ICAO works with the Convention s 191 Member States and industry groups to reach consensus on international civil aviation Standards and Recommended Practices (SARPs) and policies in support of a safe, efficient, secure, economically sustainable and environmentally responsible civil aviation sector. These SARPs and policies are used by ICAO Member States to ensure that their local civil aviation operations and regulations conform to global norms, which in turn permits more than 100,000 daily flights in aviation s global network to operate safely and reliably in every region of the world. The 39th Session of the Assembly of the International Civil Aviation Organisation completed the election of its new Council that took place on the 4th of October in Montréal, Canada. The 36-member Council is the governing body of the Organisation and is elected for a three-year term.

2 A major boost to Kenya s aviation is imminent with its re-election in ICAO Council. The aviation industry is one of the main industries in the country that earns Kenya its revenues. Despite the recent problems that have been facing Kenya concerning the leading airline, Kenya Airways, the country is off to a bright future with this re-election in the bag. Kenya was competing with 14 other Member States to fill 13 seats in Part III of the elections. Other States elected during the session were: Algeria (151 votes), Cape Verde (136), Congo (136), Cuba (160), Ecuador (133), Malaysia (129), Panama (130), Republic of Korea (146) Turkey (156), UAE (150), Tanzania (150) and Uruguay (133). Kenya got 159 votes out of 172 votes. Speaking shortly after the re-election, Kenya Civil Aviation Authority Director General Capt. Gilbert Kibe said that aviation is a vital sector in Kenya s economy and has been identified as one of the growth drivers of Vision 2030 which aims to make Kenya a middle income economy by the year The establishment of a vibrant and highly competitive civil aviation industry has been deemed critical for the development of Kenya. Being on the ICAO Council is important to Kenya as we can directly participate in shaping policy and the future of aviation globally. 3 Wilson Airport breaks new ground By Losuko Tom Wilson Airport in Nairobi, the oldest in the region built in 1927 will soon have a modern Air Traffic Control Tower to replace the 50 year old in existence. KCAA Chairman, Hon. Samuel Poghisio and CS James Macharia break ground at the site for the new ATC Centre at Wilson Airport. The official ground breaking ceremony for the new control tower complex was performed by the Cabinet Secretary for Transport, Infrastructure and Urban Development, James Macharia, in the company of industry stakeholders and Kenya Civil Aviation Authority (KCAA) Board and Management led by the Chairman Hon. Samuel L.Poghisio and the Director General Captain Gilbert Kibe on 22nd of July Weihai International Economic and Technical Cooperation (W.I.E.T.C) a Chinese owned company won the tender to carry out the construction at a set cost of 163 million shillings. The construction is scheduled to take a maximum period of 52 weeks if the work goes on as planned. The upgrade of the Air Traffic Control Tower is necessary due to the increased air traffic at the airport, the need for advancement of technology which will give air traffic controllers more precise, system-wide information about weather and flight data and also to meet the set international standards, noted the immediate former K.C.A.A s Air Navigation Director, Mr. Reuben Lubanga. Though not classified as an international Airport, Wilson Airport is one of the busiest airports in terms of aircraft movement in East and Central Africa. Domestic flights constitute about 90 per cent of the total flights from the airport with international flights accounting for an estimated 10 per cent. Wilson Airport caters for flights to and from other countries such as South Sudan, Somalia and Uganda. The airport is also a convenient gateway from Nairobi to tourism destinations such as the Maasai Mara, Mombasa, Amboseli, Lamu, Kilimanjaro, Diani, Lokichogio and Nanyuki. The tower we are using at the moment is old, small and does not conform to the new technology that is in use World Wide, Said Mr. Lubanga. He also noted that the building had been condemned by officials from the housing department making it difficult to be renovated.

