The Board decided: 5.1 That the correspondence from Mr G M Bennett be received. 5.2 That Mr Bennett s correspondence be circulated to the Mayor, Councillors, and relevant Council staff so as to be read and aligned with their relevant workings of reports, consents and decision making processes in regard to Meadowlands and Hendersons Basin. 5.3 That the correspondence form part of the staff presentation to the Joint Community Board (Spreydon/Heathcote and Riccarton/Wigram Community Boards) public workshop to be held regarding the North Halswell area.

COMMUNITY BOARD ADVISER S UPDATE The Board received information on upcoming Board related activities including a meeting on Monday 1 December 2014 regarding the Representation Review Workshop with local Residents Associations. The Board was advised of the staff connection undertaken with the three Halswell Christmas Carol groups for whom funding support had come from the Board in 2014/15. For information, the Board was provided with a copy of the Chief Executive s Community Board Report for October Clause 7 continued (Part C) of these minutes records the Board s decision to approve retrospectively at a later meeting, the Board s cross submissions made on the Proposed Replacement District Plan. The Board also resolved to hold an Extraordinary Meeting on 25 November 2014 regarding the Riccarton Road Passenger Transport project. 8. BOARD MEMBERS QUESTIONS UNDER STANDING ORDERS Nil. PART C - REPORT ON DELEGATED DECISIONS TAKEN BY THE BOARD 10. CONFIRMATION OF MINUTES 14 OCTOBER 2014 The Board resolved that the minutes of its ordinary meeting of 14 October 2014, be confirmed subject to the wording amendment (as shown in bold) regarding the Wigram Road/Magdala Place Link project as follows: Conveys its concerns regarding the safety barrier changes and the dual cycleway and further that the Infrastructure, Transport and Environment Committee recommend that the Council approve the re-positioning of the solid bridge barrier from the inside edge of the raised shared path, to the outside edge of the bridge.

