1 MINUTES OF SOUTH CENTRAL AREA COMMITTEE MEETING HELD ON 20th MAY 2015 ORDUITHE A DEINEADH AN COISTE CHEANTAR AN LARDHEISCIRT 20 BEALTAINE Minutes of Meeting held on 15 th April Order: Agreed Questions to Dublin Chief Executive. Replies circulated Roads & Traffic Matters. (i) Minutes of Traffic Advisory Group held on the 28 th of April 2015 in relation to Traffic Matters in South Central Area. (ii) Traffic Service Requests, Status Report at 15 th April (ii) Noted South Central Area. (i) Report on the 2015 Additional Budget Spend for the area. (ii) Gully Cleaning Programme report for the South Central Area. (iii) Area Manager s Report. (ii) Noted. (iii) The Area Manager s report was noted by the Members: - 1. South West Inner City Area Report Weavers Park, Cork Street A proposal to locate a 0.6 neighbourhood park is on the site of the demolished Chamber Court and Weavers Court flats is included in the Liberties Greening Strategy. It has been given the working title of Weavers Park which reflects the history of the area as a centre of weaving and linen manufacture. A contract was awarded recently for design works to develop the new park. The first meeting between the design team and local residents, which took place on 29 th April, was very successful with 60 people attending. It is expected construction works will commence later this year with the park opening in Bridgefoot Street Allotments Improvement works to the pedestrian entrance at Bridgefoot Street have been completed whilst the 20 allotment holders signed their licences and were presented with keys to the site in the last 2 weeks. The second in a series of gardening workshops for all allotment holders was held on 18 th April in the adjacent community garden where work has been ongoing since March. A new fence has been erected to demarcate the boundary of the allotment/community garden area and the remainder of the site for which a design brief is under preparation to develop it as a high quality neighbourhood park. The Liberties Area Showcase Investment Forum The Liberties Area Showcase Investment Forum is scheduled for the 4 th of June from 11.00am to 1.00pm at the Teeling Whiskey Distillery, Newmarket, Dublin 8.

2 St. Michael s Hill Approval has been obtained to install an automatic signalled pedestrian crossing at the top of St. Michael s Hill/Winetavern Street between Christchurch Place and High Street. The redesign of the coach parking facilities outside Dublinia will be part of the same project. It is expected that works will take place towards the end of this year. This is a very busy crossing on a main tourist route and the provision of pedestrian lights will greatly aid road safety at this location. Newmarket Tenders were received on 11 th May for the appointment of consulting architects to prepare a Public Realm Improvement Plan for Newmarket and its environs that will describe, support and guide the implementations of improvements to enhance the use and attractiveness of the area. Dolphins Barn Works to erect a boundary wall between the site of the now demolished City Council acquired buildings on the eastern side of Dolphin Barn and the rear limits of the houses at St. James Terrace are due to commence in the middle of June. The area between the new boundary wall and the public footpath will then be grassed or graveled prior to its possible future development. Bloomsday The Community Development team is organising a celebration of Bloomsday on the Green at Dolphins Barn on Sunday, 14 th June from to The event will include readings from Ulysses, poetry and historical talks. Food and light refreshment will be available. Period dress is optional! Bulfin Court, Inchicore It is planned to install 4 new outdoor seats for the benefit of residents at Bulfin Court before the end of May. Re-roofing Programme A programme to re-new the roofs in flat complexes in Dublin 8 was extended to Thomas Court Bawn on 2 nd March and to Marrowbone Lane Flats last month and is due for completion shortly. Works to the roof lights, chimneys and tank houses are included. Tenders have been invited to carry out similar works to the roof in Meath Place. It is expected that remedial work to the roofs will be carried out later in the year at the following locations: - Summer Street South Braithwaite Street (x2) Pimlico Terrace Basin Street Flats Works to convert 4 bedsits into 2 x 1 bedroomed flats are ongoing and are scheduled to be completed on 29 th May. An additional 4 bedsits are due to be inspected shortly with a view to carrying out similar conversion works. Old Mill Court A communal bin is due to be provided for the residents of Old Mill Court, Clanbrassil Street. A barrier will also be installed to reserve the parking area for the occupants, relatives and carers. These works are due to take place this summer. Vicar Street Works to improve the pitch and to install basketball hoops are due to take in July/August.

