2 GET AROUND THAMES TRIAL TRANSPORT SERVICE 15 seater mini-bus Proposal 31/1/2017 a 6 month trial with review after 4 months, - if viable seek NZTA 51% subsidy mini-bus or small bus seater with easy access a loop service from Tararu/CBD/Parawai/CBD/Tararu 22 seater bus frequency hourly - Monday to Friday hours 9 am to 2 pm - 6 circuits 2 Hartnell s Thames Te Puru Service

3 WHY THAMES? public transport is a core District Council service Many households without access to a car many residents socially deprived/isolated NZ s oldest town hilly suburbs and elongated shape will enhance economic activity meets objectives of all Council s and Agency s Strategic Plans 3

7 NEW ZEALAND TRANSPORT AUTHORITY (NZTA) FUNDING STRATEGY Option A Begin Trial for 6 months funded by Thames Coromandel District Council After 6 months with solid evidence of patronage - make Business Case for NZTA subsidised service (51%) (successful Tokoroa strategy) Option B Adopt Option A but also take a business case to NZTA to fully fund the Trial as a research project on Thames as an old town? 15 SOCIAL ISOLATION A GROWING PROBLEM No public transport means transport disadvantaged people can be trapped in own homes who - struggle to shop in CBD miss or put off health appointments are unable to visit friends or belong to clubs. 16 THAMES IS SPREAD OUT. TARARU IS 3.6 KM FROM THAMES CBD Equivalent distance from Hamilton CBD Most of Thames outlying suburbs are steep/hilly We don t expect Hamilton's aged and disabled to walk for 50 minutes into CBD and back or hire a taxi Morrinsville (same population) is 4 km across Thames is 7km 16

17 LACK OF PUBLIC TRANSPORT IS A BARRIER TO OLDER PEOPLE (AND OTHERS) CONTRIBUTING AS CONSUMERS AND WORKERS 17

18 PUBLIC TRANSPORT ENHANCES ECONOMIC ACTIVITY, HEALTH, & ENVIRONMENTAL OUTCOMES Council spent $385,000 on land purchase and $251,825 on project costs (Total: $636,825) for 61 new Mackay Street parking spaces. bus service provides jobs more consumer activity in CBD eases traffic congestion fewer accidents * lowers demand for more parking spaces. fewer health appointments missed more community engagement more volunteers lower Co2 emissions - less air pollution * car drivers are nine times more likely to be injured than bus passengers = $10,439 per parking space 18

19 TOKOROA URBAN BUS SERVICE began with 6 month trial seater bus 6 circuits a day - 9am to 2 pm growing patronage high satisfaction with service % funding from NZTA Fares One way : Adults - $2.00 Children (5-14) - $1.00 Pre-schoolers free Super Gold Card holders - free (once service was subsidised) 19

28 PLANS AND STRATEGIES #4 Government Policy Statement (GPS) on Land Transport A priority area for the GPS is economic growth and productivity and a long term result attributed to this priority area is; Enable access to social and economic opportunities, particularly for people with limited access to a private vehicle. 28

29 PROPOSED ACTIONS early 2017 At its next meeting Thames Community Board resolves that it recommends $10,000 provision in 2017/2018 Annual Plan for share of a Business Case for a Public Transport Trial for Thames provision for a fully funded 6 month public transport trial in the Long Term Plan the inclusion at earliest date of a Thames Public Transport Unit in the Regional Council s Public Transport Plan and Regional Land Transport Plan. a Business Case be made for a NZTA 51% subsidy an investigation whether the Trial can be more quickly funded from discretionary Council or other funds an immediate application for funding from ECCA Low Emission Vehicle Contestable Fund for an electric van/bus demonstration trial an immediate submission to NZTA for 100% funding of 6 month trial and an associated Research Project based on the unique demographics of Thames township 29

30 COMMENTS FROM THAMES RATE-PAYERS / RESIDENTS Yes - I would be able to visit my friend in the Booms Retirement Village Yes, - I would be able go to the supermarket every other day, rather than relying on someone to take me once a week I love swimming but can t get to the pool now I could. I can t afford a taxi. I drive at the moment but may soon lose my licence due to failing eyesight, in which case I would use the bus I have cancelled Dr s appointments because no one could take me, but a bus means I can go independently. 30

32 POTENTIAL FOR PUBLIC TRANSPORT GROWTH If Thames could achieve Blenheim s 1.1 trips per capita/year - this would equate to 8,250-8,500 trips per year. Blenheim and Tokoroa both have a 9am 2pm service - as proposed for Thames. Blenheim s and Tokoroa s demographics, social deprivation, and car ownership indicate that this target (or better) is achievable for Thames. 32

35 TOTAL MOBILITY Total Mobility is a door-to-door service for people with proven impairment who are unable to get to, or use public transport. jointly funded by local and central government subsidises 50-60% of the cost for a taxi or other provider can be used for any purpose not just health appointments not a substitute for DHB or Bupa services etc, or public transport many local authorities have taken up the scheme 35