COMMUNITY BOARD ADVISER S UPDATE CONTINUED Further to Clause 7 (Part B) of these minutes, the Board resolved: 7.1 That the Board s cross submissions on the Proposed Replacement District Plan be approved retrospectively by the Board at a later meeting. 7.2 That an Extraordinary Meeting of the Riccarton/Wigram Community Board be held on Tuesday 25 November 2015 at 5pm in the Board Room, Fendalton Service Centre, Corner Jeffreys and Clyde Roads, to consider the Riccarton Road Passenger Transport project. 7 DEPUTATIONS BY APPOINTMENT 4.1 HALSWELL COMMUNITY PROJECT Chrys Horn, representing the Halswell Community Project, has been granted speaking rights to address the Board in relation to the funding received through the Board s Strengthening Communities Fund allocation. 4.2 HALSWELL SCHOOL BOARD OF TRUSTEES Justin Davies, Chairman of the Halswell School Board of Trustees, has been granted speaking rights to address the Board in relation to the proposed bus stop and parking changes adjacent to the Halswell School. Clause 14 of this agenda refers. 4.3 SPORT CANTERBURY AND AFFINITY TRUST Chris Crichton, Sport Canterbury Community Sport Adviser and Matt Meek of the Affinity Trust have been granted speaking rights to present newly established community initiatives within the Riccarton community. They will talk around the success and impact of the recent Howzat Primary School Competition and to focus looking forward to the upcoming Touch Module. 5. PETITIONS 6. NOTICES OF MOTION 7. 8 PROPOSED ROAD AND RIGHT-OF-WAY NAME - EDWIN EBBETT PLACE AND ERLING ZIESLER LANE Executive Leadership Team Member responsible: Chief Planning Officer Contact N Contact Details Officer responsible: Manager Resource Consents N Author: Bob Pritchard Bob Pritchard, Subdivision Officer Y PURPOSE AND ORIGIN OF REPORT 1.1 The purpose of this staff initiated report is to obtain the Riccarton/Wigram Community Board s approval to a new road name and a new right-of-way name. 2. EXECUTIVE SUMMARY 2.1 A subdivision adjoining Wigram Road will create a cul de sac running off newly formed Platinum Drive. The cul de sac will be a legal road. A large formed and sealed right of way will run off the end of the cul de sac. Nine of the new allotments in the subdivision will have frontage to Platinum Drive. Another seventeen allotments will be accessed by the new cul de sac and three accessed from the right-of-way. A new reserve of 6178 square metres will run alongside the Heathcote River. 2.2 It is proposed to name the new cul de sac Edwin Ebbett Place, and the right-of-way is proposed as Erling Ziesler Lane. The names are those of two pilots killed in an air crash in the area in In the event that the Board wishes to decline the proposed names, then the names of the other aircrew could be used. 3. BACKGROUND 3.1 The following historical information and background to the two names has been provided by the development company. The developers wish to recognise the history of the area and in particular the crash of two Devon aircraft in The two aircrafts involved in the accident were Royal New Zealand Air Force de Havilland Devons. One of the aircraft crashed onto this site. Some information on the crash was supplied by Mr Fensom. The crews were Flight Lieutenant Edwin P B Ebbett AFC, Aircraftman Brian J Keogh and Aircraftman Eric Melrose, Flight Lieutenant Erling W Ziesler, Squadron Leader Sholto R Duncan (AM(US), Aircraftman William Sharman and Aircraftman Russell Woodcock. The two pilots were Flight Lieutenant Ebbett and Flight Lieutenant Ziesler The crash took place on 15 October The two Devons collided over Wigram Aerodrome. The first aircraft had led the last section of a 27 aircraft flypast over Harewood International Airport marking the London to Christchurch Air Race Prize Giving Ceremony. The wings of the two aircraft touched each other, and both aircraft went out of control and struck the ground 200 yards apart. All seven people aboard both aircraft were killed, the highest loss of life incurred by the Royal New Zealand Air Force in a single New Zealand accident. (Further limited information can be made available from the report author). 3.2 The proposed right-of-way name is consistent with Council s Right of Way Naming Policy. 4. FINANCIAL IMPLICATIONS 4.1 There are no financial costs to the Council from either application. The administration fee for road naming is included as part of the subdivision consent application fee and the cost of the nameplates are charged direct to the developer.

EXECUTIVE SUMMARY 2.1 Not applicable. 3. BACKGROUND 3.1 The purpose of the Fund is to assist community groups where the project and funding request falls outside other Council funding criteria and/or closing dates. This fund is also for emergency funding for unforeseen situations. 3.2 At its meeting on 22 April 2010, the Council resolved to change the criteria and delegations around the local Discretionary Response Fund. 3.3 The change in criteria limited the items that the local Discretionary Response Fund does not cover to only: Legal challenges or Environment Court challenges against the Council, Council Controlled Organisations or Community Boards decisions; Projects or initiatives that change the scope of a Council project; and Projects or initiatives that will lead to ongoing operational costs to the Council. The Council also made a note that: "Community Boards can recommend to the Council for consideration grants under (3.3.2) and (3.3.3)." 4. COMMENT 4.1 In 2014/15, the budget available for allocation in the Riccarton/Wigram Discretionary Response Fund is $51,197. The Discretionary Response Fund opens each year on 1 July and closes on 30 June the following year, or when all funds are expended. 4.2 Based on the above criteria, the application from Hornby Day Care Trust is eligible for funding. 4.3 Detailed information on the application and staff comments is included in the Decision Matrix (refer Attachment 1).

