Advertisers can contact the Life team on The big recycle rollout In 2007/08, a new recycling service was introduced to 60% of households across Salford. Unfortunately, there were delays in rolling it out to the remaining areas of the city. This was due to an unforeseen shortage of the new recycling bins. We are now pleased to announce that we have a new supplier and the rollout is resuming across the city. All remaining wards will be receiving their new recycling bins this summer. Each household will receive detailed information in the post before the bins arrive. ISSUE Life is a Salford City Council publication. 4 Life news Top read of 2008 The London Eye Mystery by the late Siobhan Dowd scooped the kids favourite book of the year at the Salford Children s Book Award at The Lowry. The book, about a boy who disappears after a ride on the London Eye, was up against six other shortlisted stories read by children from 14 high schools. Dowd, who passed away in 2007 after losing her battle with cancer, was represented at the ceremony by her two sisters who collected the award on her behalf. Children got the chance to put questions to a couple of their favourite authors, Matt Haig and Tom Becker, shortlisted respectively for their books Shadow Forest and Darkside. Other books up for the prize were Colin Bateman s Titanic 2020, Winner of Salford Children s Book Award 2008: The London Eye Mystery by Siobhan Dowd. Julia Golding s Ringmaster, The Black Book of Secrets by F.E. Higgins and Paul Stewart and Chris Riddell s Barnaby Grimes: Curse of the Night Wolf. The books award, now in its sixth year, was set up by Salford City Council s schools library service to help put the fun back into reading among year-olds and introduce them to a wide range of books and authors. 4 Make sure you feel the benefit Residents in Salford are missing out on more than 80 million in unclaimed benefits. Around 46 million in meanstested benefits and 40 million in disability benefits was uncollected in 2006/07, but the largest number of people who fail to claim their benefits in the city are pensioners, with as much as 10 million going unclaimed in Pension Credits. In total, around 41 per cent of pensioners failed to claim their Pension Credits in 2006/07 with 45 per cent missing out on council tax benefits and 18 per cent on housing benefits. Research carried out by the DWP suggests lack of awareness and knowledge of the claiming process as some of the reasons why older people have not been claiming their benefits. As budgets get tighter, Salford City Council is urging people to claim all benefits they are entitled to. The council has set up a dedicated team to help people claim, which has already secured 1.5 million in benefits in the past year for pensioners across the city. 5 Pendleton Gateway now open at Lime Court. Life news Salford s new gateway Salford s third Gateway centre has opened, completing a partnership investment package worth more than 35 million. The new centre at Pendleton s Lime Court will be home to both council and health services. As well as GP surgeries and a pharmacy, the centre will have a specialist children s health department and a new facility for community mental health. In addition there will be a new community library, with free internet access and community rooms available for hire. Residents can find out about council services through an information and advice desk at the Gateway. Two other centres have already been opened: one in Eccles, the other in Walkden. The Gateways are a partnership between Salford City Council, Salford Primary Care NHS Trust (PCT) and the Manchester, Salford and Trafford (MaST) LIFT Company. And the winner is... The winner of the Get set for digital competition s freeview box is Mrs J. Carson of Eccles. The runner up is Mr H. Jeffreys of Pendleton who wins a Digit Al toy. ContactPoint Salford City Council is one of the first in the country to start using a new directory called ContactPoint. Salford City Council is one of the first in the country to start using a new directory to help professionals who work with children and young people. ContactPoint is a national initiative which will hold information needed by workers responsible for the welfare of anyone under the age of 18. By knowing which other agencies are working with a child it will enable professionals to share information and work together as a team, ensuring a child or young person gets all the help they need at the earliest possible opportunity. Security of such sensitive and personal information is a top priority and there are strict protections in place. ContactPoint has undergone challenging testing and the only people who will be able to look at children s records will be those who are working with the child, who have gone through security checks and training. The worker will always have to state their reason for viewing a child s record. Information on ContactPoint is held on a secure national server, not on CD or memory sticks, and cannot be downloaded. 5

