12 Rural Transport Services Carlow / Kilkenny / South Tipperary / Wicklow Transport Coordination Unit (TCU) is one of 17 TCUs nationally. In 2016 the TCU: Completed 115,572 passenger journeys (of which just over 48,000 were provided to Free Travel Pass holders). Operated 8,662 service trips. Operated 568,255 kilometres. The TCU operates its own bus fleet (16 minibuses ranging in size from 12 to 16 seaters) as well as managing 12 contractors New opportunities continue to be explored by the TCU for increased rural transport service provision within its functional area. 12

18 Public Transport Planning Continual public transport planning work undertaken by NTA Focus in recent years on the services in large towns Analysis of unmet demand for internal transport in large towns using travel demand data from POWSCAR 2011 (CSO) Looked at settlements graded from 1000+, 5000+, Identified gaps both spatial and temporal Proposed high level interventions to close gaps Estimated the impact of those interventions on PSO subsidy 18
19 Public Transport Planning Original listing of 19 towns greater than 10k population. 2 towns just under 40k 13 towns between 18 25k 3 towns between 12-15k Population, numbers of jobs and numbers of education are factors that influence the demand for transport. Of the 19 towns, only 11 have a regular public bus service serving internal demand some provided with PSO funding (Sligo, Kilkenny) others provided commercially under licence (Wexford) and some provided by both sources (Dundalk, Athlone) 19
20 Transport Planning Transport demand per 1000 population in Sligo, Athlone, Kilkenny, Tralee, Clonmel, Letterkenny, Drogheda and Dundalk is similar to that in Limerick City (400+ daily) The demand / 000 population (work & ed) in Ennis, Carlow Town, Mullingar and Navan is somewhat lower, but is still appreciable (300+ daily) In Limerick, there are 9 urban bus routes providing 3500 bus trips in a typical week, whereas in Athlone (29 January) - 3 urban routes; 1162 trips /wk Kilkenny City - 1 route; 48 trips / wk Carlow - 0 route; 0 trips / wk Mullingar - 0 route; 0 trips / wk 20
21 Transport Services Large Towns
22 Transport Planning NTA is addressing these deficits in public transport by: Extending the Direct Award contract with Bus Éireann where they already provide services Procuring new services through open tender Additional services now being provided in Sligo and Athlone by Bus Éireann Additional services proposed in Kilkenny, Tralee, Clonmel, Letterkenny, Drogheda and Dundalk New service proposed in Mullingar and Carlow Engaging with local stakeholders in the design of the new and improved services 22
23 Benefits in public transport provision Integrating land use development and transport planning can bring benefits to Large Towns, similar to those currently accruing to Regional Cities The public transport service can grow organically as the Large Town grows, and can shape how it grows More people in receipt of travel benefits will be able to use them The Authority will contribute to national obligations to transition to a low-carbon economy 23

27 Kilkenny County Council strategy Kilkenny County Council s strategic aim is to reduce the reliance on the private car for internal travel in favour of public transport, cycling and walking (KCC Development Plan , p.159) KCC aims to facilitate the provision of public transport through supporting infrastructural works KCC has a strong vision for their city centre being pedestrian, cyclist, and public transport friendly. The inner relief road (Central Access Scheme) is to facilitate the further development of this vision. 27
