4 Attachment 1 HCC community boards and community committees update April 2016 HCC community boards and community committees: background information, April Strategy 1.1 Annual Plan 2016/17 consultation GWRC s consultation document for the Annual Plan 2016/17 was released on 16 March and consultation is open until 18 April. GWRC is committed to delivering our 10 Year Plan , and the planned investment in infrastructure and services required to sustain and grow our region for the future. We have reviewed our annual work programme for 2016/17 as set out in the 10 Year Plan and identified the adjustments that need to be made based on changes in our operating environment. The consultation document focuses on those key changes. This is reflects the new statutory requirements for the content of consultation documents. In the 10 Year Plan we projected a 10.8% rates increase for 2016/17. Following a review of activities and taking into consideration other drivers of change, a lower rates increase of 7.9% is proposed. This equates to a rates increase of $30.99 for the average residential household, or 60 cents per week. Much of this increase is made up of committed projects which the regional community has already supported. This included funding for the new Matangi trains. Public Transport 2.1 Petone park and ride update Completed early March Over 200 formal carparks have been added. Deal includes sharing Arise Church carparks in the future, ie. commuters can overflow into Church carparks during the week and Church goers can overflow into GWRC Commuter parks on Sunday. 2.2 Pomare Station request for more park and ride facilities GWRC is aware of how successful the Pomare car park has been since we opened it back in GWRC developed a concept design for an extension south of the current car park back in This concept design, however, will no longer provide the necessary space to accommodate the number of vehicles now parking on the road; the concept design only provided an additional 21 spaces and at times there can be in excess of 30 vehicles parked outside of the current parking facility. In light of this information GWRC is proposing to consult with Hutt City Council regarding the availability of land that can be leased/transferred for the purpose of park and ride construction. A new concept design should be actioned following the outcome of the land availability discussions and then DEM /362 - Presentation by Local Councillor from Greater Wellington Regional Council (GWRC) Page 4

5 Attachment 1 HCC community boards and community committees update April 2016 entered into the car park development programme in either 2016/17 or 2017/18 financial years for construction. 2.3 Monitoring of park and ride facilities Most GWRC park n rides are monitored 24/7 by CCTV. 2.4 New shelter at Melling station Complete and opened opening delayed by local council consent. A leak on the platform was caused by KiwiRail platform contractors and will be fixed by KiwiRail. 2.5 Rail contract with Transdev 3. Parks The new performance-based rail partnering contract with Transdev was officially signed on 10 March A ceremony to mark signing of the contract took place on 15 March 2015 with senior representatives from Transdev SA and Hyundai Rotem and embassy representatives from France and South Korea. The projected savings over the 15 year term of the contract exceed $100 million when compared with the Long-term Plan. Transition planning and activities are well underway for the targeted operational commencement date of Sunday 3 July Completion of remedial work on Korokoro Track and reopening of the track Pine tree felling has been completed in the area near Korokoro Forks and adjacent to the tracks from that point and slightly beyond Baked Beans Bend. All overgrown trees presenting a risk to the tracks have been felled, a job that has involved taking down over 1000 trees. The underlying vegetation is quickly springing up and the damage to large native trees has been minimised. Good progress has been made in the valley down to Cornish Street. The only jobs remaining are to fly in a 14 metre long replacement bridge, install several new barriers and signs, and repair one final drop out near Cornish Street. GWRC expects to open the whole valley to visitors in mid April, 11 months after the flooding event. 4. Corporate Services 4.1 Outcome for the Hutt Valley from the Warm Greater Wellington scheme Warm Greater Wellington is a service offered to all ratepayers to help make our regions homes warmer and healthier. Within Hutt City we currently have 2,514 ratepayers participating in the programme as at 31 March 2016 (compared with 2,346 ratepayers as at 30 June 2015). Included within this is 52 ratepayers from the Wainuiomata catchment area who have also utilised Warm Greater Wellington Clean Heating scheme offer (launched in November 2015) of either a heat pump or an approved wood burner. 7 7 11 February 2016 b) Presentation by Local Councillor from Greater Wellington Regional Council (GWRC) Cr Greig elaborated on the report. She said that 200 additional car parks would be added to park and ride at Petone. She added that GWRC was considering adding controls at Melling park and ride so that car parks would be available for commuters only. In response to questions from members, Cr Greig said that the Park Ranger at Dry Creek had been surveying the freedom campers regarding the facilities and GWRC would review the increased patronage at the site. c) Presentations by Residents' Associations and other Community Groups The Chair of the Normandale Residents Association, Mr P Matcham, reported that adult exercise equipment had been completed in Jubilee Park. Members noted that adult exercise equipment had gained popularity overseas and that there was local demand for such equipment. 