Welcome and introduction Jim Claydon (JC) welcomed attendees and asked them to introduce themselves. JC informed the meeting that Deb Campbell has left Newgate and will no longer be supporting the forums. He expressed thanks to Deb for her support. Apologies have been recorded from: Ian Liddell-Grainger MP and Cllr Rosemary Woods. 2. Minutes from last meeting / matters arising The minutes for the meeting on 11 May and the afternote proposed under item 7 in response to questions about fly parking were approved. Project Progress Milestones Page 2 David Eccles (DE) led the project update discussion and showed three films which included a timelapse video showing activity on the main site, overhead footage and a video about recent education residential activity. In addition, David made the following key points during his update: The number of workers on site has increased to 1,860 and is expected to reach 5,600 at peak. Bridgwater roadworks were completed six weeks ahead of schedule. Work has started on accommodation at the Innovia site, which will be known as the Sedgemoor Campus. Roadworks at the entrance to the park and ride facilities at Junctions 23 are expected to be completed during the summer. Investigative works are about to start at Combwich ahead of construction activity, which is due to commence next year. Supply chain activity: work continues to provide opportunities to local businesses, for example 350 Sedgemoor companies have been placed in touch with main contractors at HPC. Questions in response project update Sue Goss (SG) asked where the aggregate crushers at the north west boundary are based. DE confirmed that they are north of Green Lane. Stuart Hill (SH) asked whether the number of people working on site (1,860) meets earlier projections. DE explained that this figure relates to permanent members of staff working at the site and meets earlier projects. Ann Bown (AB) said she had been fortunate to visit the site recently, and asked about the number of cars parking there. DE said there are 200 parking spaces on site, which are mainly for people attending meetings. Roy Pumfrey (RP) asked for responses to recent developments concerning the National Audit Office s report into the government s commitment to Hinkley Point C and media reports on EDF Energy s expected completion timescales and project budget. DE explained that the National Audit Office report focused on the contract between the government and EDF and that it was not appropriate for HPC to comment on this. With regard to delivery and costs, he said that EDF has identified a number of different scenarios within its risk review. He said any cost increase would have to be borne by the developer, which provides a powerful incentive for HPC to remain within set budget. Allan Jeffrey (AJ) asked for detail about the sea wall. DE said this will be 760m long and 13.5m in
3 height and is intended to protect the site from any storm surge. Kier BAM has started construction. Anne Fraser said she had been to site recently and that the main impression she took from the visit was around the scale of activity taking place and the strong focus on health and safety. DE thanked Cllr Fraser and extended an invitation to tour the site to all attendees. Bids should be made through the Visitor Centre in Angel Place. Page 3 RP asked if the road signage on Wylds Road/The Drove will be changed now that the improvement scheme had been completed and provided a dedicated slip from Western Way. Andy Coupé (AC) was invited to answer the question. He said that existing signage was appropriate because it directed traffic to use the A roads into and out of the town. SHill asked for an update on air pollution in relation to traffic use. DE explained that this topic will be discussed at the next transport forum (2 November 2017). SG asked for an estimate of how many local people are working for HPC. DE said that around 50% of employees travel to work from home every day, adding that the data on this had been shared with the local authorities. AJ asked where the aggregate lorries are travelling from. DE confirmed that they are travelling from Batscombe and Whatley quarries in the Mendips. 4. Jobs service update David Blight gave a presentation update from the HPC Jobs Service. Questions in response to presentation RP and John Sivyer raised a concern that HPC is paying above local average rates of pay the impact this could have on the local employment market. DE said that rates at HPC are not disproportionately high and that the project also offers continuous employment and professional development for its staff. He also explained that HPC is engaging local businesses on issues relating to training and development of staff to help backfill roles in other businesses. David Blight added that the service is working with local and regional businesses to help people who have been made redundant, and working with stakeholders to help people with barriers to employment such as people with disabilities, young people and the long term unemployed to access employment services. David Blight added that the service is working with agencies to help people who have been made redundant and those claiming disability benefits access employment services. SG welcomed the support provided by the job service to former employees at Watchet paper mill.