6 5 minutes with... 5 minutes with... George Gilbody Olympic boxing quarter finalist, George Gilbody, is the outdoor sports facilities manager for Salford City Council. George is responsible for all the bowling greens, tennis courts, rugby and football pitches across the city. We talked to George about one of the most popular sports in Salford - crown green bowling. Q Isn t bowls just for older men? No, not at all. More and more younger people are taking up bowls as many of them want to learn to play professionally - bowls is a Commonwealth Games sport! There are also ladies teams, as well as mixed teams, so we encourage more women to get involved. Some teams only play in the evenings so these are ideal for people who work during the day. George Gilbody, 1980 Olympic boxing quarter finalist. Q What are the benefits of bowls? It s a great way to keep fit and active and get some fresh air. There s also the social side too - each bowling green has a pavilion where bowlers can meet up and play snooker or cards, or just have a cup of tea. Q How is bowls supported in Salford? We have a bowling consultative committee, set up in 1997, made up of committee members from all the bowls leagues in Salford. The committee has a budget and they use this money to fund projects, improvements and events. For example, one of the clubs recently worked with young people from the Height Youth Club to introduce teenagers to the sport, giving them something to do. We also take part in events such as the Eccles Festival and Super Sports Saturday at Victoria one of the clubs recently worked with young people from the Height Youth Club to introduce teenagers to the sport, giving them something to do. Park, Swinton, to help promote bowls and get new people interested in the sport. The committee meets every month to consider requests for funding from the bowling clubs and decide where to allocate money. I attend these meetings to offer help and advice. The bowls season starts again in mid April so now is the perfect time to start looking into joining one of the teams. There are 22 bowling greens across Salford, so there s sure to be one near to where you live.

7 SNAP to it Winton SNAP to it Five arrests for drugs offences, 75 litter picks, 75 pieces of graffiti removed, 17.5 tonnes of bulky waste collected, 40 suspected tenancy breaches investigated and 210 homes assessed for fire risks... These are just a few examples of the activities that took place in the city s first ever SNAP. Bringing people together to focus on local problems, SNAP activities depend on the specific needs of neighbourhoods, but include things like targeting hot spots for crime and anti-social behaviour, environmental improvements, education programmes in schools and arson reduction initiatives. SNAPs bring together services from Salford City Council, Greater Manchester Police, Greater Manchester Fire and Rescue Service, local social landlords and the Probation Service s Community Payback team. During the coming months SNAPs will also take place in Broughton, Langworthy, Ordsall, Irwell Riverside and Little Hulton. In Winton successes included improvements to refuse collection facilities in the New Lane area and the installation of alley gates to the rear of properties on Sutherland Street. The Community Payback team also carried out clearance work at the area of Old Fold near Monton Bridge, clearing overgrown shrubs and pruning trees, reinstating the pathway, litter picking, removing graffiti and carrying out landscaping. Residents using the path at Old Fold have commented on how pleased they are with the work. One local was so pleased they wrote and told us: It looks absolutely amazing, I use the path to go to and from work and the path has been made visible again. It is truly a breath of fresh air and a lot safer. Your team has done excellent work. In the weeks following the Winton SNAP, 3,200 forensic property marking kits will be introduced in identified burglary hotspot areas across the ward. 8 Feature - credit crunch 8 Money too Ever since credit crunch became an everyday phrase and well known shops started to close, cutting back has been on everyone s minds. Making a number of little savings can reduce your spend. So read our common sense top tips for getting your money in order. Don t forget, if things are getting serious and you need more than money saving tips, you don t need to struggle on alone. We provide a free service to help you with worries about debt. Contact us as soon as possible details at the end. First things first Before you can work out where to make savings you need to know what you spend money on. Write down everything you spend for a week so you can see where it all goes. This helps you plan a budget and spot straight away where you can make savings. No-one likes thinking about money and debts. So take a deep breath, open the letters you ve been ignoring and check your bank balance; it s the first step to making your finances better. Get organised Spending time thinking about bills might not be exciting but it could save you lots of money. Stop paying charges. Many companies penalise disorganisation by charging for late payments schedule your payments and pay on time or by direct debit if possible. Always pay your essential bills first - including your mortgage, rent, council tax and utilities. Arrange for all payments to go straight out of your bank account as soon as possible after pay day or when you get your benefits. This will ensure all your essentials are covered. Shop around. Go online to see if you could reduce any of your bills. Unless you re tied in to a contract you might consider changing a range of suppliers. If you don t have the internet at home, it is free at your local library. Resist temptation Don t take your bank cards out with you. Ever see something you really want to buy, but know you can t afford it? Just give yourself a 24 hour cooling off period to decide and go back if you still really do want, and can afford, it. Food for thought Make a shopping list. Shops and supermarkets make lots of money out of our impulse buys.

