Tony May summarised the basis on which the project had been established. Minutes of the first meeting These were accepted as a correct record. Revised study timetable Phil Marshall introduced this. There were no further comments. Identification of problems (Paper 8v3 and Paper 10v2) Tony May introduced Paper 8v3, which was the final summary of the problems and proposals identified by the Stakeholder Group and the Steering Group. He drew members attention to Paper 10v2 which provided a listing of those minor roads which had been surveyed which had traffic flows in one direction of over 250 veh/h on weekdays, weekends or both. He also mentioned the plots of injury accidents recorded in the three years to November It was agreed that, between them, these reflected all the problems of which members were aware. Development of options for testing (Paper 11v2) The majority of the meeting was spent identifying possible options for testing, following the methods suggested in Paper 11v2. The study area had been divided into four sub-areas: Brompton, Belgravia, Pimlico and Victoria, and maps had been provided for each showing known problems (from Papers 8v3 and 10v2), injury accidents and existing one way streets. Those present split into four groups to

2 consider one sub-area each, and developed marked-up maps with proposals. They were then discussed with the meeting as a whole to identify any overlaps between sub-areas and to seek further comment. [Subsequent note: these maps, with a few additions from the Steering Group, will be placed on the Grosvenor website for further discussion. An explanatory note will be circulated to the Stakeholder Group.] Future meetings It was agreed that the Stakeholder Group should meet on one further occasion, to consider the results of the options as tested, with the Steering Group meeting on the following morning. 3 South Westminster Traffic Management Study Paper 1 Brief for the study Tony May 8 th September 2011 Introduction This paper is based on the Brief issued to consultants in June for the model work associated with the Study, as a result of which JMP have been selected. While it would be unwise to deviate significantly from the Brief, the Steering Group are invited to: agree to the objectives for the road network as listed in the next section, or modify them as appropriate so that the consultants can develop and appropriate appraisal framework; agree to the study area as specified in draft in the attached map; note the proposed study approach, which forms the basis for JMP s more detailed timetable (Paper 3) note the roles of the consultant and the Steering Group. Scope and objectives for the South Westminster Traffic Management Study A group of interested parties have agreed to conduct a South Westminster Traffic Management Study to assess the impacts on the area of current proposals for traffic management changes and developments, and also to develop a blueprint for longer term traffic management in the area. The blueprint will be designed to meet the following objectives for the road network (other than any roads on the strategic road network, for which different objectives apply): 1. improved streetscape and public realm 2. reduced congestion and rat-running, contributing in turn to (3), (4) and (6) below 3. improved access to properties for residents, traders and their customers by public transport and taxi, on foot, by bicycle and, where necessary, by car 4. improved access by appropriate commercial vehicles for goods and services 5. adequate parking for those vehicles which need to be parked 6. reduced environmental impact of traffic on residents, businesses and pedestrians, including air quality, noise, visual impact and severance 7. reduced accident levels 8. reduced fear, intimidation and perceived risk of crime 9. improved economic impact, reflecting both turnover and investment values, as a result of the above 10. a reasonably equitable distribution of the benefits of these objectives across the area.

