Castlemore Public School 9916 The Gore Road Ward 10 Conestoga Public School 300 Conestoga Drive Ward 2 Beryl Ford Public School 45 Ironshield Drive Ward 10 Violet Skirten, Crossing Guard Supervisor, advised that Father C. W. Sullivan Catholic School has expressed interest in the School Travel Planning Program. 7. Program -Bicycle Parking Pilot Project Craig Kummer responded to questions regarding painted bicycle signs on McMurchy Avenue and advised that the signs are intended to promote cycling. He also responded on the possibility of allowing bike lanes on some portions of the boulevard on Williams Parkway and advised that the design of the boulevard will not accommodate bike lanes. 8. Program - Peel Regional Police - Safety Committee Violet Skirten, Crossing Guard Supervisor, advised that an update will be provided on the walk to school program following a meeting with the Safety Committee on November 12, Correspondence 9.1 Correspondence from Anna Gentile, Central Planning and Operations Officer, Student Transportation of Peel Region, on behalf of Giselle Blain, Principal, Gordon Graydon Senior Public School, re: Request for Site Inspection to Review Pedestrian / Traffic Concerns at Gordon Graydon Senior Public School Rutherford Road - Ward 1 (File BH.c). Anna Gentile, Central Planning and Operations Officer, Student Transportation of Peel Region, provided an overview of the communication with the principal of the subject school. She noted that the principal would like to change the bus drop-off and pick-up location from Century Gardens to Rutherford Road to allow easier access for staff and students. Violet Skirten, Crossing Guard Supervisor, provided details of the previous measures taken to address safety concerns at the school Page 3 of 15

That the Manager of Maintenance Services, Peel District School Board be requested to review the configuration of the school property and determine what measures may be undertaken to accommodate a bus loading zone; and 3. That a site inspection be undertaken. 10. New School Openings 10.1 Below, for reference, is a list of new schools which are scheduled to open in September 2015: Peel District School Board Castle Oaks Public School 155 Castle Oaks Crossing Ward 10 Springbrook Public School 145 Jordensen Drive Ward 5 Trustee Carrie Andrews, Peel District School Board, confirmed that Castle Oaks Public School will be opened on November 16, 2015, and Springbrook Public School will be opened on November 30, 2015 (See Items 17.1 and 17.2). Thomas Tsung, Manager of Maintenance Services, Peel District School Board, provided an overview of the boundary changes that will impact Morton Way Public School and Ridgeway Public School. He highlighted the criteria for the establishment and the advantages of the new French Immersion program locations. He noted that the change will create a better balance in enrollment at the schools. Trustee Carrie Andrews, Peel District School Board, added that a number of boundary changes will be brought forward at a later date. There was discussion with respect to busing to Morton Way Public School and Ridgeway Public School due to the boundary change. It was agreed that busing will not be impacted and there will be no added safety risk to students walking to the schools. Mr. Tsung also advised that the Annual Planning Report was delayed and will be presented at the next meeting. The following motion was considered: SC That the update from Thomas Tsung, Manager of Maintenance Services, Peel District School Board, to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: French Immersion New Centre Boundary Changes Grade I Class Caps and Maps (File BH.c) be received. 12. Mike Mulick, Acting Manager, Enforcement and By-law Services, provided an overview of the subject report and answered questions regarding the statistics on the number of tickets issued. The following motion was considered: SC That the report from Mike Mulick, Acting Manager, Enforcement and Bylaw Services, to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: Enforcement and By-law Services School Patrol Statistics Report (File BH.c) be received Update from Mike Mulick, Acting Manager, Enforcement and By-law Services, re: Schools Identified without Designated Fire Routes within City of Brampton (File BH.c). Violet Skirten, Crossing Guard Supervisor, provided a status update on Committee s recommendations approved by Council for the period September 2014 to June She noted that the progress of traffic operations, crossing guard requests and completed recommendations are detailed and itemized. The following motion was considered: SC That the status report from Violet Skirten, Crossing Guard Supervisor, to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: School Progress Activity Summary September 2014 to June 2015 (File BH.c) be received Discussion at the request of Councillor Pat Fortini, re: Manpreet Chaniana, Member Attendance at Brampton School Traffic Safety Council Meetings. Committee discussion of this matter included: Number of times member has been absent at meetings Reference to the City s Procedure By-law and rules regarding members absenteeism Confirmation that member has been absent at three consecutive meetings Request to terminate member Process that follows to fill a vacancy Request to fill the vacancy with alternate member, if appointed The following motion was considered: SC That the request from Councillor Pat Fortini, to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: Manpreet Chaniana, Member Attendance at Brampton School Traffic Safety Council Meetings, be received; and 2. That Mr. Manpreet Chaniana be thanked for his contribution to the Brampton School Traffic Safety Council; 3. That the appointment Mr. Chaniana to the Brampton School Traffic Safety Council be terminated in consideration of his consecutive absences since his appointment to the Committee; and Page 9 of 15