3 2. Crumlin Area Report Plant sales Plant sales will be taking place in the Dublin 12 area during the month of May Venue Address Date Time VEC Pearse College Clogher Rd. May 25 th 9.30 am. Walkinstown Residents Association Hall Bunting Rd. May 27 th 7.00 pm. Our Lady s Hall Mourne Rd. May 28 th 10.30am. Social Inclusion The launch of the Social Inclusion Booklet will take place on Tuesday 26 th May at a.m. in St. Agnes Parish Centre. LinkAge The launch of the LinkAge information cards took place on the 6 th May in the Evergreen Hall, Terenure at 10 a.m. These cards will be distributed to Community Groups in the D12 area over the coming weeks and are also available from the Crumlin Office on request. 3. Ballyfermot Area Report Environmental Works at Spiddal Park and Drumfinn Park Upgrade works will commence at Spiddal Park next week with the erection of mesh fencing. Painting of the railings will follow and then finally painting and remarking of the football/basketball areas surface. This work will be carried out in conjunction with similar upgrading works including pruning of shrubbery at Drumfinn Park. Open Space at Spiddal Road Repairs which involved the removal and replacement of extensively damaged kerb at the open space have been carried out. The burnt out grass area has been repaired and re-seeded. Kerbing at Croftwood Works on the kerbing on the Clifden open space/croftwood Drive will commence early June. Community Events/Activities: - Animation for Success The Animation for Success film was officially launched at the premier held in the Ballyfermot College of Further Education on the 29 th April This collaboration between Dublin City Council, St. Michael s School and the Animation College has been most successful and helped raise the awareness of the high risk of extinction of the swift. Social Inclusion Week th 31 st May Events happening in Ballyfermot/Cherry Orchard/Chapelizod during social inclusion week are as follows:-

4 Monday 25 th May Dance Theatre Workshop, The Bungalow, Cherry Orchard Family Resource Centre, pm, Friday 29 th May Holistic therapies, Health and Wellbeing. Other Activities in May 9 Community Plant Sales in 9 locations around the Ballyfermot, Chapelizod and Cherry Orchard areas and will take place on Thursday 28 th May at 6pm Disability Sports Day Ballyfermot Sports & Fitness Centre. Bealtaine activities will be taking place throughout May in various centres. Dance Theatre Workshops The Cois Ceim Dance classes are at the final stages of preparation for their FEAST ON DANCE Performance which will take place in City Hall on Thursday May 28 th at 3pm and 6pm. This grand performance is following eight weeks of drop-in Dance Class in the Ballyfermot Sport & Fitness Centre. This has been a very popular project for those who have participated in it so far. It is envisaged that we will continue to run a weekly dance class for those who are interested later in the year. Ballyfermot Celebration of Life Fundraiser On Friday 29 th May 2015 there will be an event organised in aid of Cancer Research in St. James Hospital and for Ballyfermot Club for Physically Disabled. The evening will consist of music, disco, food, raffles auction and many prizes. Tickets for this worthy event and night out cost can be obtained from Pat Teehan , or the Ballyfermot Area Office. Ballyfermot 1916 Commemoration Working Group A working group has been formed recently with a view to forming a variety of events/activities in Ballyfermot to commemorate the 1916 Rising. The group meets each week in St. Dominic s Secondary School. Springvale Allotments The allotments at Springvale have been a great success and people are once again looking forward to the new planting year. License renewals have been completed and sealed and distributed to all allotment holders. Cherry Orchard Community Garden and Allotments License renewals are now taking place. An advertising campaign is now taking place to allocate remaining allotments. Tidy Towns & City Neighbourhood Competition 2015 Activities for the above are underway with local residents in Cherry Orchard. To date four weekly clean ups have taken place in various locations every Thursday. Resources have been secured to provide further planting to compliment existing activities. Drumfinn Avenue (green spaces) and Drumfinn Park, area clean ups and planting programmes are being carried out. Clean ups take place on Thursday evenings at 6pm. Ballyfermot Road opposite the (former) Gala Cinema, resources secured to provide ground cover planting planned for this area.

