School Travel Planning Program Violet Skirten, Crossing Guard Supervisor, Planning and Infrastructure Services advised that Nelson Mandela Public School should be taken off the list as the school has not officially joined the program. E 3. Bicycle Parking Pilot Project - nil F. Correspondence F 1. Correspondence from Ramna Paul, Brampton Resident, dated February 8, 2015, re: Request for Crossing Guard on Clarkway Drive between the Intersection of Cottrelle Boulevard and Bell Chase Street Ward 10 (File G25SA). Committee consideration of this matter included: Review of the concerns outlined in the correspondence Noted that a crossing guard could not be placed between the two sets of traffic signals from Bellchase Trail and Cottrelle Boulevard Noted that a crossing guard was placed in the area for four to five months during which time only one or two students used the intersection each day Suggestion that the correspondence include Violet Skirten, Crossing Guard Supervisor, Planning and Infrastructure Services, information to provide Ramna Paul with the option to follow up with any questions relating to the matter SC That the correspondence from Ramna Paul, Brampton Resident, dated February 8, 2015, to the Brampton School Traffic Safety Council Meeting of March 5, 2015, re: Request for Crossing Guard on Clarkway Drive between the Intersection of Cottrelle Boulevard and Bell Chase Street Ward 10 (File G25SA) be received; and, Page 5 of 16

Changes City s Perspective/School Boards - nil G 3. Additions to Schools / Expected Student Population Increase / Decrease Thomas Tsung, Manager of Maintenance Operations, Peel District School Board, provided an overview of the Peel District School Board s Annual Planning Report. Committee discussion of this matter included: Questions relating to how the manual can be utilized by the committee to assist being proactive Suggestion to establish a sub-committee to review the Annual Planning Report to determine and prioritize what schools need to be visited in September Questions relating to the general rule when schools are at capacity Clarification that the general rule for the Peel District School Board is each school site can hold portables. Once the portables are at full capacity, students diverted to another school. Earl Evans, Deputy City Clerk, Corporate Services, provided information and clarification with regard to the new appointees for the Committee s new term. Mr. Evans advised that it is acceptable to establish a sub-committee for a short period of time to make recommendations for the new committee appointees. If the sub-committee is intended to be long term, the Committee may re-consider the timelines Page 7 of 16
8 SC That the presentation from Thomas Tsung, Manager of Maintenance Operations, Peel District School Board, to the Brampton School Traffic Safety Council Meeting of March 5, 2015, re: Peel District School Board s Annual Planning Report (File G25SA) be received; and, 2. That a sub-committee be established to review the Peel District School Board Annual Planning Report to determine and prioritize what schools need to be visited in September 2015, with the following individuals: Vishal Arora, Trustee Darryl D Souza, Mike Moffat, Michael Lobraico, Violet Skirten. H. Brampton Safety Council Promotional Activities Craig Kummer, Manager, Traffic Engineering Services, Planning and Infrastructure Services, advised the Committee that the Walk-to-School program booklet has been posted on the website. He also advised that Kelly Brooks, Senior Advisor, Communications, would attend the next meeting to seek feedback on communication strategies. I. Brampton Safety Council (BSC) Sub-Committee/Ad Hoc Committee I 1. I 2. Ad Hoc Committee to Review and Develop Options for Addressing Safety Concerns at Brampton Schools - nil Site Inspection Request Form Michael Lobraico, Chair, advised the Committee that the revised Site Inspection Request form has been posted on the website. J. Other/New Business J 1. Enforcement and By-law Services 2015 School Patrol Statistics Report (File G25SA). Mike Mulick, Enforcement Supervisor, Enforcement and By-law Services, provided an overview and answered questions regarding the 2015 School Patrol Program Statistics Report Page 8 of 16
9 SC That the Enforcement and By-law Services 2015 School Patrol Statistics Report (File G25SA), to the Brampton School Traffic Safety Council Meeting of March 5, 2015, be received. J 2. Discussion at the request of the City Clerk s Office, re: Walk to School Document (File G25SA). Michael Lobraico, Vice-Chair, advised the Committee that the Walk to School document is on the website to assist schools and parent/guardian(s) to create a group in their schools. He also asked both Trustees to put forward a motion with their respective boards to have correspondence sent to all principals informing them of the program with the document attached. Both Trustee Carrie Andrews, Peel District School Board and Trustee Daryl D Souza, Dufferin-Peel Catholic District School Board, advised the Committee that they would look into the matter with their respective boards. SC That the verbal update from Michael Lobraico, Vice-Chair, to the Meeting of March 5, 2015, re: Walk to School Document (File G25SA), be received; and, 2. That the School Trustees put forward a motion with their respective boards to have correspondence sent to all principals informing them of the program; and, 3. That the School Trustees report back to Committee at a future meeting. J 3. Update from Violet Skirten, Crossing Guard Supervisor, Planning and Infrastructure Services, re: School Update Recommendation Report (File G25SA). Violet Skirten, Crossing Guard Supervisor, Planning and Infrastructure Services provided an overview and answered questions regarding the School Update Recommendation Report Page 9 of 16