Some of this support is being delivered through Business Link Northwest. It focuses on the areas that small and medium sized enterprises (SMEs) have identified as their top priorities. Business Link Northwest offers a range of services. One to one support is tailored to the individual needs of enterprises from a range of sectors. The organisation also offers help in setting up businesses, a free-to-use service to help to secure funding and health checks for existing businesses. In addition, the Train to Gain initiative can help employers to assess the skills of their workforce, identify training needs and access subsidies. Business Link Northwest s services are available by telephone on or by ing info@ businesslinknw.co.uk from 8am-8pm, Monday to Friday, as well as from 8am to 2pm at weekends and bank holidays, and is also available through its website at Starting up Despite the credit crunch it is clear that local Salford residents are still excited about starting their own businesses. The Aspire to Enterprise IN Salford project is a partnership between Salford City Council and Salford Hundred Venture to deliver enterprise support. 135 Salford residents have attended business training sessions. Those with the best start up ideas were entered into a competition and a panel of judges (a bit like Dragons Den ) decided which were the best business ideas. Judges from the Royal Bank of Scotland and Business Finance Solutions sat on the most recent panel. Since April 2008, four panels have met and funded the four best ideas at each panel, awarding prize money of up to 2,000. 10 Life letters Letters Question Dear Life I think that when you do surveys about recycling in Salford you should survey the whole area of Salford. I live in Monton and I wasn t asked my view; does that mean Monton doesn t get a say? J Thomas, Monton, M30 Answer Surveys are important to the council and are used to help shape services or to find out how we are doing. Ideally we would ask everyone to take part, but this isn t practical because of time and cost. A lot of surveys use people selected at random and the survey done by the council about recycling and refuse collection did just this. In February 2008 the council sent out questionnaires to about 3% of households (3,034 households in total) from across the whole of Salford to find out their views, and a total of 60 people from Monton and Eccles returned the questionnaire. We know that surveys aren t 100% accurate but organisations use surveys as the best way of finding out what people think. We always encourage people to take part as your views are very important to us. We are sorry that you weren t asked your views on this occasion. The big recycle roll out A new recycling service is being rolled out across the city to help us increase the amount of rubbish we recycle and reduce the amount of rubbish sent to landfill. Residents across Salford started to receive their new recycling bins in 2007 and the rollout will be completed to all households in summer Before receiving the two new bins, each household will receive detailed information in the post which will explain the new service in detail and tell you when it will be rolled out in your area. The next areas to benefit from this new service are Little Hulton and Walkden. Residents in these areas have received their information packs and are currently taking delivery of their new bins, with collections starting on 31 March Residents in Weaste, Claremont, Pendlebury and Swinton North will be receiving their new bins this summer. 12 Buile Hill Park: from private estate to people s park Buile Hill Park is not so much a hidden gem, but rather a gem waiting to be rediscovered. Read on to find out more about the history of this wonderful park and the council s plans to return it to its original splendour. Buile Hill Park has a long and varied history first appearing on record as a burial ground for plague victims at Hart Hill Meadow in the late 16th century. The park has been the focus of many exciting developments - including the first ever demonstration of the electric light from the roof of Buile Hill mansion in 1850 witnessed by a crowd of thousands. The Buile Hill Park we know today came about in 1927 when Springfield estate was added to the already successful Seedley Park and existing Buile Hill Park. Buile Hill Park played an important role in two world wars: in 1916 an anti-aircraft gun was sited in the park and in the second world war air raid shelters for 300 people were constructed. The park also became the headquarters of C Flight of the RAF Balloon Barrage squadron. One remaining legacy of the park s previous life as an area of private estates is Buile Hill mansion which was built between 1825 and For more information go to or

