2 In late August 1957 the Pullman Car Company sent out a preliminary enquiry entitled Pullman Car Replacement Programme 44 New Loco Hauled Pullman Cars, and the enquiry was forwarded to the following Carriage Builders: - 1. Metropolitan-Cammell Carriage & Wagon Company of Saltley, Birmingham. 2. Birmingham Carriage & Wagon Company Limited of Smethwick, Birmingham. 3. Gloucester Carriage & Wagon Company of Gloucester. 4. Messrs. Cravens Limited. 5. Pressed Steel Company Limited. 6. Messrs. Charles Roberts & Company Limited. A copy was also forwarded to Mr A.E.Robson Chief Carriage & Wagon Engineering Officer, British Transport Commission. My company has under consideration the building of the following Cars. It is expected that priority will be allocated for these in the British Railway Building Programme. First Class Parlour Cars 7. First Class Kitchen Cars 13. Second Class Parlour Cars 8. Second Class Kitchen Cars 15. Second Class Kitchen & Bar Car 1. Page 2 of 64

3 2. (a) It is intended that the general structure and running gear of these Cars should be to British Railway standard contour (C.1.) and comply with B.R. specifications. (b) The general lay-out of the Cars will be as shown in the attached drawing No.P128. (c) The detailed designs and working drawings for these Cars would require to be done by the Contractors who build them. 3. It is desired that estimated costs for building should be prepared separately for each group of Cars and on the following basis: - (a) That, as stated, the construction of the frame and vehicle body will in general be to British Railways standard contour and specifications EXCEPT that the and vestibule doors will be insert to meet Pullman requirements (as shown on P.128). (b) Separate estimates to be given for the items as shown below: - (i) An estimate for preparing the detailed designs and working drawings. (ii) Estimated cost of a complete vehicle INCLUDING exterior painting and insulation but EXCLUDING glazing, interior finish, fittings, furnishings, lighting and heating. (iii) An estimate for providing and fitting interior finish (this, of course, will depend on the design and nature of materials chosen). (iv) An estimate for providing and fitting train lighting (this to be based on the B.R. standard Wolverton system, using the 125 amp. Dynamo and 440 amp.hr. Batteries). (v) An estimate for providing and fitting seating and tables. Page 3 of 64

4 (vi) Estimated cost of air conditioning these cars, on the basis of the Stone-Carriers 5 Ton self-contained equipment (i.e. including individual I.C.E. power plant for each Car). 4. (a) I shall be obliged if you will give me the earliest possible answer as to whether or not you have Drawing Office and production facilities to enable you to accept an offer to tender and if successful can complete the building in your 1958/9 building programme. (b) If your answer is in the affirmative will you please let me know if any additional information is required to enable you to prepare preliminary estimates, particularly for items 3(b) (i) an (ii). The order was eventually given to Metropolitan-Cammell works at Saltley for 8 x Parlour First, 13 x Kitchen First, 7 x Parlour Seconds, 15 x Kitchen Seconds & 1 x Bar Car Second, making up the total of forty-four cars at a reported cost an approximately 17,000 each. The delivery rate was to be nine or ten cars a month from Metropolitan-Cammell to the BR Eastern Region Works at Doncaster. First cars delivered being EAGLE, FALCON, AMBER & CAR No.332, and allocated to the Master Cutler service on September 28 th, Final cars delivered for the Queen of Scots Pullman introduction on April 10 th, Page 4 of 64

Acquired with car EMERALD (II) by the National Railway Museum, York with car EMERALD (II) & TOPAZ part of the train formation to celebrate 100 years of on-board catering with the Travellers Fare Centenary Express Took part in the 150 th Anniversary of the Rainhill Trials. Within the cavalcade formation with ex-5bel Kitchen First AUDREY December 4 th. Noted being transported on the M62 enroute to Carnforth for asbestos removal July. Noted still at Carnforth December. Noted still at Carnforth but with asbestos now removed September 20 th. Noted still at Carnforth August 1 st. On loan to the NYMR September. Loan of car transferred from the NYMR to Bluebell Railway February 25 th. Loan of car transferred to the Mid Hants Railway, transported by road from Sheffield Park to Alresford January. Second car to be allocated the name FALCON - Original car S/No.104 of May Withdrawn September 28 th. With cars EAGLE, AMBER & CAR No.332 the first cars to be delivered to BR Eastern Region for inclusion within the Master Cutler September. Scheduled to enter Wolverton works for seating amended from 1 x1 to 2 x 1 with new carpets and curtains fitted, also externally repainted from umber and cream to BR grey and blue. The car name no longer displayed replaced with E312E November. Released from works Transfer to the British Rail Midland Region. Following a reported overhaul at Derby the car was allocated to the Ulster Express in June May. E312 reported as in Store. Its future not at this point decided August. Status as 1971 May but includes M322 & M September. Status as August April 14 th Noted condemned at Connington. Mid-1973 to mid-1974 Noted stored at Northampton September 5 th Noted stored at Rugby. Mid-1975 Noted within a siding just North of Rugby Station with windows boarded over with cars 322, 334, 336, 338, 339 & August 4 th. Empty Coaching Stock movement Rugby to Carlisle. It is reported that this car was the sole survivor with dual brakes still fitted, and as such was despatched to Carlisle for the Steam Locomotive Owner Association (SLOA) to undertake a study of the dual brake equipment and fitting for the planned fitting of dual braking to the ex MK1 Pullman cars within the SLOA Pullman set for main line operations May 14 th. Noted at the Severn Valley Railways Kidderminster Yard Reports that car will form part of the Chichester & Midhurst Railway Project Summer. Moved by road from the Severn Valley Railway to Hull Dairy Coates for bogie, brake overhaul and asbestos removal, and sold to Great Scottish & Western Railway Company with cars 317, 319, 324, 329 & 331. The cars will undergo restoration for the all new Royal Scotsman reported to commence in Plated as for operation on the main line and given the identity of STATE CAR No.4. Page 12 of 64