The grabbing of Wilson Airport land has led to emergence of real estate developments near Wilson Airport s flight path, posing a security risk. Kenya Airports Authority says hundreds of acres of Wilson Airport land have been grabbed and sold off to other unsuspecting Kenyans since the area around the airport is considered prime land due to its proximity to Nairobi Central Business District and the Nairobi National Park. The Cabinet Secretary in the Ministry of Transport, Infrastructure and Urban Development, Dr. James Macharia warned those who have encroached on the airport s land that they would have only themselves to blame if they are forced to move out spite of their investments because security came first in the aviation industry. When complete, the new facility will provide Wilson Airport, which handles a total of 182,500 landings, takeoffs and training flights each year with increased visibility of the airfield from the tower cabin hence maximizing security. The current structure does not provide adequate view due to the emergence of taller buildings in the surrounding areas, which is a risk to the safety of the airport. Improvements at the control tower will also help ease congestions at the facility since the current tower is meant for three traffic controllers but is instead holding six air traffic controllers. This will greatly improve Kenya civil Aviation Authority s service delivery, and also allow the Airport room for expansion as it seeks to add more flights to and from the Airport in the coming decades. The Aviation industry in Kenya is expected to grow by an average of five per cent per annum in the next 14 years, and has been identified as one of the growth drivers of Vision The Aviation industry sector in Kenya has had direct economic impact to the tune of Sh58.9 billion per year, an equivalent of 1.1 per cent of the Gross Domestic Product (GDP) noted CS Macharia. He also added that the sector s indirect impact on the economy through tourism was in excess of billion annually.

Oldster & Dead Toad Scrolls The World Bank Open Day exhibition took place on Tuesday, June 7, 2016 from 8: 00 am to 4: 00 pm at the Nairobi Golf Club, Ngong Road. The one-day event provided the public with an opportunity to interact with senior World Bank staff and Government Officials who implement World Bank funded projects in Kenya and beyond. The event was officially opened by Hon. Henry Rotich, CS, National Treasury and comprised of three discussion sessions that included; Economy, Finance and Banking, Industry, Trade and Tourism. Infrastructure (Transport, Energy and Urban development) and finally Social Sectors (Education and Health). Among the delegates present were; World Bank program leader to Kenya Meskerem Brhane and the Central Bank Governor, Dr. Patrick Njoroge. Hon. James Macharia, CS, State Department for Transport and Infrastructure and Principal Secretary Eng. John K. Mosonik. As a government agency and through the government collaboration with World Bank, KCAA has been a beneficiary of funds to build its oversight capacity. Some of the World Bank projects include the construction of the new KCAA Headquarters along Mombasa Road, upgrading of Air Navigation Systems to enhance efficiency in managing air safety, purchase of training equipment for East Africa School of Aviation (EASA) to be used by aviation students and construction of a modern library and capacity building programs among others.

6 Aviation House, the new KCAA Headquarters along Mombasa Road was funded by the World Bank Implementing agencies exhibited, showcased, shared challenges and provided updates on their project implementation. The event also enabled some beneficiaries to share the impacts of the projects in their lives. This also provided an opportunity for KCAA to know some of the Authority s weak points that should be improved upon. Ms. Mercy Mbaika of Corporate Communications department and Mr. Mwangi Francis from the Corporate Planning department represented KCAA. 7 KCAA Successfully Holds 18th Stakeholder Meeting By Yusele Lowa A committee was formed consisting of the Director General and six other appointed members to deal with the issues on licensing of airlines. This committee was introduced so as to deal appropriately with issues concerning the aviation sector in Kenya especially the registration and licensing of the different airlines. The committee started its work immediately after formation because the demand to deliver was quite high from the aviation related sectors. With very active and devoted members, this committee is expected to deliver positive solutions and a way forward so as to help keep the aviation industry on its toes and performing. The national civil aviation committee also seeks to provide working licences for the different airlines. The meeting took place at the East African School of Aviation board room with the number of attending airline operators being considerably high. A stakeholder makes his contribution during the forum A member from Aviation Plus Limited Kenya suggested that a separate committee be formed so as to handle complaints first-hand before they are presented to the existing committee for approval. Mr. James N dungu, an Air Transport Officer noted that the large number of airlines operating in the country required licensing issues to be dealt with as soon as possible so as to ensure effective provision of services. The Corporate Secretary, Mr. Y. Angima, gave an introductory speech on behalf of the Director General who was away on official duties. He then opened the floor for the different airlines operators to present their petitions. The main theme that throughout the meeting was application for licence for the different airlines.

