(v) The Area Manager s report was noted by the Members: - Area Manager s Report South Central Area Committee HALLOWEEN Public Domain Unit have engaged additional labouring crews and vehicles to facilitate removal of bonfire material in the days leading up to and including Halloween. These resources will be in addition to the services provided through Housing, Parks, Waste Services and Development Department. The additional resources provided through Public Domain Unit will concentrate and prioritise on removal of bonfire material: - Outside the remit of the Parks, Housing, Waste Services and Development Departments. Material that pose a risk to safety and well being of the public. Material that pose a risk to critical public infrastructure. Material that may become a focal point for major public order issues. Reports of locations of stored bonfire material can be made by telephone to: -

A preferred contractor has been selected and work is due to commence late November/December weather permitting. NEW PUBLIC PARK, CORK STREET It is proposed to locate a 0.6 hectare neighbourhood park on the site of the demolished Chamber Court and Weavers Court on Cork Street. The design team held 2 workshops with local residents on 29 th April and 24 th June with over 100 people attending. Following agreement at the September Area Committee meeting a Part 8 planning application for the project was advertised on 18 th September. A copy of the plan is available for inspection in the Planning Department in the Civic Office for 6 weeks from that date. NEWMARKET Work has commenced to prepare a Public Realm Improvement Plan for Newmarket and its environs that will describe, support and guide the implementations of improvements to enhance the use and attractiveness of the area. A productive public workshop was held in Teelings Distillery on 17 th August whilst it is expected that the plan will be finalized later this year. KILMAINHAM MILL A design company is developing a conceptual interpretive proposal for Kilmainham Mill, Kilmainham Lane which will complement the existing tourist attractions in the area. The plan is expected to be completed in October/November. CITY WALLS, COOK STREET A contractor has been selected for the supply and fit of 11 floodlights at Cook Street to illuminate the old city wall. Following a favourable demonstration it is expected that the installation works will take place in November. ST. AUDEON S PARK, HIGH STREET St. Audeon s Park is included in the Liberties Greening Strategy. As part of the proposed improvements to High Street design works have commenced to redevelop the park and to create a more open and publicly accessible area by removing railings and selective trees. DUBLINE

6 Wayfinding signage has recently been installed whilst information panels will be placed at strategic points along the Dubline route in October. DOLPHINS BARN Works to erect a boundary wall between the site of the now demolished City Council acquired buildings on the eastern side of Dolphin Barn and the rear limits of the houses at St. James Terrace are nearing completion. It is planned to create a pop-up linear park in the area between the new boundary wall and the public footpath prior to its possible future development. ST. MICHAEL S HILL/CHRISTCHURCH Approval has been obtained to install an automatic signaled pedestrian crossing at the top of St. Michael s Hill/Winetavern Street between Christchurch Place and High Street. The provision of coach parking facilities outside Dublinia is part of the same project. The crossing design has been completed whilst work is continuing in relation to the design of the new coach bay. It is expected that installation works will commence in February/March This is a very busy crossing on a main tourist route and the provision of pedestrian lights will greatly aid road safety at this location. OSCAR PARK It is planned to install seating as part of the central feature in Oscar Square, Dublin 8. This work is due to take place later this year. RE-ROOFING PROGRAMME A programme to re-new the roofs in Thomas Court Bawn and Marrowbone Lane Flats was recently completed. Works to the roof lights, chimneys and tank houses were included. Works to carry out similar works to the roof in Meath Place commenced on 10 th August and are scheduled to be completed at the end of this month. It is expected that remedial work to the roofs will be carried out later this year/early next year at the following locations: SUMMER STREET SOUTH Braithwaite Street (x2) (to commence end October/beginning November) Pimlico Terrace BASIN STREET FLATS Works to convert an additional 4 bedsits into 2 x 1 bedroomed flats are scheduled to commence in November following the completed conversion earlier this year of 4 bedsits in the same complex. It is also planned to upgrade the surface of the playground in Basin Street in the near future. OLIVER BOND HOUSE Works to develop 6 bin corals in Oliver Bond House has commenced. This will create an enclosed area for the bins at a distance from the entrances to the complex which should reduce illegal dumping and possible damage to vehicles. COMMUNITY GRANTS SCHEME 2016