4. CONFLICT OF INTEREST DECLARATIONS There were no conflict of interest declarations. 5. 8 8 11 February COMMITTEE ADVISOR'S REPORT (15/1780) Report No. WCC2016/1/19 by the Committee Advisor Speaking under public comment, Cr Greig from Greater Wellington Regional Council, said that there had been recent incidents of drug dealing, bollards being removed and people living in Jubilee Park. The City Safety Manager said that officers and Police were aware of the issues at Jubilee Park and that action was being taken. The Committee Advisor elaborated on the report. In response to questions from members, the Divisional Manager Road and Traffic said that the New Zealand Transport Agency was considering options for the Petone to Normandale cycleway. He further said that the preferred route for the Petone to Ngauranga cycleway was on the seaward side of the road. He added that options were still being considered for the Cross Valley Link cycleway. He said that the cycleway along Manor Park stopbank was still under construction and finer material would be laid over the basecoarse layer. RESOLVED: Minute No. WCC That the Committee receives the report. 7. CHAIR'S REPORT (16/14) Report No. WCC2016/1/27 by the Chair The Chair elaborated on the report. The Divisional Manager Road and Traffic noted that the road surfaces of Panorama Grove; the start of Park Road; and the corner of Pharazyn Street where it meets Block Road, required review by officers. In response to questions from members, the City Safety Officer said that Housing New Zealand and officers could liaise, with regard to repairing and tidying the vacant house which had been damaged by the gang members. He noted that dairies in Alicetown had been targeted in recent burglaries. He said that he would advise the affected owners on how to improve their safety measures. He further said that community mindedness would improve the overall safety of an area. Members agreed that the date of the Committee s 2016 Tour be held on Saturday 19 March RESOLVED: Minute No. WCC That the report be noted and received.

10 10 21 April 2016 Western Community Committee 01 April 2016 File: (16/366) Report no: WCC2016/2/66 Wakefield Street - Proposed Loading Zone Purpose of Report 1. The purpose of this report is to seek Council s approval for the installation of a loading zone in Wakefield Street attached as Appendix 1 to the report. Recommendation That the Traffic Subcommittee recommends that Council approves the proposed loading zone in Wakefield Street attached as Appendix 1 to the report. Background 2. Wellington Vehicle Compliance Ltd is currently applying for Resource Consent to relocate its business from Rutherford Street to 29A Wakefield Street. 3. Because of the configuration of the new building in Wakefield Street they are unable to provide suitable drop off/parking on site for large car transporter vehicles. 4. They have requested that a loading zone be installed outside this property to allow for easy and safe drop off parking for large car transporter vehicles. 5. They have indicated that if this cannot be approved they will not proceed with the Resource Consent. Discussion 6. Officers investigated the site and are proposing the installation of a Loading Zone Restriction in Wakefield Street where currently there are no restrictions in place as shown in Appendix 1. 11 Consultation April 2016 a. To leave the parking area as it is without any restrictions and accept that Wellington Vehicle Compliance Ltd will not proceed with their Resource Consent and remain in Rutherford Street or, b. To install the proposed loading zone restriction to provide suitable parks for trucks in the area. 8. Plans of the proposal were delivered to Wellington Vehicle Compliance Ltd with a petition form and a list of the directly affected parties which were recommended for consultation (25, 27, 29 and 31 Wakefield Street). a. The petition was returned with the signed support from all but No.27. b. No.27 is a Weltec facility who phoned Wellington Vehicle Compliance LTD to convey their support. Legal Considerations 9. These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (amended 20 November 2014) and the Land Transport Rule: Traffic Control Devices Financial Considerations 10. The improvements can be funded from Council s 2015/2016 road marking & signs budgets. Other Considerations 11. In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act Officers believe that this recommendation falls within the purpose of the local government in that it improves safety for the benefit of all road users. It does this in a way that is cost-effective because it uses standard signs and road markings. 