8 The aviation industry has received a blow lately but all is now poised for a fresh takeoff, noted Col. (rtd) Waithaka, alluding to the Kenya Airways recent financial dificulties. He said KAAO would ask the Ministry of Transport, Infrastructure and Urban Development to publish the aircraft accidents investigations results to help account and correct the mistakes. He challenged the Ministry to also provide forums and seminars for the operators so as to ensure that the rate of accidents happening is reduced. Col. (rtd) Waithaka gave a brief history of the celebrations of 100 years of the first flight in Taita Taveta County at Mwakitau and its importance to the aviation sector. This he said was an achievement that should be earmarked for annual participation by the aviation fraternity with the involvement of KCAA and KAAO through provision of travel and accommodation for all the attending operators. KCAA was praised for its part in resolving the ban on Somalia that was lifted and restoring the aviation activities to Somalia. Flight 540 was also mentioned and recommended as a working and delivering local airline by a member from Flight link Limited from Tanzania. You are ever safe in Kenyan skies... 9 Food Matters KCAA Contracts Lesan Caterers to run Restaurant By Lucy Kiragu KCAA values its employees and knows fully well that the Authority s most important resource is its workers. It is for this this reason that the authority contracted Lesan Caterers to operate the restaurant Aviation House. Situated at the serene western franks of the Jomo Kenyatta International Airport overlooking Mombasa Road, it was ideal that Aviation House be fitted with a restaurant where staff could go for meals and have a little chat. A delicious waft cajoles you from the building s reception area and leads you past the auditorium to a spacious restaurant. Lesan s warm décor inconspicuously fits well with KCAA corporate colours. The pillars on the restaurant are shades of brown and gold while murals adorn the walls. The food is not only delicious but it is affordable too. It is quite clear that Lesan offers quality over quantity in every aspect. There are a total of thirty six tables on the ground floor which have four chairs, in total 144 people can be seated in the café. KCAA ensured that they hired a catering company which cared about the welfare of their customers first, the KCAA staff, before anything else. The cafeteria has an upstairs space where there is an executive lounge. Here, people are free to have a quiet meeting while they eat away from the afternoon chatter. The executive lounge has four tables and it does not require prior booking in order for it to be used.

10 Lesan Caterers chef, Zacchaeus Ndambuki, explains that the catering company offers a variety of foods for its customers. Special orders of food can be made to the caterers. The special orders include people on strict doctor s diet e.g. those with diabetes. The food is prepared under hygienic conditions and all their produce is fresh as they come. 11 KCAA fits Gym at Aviation House By Karimi Dinah & Lucy Kiragu Aviation House along Mombasa Road is pretty hard to miss. It is a building that houses the Kenya Civil Aviation Authority. It s not only a building where serious corporate work goes on but it also happens to house a gym. In line with its commitment to its staff s wellbeing, KCAA chose to have a gym in its premises. And what better way to express this commitment than to provide them with a gym in their vicinity which they can use to keep themselves fit and healthy. The gym was meant to compensate for the many hours spent by staff seated while doing their job. It was borne of the realization that it was challenging to go from work and straight to the gym or from the gym then to work. KCAA made it easier for staff right where they worked so they could fashion their workout times around their working hours. For the early risers, the gym is available to them from 6:00 a.m. to 7:30 a.m. It is also available to the fasting or weight watchers for 30 minutes at lunch hour and equally available to the rest in the evening from 5:00 p.m to 8:30 p.m. The new gym at Aviation House shows KCAA s commitment to its staff welfare.