4 Marion Denham (MD) asked for details on the numbers of registered disabled workers employed at HPC. DE said this will be confirmed in the next report due in December Page 4 SH commended HPC for employing and training local young people and improving their prospects. 5. Fly-parking DE provided an update on the action being taken to address fly-parking and made the following points: People are reporting incidents to the enquiries team which are being investigated. Regular checks are being made by the HPC team, who are recording suspected vehicles. Every worker at the site must sign a Code of Conduct, which sets expectations about anti-social behaviour. An internal campaign to promote key messages to staff is taking place. The site director maintains a close focus on performance in this area. In future, there will be a new fleet of buses provided with an Oyster card-type system, which will identify whether employees are using transport at appropriate locations. Mike Dixon (MD) asked whether action would be taken against staff who fly-park. DE confirmed that this is happening. 6. National College for Nuclear update Steffan Cecchini (SC), gave an update from the National College for Nuclear. MD asked if the National College expected to recruit local people into the new facility and whether they would adapt to the new training regime promoted by the college. SC said that recruitment had been made and that they were adapting well. SH asked about the corporate structure for the facility and whether it would take a similar approach to the Sellafield facility. SC said it would be a different structure and set of priorities in Somerset and added that he would welcome further discussion on the matter with SHill. Colin Allen (CA) asked if the college s approach to training is practised in other countries. SC said there are examples of it being practised successfully in Scandinavian countries and that there was strong support for it from EDF Energy and within the HPC supply chain. RP asked about the size of the first intake and where the college expects them to be based. SC confirmed that there is likely to be between 200 and 300 learners at any time. David Harper, Bridgwater and Taunton College, confirmed that accommodation can be provided at the Cannington campus and at Taunton, which has 192 further units.
5 7. Transport Forum meeting Page 5 Draft minutes from the transport forum held on 6 July 2017 were available at the meeting. The workshop at this meeting focused on the Cannington park and ride facility and safety on the C182. RP asked whether the 30mph speed limit on Rodway would be extended to the bypass roundabout. AC said that traffic calming proposals in Cannington would be discussed with the parish council next week. ACTION: AC to provide an update at the next Transport Forum AH asked for an update in relation to the Bath Road campus and the cycleway linking this to the Sedgemoor Campus. DE said an update would be provided at the next Transport Forum. ACTION: to note. 8. Main Site Forum meeting Draft minutes from the main site forum held on 21 June 2017 were available at the meeting. The workshop at this meeting focused on feedback on the Property Price Support Scheme. 9. AOB AJ asked for a comment from EDF Energy about fracking licenses granted for Somerset. DE said EDF Energy was aware of the situation and was in close contact with HPB on the subject. He added that a number of steps relating to planning, regulatory consent and agreement with landowners are required before any exploratory work could start. A discussion was held about a recommendation from the Office of Nuclear Regulation to tighten the forum s terms of reference, with suggested wording provided at the meeting. DE agreed to look at some suggested amends to the terms of reference, which are included below. AFTERNOTE: The proposed changes following the meeting (in blue) to the Terms of Reference are: To consider and advise on issues that might affect the local community and key stakeholders as a result of NNB Genco (HPC) Ltd s activities associated with the construction of the new Hinkley Point C nuclear power station. This includes a formal update on matters covered by the nuclear site licence. Consideration of nuclear site licence issues relating to HPA and HPB, and issues surrounding new nuclear power development in general are not within the scope of this Forum. ACTION: HPC to invite Jason Crook, Office of Nuclear Regulation, to the next community forum to update the meeting.
6 Questions under AOB Page 6 Tim Whittingham asked how many caravans will be needed to accommodate HPC staff. DE said it was estimated that at peak 600 people will occupy tourist accommodation such as camp sites and caravan parks. SH asked for it to be noted that the NNR Excepted area foreshore wildfowling season starts on 1 September and runs through to 21 February AJ congratulated Neil Kimmins (NK) on his role in the Hinkley police team and asked how the resources provided by HPC would be used to support this work. NK said there will be four people in his team, including a sergeant, two PCs and a community support officer. 10. Date of Next Meeting The date of Community Forum meeting has changed to 9 November 2017, at Main Hall, Bridgwater College, Cannington TA5 2LS. Please note revised date to that issued previously.