4 The model requirements In order to assess the impact of any proposed traffic management measures on the South Westminster area and the surrounding road network, a traffic model is to be built of the South Westminster area, covering both the morning and evening peak periods on weekdays. The model will have links to the existing traffic models for areas which surround the study area and will enable the traffic impacts of proposals to be assessed. It will be required to reflect current conditions, and to assess the implications of making changes to traffic management measures in the context of current traffic patterns. However, it may also be necessary to reflect the impact on traffic demand of known development plans for the area. The proposed boundary of South Westminster adopted for the identification of problems and possible solutions is as shown in the attached map. The proposed study approach A Steering Group representing the stakeholders will be established to oversee the work programme, which is envisaged to involve the following steps: 1. agree on the study objectives (as outlined above) 2. identify current problems 3. specify a list of committed or anticipated schemes which will provide a context for any new measures 4. develop a set of proposed new measures to complement those in (3) and to overcome the problems in (2) 5. package the measures in (4) together with an appropriate set from (3) into two or three alternative options with, as necessary, a number of variants 6. use the model developed by the consultants to test the options in (5) against the objectives in (1) and in terms of their ability to overcome the problems in (2) 7. use the same model to test variants, as appropriate, to the best performing options from (6) 8. select a preferred option from (6) and (7) 9. develop more detailed designs for the option at (8) and for the related environmental and streetscape works. The role of the consultant The principal roles of the consultant will be to construct the model required for step (6) above, to carry out the tests in steps (6) and (7), and to report on the results to the Steering Group. The consultant will be expected to submit progress reports to the Steering Group, attend Steering Group meetings, and contribute to the discussion of options for testing. However, the Steering Group will have the final responsibility for specifying options to be tested. The related methodology for the modelling work is envisaged to involve: Collate and review existing data, plans, models and documentation Liaise as necessary with TfL, WCC, RBKC and their appointed traffic consultants Propose the type of model to be used, its coverage and interaction with existing models Identify any additional data required to construct and validate the model

5 Collect additional data as required Develop and build a base model in accordance with TfL s Modelling Guidelines Undertake area wide model validation and report to the Steering Group Model the impact of the options developed by the Steering Group Assess how well each of the proposed options delivers the objectives stated above Produce a report of the results for the proposed options, and suggest any variants to be tested Report as necessary on the testing of variants, and recommend a preferred blueprint for the area Arrange for the model and study results to be made available to Grosvenor for future use.

8 File Note Date 14 March 2012 Job No/ Name STH2659 South Westminster Traffic Management Study Subject Paper 10 - Traffic Flows on Links Introduction A number of Automatic Traffic Count (ATC) surveys were commissioned as part of the study, and these collected data regarding traffic flows on various links across the network for a two week period in November/December The location of these sites is shown in Figure 1 below, along with the associated site numbers. Based on these surveys, this note presents the traffic flow on these links for the AM and PM peak hours ( and respectively) on an average weekday. It also presents the total 24-hour flow for an average weekday and Saturday, and the largest hourly flow on Saturday. The results presented are all based on an average calculated from the survey data period, with anomalous data removed e.g. due to counter failure, public workers strike day, roadworks in the site proximity or other similar incidents. The data illustrates the locations where a significant number of vehicles are passing along a road, and thus may be regarded as a route for through-traffic. Table 1 presents the results below. Each link is presented with data for both directions if applicable. The flows recorded are in vehicles (comprising of all vehicles that cross the counter including cars, LGVs, OGVs, buses, motorcycles and pedal cycles). The site number in Table 1 corresponds to the site reference displayed in Figure 1. The sites listed in Table 1 have been categorised based on the volume of through-traffic on the minor routes within the assessed network. The threshold for routes with a high level of through-traffic has been defined as greater than 250 vehicles per hour per directional flow on minor roads. The assessment resulted in three categories of through-traffic routes; those with high traffic flow on weekdays only (blue), weekends only (yellow) and both weekdays and weekends (green). 18 South Westminster Traffic Management Study Paper 11v2 Developing proposals for testing Tony May 6 th March 2012 Introduction This paper has been prepared for the Stakeholder Group meeting on 19 th March. It provides the background for the principal task of the Stakeholder Group (item 5): development of options for testing. It also suggests the approach to be adopted in the meeting. Background: sources of information on problems The study has so far produced two relevant background papers on problems: Paper 8(v3) which identified existing problems and Paper 10(v2) which identified those streets with a flow in excess of 250veh/h, above which it was assumed that they were being used by through traffic. Both of these are being circulated to the Stakeholder Group. In addition we are obtaining information on accident and casualty statistics, which will be tabled at the meeting. Initial suggestions for proposals Earlier versions of Papers 8 and 10 were circulated to the Stakeholder and Steering Groups in mid January with a request to provide suggestions for possible measures for testing. Unfortunately, very few suggestions were received. However, we have access to a few earlier proposals, particularly for the area around Westminster Cathedral. In parallel, the Sub Group has asked for a proposed set of do minimum measures for testing, to be provided by RBKC, WCC and TfL. These are measures which are already committed, and need to be included in all the options tested. It is expected that a map showing these will be tabled at the meeting. The next section of this paper reviews possible generic measures, drawing in part on suggestions in Paper 8(v3). This is followed by a review of location specific measures in each of the sub areas considered in Paper 8(v3). The final section suggests the way in which final sets of measures for testing might be developed in the Stakeholder Group meeting. Generic measures

