Introduction, apologies & minutes of previous meeting Simon Earles (Head of Surface Access) introduced himself, welcomed everybody to the meeting and asked that everyone introduced themselves.
2 1b. Apologies were received and noted as above. 1c. Previous meeting notes were discussed. The recommendations and action plan for Sustainable Transport Plan was to be circulated to the group. Simon introduced Tim Bellenger from London Travelwatch and thanked him for attending the meeting to share their work. 2. London Travelwatch Tim Bellenger introduced himself and gave a brief overview on London Travelwatch and their purpose. He informed the group that initially there were 26 members but had reduced significantly to 6 including the chairman. There was a London Access Forum organisation but it was disbanded some time ago. Tim explained that he was representing the London Transport Users Committee and that they were a non-political organisation. He informed the group of the area they covered in and around London, discussing the various modes of travel and the amount of journeys made. London Travelwatch represents passengers and passes on any complaints and concerns they may have. Although the group do not have formal powers; operators do have an obligation to respond to them. Tim discussed their values and informed the group of the research that took place in regards to the airport. This included the overcrowding and ticketing issues with Heathrow Express and Heathrow Connect, including Oyster not being accepted on either service. Another issued raised was Heathrow s performance to serve public transport options. It was geographically difficult to access certain transport to the airport causing prolonged journey time and convenience. Tim mentioned another piece of research that was to take place in regards to transport poverty. This was briefly explained that they were looking at low income and unemployment areas and working on connectivity for these areas and Heathrow. Focus groups with passengers would be held to discuss their needs and expectations. Please refer to the presentation slides for additional information. Tim informed the group that the reports would be available mid-july Simon discussed the airport commission to engage with promoters as not all promoters have submitted. Some of the issues raised by Tim have already been raised in the submission to the airport commission.
3 Simon echoed what Tim discussed, saying that supporting and giving passengers a choice is key, especially if a disruption was to occur. Fraser Brown discussed the matter surrounding the ticketing issues with the HEX and asked the group for any feedback in regards to any issues in regards to the HEX especially at the times of the industrial action. Mark Frost asked Tim what the methodology of the research would be used in regards to the transport poverty research. Tim explained they would be working alongside Councils and local authorities to get a better understanding of needs and how they were going to accommodate to them. Theo Panayi asked how Heathrow would obtain the feedback London Travelwatch receive from passengers raising their concerns. It was agreed that all parties involved would be kept in the loop. 3. Surface Access Data Modeshare/ASQ/QSM Chris Joyce presented a slide presentation. Overall passenger public modeshare has risen, with T1 and T3 seeing significant improvement. On the whole, the terminals scores have been stable with T1 having a significant improvement. Although there has been a minor dip in excellence ratings for surface access, HEX has been commended for the on-going improvement. Please refer to the presentation slides for additional detail. 4. PTL Matched Funding Bids Theo informed the group what the Public Transport Levy, explaining that it consists of money that has been collated from public and staff parking. This is used to support sustainable travel initiatives. Theo explained how the funding worked, what the process was to access the funding. He informed the group that every submission would need to meet the criteria set in order to gain the funds. An enquiry was made on how information regarding this scheme would be communicated, for example press conference. Theo replied saying that no press conference was planned but a paper would be circulated to the forum. He will speak to the communication team regarding sending out information. Theo explained who were the board members; the group were informed of who the members were and that Matt Gorman was the chairman. 5. Working Group Updates 5a. Bus & Coach Peter Nicholls gave an update on Real time information, that was being developed and that Feltham station was on the radar for this.
4 The group was informed of the changes taking place in regards to the infrastructure at the Central Bus Station. Peter explained the survey that was being completed by the Bus & Coach group in regards to emissions. This survey would consist of the journeys, fuel consumptions and emissions. This data would be used for overall fleet improvements. It was explained that there was a change of contractors for the Hatton Cross services. The new contractors and TFL have met and the scheme would be delivered. 5b. Rail Simon updated the group about the work Greengauge 21 had conducted in regards to Southern Rail Access. An update in regards to the HS2 was given; that alternative proposals around the North Pole East site were being considered. 5c. Freight The group was informed that a strategy was being developed for cargo. There now was a need to measure the journey of cargo and put new controls in place such as a score card. 5d. Travel Behaviours & Cycling Theo updated the group of the onward travel zone work that has taken place. He informed the group of the accompanying leaflet that passengers could take away with them as additional support. He also spoke of the upgraded way fining when coming out of international arrivals in the airport. 6.HATF Review Theo had prepared a slide presentation for the group. He informed the group of the project to undertake a review of the Heathrow Transport Forum. He explained what the process involved, having an independent consultant to execute this project. This would involve reviewing the frequency of meetings and who should be a member of the forum and the process of decision making. In order to make some of these decisions, an online survey will be sent out to collect ideas, opinions and concerns. The plan is to have collected and analysed this gathered information by the next meeting. A.O.B Mike Finch asked for further details on the Bus & Coach emissions being measured. The various measures were explained by Peter Nicholls. Mike informed the group of a business case that was being put forward to the local transport body for funding a scheme in regards to the A4 Slough route. Fraser Brown informed the group of the industrial action that had taken place with the HEX. He explained the dispute with RMT and that they were trying to work towards a
5 solution. He explained they were not seeking to loose people but to re distribute them. Simon commended Fraser and the HEX team for dealing with the industrial action so efficiently. Next meeting: 10 th September 2014.