12 The gym is a work in progress but currently it has five sets of equipment which are available for use by the employees. The equipment include two treadmills, dumb bells, two bikes and lat-pull down machine. The available equipment in the gym all have their various uses. The treadmill, which seems relatively easy to use, siulates walking or running. This movement helps to get your blood flowing. It is a great cardiovascular workout which strengthens your heart and lowers your blood pressure. It is also known to reduce stress. The dumb bells are like weights and studies show that weight lifting can improve one s body composition and give you a toned appearance. Dumb bells improve overall health by burning fat, reducing risk of diabetes and prevent back pain. They can also make a person happier by helping one fight depression. The lat-pull down is a machine that has a wide bar attached to the top pulley in which you pull on weights as you are seated. It is mostly used to exercise shoulders and biceps. This machine helps to work on the muscles of your upper body that athlete posture. Bikes are also available in the gym. They help to prevent a stroke and a heart attack. Bikes help to circulate one s blood during and after exercising. This exercise also strengthens a person s stamina. Exercising on a bike reduces a person s likelihood to get diabetes, arthritis, depression and obesity. These machines not only improve one s physical appearance but they also help in one s mental health. Exercising helps to clear a person s mind while rejuvenating their brain. All work and no play makes Jack a dull boy, they say. For KCAA to be an epitome of excellence in civil aviation, the Authority needs its employees to be in good shape both physically and mentally and a gym is the best place they can attain that. 13 Taita Taveta to Sponsor 2 Students at EASA - Governor Mrutu By Mwadimeh Wa kesho FUTURE AVIATORS: A troop of Scouts after singing the National Anthem during the celebrations at Maktau. Governor Mrutu announced that Taita Taveta County Government would sponsor a young man and a young lady to study at the East African School of Aviation as a way of ensuring the county s youth acquire aviation skills necessary for developement. The Taita Taveta County Goverment will sponsor two students of both genders from the County at the East African School of Aviation. This was disclosed by the County Governor, Hon. John Mrutu, during celebrations to mark the 101st anniversary of the first air plane flight in East Africa, at Maktau. The occassion was attended by members of the local aviation fraternity including KCAA Board Director Maj. Gen. (rtd) Charles Mwanzia, Kenya Association of Air Operators (KAAO) CEO, Col. E. Waithaka, and three colonels including one from the German defense forces. This was the second time the celebrations were being marked by the Taita Taveta County Government, which intends to make them an annual affair aimed at tapping into war history tourism, according to Director of Tourism, Mr. Mwandisha.

In 1915, the British imported a plane through Mombasa and had its various components hauled by rail to Maktau where it was eventually assembled and used to bomb the German troops across the border in then Tanganyika, during World War I, which had flared in Europe, sucking in its wake colonies and protectorates under conflicting allegiance. The British won the war and Tanganyika was taken from Germany and placed under British mandate. Maj. Gen. Mwanzia represented the Director General and in his address during the celebrations noted the importance of the celebrations and promised continued future support and involvement by KCAA in the annual event. A gathering braved the scorching sun to witness the celebrations which kicked off with a guard of honour mounted by young scouts, brownies and girl guides who also sang the National Anthem, before the Governor was welcomed to speak. Governor Mrutu thanked KCAA and KAAO for their support and also noted that the celebrations, which were also held in conjuction with the Sarova Taita Taita Salt Lick Lodge offered the County massive opportunities for tourism as it could be used to focus attention on Kenya s unique place in the history of aviation in East Africa. By sponsoring two students from the Taita Taveta County at the East African School, the Governor hoped they would take up their rightful places in the local aviation industry which is expected to blossom following the planned expansion of the Voi Ikanga airstrip, which he recently announced.