7 The Community Grant Scheme is now open for 2016 applications. The closing for receipt of such applications is 30 th of October 2015 at 5.00pm. Applications can be made through the local Area Office, local Libraries or log on to wwwdublincity.ie/community grant scheme. COMMUNITY EVENTS IN THE SOUTH CENTRAL AREA Crumlin Area Office Film night The Council has been working with a small committee in Mourne Road Hall to establish a Film Club for the area. The first film was held early in September and was a great success. The next film -'' Some Like It Hot'' will be showing on Saturday 7 th November in Our Lady s Hall, Mourne Road, Drimnagh, from 7.30pm. Admission 5. Health Fair Crumlin/Walkinstown Community Forum in conjunction with DCC are holding a Health Fair on 29 th October, 2015 from 10 a.m. 1 p.m. in St. Agnes Parish Centre, Crumlin Village, Dublin 12. There will be a wide variety of stalls on the day from herbalists, pharmacists, osteopaths, right through to denture repair and much more. Free tea/coffee served on the day. For further information please contact Liam O Connor Ph: Young at Heart Dance This years Young at Heart Dance, for Senior Citizens, will take place on Thursday 22 nd October at 8 p.m. in the Transport Club, Clogher Road, Crumlin. Music by the Garda Band. The Lord Mayor of Dublin Críona Ní Dhálaigh is due to attend. Ballyfermot Area Office Cois Ceim Due to its high popularity Cois Ceim dance classes for the over 55 s have recommenced in the Ballyfermot Sports & Fitness Centre. The classes take place every Tuesday from to 1.15 p.m and cost 3 per class. Places are available and further information can be received by contacting Helen Burke at Sewing Classes Sewing classes are re-commencing at the Ballyfermot Civic Centre on 21st October. The classes are every Wednesday from 6.30 p.m to 8.00 p.m. and the course is eight weeks. The cost is 24 and places are still available. Cherry Orchard Restorative Practices Forum The Cherry Orchard Restorative Practices Forum continues to meet with a view to engaging Cherry Orchard community and service providers in active communications with a view to building strong relationships, addressing the problems in the area and working together to provide solutions where all have a share of the responsibility. Play Park Play Park meetings re Le Fanu Skate Park and BMX track continue to take place. The Play, Playfulness and Community tour of Ballyfermot took place on the 17 th October and a site visit for community took place on the 15 th October. A bus tour is also being organised to visit other play parks. The Irish Architecture Foundation in collaboration with The Matheson Foundation and Dublin City Council have launched

8 a competition to design a play and skate space for The Lawns in Le Fanu Park, Dublin 10. Registration closes on the 23 October. South West Inner City Garden View Court The Community Development Section are working with the residents of a Senior Citizen Complex in Garden View Court, Francis Street to transform the front space from a desolate, barren area to a visually pleasant garden with planted flowers and spring bulbs. Kilmainham Arts Festival 2015 This year s Kilmainham Arts Festival runs from Thursday the 12th to Monday 16th of November. The Festival is organised by the Kilmainham Arts Club and is in its fifth year. It covers a wide range of events that includes: an Original Song Contest, a performance by Zrazy, Children's storytelling in the Ichhicore Library, workshops in drama, voice, samba drumming and poetry, a short film event in association with Fingal Film Festival, and an exploration in traditional Irish music through photography and chat. We hope there is something here that is of interest to all. 10 DUBLIN CITY COUNCIL SOUTH CENTRAL AREA COMMITTEE 21 st OCTOBER 2015 The order of business was suspended to deal with the following Emergency Motions Emergency Motion in the name of Councillors Daithí Doolan and Ray McHugh This Area Committee expresses deep regret at the terrible loss of life and injury as a result of the recent fire in Glenamuck, Carrickmines and expresses sympathy to the families of those who lost their lives in this tradgedy. This Area Committee will immediately commence a detailed review of fire prevention standards on Traveler accommodation sites in Dublin South Central and will ensure any required work be carried out as a matter of urgency. Emergency Motion in the name of Councillor Brid Smith This Area Committee calls on management to provide at least three trucks for the Dublin South Central Area for cleaning up bon fire material in the week leading up to Halloween. Order: Report noted. 263 Councillor Greg Kelly That this Area Committee is concerned at the delay in dealing with an application from a the St John Bosco centre in Drimnagh, Dublin 12 supported by the City ofdublin Youth Service Board that 60,000 allocated to them under YP1 should be refocused and issued to them as per application in December 2014 to allow this vital youth service to a disadvantaged area to employ an additional youth worker. This Area Committee supports the St John Bosco Centre in there application and calls on the Minister for Children and Youth affairs to intervene and resolve this delay. 264 Councillor Brid Smith This Area Committee calls on the Chief Executive to issue a report to councillors asap on plans for Modular Housing to include details on where they will be located, what services will be put in place, what period of time will be deemed "temporary" to live in Modular housing, will tenants be allocated Modular Housing as a choice, what company(ies) will be awarded the contracts for Modular Housing, what is the budget for same, what arrangements or contracts will cover maintenance and any other relevant information that elected representatives should have. We further call on the Lord Mayor to convene an urgent and special meeting to fully debate and discuss Modular Housing and the issues arising from same. 265 Councillor Daithi Doolan This Area Committee Meeting agrees, in welcoming the proposed development of senior citizen accommodation on Cornamona and Canon Troy sites, Dublin City Council will consult and work with stakeholders including HSE, Department of Health, Department of Environment and Iveagh Trust in the preparation, design and delivery of services to tenants at both sites.