13 Sir Charles Barry (architect for the Houses of Parliament) designed it as a greek villa style mansion for the first Lord Mayor of Manchester. During its time as a private residence, the mansion was visited by Frances Hodgson Burnett and it s claimed that her children s classic The Secret Garden was written during one of her many stays at Buile Hill. Turned from a private residence into a natural history museum in 1906, the mansion was a popular attraction in its day, closing only at the outbreak of the second world war. In 1975 the mansion re-opened as the Lancashire Mining Museum, closing again in 2000 when it became too costly to maintain and repair. The presently vacant mansion is now a Grade II listed building which stands proudly in the centre of the park and has panoramic views of Salford and Manchester. Covering 35 hectares, Buile Hill Park has also been recognised by English Heritage as a Grade II listed park of national historic importance. With a history that includes skating on the former lake, exotic plants arriving from Kew Gardens to stock the conservatory and numerous musical performances at the former bandstand, the council is keen to return the park to its original splendour and encourage more Salford residents to experience its beauty. So what of Buile Hill today? Buile Hill Park remains a well used and well loved park, which the council wants to return to its former glory days. By applying to the Heritage Lottery Fund (HLF), the council hopes to reinstate some of the key attractions to the park, including: recreating the ornamental lake rebuilding the conservatory developing a performance area with new bandstand providing better signage, furniture and improved planting throughout the park. If the 5 million bid is successful, then work could start in For the HLF bid to be successful, the council has to provide firm plans for the future of Buile Hill mansion, and these are in hand for a sympathetic restoration into a 4 star hotel. The council is also proposing to build a visitor centre at the main entrance to the park on Eccles Old Road which will provide public toilets, an education and community room, a heritage area featuring the history and memories of the park, and offices for park staff. 14 Life in Salford voxpops Mrs Dyer and Olly I love having the open space close to where I live, so I can walk my dog responsibly; I ve been walking Olly here for 18 years. I love the beauty of the park and watching the changing seasons. The events here are great Proms in the Park was amazing. Lee and Charlie I come here every day with Charlie and sometimes bring my family too. Its clean, it s safe and there s a lot to see. I live locally and it s great to see the park so well looked after by the staff. We asked some Salford residents why do you love Buile Hill Park? Tony Scott I walk round the park twice a day. It s so peaceful here; it really is wonderful. The staff are really friendly and always say hello. Dave Arden, park maintenance team It s difficult to put into words how much I love this park and how much it s part of my life. I ve worked here 30 years and I live nearby too. I love talking to people who use the park and I m excited about the plans to return it to its former glory. Councillor Lea was the lead member for community, health and social care and previously chair of the authority s education committee. First elected in May 1980, she represented the Pendlebury ward alongside husband Councillor Bernard Lea. Mourners packed Swinton Parish Church for the funeral service, attended by family, friends, colleagues and councillors. Salford City Council s leader Councillor John Merry said: Maureen was a valued councillor who worked tirelessly for the city and the community which she loved. Her contribution to modern Salford was immense, in particular her role as chair of education committee and later as lead member for adult services.

15 Update Building Schools for the Future The Building Schools for the Future programme will provide eight new high school buildings for secondary school pupils in the city. We are currently running a competition process to decide who will build all the schools. In addition, we are working with each of the schools, staff, students and community stakeholders to plan the new buildings. A newsletter provides the latest news, so to keep in touch see bsflatestnews and the other BSF web pages. Two public consultation processes have recently been undertaken. The first concerned the updated proposals for developing the Roman Catholic high schools. To rebuild St Patrick s Roman Catholic High School on its existing site, to open in September The original proposal was to refurbish the school buildings. Building a new school will provide stateof-the-art facilities for learning, teaching, socialising and sport. Spotlight on Swinton Crime in Swinton and Pendlebury has fallen significantly in two years according to Greater Manchester Police figures. Figures show that, since 2006, total crime has reduced by 33%, meaning 1,658 fewer victims. Incidents of anti-social behaviour have gone down by 22%, the number of cars stolen went down by 58% and the number of thefts from cars reduced by 60%. Criminal damage has fallen by 41% meaning 891 fewer people were victims to criminal damage.