14 14 21 April 2016 Western Community Committee 01 April 2016 File: (16/367) Report no: WCC2016/2/67 Tirohanga Road - Proposed No Stopping at All Times Purpose of Report 1. The purpose of this report is to seek Council s approval for the installation of No Stopping At All Times Restrictions between No.133 & No. 143 Tirohanga Road attached as Appendix 1 to the report. Recommendation That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions between No.133 & No. 143 Tirohanga Road attached as Appendix 1 to the report. Background 2. Council has received requests from several residents of Tirohanga Road to improve traffic safety for vehicles exiting Matuhi Street onto Tirohanga Road. 3. Their concerns are that vehicles parked on Tirohanga Road south of the intersection, which is on a bend and a crest in the road, make the roadway narrow, restricting visibility and forcing vehicles to cross the centre line causing a safety hazard. 4. There is also an issue when cars park on Tirohanga Road to the north of the intersection and on the western side of the road on the bend. Discussion 5. The installation of No Stopping at All Times Parking Restrictions, as proposed in Appendix 1, will reduce this visibility hazard and improve safety. 15 Options April The options are to leave the area as it is and accept that the safety concern will remain, or proceed with the proposed improvements and eliminate the safety hazard. Consultation consultation letters and questionnaires were delivered to the residents of Tirohanga Road from No. 112 to 160 and No. 133 to 171. Raphael House Rudolf Steiner School in Matuhi Street was also consulted. 25 questionnaires were returned - 23 supported the proposal (92%) - Two objected to the proposal (8%) The reasons given from the 2 objectors were - It reduces on street parking and I don t believe visibility is significantly reduced. Legal Considerations - I feel sorry for the people living there where will they park? Where will they park their boat? 8. This restriction is made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014). Financial Considerations 9. These changes can be funded from Council s 2015/2016 signs and markings budget. Other Considerations 10. In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act Officers believe that this recommendation falls within the purpose of the local government in that it improves safety for the benefit of all road users. It does this in a way that is cost-effective because it utilizes standard road markings to minimize the likelihood of crashes. The purpose of this report is to seek Council s approval for the installation of No Stopping At All Times Restrictions in Block Road attached as Appendix 1 to the report. Recommendation That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Block Road attached as Appendix 1 to the report. Background 2. Council has received requests from a number of commuters using Block Road to improve traffic safety in the area. They are concerned that vehicles are parking too close to the southern bend, in a blind spot for vehicles travelling northeast, creating a traffic hazard. 3. Officers have investigated the issue and confirm that some vehicles are parking too close to the bend and are creating a significant safety hazard. 4. Some vehicles have also started parking on the south side of the road considerably narrowing the street for traffic travelling west, and forcing cars to cross the centerline in an area of relatively high traffic volume. Discussion 5. The installation of No Stopping At All Times Restrictions together with the realignment of the road centerline, as shown in Appendix, will eliminate this hazard and ensure there is enough space for vehicles to safely travel in both directions. 21 MEMORANDUM April 2016 Our Reference 16/442 TO: FROM: Chair and Members Western Community Committee Debbie Hunter DATE: 13 April 2016 SUBJECT: COMMUNITY ENGAGEMENT FUND 2015/2016 Recommendation That the Committee: (i) (ii) (iii) (iv) notes that the Community Engagement Fund Round Two closed on 15 March 2016; notes that the Committee has $5, available to be allocated; notes that two funding applications were received requesting $4,330.00; and agrees that the applications will be considered according to the merits of the application criteria and priorities of the fund. Purpose of Memorandum 1. For the Committee to assess the eligible Community Engagement Fund applications and make recommendations. Background 2. Hutt City Council agreed through the 2015/2016 Annual Plan to contribute $48,850 for the Community Board/Community Committee Community Engagement Fund. 3. This is for local activities and events that directly benefit the communities concerned. 4. Two applications have been received under the Western Community Committee Engagement Fund. 5. 24 Attachment 1 GWRC Annual Plan Submission 2016/17 Submission to GWRC Annual Plan Consultation for 2016/17 Name: Western Community Committee, Hutt City Council Contact details: c/- 47 Pomare Road, Tirohanga, Lower Hutt 5010 Council: Speak: Hutt City Council No The Proposed Rates Increase 1. Any rates increase is challenging to most households that are struggling to pay their basic bills. It is a relief that the rates increase figure was reduced to 7.9%, however this is still very high, even considering the costing of the Matangi trains. Keeping to the rate of inflation is desirable. For this money, a short section of footpath in Norfolk Street to link the HCC path to the playground, should be completed even in the floodway: the cost is minute. Also for this money, the Wai-iti Crescent bus stop and route needs to be reinstalled opposite the two rest homes. This is public transport and it is unacceptable to rely on the private vans of the homes. The Proposed Cost Changes 2. Two of these cost changes benefit Wellington and the Wairarapa. The Collaborative Modelling Project and the Natural Resources Plan benefit the Hutt Valley more directly so are appreciated. Additional Activities 3. The Ruamahanga catchment erosion project is out of our area, however, we appreciate the investigation for the Wellington Bus Rapid Transit system, as a secondary benefit to the Hutt Valley residents. 