1 Colaton Raleigh Parish Council Minutes of the meeting of the Parish Council held in the Village Hall at 7.30pm on Monday 11 th July Draft Minutes the minutes will be signed as an accurate record at the next Parish Council Meeting. Present Cllr Chris Silverthorne (CS) chair Cllr Janice Papworth (JP) Cllr David Smith(DS) Cllr Christopher Pound (CP) In attendance Apologies for absence Clerk Lesley Willmott Cllr Christine Channon DCC left at 9.20 pm Speaker Chris Jenner 7-8pm Allan Farwell Members of public 3 Cllr David Forward (DF) Cllr Simon Bramble (SB) Cllr Geoff Jung - EDDC 7pm Chris Jenner joined the meeting to talk about the FAB (France Alderney Britain) project The presentation is available from the clerk if anyone would like a copy. 16.vii.1 Declaration of Interest none declared 16.vii.2 Minutes of previous meeting. Minutes approved and signed. 16.vii.3 Review of Standing Order. Accepted addition of transparency at section 19 Progress Reports 16.vii.4 Walk of the Brook nothing further to report. 16.vii.5 Culvert - DS reported that the new culvert has been completed which is certainly an improvement. We need to wait to see if the bridge is still a pinch point. No further action. 16.vii.6 Otter Farm CS reported that he wrote to EDDC planning team in June on issues raised previously, who have not responded. Action CS to contact G Jung to chase up response. 16.vii.7 Bus shelter CP updated that this is becoming more complicated. The current situation is that Clinton Devon own site of new bus shelter, they have granted the developer a licence to put bus shelter on it. CR Parish Council has not been consulted in recent times in spite of negotiations and promises made in 2009/10 by letter. The bus shelter has been moved without consent of Parish Council. It has not had roof repaired and does not comply with disability act. Action - CS and CP to talk to Clinton Devon again to try to resolve. 16.vii.8 Litter bin clerk ahs contacted Street Scene for an update on their monitoring but no response as yet. Action - All to let clerk know if there is still a problem. Signed by Chair Page 1 of 6
2 16.vii.9 Website clerk to meet with SB to continue with building of website. CR seem to be missed off the list of Councils in the Knowledge Action - clerk to resolve. 16.vii.10 Neighbourhood plan - Nothing further to report. Agreed to discuss again in January 16.vii.11 Emergency Plan & funding for equipment DS reported discussion with BT about site to store sandbags etc. In principle BT happy for Parish Council to put forward a proposal. DS has list of what is needed including a shed and an emergency box for the Village Hall. Action - CC to send clerk a grant form for the DCC Resilience Fund. DS to talk to environment agency re grant through John Varley s PA. 16.vii.12 Untidy land notice DS reported on Plot 406 ECDDC now have the powers to move people in caravans etc. from the land within 24 hours. Previously the untidy land notice was applied to owners, but time ran out; another prohibitive notice has been applied to the land so if the land changes hands the new owner would be required to clear the land. No further action 16.vii.13 Paperless Planning CS has purchased the new computer given to clerk. Discussion of paperless planning and the need to sort out processes. Action Clerk and CS to draft a process. 16.vii.14 Village defibrillator CS reported on information from ambulance service who prefer a four year deal which would be the same as Otterton. A possibility would be to site it outside the shop it does need a power supply to maintain the temperature but the defibrillator itself is battery powered. Action - CS to produce a paper for next meeting. 16.vii.15 Potholes CC reported that she now has a budget allocation for potholes. CR will be surface dressed next year. Potholes will be done in the meantime the road has now been marked up. JP reported that Highways have indicated that the potholes will be done in next three months but they need to apply to close the road. Action - CC agreed to investigate. Matters Requiring Discussion. 16.vii.16 Parishes Together Fund to consider ideas for a bid e.g. handyman, defibrillator. Defibrillator (see above) Could put Parishes Together funding towards defibrillator CC could make a donation out of her funding and suggested apply to British Heart Foundation as well. Handyman - CS reported that some councils have got together to employ a handyman. Discussion about Health and Safety practicalities. Agreed not to take further. Signed by Chair Page 2 of 6
3 Cleaning of Gullies has been suggested in past, if this was agreed then it would need to be looked at before winter. CC will ask East Budleigh and Budleigh for suggestions of companies and pass to JP who will get quotes. 16.vii.17 Vacancy on council and co-option There are currently two vacancies and both can be filled by co-option. As Sally Hitchings has declined to join council there is a need to advertise for both vacancies. Action clerk to draft an advert for the Parish newsletter, notice board and possibly local journal. 16.vii.18 Clerks employment probation and cost of living rise 2016 and 2017 The clerk s probation period of six months is coming to an end. It was suggested that the interview panel meet again to carry out a six month review. Action chair to convene panel Cost of living rise was agreed for 2016 and 2017 and back dated to April 2016 in line with the nationally agreed pay scales. 16.vii.19 Volume of s Discussion of the volume of s. Action Clerk to sift s if obviously not needed by everyone but to continue to send round all others. Correspondence for information 16.vii.20 All brochures and newsletters given out for inspection at meeting from Sally Hitchings read out relating to Highways matters. Action JP to investigate 16.vii.21 Survey from EDDC - agreed to do it jointly at end of meeting and clerk to send in the joint response. Clerk s report on Urgent Decisions since the last meeting 16.vii.22 None this time Reports 16.vii.23 County Councillor Christine Channon Will be attending a meeting on 26 th July at 5pm re Blackhill quarry CC is on small school task group. CC left the meeting at 9.20 pm following her report. 16.vii.24 District Councillor Geoff Jung did not attend but provided report FAB project - Suggested he meet with a couple of councillors before the public meetings on 27 th and 28 th July. 4 Parishes Together noted the Otterton suggestion of nature signs on the footpath which has already been dismissed by the councilin favour of other ideas. 16.vii.25 Police Sarah Trayhurn did not attend 16.vii.26 Footpaths - AF gave his report. FP11 Church Road to Otter Pub nettles will be cut back shortly FP 3 Church Road to Newton Poppleton - has asked DCC to install a kissing gate but has had no response as yet. AF to chase up. 16.vii.27 Village Hall no report available. 16.vii.28 Playing Field no report available. CS reported that the matting under the swings is showing through chippings. Action SB to be informed 16.vii.29 Highways JP reported that the traffic was surveyed on main road a few weeks ago by Highways and will try to get hold of report. Speed Watch team have been out and continue to catch people going at high speed. Sharing equipment at present but may be able to get own equipment as so effective. Financial Matters. 16.vii.30 Payroll update Payroll has been successfully taken over by North Devon Council. 16.vii.31 Payments Out all payments agreed a. Rospa Playpark inspection b. Donation to 1 st Tipton St John Scout Group of 50 c. SW accountancy d. Clerk expenses e. Christopher Silverthorne computer Parishes Together (CS paid and will claim back from Parishes Together fund for council.) f. Village Hall hire April/May g. North Devon Council payroll h. Planning Matters. 16.vii.36 None 16.vii.37 Public Questions. a) It was noted that parishioners have been waiting 37 years for the resurfacing of Church Road b) It was suggested that we write to Clinton Devon and ask if they could cut back vegetation along their side of Shepherds Lane. Parish Council to consider as this would also mean writing to the owners on other side. AOB and any further reports from councillors 16.vii.38 Cheque signers CP and DF still only signatories.