That the City Clerk be directed to fill the vacancy resulting from Mr. Chaniana s termination, in accordance with the Citizen Appointment Procedures, for the term ending November 30, Discussion at the request of Patrick Doran, Member, re: Safety Issues at Nelson Mandela Public School Chinguacousy Road Ward 6. Patrick Doran, Member, expressed concerns regarding safety issues at the subject school and noted that Sergeant Fortunato Manvati, Regional Divisional Traffic Unit, had visited the school and will provide an update. Sergeant Manvati reported that officers were assigned to observe vehicular activity during arrival times at the school. He noted that the Kiss and Ride area was blocked and the school bus was unable to park. In the presence of police officers, parents continued to park and create blockage. On one occasion, Enforcement Officers were present and tickets were issued to some drivers. Committee consideration of this matter included: Safety of the students Confirmation that several signs are posted at the school to help reduce traffic congestion School Board has complied with all the previous recommendations regarding safety Suggestion that Members meet with the principal to discuss traffic and safety matters Suggestion that a site inspection be undertaken SC That the request from Patrick Doran, Member, to the Brampton School Traffic Safety Council Meeting of March 5, 2015, to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: Safety Issues at Nelson Mandela Public School Chinguacousy Road Ward 6, be received; and, 2. That a site inspection be undertaken. 16. Site Inspection Report(s) 16.1 Site Inspection - Khalsa Community School 69 Maitland Street Ward 7 Thursday, October 15, :45 a.m. and 2:50 p.m. Pedestrian / Traffic Safety Concerns Page 10 of 15
27 Minutes Brampton School Traffic Safety Council Committee reviewed the observations and recommendations in the site inspection report. It was noted that the Khalsa Community School is a private school. The following motion was considered: SC That the site inspection report dated October 15, 2015, to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: Khalsa Community School 69 Maitland Street Ward 7, be received; and 2. That the Managers of Traffic Engineering Services, Enforcement and By-law Services, and Peel Region Police Divisional Traffic Unit work together to determine how to disperse the second line of cars referred to in Observation #5 of the site inspection report, and open space for cars to move past the front of the school in either direction; and 3. That the Manager of Enforcement and By-law Services continue to perform patrols, as they have effective since school started in September Site Inspection Fairlawn Public School 40 Fairlawn Boulevard Ward 10 Wednesday, October 14, :40 a.m. and 3:20 p.m. Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion. SC That the site inspection report dated October 14, 2015 to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: Fairlawn Public School 40 Fairlawn Boulevard Ward 10, be received; and 2. That the Manager of Traffic Services arrange for a speed study on Humber West Parkway in the vicinity of Fairlawn Boulevard; and 3. That the Crossing Guard Supervisor advise the Principal regarding educational information on crossing at traffic signal; and 4. That it is the position of the Brampton School Traffic Council that a crossing guard is not warranted at the intersection of Humber West Parkway and Fairlawn Boulevard Page 11 of 15
28 Minutes Brampton School Traffic Safety Council 16.3 Site Inspection Rowntree Public School 254 Queen Mary Drive Ward 6 Tuesday, October 20, :00 a.m. and 2:50 p.m. Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion. SC That the site inspection report dated October 20, 2015 to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: Rowntree Public School 254 Queen Mary Drive Ward 6, be received; and 2. That the Manager of Enforcement and By-law Services, be requested to visit the location at Queen Mary Drive and Echoridge Drive/Thimbleberry Street, during student arrival and dismissal times and that tickets be issued instead of warnings; and 3. That the Manager of Traffic Services be requested to arrange for a stop sign compliance study at the intersection of Queen Mary and Echoridge/Thimbleberry Street; and 4. That the existing Crossing Guard location at the front of Rowntree Public School remain and not be relocated southerly between the two schools; and 5. That it is the position of the Brampton School Traffic Safety Council that a crossing guard is not warranted at the intersection of Queen Mary Drive and Echoridge Drive/Thimbleberry Street Site inspection St. Lucy Catholic Elementary School 25 Kanata Road Ward 6 Tuesday, October 20, :30 a.m. and 3:20 p.m. Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion. SC That the site inspection report dated October 20, 2015 to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: St. Lucy Catholic Elementary School 25 Kanata Road Ward 6, be received; and Page 12 of 15