10 SC That the School Update Recommendation Report (File G25SA), to the Meeting of March 5, 2015, be received. K. Site Inspection Report(s) K 1. Conestoga Public School 300 Conestoga Drive Ward 2 Monday, February 9, 2015 Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion. SC That the site inspection report dated February 9, 2015, to the Brampton School Traffic Safety Council Meeting of March 5, 2015, re: Conestoga Public School 300 Conestoga Drive Ward 2, be received; and, 2. That the Manager of Traffic and Engineering Services, Planning and Infrastructure Services be requested to implement No Stopping Monday to Friday, 8:00 a.m. to 5:00 p.m., for the full length of the school property on the east side of Conestoga Drive and to implement corner restriction signage on the west side of Conestoga; 3. That the Enforcement Supervisor, Enforcement and By-law Services be requested to add Conestoga Public School to the list of School Patrols, with particular concern for the corner restrictions at the driveways and for parents leaving their cars in the Kiss and Ride which is also a Fire Route; 4. That the School Administration be requested to inform parents of any changes to parking restrictions and that By-law Enforcement will be patrolling to ensure that all changes are followed. K 2. Nelson Mandela School Chinguacousy Road Ward 6 Wednesday, February 11, 2015 New School Opening Committee consideration of this matter included: Review of the observations and recommendations in the subject site inspection report Page 10 of 16
11 Sgt. Manvati provided an overview of the findings while present at the school in mid-february. Sgt. Manvati advised on the first two days, the officer educated motorists; on the third and fourth day, police enforced provincial offence violations issuing 20 tickets. In two weeks, officers spent approximately 40 hours at this location. He indicated that Peel Regional Police has establish a committee to make suggestions for possible solutions with traffic congestion The Peel District School Board advised that Recommendation # 6 widening the exit is satisfactory; the Board is in the process of seeking direction from the City of Brampton Planning staff and the Manager of Traffic Engineering Services Staff indicated that Recommendation # 7 is the next step in the process. The City will meet with representatives from the Board and review the site plan for possible solutions Sgt. Manvati advised the Committee that Peel Regional Police has added the school to the hotspot list and an officer will visit regularly Thomas Tsung, Manager of Maintenance Services, will present Recommendation # 8 to the Board Facilities meeting for further discussion SC That the site inspection report dated February 11, 2015, to the Meeting of March 5, 2015, re: Nelson Mandela School Chinguacousy Road Ward 6, be received; and, 2. That the Principal communicate to the parents that the parking enforcement and police will be more active in the coming weeks, and that she share the information about walking paths to school; and, 3. That the Committee ask Peel Regional Police and Brampton By-law Enforcement to add this school to their schedule for the next few months and enforce the signs and law; and, 4. That the Peel District School Board consider finding a solution to staffing the property before and after school in a time that will have a positive effect on the congestion on school property; and, 5. That the Committee confirm with Peel Regional Police if the no right turn from private or school property onto Chinguacousy Road is enforceable; and, 6. That the Peel District School Board examine the presence of buses around the school and consider the following: a) Widen the north exit to allow buses to enter and exit Page 11 of 16
12 b) To restrict buses to this area around the parking lot to provide access to the school and drop off zone without using the main entrance c) Allow the buses to turn left off Chinguacousy Road into the school d) All buses leaving the school would turn north; and, 7. That the Peel District School Board and the Manager of Traffic Engineering Services, Planning and Infrastructure Services, consider making the exit from the main entrance and the best utilization to keep the traffic moving through traffic, right or left turn only; and, 8. That the Peel District School Board create a plan for snow removal or storage as currently the snow is piled in areas that restrict visibility of the students, staff and buses; and, and 9. That Student Transportation of Peel Region review the walking paths around and to this school and the schedule of when they are cleared to help promote the walk to school programs; and, 10. That the Manager of Traffic Engineering Services, Planning and Infrastructure Services arrange for staff to review the traffic signal timing at the intersection and determine if a southbound advance signal from Chinguacousy Road and/or an advance green signal is warranted from the school driveway. K 3. Mount Pleasant Village Public School 100 Commuter Drive Ward 6 Tuesday, February 17, 2015 Pedestrian / Traffic Safety Concerns Committee consideration of this matter included: Review of the observations and recommendations in the subject site inspection report Clerical correction to add Mr. Patrick Doran to the Observers Present section of the site inspection report, and correct the spelling of Mr. Vishal Arora. SC That the site inspection report dated February 17, 2015, to the Meeting of March 5, 2015, re: Mount Pleasant Village Public School 100 Commuter Drive Ward 6, be received; and, Page 12 of 16