5 Ballyfermot Men s Shed Groups A new Men s shed has been established in the Ballyfermot Resource Centre, Lynch s Lane with the active support of Dublin City Council. Ballyfermot.ie DCC is actively supporting the refurbishment of the Ballyfermot.ie website. Age Friendly Alliance The South Central Area is actively seeking interested older persons to become part of the Older Persons Council. Six members have already been selected and it is anticipated that another nine will be selected from across the area in the coming weeks. A new intergenerational project between students from St. Ultan's and Ballyfermot Heritage Group has been set up with the assistance of Dublin City Council under the Age Friendly banner with the purpose of exchanging stories and skills, breaking down barriers and creating a working respectful relationship between the young and not so young. Cherry Orchard Restorative Practices Forum DCC Community and Social Development continues to support the Cherry Orchard Restorative Practices Forum meetings. Chapelizod Steering Committee A walkabout was conducted in the Chapelizod area in February. A number of issues have been addressed and others have been noted and referred to the relevant Departments. Support for Groups and Projects. The area continues to support all groups and projects in the area, to disseminate information regarding jobs and funding and assist all to access services and resources as needed Cultural, Recreation, Amenity and Community Matters. (ii) Proposed disposal of lands at Raleigh Square, Crumlin, Dublin 12 to Túath Housing Association. (iii) Proposed exchange of properties at Parnell Sq. North, Dublin 1 (former Colaiste Mhuire Building) and Jamestown Road, Inchicore, Dublin 8 with the O.P.W. (iv) Proposed grant of a further licence at Liffey Valley Park, Chapelizod, Dublin 20 to Donore Harriers Limited. (v) Proposed grant of a letting of the Lock Up Shop Premises at No. 70 Donore Avenue, St. Teresa s Gardens, Dublin 8. (ii) Agreed. Recommend to Council. (iii) Agreed. Recommend to Council. 6 Motions DUBLIN CITY COUNCIL SOUTH CENTRAL AREA COMMITTEE MAY 20 th Councillor Bríd Smith s deferred Motion from the April Meeting This Area Committee calls on management to reconvene the Drimnagh Integrated Monitoring Committee as there are a number of important planning issues in the area and also a report is required from the traffic sub group of this committee. Order: Agreed. 176 Councillor Bríd Smith s deferred Motion from the April Meeting This Area Committee gives its full backing and support to the application for the Sports Capital Grant for the Brickfield Park All-Weather Pitch. Given that this was refused last year with great disappointment to the community, we believe that it is imperative for the area to be finally granted the necessary resources to see this ambition fulfilled. Order: Agreed. 183 Councillor Vincent Jackson That the planned playground for the open park/space next to Ballyfermot Civic Centre be put back into consideration and that this park becomes a focal point of Ballyfermot celebrating the100 anniversary of the Easter Rising. This open space is a lung in a sea of housing and needs upgrading into a community resource. Order: Agreed to review at a later stage. 184 Councillor Greg Kelly This Area Committee fully supports the Dublin Bus Drivers in there actions against the privatisation of Bus routes which will lead to full privatisation in the future. Order: Withdrawn. 185 Councillor Paul Hand That this Area Committee notes with concern the proposed Tendering Process of Dublin Bus' orbital routes, including routes 17, 18 and 76 which service citizens in the South Central Area. To this end, the Area Committee Councillors support the Dublin Bus workers in their strike action against the proposed tendering process which could lead to the routes being privatised and we request that the Area Committee Chairperson writes to the head of SIPTU and the NBRU expressing our support. Additionally, we request the Area Committee Chairperson to write to the CEO of Dublin City Council requesting that he outlines to the NTA the Area Committee's concerns and that if the tendering process cannot be stopped that the NTA award all tenders to Dublin Bus to continue to provide public services for citizens in our area and the wider city. Order: Withdrawn. 186 Councillor Bríd Smith This Area Committee condemns the recently proposed Government Bill which proposes attachment orders on the income/ social welfare payments of those who cannot or will not pay the despised water charges. Order: Agreed to write to the relevant Ministers.

7 187 Councillor Greg Kelly, Cllr Daithi Doolan, Cllr Ray McHugh and Cllr Criona Ni Dhalaigh. This Area Committee notes and supports the good work done by DMAP (Disability Mainstream Access Project). DMAP has ensured people with disabilities work with others in providing solutions to the challenges that they have identified. The loss of funding for their coordinator is a major setback to DMAP and the wider community. We are calling in the Minister for Environment Community & Local Government to immediately allocate funding to allow DMAP continue employing a coordinator. Order: Agreed to write to the Minister for Environment, Community & Local Government. 188 Councillor Paul Hand In light of the areas historic connections with the 1916 Rising this Area Committee supports the implementation of a Local Environment Improvement Plan for the Inchicore/Kilmainham area. Order: Report to Councillors. 189 Councillor Bríd Smith This Area Committee calls on management to respond to demands by petition and plea to the City Council to erect a barrier on the footpath at the junction of Landen and Ballyneety Roads in Ballyfermot. This is an urgent request as a child was knocked down here last year by a car cutting corners and mounting the footpath which is a frequent occurance. Order: Agreed to have the request reviewed again.