That the school principal be requested to send a letter to all parents advising that parking in the bus loading zone and or Fire Route is illegal, and if continued, police will be asked to monitor the area Site Inspection Sir Winston Churchill Public School 89 Ardglen Drive Ward 3 Wednesday, October 21, :15 a.m. and 3:00 p.m. Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion. SC That the site inspection report dated October 21, 2015 to the Brampton School Traffic Safety Council Meeting of November 5, 2015, re: Sir Winston Churchill Public School 89 Ardglen Drive Ward 3, be received; and 2. That Peel District School Board be requested to review and consider whether a Kiss and Ride program can be implemented at the school; and 3. That the school administration be requested to advise parents not to park in restricted areas; and 4. That the Manager of Enforcement and By-law Services arrange for parking enforcement staff to visit the area occasionally Site Inspection Hewson Public School 235 Father Tobin Drive Ward 9 Thursday, October 22, :50 a.m. and 2:30 p.m. Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion. SC That the site inspection report dated October 22, 2015 to the Brampton School Traffic Safety Council Meeting of November 5, Page 13 of 15

That the Manager of Traffic Engineering Services arrange for the installation of corner restrictions to be implemented on the south side of Father Tobin Road west of the school entrance; and 5. That the school administration be requested to review the layout at the school to determine if the bus loading area could be utilized as a Kiss and Ride Area; and 6. That the school principal be requested to arrange for installation of the Kiss and Ride signage and "No Parking" or "No Stopping" signs to be installed in the current Kiss and Ride Area. 17. 32 November 16, 2015 Motion Alternative LRT Routes Moved By: Councillor Whillans Whereas Brampton City Council is committed to building a city with exceptional economic, social and post-secondary educational opportunities for all its residents, and Whereas Brampton Council, at its meeting of October 27, 2015, in a 7 to 4 vote, determined the provincial priority route north of Steeles Avenue was not acceptable and would not receive approval of this Council, and that any LRT surface alignment on Main Street north of Nanwood Drive/Etobicoke Creek be considered permanently removed from consideration, and Whereas the Council of the Corporation of the City of Brampton recognizes that participating as a 'connected community' within an integrated regional transit network within the Greater Toronto Hamilton Area is integral to delivering this future success, and Whereas Brampton is a proven leader in municipal transportation and transit systems with measurable success so that as Brampton continues to grow and prosper, it will plan, design and deliver the necessary higher order, public transit solutions necessary to make ours a keystone city within the GTHA, and Whereas Council had not had the benefit of debating or endorsing the 10 alternative alignments to the HMLRT previously explored by staff that had been peer-reviewed by SNC Lavalin, and Whereas there may be an opportunity for a Council approved alignment that could be considered by Metrolinx and the Province, and may be compatible with the construction deadlines of the HMLRT, and Whereas the City of Brampton's Planning and Infrastructure Services Department has already undertaken a broadly scoped review of higher order transit alternatives north of Steeles Avenue, and Whereas each of these alternative routes was examined in comparison to a specific, simplified, route developed on provincial, as opposed to local Brampton priorities which conform with the Provincial Places to Grow Legislation for Brampton s Urban Growth Centre, and Whereas the motion passed on October 27, 2015 directs staff to make the necessary adjustments to the Transportation and Transit Master Plan. Therefore be it Resolved: That the Planning and Infrastructure Services Department reframe its review of the alternative, higher, order public transit routes previously examined, with a view to recommending up to three preferred alternative routes to connect to the Downtown GO station, for Council s consideration; and That the three preferred alternatives presented, take into account Brampton's Strategic Plan, Transportation and Transit Master Pan, Council s priority of Regional connectivity, both northsouth and east-west, long term financial plan, Provincial Policy Statement, Provincial Growth plan, and Brampton s economic and job growth objectives; and That a report presenting staff's best professional recommendations be brought forward for public review and debate on or before March 31, 2016.