15 KCAA Sponsors KECOSO Golf Tournament By Samuel Okemwa Golf is deceptively simple and endlessly complicated; it satisfies the soul and frustrates the intellect. It is at the same time rewarding and maddening and it is without a doubt the greatest game mankind has ever invented. Arnold Palmer The much anticipated KECOSO golf tournament turned out to be bigger and better with participants coming in large numbers for this annual event that brings together different State Corporations. The golf tournament took place on Saturday, 23rd of July 2016 at Nakuru Golf Club. KECOSO Games hosts state organisations under the Ministry of Transport and Infrastructure together with the Ministry of Information, Communications and Technology. Member corporations that were represented at the KECOSO Golf Tournament included; the Kenya Civil Aviation Authority (KCAA), Communications Authority of Kenya (CA), Kenya Airports Authority (KAA), Kenya Broadcasting Corporation (KBC), Kenya Ferry Services (KFS), Kenya Film Classification Board (KFCB), Kenya Maritime Authority (KMA), Kenya Ports Authority (KPA), Postal Corporation of Kenya (PCK), the Ministry of Information, Communications and Technology and the Ministry of Transport & Infrastructure. KCAA sponsored the golf tournament that ensured 200 golfers gave their best. The venue was appropriately branded with KCAA teardrops and banners exhibiting the KCAA logo and slogan enhancing thanks to its Corporate Communication Department. Players arrived at the registration desk as early as 8:00 am where they were registered before preceding to the changing room to don the white Polo T-Shirts branded with KCAA logo for the game. Key participants at the golf tournament were KCAA Board Chairman Hon. Samuel Poghisio, KECOSO Chairperson Selina Gor, Permanent Secretary, State Department for ICT & Innovation Mr. Kyalo Nzioki and Ms. Melvin Steiman, who was the youngest golfer at the tourney. The KECOSO Golf Tournament provided a podium for people from different corporate backgrounds to interact and exchange views and ideas without considering age difference or hierarchies. A standard cocktail party wrapped up the event in the early hours of the evening that ensured everyone had something to remember about the golf tournament the overall winner, Ms. Melvin Steiman, was announced. She gave credit to her aunt and friends for encouraging her to play golf. To her fellow competitors, she thanked them for their participation and for letting me win. 16 KCAA establishes Complaints Management Committee By Mwadimeh Wa kessho Schola Kitinya: No problem is ever too big! The Complaints Management Committee has been established to monitor and evaluate all complaints and ensure that they are promptly and effectively resolved. This was announced by the Senior Consumer Protection Officer, Ms. Schola Kitinya during the first in a series of sensitisation meetings, held at the new Aviation House auditorium on 19th and 20th September Ms. Kitinya is also the Secretary to the Committee. The Committee comprises chairman Mr. Cyril Wayongo (Manager Legal) and members Mr. Salim Bakari (Corporate Communications), Ms. Alice Kamau (Human Resourses), Dr. George Ochiel (EASA), Ms. Rose Mumbo (ANS), Mr. David Ondie (ASSR) and Ms. Kitinya. The objectives of the sensitisation was to meet the Performance Contracting objective that requires Public institutions to develope strategic initiatives to create awareness on complaints handling mechanisms and citizens service delivery charters that are appropriate to the nature of their operations. The initiatives are to revolve around three broad categories: Customer Focus, Visibility and Accessibility. Participants were expected to gain knowledge on complaint handling in KCAA and learn about complaint procedures in the Authority. They were taken through the KCAA Complaint Policy and the reviewed KCAA Service Charter.

17 The Complaints Management Committee is mandated to ensure complaints for both internal and external customers are dealt with. The authority seeks to ensure that there is a forum where complaints are addressed. The committee will shortly implement a complaints management system that will streamline complaints management. This is expected to be implemented in the financial year 2016/2017. Those with complaints are requested to write in confidence to: complaints@kcaa.or.ke. Aidah Munano, the Principal Secretary, State Development of Housing and Urban Development, as she visited the KCAA stand during the Nairobi International Trade Fair Well that began on the 3rd to the 9th October 2016 at the Jamhuri Park. KCAA Board Director Maj. gen. The weeklong event whose theme was, enhancing technology in Agriculture and food security and National growth brought together other authorities and departments in the Ministry of Transport and Infrastructure. KCAA was well represented by several officers including; Mr. Mwadimeh Wa kesho the Graphic Design Officer; Mr. Kenana the Marketing Officer EASA; Loise Mwangi, Air Traffic Control Officer; Losuko Tom and Osiemo Lamech, interns at the Corporate Communications Department. Judges from the ASK visited all the stands and asked the participants questions about their organization and how their mandate was related to the theme. Our stand was in the able hands of Mr. Mwadimeh Wa kesho whose theatrics and understanding of the organization left the judges smiling and satisfied with his performance.