They are based on Carmen Road in Hornby and operate between Monday and Thursday. Many clients have early onset dementia and the recreation activities and entertainment are used to provide mental stimulation and support their ongoing wellbeing. Individuals are encouraged to participate in quizzes, card games, physical games such as quoits, skittles and staff led exercise programs. The clients are offered morning and afternoon tea with light refreshments and a two course hot meal for lunch. The clients are assessed by the Older Persons Health Specialist Service Community Team. The Canterbury District Health Board department within the Princess Margaret Hospital provide referrals but at present they are fully booked with 68 clients. Hornby Day Care Trust wish to hire local Christchurch musicians to provide live music, singing and dancing opportunities for clients alongside the other activities they offer. This is the first time that Hornby Day Care Trust have sought funding from the Community Board.

This event, which has been run for a number of years, coincides with Neighbourhood Week. Applications for this event have in the past been made through individuals and the Avonhead Baptist Church and granted Neighbourhood Week funding by the Riccarton/Wigram Community Board. Through an administrative oversight this application was not able to be considered with other Neighbourhood Week applications, hence the application to the Board's Discretionary Response Fund. There are an increasing number of events that are being organised in local communities as alternatives to Halloween. The Riccarton/Wigram Community Board has already granted funding to similar events in Halswell for example: Halswell Light Party - $1000 (South West Baptist Church) Hornby Spring Party - $500 (Hornby Presbyterian Community Trust)

17 HANRAHAN STREET NO STOPPING RESTRICTIONS Executive Leadership Team Member responsible: Officer responsible: General Manager, Culture Leisure and Parks Unit Manager, Transport and City Streets Contact N Contact Details Author: Steve Dejong, Traffic Engineer Y DDI PURPOSE AND ORIGIN OF REPORT 1.1 The purpose of this report is to seek the Riccarton/Wigram Community Board s approval to install No Stopping Restrictions at either end of Hanrahan Street. (refer Attachments 1 and 2). 1.2 This is a staff initiated report following requests from a resident of Hanrahan Street and is a safety improvement to mitigate the instances of potential head on conflict. N 2. BACKGROUND 2.1 The Council has received a request from a resident to install no stopping restrictions at either end of Hanrahan Street. Staff met with the resident and together investigated his request. Staff have agreed to seek the approval of the Riccarton/Wigram Community Board to install no stopping restrictions at the western end of Hanrahan Street at its intersection with Waimairi Road and also at the eastern end of its intersection with Ilam Road. (see Plan A and B Attachment 1) 2.2 At the western end of Hanrahan Street there is a chicane designed to narrow the Waimairi Road entry of Hanrahan Street. Although there are currently no stopping lines around the frontage of the chicane, adjacent to it, no stopping lines have not been marked. A motor vehicle is often parked in this location which creates a more severe narrowing than was initially intended. (see Attachment 1 - Plan A). 2.3 At the eastern end of Hanrahan Street there are build-outs on both sides of Hanrahan Street designed to restrict the entry to Hanrahan Street. Motor vehicles often park directly up to the build-outs which creates a more severe narrowing than was initially intended. (see Attachment 1 - Plan B). 2.4 Because of the vehicles parked in the above mentioned locations motorists entering and exiting Hanrahan Street can find their vehicle head on with another vehicle travelling in the opposite direction. Although one way sections of road are acceptable traffic calming devices on local roads, it is not good to have this situation at the intersection of a local road with a high volume road. 2.5 While speaking to affected residents in the street, staff were informed of two other narrowings in Hanrahan Street where vehicles were from time to time parked, completely blocking the through movement of traffic. Staff investigated these locations and identified that the narrowings at only 3.5 metres wide would also require no stopping lines. It is therefore thought prudent to include both these locations requiring no stopping lines within the same report. (see Attachment 2 - Plan C). 3. COMMENT 3.1 To resolve the above mentioned issues it is proposed to install additional no stopping restrictions to prevent parking in the locations identified at either end of Hanrahan Street. The proposed no stopping lines will allow motorists to enter and exit Hanrahan Street, unimpeded by vehicles travelling in the opposite direction. (see Attachment 1 - Plan A and B).