13 2. That the Manager of Traffic Engineering Services, Planning and Infrastructure Services arrange for the bus loading zone on Commuter Drive to be signed for a shorter distance to accommodate one small bus with the remainder of the layby to remain as No Parking to allow parents to stop and pick up students; and, 3. That the Manager of Enforcement and By-law Services be requested to consider enforcing traffic violations on both sides of Commuter Drive along the length of the school property; and, 4. That it is the position of the Committee that a crossing guard is not warranted at the intersection of Commuter Drive and Ganton Heights at this time. K 4. Ridgeview Public School 25 Brenda Avenue Ward 4 Intersection - Brenda Avenue and Kingsview Boulevard Wednesday, February 18, 2015 Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion. SC That the site inspection report dated February 18, 2015, to the Meeting of March 5, 2015, re: Ridgeview Public School 25 Brenda Avenue Ward 4, be received; and, 2. That the Manager of Traffic Engineering Services be requested to arrange for the following: a) Extended signage of No Stopping, Monday to Friday, 8:00 a.m. to 5:00 p.m. for the full length of Brenda Avenue on the east side; and, b) Installation of No Stopping, Monday to Friday, 8:00 a.m. to 5:00 p.m. signage on both sides of Kingsview Boulevard, from McMurchy Avenue, to just west of the Brenda Avenue intersection; and, 3. That the Manager of Traffic Engineering Services, provide comments on the feasibility of making Brenda Avenue a one way street, during school hours only; and, 4. That the Manager of Enforcement and By-law Services consider increasing patrols to enforce violations; and, Page 13 of 16
14 5. That the Student Transportation of Peel Region be requested to advise bus drivers about the idling by-law; and, 6. That based on the observations, it is the opinion of the Brampton School Traffic Safety Council that a Crossing Guard is not warranted at the intersection of Kingsview Boulevard and Brenda Avenue; and, 7. That Fire and Emergency Services be requested to consider investigating whether the school has adequate fire hydrants. L. Future/Follow-up Site Inspection(s) (To be scheduled at the appropriate time) L 1. Roberta Bondar School 30 Pantomine Boulevard Ward 6 Note: Pursuant to Recommendation SC , approved by Council on December 10, 2014, and subsequent discussions, a follow-up site inspection is to be undertaken after busing discontinues, when construction is finished in the area. Committee considered the timelines for a follow-up site inspection at this school location. It was determined that a site inspection would not be scheduled at this time and will be considered when busing is discontinued. L 2. Mount Plesant Village Public School 100 Commuter Drive Ward 6 Note: Pursuant to Recommendation SC , approved by Council on February 25, 2015, and subsequent discussions, a follow-up site inspection is to be undertaken after traffic signage has been installed. Committee considered the timelines for a follow-up site inspection at this school location. It was determined that the location could be removed from the list as a site inspection was undertaken on February 17, M. Site Inspection Schedule M 1. Eastbourne Drive Public School 702 Balmoral Drive Ward 7 Wednesday March 11, 2015 Pedestrian / Traffic Safety Concerns Page 14 of 16

Update from Nelson Cadete, Supervisor, Traffic Operations, Planning and Infrastructure Services, dated March 2, 2015, re: Heavy Trucks in the Vicinity of St. Thomas Aquinas Secondary School Ward 8 (File G25SA). Committee acknowledged receipt of the update. N 2. Update from Nelson Cadete, Supervisor, Traffic Operations, Planning and Infrastructure Services, dated March 2, 2015, re: Stop Compliance at Buick and Crown Victoria Drive St. Aidan Catholic Elementary School 34 Buick Drive Ward 6 (File G25SA). Committee acknowledged receipt of the update. O. Question Period Councillor Fortini inquired about whether the signage posted in the vicinity of Khalsa Private School reflect the school s start time. He advised that his understanding was that the school start time was 7:30 a.m. Staff clarified that the signage posted in the area is No Stopping, Monday to Friday, 8:00 a.m. to 5:00 p.m. and is standard. Staff also noted that records show the school start time times are 8:15 a.m. and 8:20 a.m.. Michael Lobraico, Vice-Chair, asked if the school boards have any plan in place, in reference to traffic congestion at school locations, such as parent volunteers, that will help manage the traffic around the schools. School trustees explained that they are not aware of any plan in place, and advised that they will bring the inquiry to their next board meetings for the respective boards to consider. P.
