15 Airports Commission assessment findings Commission has confirmed that the Heathrow North West Runway scheme can progress within air quality limits provided mitigation measures are implemented. Overall compliance: The scheme will not affect UK compliance with national emissions ceilings set by the EU; There are no predicted exceedences of the air quality objective at any receptor, either in the do-minimum or Heathrow NWR scenarios ; The scheme would not cause any new exceedences of the annual mean NO2 concentration at which the EU limit value is set. (EU limit value 40µg/m3 annual mean);
16 Managing Air Quality Effects of the Masterplan Physical Mitigation: Airfield Efficiency: Minimise distances between runways, taxiways, aprons and stands = lower emissions; Surface Access Strategy: Avoid sensitive receptors; and No more road traffic than today. Operational Mitigation: Cleaner aircraft technology (98% CAEP/6 compliant by 2030); Cleaner aircraft operations in the sky (thresholds and glide slopes) Cleaner aircraft operations on the ground (A-CDM, FEGP, PCA) Cleaner airside vehicles (fully ULEV airside vehicle fleet); and Airport Surface Access Strategy (>50% Public Transport, CCharge).