25 Attachment 1 GWRC Annual Plan Submission 2016/17 What has been delayed 4. The integrated ticketing fares and system investigation has been promised, so it is unacceptable that it should be delayed and that the rates saving should be made here. 5. a. We appreciate the promise of a single Portaloo at Dry Creek, Belmont Regional Park to stop despoiling of the area by Freedom Campers. b. We support the standard maintenance and development of this park. 6. a. The Flood Management for the Hutt Valley is fully supported by residents and the project has been excellently executed thus far. b. The short completion of the footpath in Norfolk Street as asked for last year would be appreciated with the 7.9% rate increase. 7. On my time of three and a half hours at a recent HCC stall at the Riverbank Market, most people we talked to (from the whole of the Wellington region including the Wairarapa) asked for the Melling Interchange timeline to be advanced because of the traffic congestion and high accident rate. This involves four parties: NZTA, GWRC, NZ Rail and HCC as interested parties with the bridge/sh2 interchange and the Melling train station interface. We would still be expecting a chipseal to be settling down at this stage especially after a particularly hot summer like we ve just had. Advice from Calibre, our consulting engineer, Higgins and Fulton Hogan is that it is performing as well as expected, and will continue to improve. Repair of localised chip removal, dinnerplating, and bitumen bleed areas will be undertaken with heated chip. Street will continue to be monitored. A resident s notification letter is being drafted. 38 Attachment 1 Chair's Report April 16 Chair s Report for April Western Ward Tour The Annual Tour of the Western Ward went ahead as scheduled around current suburban points of interest on Saturday, 12 March, to determine maintenance and projects to be included in this year s annual plan submission. This continues to be the most efficient and effective way to gauge the ward prioritisation of its most urgent needs. a. The item of most concern was the continued underperforming road surface seal in Panorama Grove, (since February 2014, by Fulton Hogan), which continues to be reported by the contractors (more lately Downers) as satisfactory, when this is clearly not the case. The grade 6 chip is preferable to the grade 4, which is too large and could be the cause of the problem. We reported this in the 2015 Western Ward Tour and I was surprised the issue was ongoing when I attended the Harbourview Residents Association AGM on 13 March b. The second item of concern was the graffiti on the water tower in Honeysuckle Grove, Maungaraki, as well as on the radio tower from Hutt Radio. The latter was due to be removed when the station closed. c. Just as concerning, is the front security door that does not close (safety issue for the coordinator), at the Alicetown Community Centre. Some of the handles have also fallen off the new kitchen cupboard doors. This was again reported on 12 February 2016 and an officer did visit on this day. d. Road surface the cracking on the expensive road surface on the steep corner of Park Road and Groundsell Crescent, Belmont was examined, along with the torn-up Hebden Road surface from heavy truck use. e. (GWRC) The Dry Creek entrance was inspected and it is now clear why the freedom campers want to remain near their cars and not walk the reasonable distance to the toilets. 39 Attachment 1 Chair's Report April 16 campers prefer to have a toilet nearby. GWRC has undertaken to provide a portaloo at the entrance. 2. Parks and Walking Areas a. Signage: there is considerable upgrade of signage needed within the ward, especially in the following areas: i. in Jubilee Park, the Fernery information board is frequently covered in graffiti and needs constant monitoring. ii. iii. the board on Normandale Road that marks the walking track that links Normandale with Tirohanga is very faded and difficult to read. the sign at the close of McDougall Grove that states No Dumping is ancient, illegible and needs replacing. b. The older playground areas throughout the western ward continue to be tired and the Harbourview Playground is in dire need of a paint. 3. Successful Downer Pomare Road Footpath Project The management of the footpath project, requested by newer residents in the road, has been extremely well implemented. The Downer employees have all been very helpful, and stage one of the project is being concluded to everyone s admiration and satisfaction. 4. Facebook Page News items The Western Community Committee continues to update information on its Western Hutt Community Facebook page. 5. Briefings a. HCC-the Annual Plan briefing on the consultation document preceded the briefing on the contractual framework for the electricity supply. This was very useful to those attending. b. NZTA has been managing the SH2/SH58 interchange project superbly in its communication with Manor Park residents and other interested parties.
