4 Looking north from Portsdown Hill towardsthe South Downs 2000 years ago this area was little more than a speck on Earth. Unlike our distant neighbours of Chichester, Winchester, Portchester and Portsmouth who have a wealth of history we have none. This is due in part to our geological situation. Living as we do in the Hampshire basin whose footings are chalk, the subsoil is a feet layer of London clay. Where the clay ends are the chalk springs. These are most copious at Brockhampton whilst others at Bedhampton and Havant supply our water. It is said that the daily demand on this supply is the greatest from such a source in the British Isles, if not the World. Early man settled where he found it to his advantage. The earliest settled men lived off and relied upon the soil. They were in their own way farmers. They needed a good supply of drinking 2000 YEARS OF HISTORY WRITTEN BY DAVID PINK PART 1 IN THE MISTS OF TIME water and, for watering their crops a good irrigation system, together with nice light easily tilled soil on which to work. The area we have come to know as Waterlooville and Cowplain had neither, and because it lacked spring water, good soil and mineral wealth, the early settlers waited until man ceased to rely entirely upon them before making it his home. The clay, which sealed the water into the chalk, was too thick for a spring to break surface, and the water which fell onto the surface tended to run off the clay into watercourses and out to sea. The whole area between Horndean and Bedhampton was like an arid desert so far as water was concerned, and so it remained until the 19th Century. However unsuited to the early farmer, the clay was ideal for supporting the vegetation of the forest. Growing lush and thick it was difficult to penetrate. The home of outlaws, wild beasts, itinerant charcoal burners and the occasional potter, it was the original Forest of Bere and had no direct route through it from Purbrook to Horndean. The development of Portsmouth as a premier Naval Port in the reign of Henry VIII required a more direct route between Capital and Port. Until then local travellers to the north or south, took the ancient Roman track through Havant, Rowlands Castle, Buriton and Petersfield. Some however, risked the perils associated with the forest route and employed guides at Horndean or Purbrook. Thus the clay which kept the settler out also deterred the unwary visitor from coming in. 8 NEW TECHNOLOGY - A MUST According to Internet Watchdogs, Ofcom, many older people are missing out on vital services by not using the Internet. These include local and central government services, as well as the best deals for commercial services and interest rates for savings. Information Technology can also combat social isolation by restoring contact with relatives and friends all over the world, help maintain independence, choice and control over the essential of daily living via Internet shopping etc, and be a source of knowledge and entertainment. Figures produced by Ofcom suggested that as many as 60% of people over the age of 65 years did not understand the term broadband, while more than half did not take up Internet access as they saw no benefit in being online. But according to Ofcom s consumer panel the majority of older people would happily enter the information technology age if they had support in overcoming their fears. BOOST CAR SAFETY, SAYS COUNTY COUNCIL Boost your child s chance of staying safe in a car - that s the message from Hampshire County Council s road safety team as new legislation comes into effect. From September 2006, children up to 4 5" (1.35m) in height must use a child car seat or booster when travelling in cars, vans and other goods vehicles, as they are not tall enough to wear an adult seat belt safely and effectively. There will be a few exceptions - visit for details - but in general any adult breaking the new law could end up with a 30 fixed penalty notice or a fine of up to 500 if a case goes to court. The County Council s Executive Member for Environment, said: Just because a child has grown out of a child seat doesn t mean an adult seat belt is suitable - in fact, the belt itself could cause serious injury if it s worn across the neck rather than the shoulder, as it would be if the child is under 4 5" or 1.35m. Children who have grown out of child seats must use booster seats or cushions from 18 September. It s a small price to pay for added safety and peace of mind. Equally important is to ensure that any child car seat; booster seat or booster cushion is fitted correctly. The road safety team has joined forces with County Council trading standards officers for its popular annual car seat safety checks. Visit for details of where the checks will be carried out. 13 ASSOCIATION NEWS Orchid on The Down View from The Down HAMPSHIRE TACKLES THE SCHOOL RUN Hampshire County Council today launched a major new drive to reduce school-run congestion and promote greater choice in education, particularly among the least privileged. Hampshire County Council will trial a wide range of genuine alternatives to the car. This will include dedicated Americanstyle school buses as well as ways of making existing buses more attractive to parents and children. Measures to encourage safe walking, cycling and car-share will also be tested. The trial is expected to last for three years. The dedicated buses are likely to benefit families whose children typically have to travel between one and three miles to school. For a small charge, children will be able to hop aboard the smart branded vehicles, which will have all the latest safety features and dedicated drivers. The County Council is about to launch consultation with schools to choose areas to pilot the innovative schemes. This choice will be based on socio-economic factors such as car ownership and proximity to other schools. Where possible, the new measures will be part-funded through fare revenue, private hire by schools during the day and sponsorship. The project is expected to bring further benefits such as reduced car miles, environmental benefits and parents increased ability to work. It s also expected to have a positive impact on health, well being and educational achievement. The pilot areas were expected to be announced in September. Hampshire County Council already arranges transport to schools for 14,500 children on a daily basis at a total cost of 21 million, including 11.4 million on transport for children with special needs. There are 1,300 contracts run to transport children to school by coach, bus or taxi. TOURISM BRINGS HOME THE BACON FOR HAMPSHIRE According to a recent Tourism SouthEast (regional tourist board) survey commissioned by Hampshire County Council, spending by day and overnight visitors has soared to 1.85 billion from 1.11 billion in And the total value to the Hampshire economy is a whopping 2.72 billion. The survey has revealed that day-trippers alone are splashing out an impressive 1.1 billion in the county, compared to 690 million in And tourism is not only boosting the county s economy, it s providing jobs too with 50,000 actual jobs - including part time and seasonal - supported by tourism, representing 4.2% of the county s economically active population. The County Council s Executive Member for Economic Development, said: These latest figures prove that tourism in Hampshire is doing really well, helping to boost the county s economy. These are extremely positive figures which have resulted from a great deal of work to raise awareness through visitor guides and on the internet of the county s many treasures from its historic forts, museums, country parks and zoos to its links with famous authors such as Jane Austen and Charles Dickens. Business and conference visitors also play a really important part in generating additional spend in the local economy. Working in partnership with Tourism South East and district and borough councils, the County Council will continue to promote Hampshire as a great place to come and stay for business or pleasure to help boost these figures further.