Mayor of America charter London Victoria to Hollingbourne within an all first class formation locomotive hauled March 4 th. Used by Brighton Football Team/Manager on charter to away match at Bolton Transferred to Departmental Stock and used as an Instruction Coach. Converted on Lot No BR CM&EE Instruction Coach QXX ADB and located at Longsight April 14 th. Arrives at Vic Berry s Leicester scrap yard for disposal June 11 th. Still intact and in good condition June 3 rd. Noted at Vic Berry s yard, repainted in reported as Berry s Blue on one side only, and in use as a staff canteen August. Reported as Broken-up. The original seating has also been found and will be refitted at the right moment. Present work is concentrated on stripping the interior ready for removal of asbestos insulation, and overhaul of the pressure ventilation February 23 rd. Still on site at GCR Loughborough August. Part of the Hull Pullman with E330 - RUBY(II) Departmental Service DB in Scotland. Circa Body of the car delivered to No.258 Muswell Hill, London. Forms part of Le-Routier Express. The body is split end to end with extra roofing fitted; only one side of the car body side is available to see. Livery red maroon and cream, within the normal area on the external body side to which the car name Fleche-D -Or is applied. Has two Pullman coat arms applied also. 59 BR Mk 1 Pullman Cars - East Coast Main Line - The Pullman Parlour Brake Provision. 01. A new series of type designation was applied to the forty-four new locomotive hauled cars introduced on the Eastern Region Pullman services between the autumn of 1960, through to the spring of The classification for the new cars originated by the car builder Metro-Cammell: - Type B - First Class Kitchen cars. Type C - Second Class Kitchen cars. Type D - First Class Parlour cars. Type E - Second Class Parlour cars. Type F - Second Class Bar car. Mystery surrounds the non-use of classification Type A, would this have been the allocated classification for the matching brake seconds of BR s 1964 carriage-building programme that never materialised (Ref: AN 160/558 and MT 124/889). 02. No brake cars had been included in the original order for the Mk1 cars, the continued use of the older Pullman brakes, which were eventually replaced by Mk1 full brake (BG). The 1964 carriage-building programme include six Pullman brake seconds and six parlour seconds for the East Coast Pullman services. Although approved by the Ministry of Transport in November 1963, the British Railways Board never placed the order for their construction. 03. The proposal to construct twelve new Pullman cars to replace twelve pre-war second-class parlour/brake cars that were retained to work with the forty-four Mk1 cars. The estimated cost for the twelve new cars being identified as 237, The design of the new twelve cars was anticipated to follow that of the 1960/1 Mk1 Pullman cars. The internal layout of the brake-end cars being similar to that of the pre-war cars. Page 59 of 64

60 06. Mk.1 Pullmans Brake. Surviving records in the National Archives at Kew (file ref.mt124/889) show that the British Railways Board's proposed carriage-building programme for 1964 had originally envisaged a batch of second-class brake Mk.1 Pullmans for the East Coast services. Naturally, these would have had much in common with the 44 cars delivered in 1960/61. Since Metro Cammell had retained the construction jigs for the latter vehicles - and had, indeed, been responsible for much of the detail design work the BRB viewed the new cars essentially as a (modified) run-on series, with the intention of commissioning the same builder. But when, in August 1953, authorisation was sought for the necessary funding, the Ministry of Transport took the view that the contract should go out to competitive tender. In the event. however, a policy review presented some three months later by the Board's chief commercial and traffic officers was to recommend that second-class Pullman accommodation should be phased out and that the cars themselves should be upgraded to allow first-class Pullman accommodation to be extended additional prime inter-city services. The mixed Pullman-first/ordinary second formation in the 'Talisman' mentioned by Colin Keay (RM September, page 712) was a trial application of this policy, but (predictably) there proved to be a strong passenger resistance to the imposition of Pullman supplements on a service where none had been charged previously. It may also be of interest to note that during the period of this trial, two spare 'Golden Arrow' Pullmans, Aries and Hercules, were transferred to the East Coast route. The second-to-first-class Pullman conversion was also to prove impracticable because, at a time when the alignment of seating bays to windows was still considered important, there was insufficient space for the planned installation of reclining seats. As your correspondent noted however, a number of Pullman parlour seconds were later reclassified as ordinary open firsts. Page 60 of 64
