Introduction and apologies Jim Claydon (JC) welcomed attendees and asked them to introduce themselves. Apologies were recorded from: Cllr Leigh Redman (Bridgwater Town Council), Cllr Chris Morgan (West Somerset Council), Alan Falkingham (Holford Village Hall Committee) and Deb Campbell (PPS). 2. Matters arising The following matters arising from the previous minutes from the meeting on 14 October were raised: Stuart Hill (SH) asked for an update on Combwich Wharf (which in the previous minutes was estimated to begin in 2018) and whether meetings with the Parish Council were taking place. David Eccles (DE) stated that the preparatory work is due to begin this year and that EDF Energy will keep the Parish Council updated. John Sivyer (JS) asked whether the fixing of the piles into the sea bed had started. DE confirmed that it had with 8 piles already in place.
2 Under item 8: Sue Goss (SG) stated that no one from Stogursey Parish Council had been able to attend the recent Transport Forum when an update on signage for Stogursey from the A39 was discussed. Andy Coupé (AC) undertook to provide the Parish Council with an update. (Post meeting note: SG was referred to the minutes of the Transport Forum on 26 January 2017 for a note of the discussion and a summary of the update that was provided.) The minutes were approved as an accurate note of the meeting. 3. Project Milestones 3.1 David Eccles (DE) gave the following update, focusing on key milestones relating to delivery of the scheme. DE said that there is a lot of activity on site and at present there are 1,249 workers currently on site. This number is expected to increase substantially by the end of Work currently in progress includes work on the de-coupling wall, commissioning of the batching plants and construction of the temporary jetty. Goals for 2017 include: Construction of the on-site accommodation campus Completion of east welfare building First safety related concrete used in gallery Begin installation of seawater cooling pipes Richard Cuttell (RC) asked if the welfare building would be used for overnight accommodation and DE confirmed that it would not. Roy Pumfrey (RP) asked about the provision of fresh water to the HPC project and pipeline works. DE stated that fresh water will be taken from the mains, operated by Wessex Water. There are works underway to increase the capacity of the pipework AFTERNOTE: The Wessex Water works to upgrade the potable water connection to HPC from 1 million litres/day to 3 million litres/day was completed in June 2016 and have been fully operational since. The works started in Jan 2015 and took 18 months to complete. Any ongoing works by Wessex Water in the vicinity of HPC is not related to HPC. RP asked in which country the buses for the park and rides are designed and manufactured. DE replied that some of the buses are designed and made in China. In response to a question from SH, DE provided the following update: Preparatory works will start in the middle of this year and construction of the wharf will be completed by the end of next year. There have been meetings with Combwich Sailing Club about moving the boats from
3 the pill. Around 80% of properties have received double glazing. Two films were shown about the Visitor Centre at Angel Place and the Wave Walker. 4. Campus Accommodation Programme Overview Kieran Hicks (KH), project manager for the campus accommodation, gave an outline of the project and construction timeline: The project is for 986 single bedrooms and an amenity building which includes bars, shops, gym and football pitches. Enabling works will be taking place between Q1 and Q Construction will last for 72 weeks and open to workers in three phases. 9 modules a day will be delivered at the peak of construction. The first 18 accommodation blocks will be open in July Oct 2018 will mark the completion of the second phase. The accommodation is temporary and will last for six years. Infrastructure will be retained to facilitate future residential development on site. JS asked about the public transport arrangements for the workers living there. DE said buses will transport workers to HPC along approved routes currently used by haulage vehicles, along Bath Road. RP asked about the junction improvements on Bath Road. DE explained that new lights will be installed on the junction of the main entrance with Bath Road. Anne Reed (AR) asked about the male-to-female ratio of workers living on the campus. DE said that EDF Energy was committed to recruiting more female workers to address the imbalance in the construction industry. Female and male areas of the accommodation campus will be designated in the future. In response to concerns about the behaviour of workers, DE explained that there is a fine balance to be made between not imposing the workforce on the community and equally providing economic benefit to the town. However, compulsory drug and alcohol testing for workers would act as a deterrent to poor behaviour. Mike Dixon (MD) asked about the manufacturing location of the accommodation modules. KH said that the accommodation modules are made in Nottinghamshire. Sue Goss asked whether local people will be able to use the football pitches that will be built as part of the accommodation campus. DE confirmed that they would. He said details such as access times are currently being discussed. 5. Park and Rides in Williton and Cannington DE provided the following update on the progress of the park and rides in Williton and