11 266 Councillor Ray McHugh This Area Committee agrees, that a section of the Field on Clonmacnoise Road, Crumlin, (Bangor field), should be reserved for a dog exercise area with the possibility of a clay area where the dogs can exercise and poo bins in enclosure. Order: Report noted. The Councillor requested Dog bins to be provided in the park. 267 Councillor Vincent Jackson This Area Committee Meeting agrees that Dublin City Council set up a Cleansing Action Plan for the Ballyfermot Area to include interested residents, the Cleansing Division, the Educational Authorities and Traders to try and sort out the chorionic levels of litter, dumping etc? I regret to say I am not happy with our efforts to address the litter situation with some areas on Ballyfermot Road never being swept, bins emptied on an adhoc basis, busy streets left litter strewed for days on end, and failure to get certain business to comply with bye-laws by putting additional waste bins outside premises etc. On-site meeting to be organised through the Area Office. 268 Councillor Paul Hand That the Area Committee supports the proposal to have a par 3 footie/footgolf course in Lansdowne Valley as it would provide an additional recreational amenity and increase local business in the Drimnagh/Walkinstown area. Order: Motion falls. 269 Councillor Pat Dunne This Area Committee fully supports the justified demands of local residents in calling for increased public swimming sessions in Crumlin Swimming Pool. Order: Report to Councillor. 270 Councillor Tina MacVeigh This Area Committee agrees that the issue of illegal dumping and Waste Management in Dublin South Central is of serious concern and a matter of public health and safety and agrees to meet with a delegation of residents from Kilmainham Lane/Rialto Cottages and Sundrive Road to discuss measures that can be put in place to address what is now becoming a serious problem. 271 Councillor Greg Kelly This Area Committee congratulates the Dublin Men GAA team on becoming All Ireland Champions and would like to recognise the fact that a player in one of our local clubs picked up his 2nd all Ireland medal. Denis Bastick plays his club football with Templeogue Synge Street who have there main pitch in Dolphins Barn. 272 Councillor Ray McHugh This Area Committee agrees that the Crumlin Area Office should be fully staffed and replacement staff made available to cover annual leave and sickness. This office is the heart of the community in Crumlin and should not be closed because of staff

12 shortage, and the committee further agree that the opening of this office is a priority for councillors, staff and customers. Order: Report to Councillor. 273 Councillor Vincent Jackson This Area Committee Meeting agrees, that Dublin City Council Parks Department Management resist from the pro-closure of the depot in Markicivech Park, Ballyfermot, Dublin 10. The operation of the depot ensures good daily visibility of staff in the park. DCC have done wonderful work over the past 15 years in reclaiming the park. However, residents and Public Reps are very worried of any proposals to remove the Depot which will have a serious negative impact in the future development of this fine park. Order: Report to Councillor. 274 Councillor Paul Hand That this Area Committee notes with concern that the Halloween season is upon us. To this end the Councillors on this Area Committee request that the Gardai in the South Central Area increase their foot, pedal and motor patrols so we can have a quiet and peaceful Halloween we can all enjoy. To this end we request the Area Manager writes to all the Superintendents in the South Central Area as soon as possible to facilitate this. Order: Agreed to write to the Garda Commissioner. 275 Councillor Tina MacVeigh This Area Committee calls on the Housing Manager to provide, as a matter of urgency, a full list of all sites in Dublin South Central where it is proposed to install modular housing in response to the homeless and emergency accommodation crisis.