19 Under general problems Paper 8(v3) listed traffic signal removal, impacts of circulating traffic, air quality impacts and pedestrians crossing major arterials. It also listed changes to the cycle hire scheme, residents parking provision and reduction of yellow lines as generic measures which it might not be possible to model. In an early paper for the Mayfair Traffic Management Study it was suggested that, as a general principle, roads should revert to two way working where road widths and parking requirements permit. This principle and a series of acceptable minimum road widths were used to identify roads which could revert. These factors suggest a number of generic measures which might be applied throughout the study area and tested as a package: 1. two way working: where streets have sufficient width, after allowing for parking requirements, they should revert to two way working unless the one way operation is needed to restrict through traffic; this should also help to reduce circulating traffic; a map indicating those streets which have sufficient width to be converted will be tabled at the meeting; 2. traffic signal removal: all traffic signals should be checked to see if they are needed; those which are of doubtful value should be removed but replaced by zebra crossings to permit necessary pedestrian movements; 3. all red phases: where traffic signals are retained, and there are significant delays to pedestrians, all red phases should be tested; 4. air quality measures: the Sub Group advises that the most serious air quality problems occur on TfL s road network, which is not being considered in the study; it is suggested, therefore, that we should not develop measures specifically to tackle air quality problems; 5. on street parking: where there are known shortages of resident parking spaces, consideration should be given to reallocation of single yellow line space; it will be difficult, however, to model the impacts of this, except to the extent that it affects junction capacity. Location specific measures In the section we consider each sub area in turn, combining the information from Paper 8(v3) and Paper 10, and including any suggestions to date for possible measures. Exhibition Road Problems were identified at four locations, but none has been included in the surveys reported in Paper 10. No proposals have yet been submitted.

20 Montpelier Problems were identified at five locations, all of which were surveyed. Paper 10 indicates that only Trevor Place shows signs of excessive through traffic. No proposals have been submitted, but it might be appropriate to consider ways of further limiting through movement. Scotch House Corner Two locations were identified as problems, both on the principal road network, which was not further surveyed. The one suggestion to date is to restrict traffic flows on the northern end of Sloane St, which might help reduce congestion at this location. Belgrave Square Four locations were identified as problems. The surveys showed that Grosvenor Crescent and West Halkin St (and hence Belgrave Square itself) are used by through traffic. The other locations (Motcomb St and Upper Belgrave St) were not identified as heavily trafficked. No proposals have been submitted, but it would be appropriate to consider ways in which through traffic could be limited. Paper 8 also refers to problems for pedestrians crossing the eastern end of Grosvenor Crescent. This could be addressed as part of the generic measures considered above. Pont St Hans Place and Hans Crescent were identified as problems in Paper 8. The former was not surveyed directly, but counts in Hans Rd and Basil St show excessive traffic levels. Hans Crescent was not heavily trafficked. The junctions of Pont St with Beauchamp Place and Sloane St were identified as problem locations for pedestrians. No proposals have been submitted, but the Pont St junctions could be treated as part of the generic solutions above, and means of reducing through traffic on Hans Rd and Basil St should be considered. These would need to be reviewed in conjunction with any measures to reduce traffic on Sloane St, as outlined above (see Scotch House Corner). South Kensington The only problem identified in Paper 8 was for traffic turning right out of Pelham St. Recently RBKC has also questioned the ability of traffic to turn left out of Sydney Place. Neither was surveyed, and the latter is strictly outside our study area. No proposals have been offered, but it seems reasonable to consider measures to assist in both these locations. Sloane Square (and Sloane St south of Pont St)