4 Cannington: Williton park and ride is out to tender, with construction starting this summer. There is a drainage issue on site but this should not delay the start date of July Cannington park and ride is also out to tender. There are discussions with the local planning authority over plans to increase the amount of parking spaces from 250 to 300. It is hoped that construction will start in April 2017 and be completed in Q MD asked how many buses the Williton park and ride will generate. DE stated that there are 100 parking spaces and therefore approximately 6 buses a day will be required. The buses will travel on the A39 to Cannington, thereby avoiding the need to pass through small villages. After questions from RPh, DE stated that sealed buses will run from the park and rides to HPC. There will also be normal start/stop buses that pick up workers from bus stops and other marked locations en route; these will then be security checked at site. In response to a question about fly parking in Cannington, DE explained that EDF Energy has a strict code of conduct, which includes fly parking. Attendees were asked to report any vehicles that were inappropriately parked to EDF Energy and provide the vehicle s registration number and time and place of parking. DE went on to say that the police team have been monitoring the situation. PCSO Sue Marks (SM) added that if the car is taxed and insured, workers can legally park on a public highway. SG asked why the current park and ride permit system cannot be expanded to the smaller villages. DE replied that it is EDF Energy s intention that all workers will have a park and ride permit. Allan Jeffrey (AJ) asked for an update on the Wembdon and Cannington cycle path. Andy Coupé stated that he was due to meet with the Parish Council shortly, after which wider public engagement could take place. RP asked if the A39 is to be widened. AC replied that the funding envelope for the scheme did not enable the road to be widened, but the scheme had been future proofed to enable the A39 to be widened along this stretch if at any point resources became available to do this. 6. Greater Quantock Landscape Development Fund Iain Porter (IP) provided an update on Greater Quantock Landscape Development Fund and highlighted some of the work that has been funded in the local area. To date there have been: o 84 Expressions of Interest o 37 Applications received o Of these, 30 Applications were approved o Of the remaining, three were rejected, two were withdrawn and two are
5 pending Fund Allocated to date = 67,558 Remaining fund = - 38,933 To find out more details about the fund and how to apply visit the website: or quantockhills@somerset.gov.uk In response to a question, IP said that pathways are not eligible for the scheme. 7. Community Impact Mitigation (CIM) Fund Andrew Goodchild (AG) provided an update on the CIM Fund on behalf of Lisa Redston. To date, 26 projects have received funding from the CIM fund. Of these, 17 are completed, six are underway and a further three project are due to start. Five received under 1,000; 14 received between 1, ,000; and seven received more than 100,000. Prior to the Final Investment Decision, approximately one or two applications per quarter were received. Since the Final Investment Decision, WSC has been actively increasing awareness of the scheme and in the last quarter 20 expressions of interest were received. For more information about the CIM fund, go to: 8. Transport Forum meeting Draft minutes from the transport forum that was held on 26 January 2017 were available at the meeting. The workshop at this meeting focused on the road improvements required for the new accommodation campus in Bridgwater. 9. Main Site Forum Draft minutes from the main site forum that was held on 18 January 2017 were not available at the meeting. The workshop at this meeting focused on the construction of the on-site campus. 10. Review of Forums JC discussed the current sequencing of the three forums and asked members for recommendations for improvements. Following discussion, it was agreed that the Community Forum revert to four meetings to provide regular updates on work activity. It was also agreed that: o There be two-week between forum meetings o Dates of forum meetings to avoid district and county council meetings
6 o Proposed dates of the forum meetings in 2017 be circulated to members ACTION: PPS. 11. AOB RP asked for an update on asbestos remediation on site. DE explained that remediation is 80% complete and that the area beneath the old offices mark the last phase of remediation. RP asked how long it will take to complete the construction of HPC. DE replied that the whole construction phase would last about 10 years. RP stated that building completion in 2025 did not tally. Hugh Davies (HD) and SG expressed their thanks to EDF Energy for sponsoring a free bus service between Minehead and Bridgwater. RP expressed disappointment that the buses would not be available to Cannington residents. 12. Date of Next Meeting The dates of Community Forum meetings for 2017 are; 11 May July October 2017 These meetings will be held at Main Hall, Bridgwater College, Cannington TA5 2LS
