting the site to Leeds Station in just six minutes, means we can offer something very special and unique at Kirkstall Forge. 6 WHITE ROSE OFFICE PARK AND MILLSHAW ESTATE DISTRICT HEATING NETWORK Schroders, Munroe K Munroe K and Schroders are developing proposals for the redevelopment of Millshaw Industrial Estate and expansion of the White Rose Office Park, located 3 miles South West of Leeds city centre. Building on the catalyst of a proposed new rail station, they are progressing plans for around 200 million of investment. ICON will form a major part of the regeneration planned for South Leeds, based around the innovative strategy incorporating a network of new railway stations around Leeds to link areas to the city centre station. 72 acres of mixed use development Additional 600 new jobs to White Rose Office Park Over 4000 new jobs in Millshaw Industrial Estate Leeds City Council (Contractor Vital Energi) Leeds City Council is developing a flagship District Heating Network (DHN) using heat generated by processing waste at the council s newly constructed Recycling and Energy Recovery Facility (RERF). This multi-million pound investment will play a key role cutting carbon emissions, reducing energy bills and improving air quality in the city. The first phase will construct 10.5km of underground pipework to connect public buildings, existing council flats and development sites. Connections to 1,983 council flats, reducing vulnerable residents fuel bills by c.10% and two public buildings Low carbon heat for new developments (c1/3rd carbon content of gas) enabling planning policies EN1 and EN4 to be met c 38m of public investment in a key low carbon infrastructure c6,000 tonnes of carbon reductions Improved air quality by making ageing gas boilers redundant Construction, operation and maintenance jobs Empty ducts to support the expansion of superfast broadband The announcement of the new station serving the White Rose Office Park, Shopping Centre and Millshaw Estate has been a catalyst for our growth plans for the Park and we are delighted to be able to press forward with the planned ICON (International Centre for New Technology) development. ICON will further cement Leeds place as the UK s tech capital and will bring further inward investment to the city, creating jobs and growth for the South Leeds area. 7 LEEDS STATION AND RAIL NETWORK INVESTMENT PIPELINE ONWARDS NEW FRANCHISES More services 52% increase in seats at morning peak on TransPennine Express trains 40% increase in passengers able to travel on Northern trains by 2016 Free wi-fi on trains by 2020 Pacer units withdrawn by 2020 NEW FRANCHISES New Stations at Leeds Bradford Airport Parkway, Millshaw and Thorpe Park EXISTING STATION CONCOURSE (PHASED PLAN 5-7 YEARS) Improved entrance and concourse area NORTHERN POWERHOUSE RAIL A Northern Powerhouse Rail Network (NPR) that radically improves journey times across the North with stops in Leeds, Bradford and York and integrates effectively with HS2 BUSIEST STATION IN THE NORTH OF ENGLAND DELIVER VISION FOR SOUTH BANK AND CITY SQUARE 134% INCREASE IN PASSENGERS RECENT IMPROVEMENTS New Southern Entrance New stations at Apperley Bridge, Kirkstall Forge and Low Moor TRANS PENNINE ROUTE UPGRADE (2022) The following are the objectives from Government about two years ago: Upgrade of existing lines to create extra capacity for a more frequent service between Manchester and Leeds Electrification of the route; and, Improved journey times (including Manchester to Leeds from 49 to 40 mins and Manchester to York from 74 to 62 mins) HS2 EASTERN LEG CONSTRUCTION STARTS 2023 CALDER VALLEY LINE AND EAST COAST MAINLINE UPGRADE (2022) Continued investment in the existing networks including significant improvements to the Calder Valley Line and East Coast Mainline HS2 (OPENS 2O33) Integrated station with HS2 Eastern leg of HS2 connects 12million people Halves journey time from Leeds to Birmingham ONWARDS 12 13
8 A Gateway into the City At Bishopgate, a new entrance is proposed to open up the station from the North, improve access and create a welcoming gateway into the city. Wide pedestrian routes with a large stepped terrace will link the upper and lower plazas. These will be predominately pedestrian spaces, with general through traffic removed in order to create a new piece of major public realm at the front of the station, whilst still permitting access for taxis and public transport. A Common Concourse To ensure a seamless interchange between HS2 and the current station, a new shared common concourse (used by both the existing station and HS2) is proposed. As part of this, a new over-bridge will span across the station, and will include new leisure and retail development, as well as providing access to all platforms.