21 Paper 8 identified four locations, three of which were surveyed. None of them (Pavilion Rd, Cadogan Lane and Symons St/Draycott Place) showed evidence of through traffic. However, Cadogan Place and Cadogan Square did, as did Holbein Place, which was excluded from Paper 8, but perhaps needs further consideration. The fourth location, on the King s Rd approach to Slonne Square, was not surveyed, but is principally a problem for pedestrians, which could be covered under the generic measures. The Cadogan Estate have suggested making the southern end of Pavilion Rd a pedestrian street, further traffic calming at the junction of Symons St, Draycott Place and Culford Gardens and, potentially, traffic calming at the southern end of Sloane St. This suggests three sets of measures: in the Cadogan Gardens and Symons St area, at the southern end of Sloane St and on Cadogan Place, and in Holbein Place. The latter would need to be considered in conjunction with measures in South Belgravia. South Belgravia Paper 8 identified seven locations. Three were surveyed, and none of them (Chester Row, Eaton Terrace/South Eaton Place and Ebury St/Semley Place) exhibited problems. However, there was evidence of excessive through traffic at the western end of Ebury St and at two locations in Elizabeth St. The other four locations were on the principal road network, which was not surveyed. One of these related to the farmers market on Orange Square, which could be considered in association with Ebury St. A second concerned pedestrians at Lower Sloane St/Pimlico Rd, which should be covered by the generic measures above. A third related specifically to coaches from Victoria Coach Station, which probably need to be considered separately. No proposals have been offered. It seems sensible, however, to consider a set of measures for Ebury St/Orange Square/Holbein Place and also to investigate whether traffic could be further reduced in Elizabeth St. Pimlico Two locations were identified as problems in Paper 8: Warwick Way and Lupus St. Both show evidence of excessive through traffic, as does Ebury Bridge. No proposals have been offered, but we should consider ways of limiting these through movements. Victoria Three locations identified as problems in Paper 8 are associated with the current works at Victoria Station. While these are temporary, and have not been surveyed, it seems wise to consider the longer term traffic plans for these streets (Wilton St, Allington St). The problem of pedestrian movements between the train and coach stations was also listed, and merits a solution in its own right. One other problem was actually a proposed solution: for a median in Victoria St. The other four sites were surveyed, but none was found to have excessive traffic. However, evidence of through traffic was found on Petty France and Great Smith St. No

22 proposals have been submitted at this stage, but we do have the earlier ones for the Victoria Cathedral area. We should consider these, and also whether it is appropriate to test measures to reduce traffic on Petty France and Great Smith St. The approach proposed for the Stakeholder Group meeting Given the limited number of proposals received to date, it is suggested that we might adopt an approach similar to that used at this stage of the Mayfair study. In that study, the Stakeholder Group divided into sub groups, each of which considered a sub area in detail, and developed proposals which it presented to the remainder of the Group. To this end, we have divided the area into four sub areas: Brompton Belgravia Pimlico Victoria. We will ask those attending to choose one of these areas on which to focus during the meeting. We will make available a set of four large scale maps for each sub area (with overlaps between sub areas): the identified problems, streets with high flows and accident data; the existing one way streets which can physically be converted to two way; the do minimum measures; several copies of a blank map on which to sketch proposals. Stakeholder Group members will be invited to develop their own preferred proposals, drawing on the information provided in the first three maps and the information earlier in this paper. We plan to allow an hour for this process. Each sub group will then be asked to present their ideas for discussion to the remainder of the Group in the final half hour of the meeting. These ideas will then be discussed further by the Steering Group on the following morning, and converted into one or two specified do something tests.
