1 Craiglockhart Community Council Public Meeting Minutes of the Public Meeting held at Edinburgh Napier University, Craiglockhart Campus on Monday 24 th September 2018 at 7p.m. In attendance: CCC: Peter Mavor(Chair), John Corbett (JC) Eleanor Young (EY), Jim Brydon, Neena Agarwal, Ursula Adams, Hilda Henderson (HH), Norma Hogg (minutes) ECC: Councillor Gavin Corbett, Andrew Johnston. Police: PC Simon Wotton General Public: 20 members 1.Welcome Apologies and declarations of interest PM opened the meeting. Apologies received from CCC members Anni Mcleod, Paul Mowat, Jim Brydon and ECC Councillors David Keys. There were no declarations of interest. 2. Matters Arising Minutes were adopted Proposer Norma Hogg: Seconded: Eleanor Young 3. Police Report August was, happily, fairly quiet in the Craiglockhart area. One housebreaking, to a canal boat, no assaults, a couple of minor road offences, and 4 reported opportunistic thefts. In addition some incidents involving youths drinking and using abusive language around Craiglockhart hills and Redhall House Drive. Cllr Corbett raised an issue of youths bad behaviour at the picnic benches at Bogshall Bridge in the Water of Leith. Cllr Corbett noted that the picnic benches around which the youths congregate are well used by other members of the public during the day and it is therefore important to strike a balance which would be satisfactory to all parties. PC Wotton confirmed the police had attended the area on occasions but that the crowd of youths would immediately disperse and that the anti social behaviour teams were overstretched. Following a debate it was agreed that Cllr Corbett would arrange a walk through involving the Council, Water of Leith Friends, Peter Mavor (from CCC) and himself to consider what the most practical solution might be, bearing in mind that the current issues might resolve themselves as we progress into Autumn. 4. Planning ( presented by JC in Paul Mowat s absence) Westside Motors (Lanark Road) planning application for 105 Student flats has been approved. Whilst this is not actually in CCC area, due to the number of other developments in in area, parking may be an issue. Happy Valley (former Alfa Romeo garage site) Reporter carried out on site inspection and appeared to listen to all objections. Decision is expected during first week of October. Happy Valley (former Pub & Retail Unit) this planning application was withdrawn. It is assumed the developer is awaiting the outcome of the Reporter decision regarding the neighbouring site. 1 Lanark Road (Former Clarks showroom) public consultation was held early August for a development comprising 57 units ( 94 bedrooms) and 30 car parking spaces. Plans have not yet been formally submitted. It is understood that the plan will contain a provision to access the BT site(south, further up the hill)

2 Blue Goose Planning application is for 25 residential units. The community issue is principally regarding parking. It is not yet known when this application will be considered but it is likely to go to full Committee due to the number of objections lodged (circa 25?). Redhall House PM noted that some good progress had been made over the last 2 months through dialogue with the architects, CCC and the Residents Association. The owners are still insisting on an enabling project. A walk in session is being planned provisionally for 17 th October at Crailockhart Parish Church. If this goes ahead residents will be advised and the Community Council will hold a meeting in the evening following the session to ascertain community reaction to the plans. Paul Mowat met with the Director of Planning to express concern about the cumulative impact of the 3 planning applications along Lanark Road (Westside Motors, Blue Goose & Clark Motors) on parking and traffic flow in the area. He questioned if the Council were really taking a joined up approach to planning and traffic management. He also expressed concern about the volume of cyclists and the ability of these persons to safely access cycle paths from these 3 sites. Cllr Johnston acknowledged that he found some of the decisions taken to be puzzling. There has been a tentative commitment from the Planning Department to attend a Public (??) meeting. PM is also seeking a meeting with the Transport Department to review the overall impact on the area of the development of these Lanark Road sites. Both Councillors confirmed they had had some discussions regarding the issues CCC are unhappy with (parking, social housing etc.). Question from a member of the public what is Longstone CC s position on the developments on Lanark Road? PM conformed that the submissions had been coordinated and that the Longstone commentary could be found on their website. Cllr Corbett added that he information suggesting SEPA had ongoing concerns about the Westside Motors development and that as a result progress could be delayed. Cllr Johnstone advised the meeting that the Council have started a program of monitoring traffic flows and speeds through the erection of radar boxes on lampposts around the community. Members of the public noted ongoing concerns about speeding, rat runs and parking. AOCB Craiglockhart Parish Church will hold its open day on Saturday 29 th September 10am 2pm. Boroughmuir Cricket Club. Mr Hutchinson outlined a proposal, still at an very early stage, to acquire and renovate a derelict property on the edge Meggetland playing fields to provide a pavilion for cricket players. The Community Council confirmed its support for the project and will provide advice on funding sources and application processes as required. The initial

3 challenge is to acquire the building currently co owned by Babcock International, Network rail and Edinburgh Council. Cllr Corbett is providing guidance as will CCC. Colinton Tunnel Update. Edinburgh Council have given permission for a mural to be painted inside the tunnel. The initiative became a Scottish Charitable `Incorporated Organisation in August. Becoming a charity is an important step as allows the organisation to seek potential funding sources. Residents will see articles in local magazines and partner websites over the coming months. Further information can be found on the project website. It is unlikely painting of the tunnel will commence until late Spring Friends of Easter Craiglockhart Hill. Funding from the Big Lottery has been secured for a Community Engagement Worker. More information can be found on the FOECW website. Craiglockhart Road Signs. Ian Wright advised the meeting of progress on this project which he has undertaken on behalf of CCC. He has established outline costs of erecting 4 signs on the main access points to the village ( 3000). However he has hit an obstacle in that CEC Roads & Transport Department do not recognise Craiglockhart as a village rather define it as a housing suburb. In support of Mr Wright, Cllr Corbett had requested a list of villages and a definition of village and all 3 Cllrs will support Mr Wright as he attempts to achieve a resolution to the current impasse. CEC Budget Planning. Cllr Johnstone advised the meeting that both he and Cllr Corbett sit on the CEC Finance Committee. There is a new tool being launched to allow some consultation regarding the budget plans. CEC has a challenge to reduce its expenditure by 28M. Developer clearly seeking access to site through this road. This likely to cause traffic problems for local community as street is very narrow. 1 Lanark Road hoarding erected, no Planning Application has been made as yet Equal Right of Appeal Paul Mowat is meeting Jeremy Balfour (Conservative MSP) following recommendation by Daniel Johnson MSP on 24 July Construction Matters: Craiglockhart Tennis Court Floodlighting and additional court The project that includes a further outdoor court and the installation of court lighting on the bank of 5 outdoor courts has commenced. Work is expected to complete July / August Special Matters:.Redhall House Meeting with design team and Owner s representative on 26 July to look at latest design etc.
