2 Summary of Applications Determined Under Officer Delegation Introduction 1.1 The attached schedule comprises planning and other applications that have been determined by authorised officers under delegated powers given by Committee, or those that have been withdrawn by the applicant or determined in other ways; as detailed in the schedule. 1.2 Most major applications and those that are significant or controversial are reported to Members for decision (in accordance with the Constitution). All other applications are dealt with by Officers. This summary gives a brief overview of the applications granted and highlights some of these cases; particular in relation to development that may involve the creation or retention of jobs, either in construction or as part of the built development. 1.3 Between 16 th October 2010 and 18 th November 2010 there were 103 planning applications granted under delegated powers. This period represents approximately one twelfth of the total number of applications granted under delegated powers in a year. Applications ed 2.1 Of the 103 granted planning applications, 36 (35 %) were for householder applications, mostly for house extensions. It is worth noting the majority of extensions to houses do not require planning permission. Permission is only required generally for the larger or more obvious extensions that may have some impact on neighbours or the street scene. These 36 granted applications mean a significant number of occupiers in the City will be able to make substantial improvements to their homes. These house extensions often involve significant personal investment by the owners that will also support jobs in the local building trade. 2.2 There were 49 (48 %) non-householder applications granted under delegated powers between 16 th October 2010 and 18 th November These included commercial development, new residential properties and public sector development. 2.3 Permission (10/00955/FUL) has been granted at 16 Bargate Drive for a new shopfront. This facilitates a new shop opening in a vacant unit, the creation of five part-time and eight full-time jobs and investment in the refurbishment of the unit. 2.4 Planning permission (10/00747/FUL) has been granted at 126 Highfields Road, Bilston for a taxi base with a flat above. The application will create new jobs and the refurbishment of a vacant building. 2.5 Outline permission has been approved (09/01006/DWO) at a garage site to the rear of 18 to 24 Chapel Street, Bradley for residential development for three dwellings. 2.6 A planning permission (10/01001/FUL) has been granted at High Street, Wednesfield for change of use and extension of upper floors to create six apartments. The proposal brings back into use redundant office space as residential accommodation. 2.7 Permission (10/00979/FUL) has been granted for a new shopfront at the former Quicksilver Amusements, 16 Victoria Street, in the city centre. This has enabled a new Greggs (sandwich and cake shop) to open in the vacant unit and involves the creation of five fulltime and three part-time jobs. Page 2 of 78

3 2.8 A planning permission (10/00994/FUL) has been granted for a detached house at land adjacent to 35 Neville Avenue, Goldthorn Park. 2.9 A planning permission (10/00978/FUL) has been granted at Kentucky Fried Chicken, Unit 4, Penn Road. This allowed the refurbishment and improvement of the existing drivethrough facility which had been closed due to fire damage for ten months, providing 50 parttime and 10 full time jobs A planning permission (101036/FUL) has been granted at Bailey Road, Bilston, for two new four bedroom houses Permission (10/01050/FUL) has been granted for one new dwelling created at 203 Trysull Road Merry Hill A planning permission (10/01009/FUL) has been granted at the Young Ones Nursery, 34 Wood End Road, Wednesfield, for a single storey rear extension to provide new play room, soft play area and disabled WC creating two additional jobs A planning permission (10/00710/FUL) has been granted at 470 Dudley Road. The proposal would bring back into use a derelict site with a high quality mixed use development involving retail at the ground floor and apartments above. It would create five full time and three part-time jobs A planning permission (10/00949/EXT) has been granted at 21 Lichfield Street, Bilston for the erection of a three storey building containing a shop at ground floor and two flats above. This would regenerate an important, prominently located site within the Bilston Town Centre Conservation Area A planning permission (10/00679/FUL) has been granted at Fallings Park Children s Day Centre, Helenny Close. The proposal would bring a vacant building back into use and create nine jobs Permission (10/01052/FUL) has been granted at Netto Foodstore, Road, Heath Town. The proposal would create additional 167m sq of retail floor space A planning permission (10/01048/FUL) has been granted at Warstones YWCA Youth Club, Claverley Drive. This extends the capacity for a much needed facility. Conclusion 3.1 The above information briefly summarises the applications that have been granted under delegated powers in over a period of approximately one month.