Despite the fact that there have been quite an increase in the air crashes, positive remarks were in abundance from all visitors who stopped at the KCAA stand. It was clearly evident that the Authority was visible to people as a safety and regulatory body. One of the challenges we had was apart from KCAA staff who were tasked with the mandate of manning the stand, no other KCAA staff visited the stand or attended the trade fair. Brochures and T-shirts were distributed at the KCAA stand and the visitor s book was logged in by the many people who visited the stand. Major General (RTD.) Charles Mwanzia, KCAA board member visited the KCAA stand two days and he was totally amazed by the great work the officers manning the stand were doing. He encouraged them to continue with the great efforts to sell KCAA as a brand to the public.

20 KCAA Golf Sponsorship as Corporate Social Investment By Losuko Tom Corporate Social Responsibility is a popular business ideology in the 21st Century. It revolves around common business ethics to address broader and stronger standards on social and environmental accountability placed on organisations. KCAA Board Director, Maj. Gen. CSR confirms an organisation s commitment to responsibility and sustainable and management of its practices in order to balance environmental, social, ethical, and economical factors bringing benefits to those directly associated with the organisation s core business activities. Corporate Social Investment (CSI), on the other hand, is undertaken in line with operation-specific tactics in a build-up of strategies and through consultation with local communities, and not necessarily as a payback to society, but as an investment in the public that inherently hold a stake in the organisation s operations and vital opinion shapers. Kenya Civil Aviation Authority Corporate Social Investment strategies are aimed at ensuring that its sponsorship of various local social initiatives are mutually relevant to the ongoing needs of its employees and the communities in which they live and work.

This is done so that improvements in these areas will not only benefit its community but also resonate with ultimate responsibility to its shareholders, including the Government of Kenya, by adding value to its business operations. For instance, Kenya Civil Aviation Authority was recently one of the key sponsors at the recently concluded Nairobi Hospital Charity Golf Tournament, Touching Hearts which was held at the Karen Golf Club on 21st October It was notably the only sponsor from the aviation sector. The golf tournament proceeds were geared towards the treatment of children with heart problems from humble and poor backgrounds drawn from all the corners of Kenya irrespective of race and gender. Apart from visibility of the Authority and its brand, KCAA also wishes to express its core values of commitment to fairness and equity and respect for diversity by helping others through charity. Through golf sponsorship, KCAA strives to forge lasting relationship with a public that is not only predisposed to air travel, but is also likely to sponsor their own scions for piloting and other aviation courses. It is through golfing activities that KCAA representatives get opportunities to create networks with other top business players in the country which is great for socialising with clients and consumers of aviation. KCAA s sponsorships of these various golfing events is aimed at helping to foster closer ties between KCAA, the community and the consumers of aviation through sport and also to generate heightened interest and to cultivate the love of the sport to the younger generation.

22 KCAA has been sponsoring major golf tournaments across the country. Some of the golf events that have been sponsored by the Authority include: Machakos 2014 and 2015 Royal Golf Club 2014 Thika Golf Club 2014 KECOSO 2015 and 2016 Muthaiga 2016 Nairobi Hospital Golf Tournament 2015 and 2016 CSR Initiatives are ideally responsive to community needs and and should at the same time relevant to business. Through this engagements with stakeholders, KCAA hopes to distinguish itself from other organisations by actively creating platforms and linkages aimed at increasing reach and impact to specific groupof stakeholders. KCAA s decision to sponsor and support golfing events is based on the following factors; i. The growing importance of golf in Kenya and the focus on cultivating golfing culture among Ken yans. ii. The increased interest in golf among Kenyans and the need for corporate sponsorship to make the sport more accessible to Kenyans. iii. The opportunity to engage with key stake holders including customers, staff industry stakehold ers and the community. iv. Golfers are more likely to use air transport, hence constitute an identifiable public that has a stake in the Authority s core mandate; regulation of the aviation industry and provision of air nav igation services. v. Golfers are more likely to take up piloting or sponsor their children sponsor their scions to train as pilots and related careers, whose costs may at times be out of reach to most people.