18 12. Cont d As a result of this proposal, three unrestricted parking spaces will be removed. At present the two spaces at the eastern end of Hanrahan Street are taken up all day by university students, while the one space at the western end of the street is usually free. The proposed stopping restrictions outside numbers five and 16 are just formalising common sense. N 2. BACKGROUND 2.1 The Council has received a request from a resident to relocate the bus stop currently located at number four Amyes Road. He stated that the bus has difficulty exiting the stop to access the right turn lane on route to the Hornby Hub. 2.2 Staff investigated the request and confirmed that following the post quake moves to the south west, vehicles are now parked daily at the northwest end of Amyes Road. This all day parking is mostly associated with retail staff working in the Hub or Dressmart. 2.3 Once the bus enters the stop it is trapped there by vehicle queues from the signals at the Shands Road intersection. On exiting the stop, the bus must move across the straight through lane to the right turn lane to make a right turn onto Shands Road en route to the interchange located at the Hub. 2.4 As this is the last stop before the Hub, Council staff were reluctant to remove it and therefore spoke to the management of Gough Gough and Hamer located at number 22 Amyes Road to see if they were agreeable to the stop being located outside their premises. Placing the stop in this proposed location would not require the removal of parking from outside a private residential property and would improve sight lines at the entrance to the Gough Gough and Hamer car park for the majority of the time when the stop is vacant. Gough Gough and Hamer management are happy with this proposal to locate the bus stop outside their premises. 3. COMMENT 3.1 Relocating the bus stop from number four Amyes Road to number 22 Amyes Road will make entering and exiting the stop more efficient and safer for the bus operator. It will remove the potential for conflict between the bus and other road users at the level crossing and approach to the Shands Road intersection thus improving safety near the signals where the road is more congested. 3.2 It is proposed to install No Stopping lines in the old bus stop location outside number four Amyes Road as this will add a little more space for left turn and right turn vehicles queuing back from the signals at Shands Road. 3.3 The Team Leader Parking Enforcement supports this proposal. 3.4 Environment Canterbury supports this proposal.

N 2. BACKGROUND 2.1 The Council has received a request from the Principal and Board of Trustees of Halswell Primary School to make on street parking changes in the immediate vicinity of Halswell Primary School. 2.2 Halswell Primary School was damaged beyond repair in the February 2011 earthquakes and is currently being rebuilt. The new design of the school will orientate its frontage towards School Road and away from the State Highway (Halswell Road). 2.3 Staff met with the Principal and Board of Trustees of Halswell Primary School on several occasions to identify the needs of the school. Together a proposed plan was formulated that will facilitate the safe and efficient drop off and pick up of children to and from the school and will promote good road user behaviour in the immediate vicinity of Halswell Primary School. 2.4 The Council s Education staff are currently working with the Halswell Primary School to develop a School Travel Plan; this is an on going process and may take up to a year. 3. COMMENT 3.1 It is proposed to relocate the existing bus stop/layover away from the school entry point to the western end of School Road and to install two P3 Parking Restrictions (drop off and pick up zones) on the School Road frontage of the School. 3.2 No Stopping Restrictions are proposed at the intersection of School/Kennedys Bush and Provincial Roads and at the new bus stop location to separate drop off and pick up from other on road activities and identify locations not intended for parking. 3.3 The intersection of Kennedys Bush Road and School Road was altered as part of the Quarry View subdivision. With the provision of a roundabout and the addition of Provincial Road it now forms a cross roads junction. It is not known if the existing rotary Give Way controls at this intersection were ever formally approved by the Riccarton/Wigram Community Board. It is therefore considered prudent to resolve the Give Ways at this time.

Cont d The proposed No Stopping Restrictions will identify to parents those areas not intended for the delivery and collection of children and will provide sight lines at intersections providing inter visibility between vulnerable and motorised road users. 3.5 The proposed P3 Parking Restrictions will indicate to parents the correct and most appropriate location to drop off and pick up their children from, and will encourage safety and efficiency in the vicinity of the School. 3.6 The proposed bus stop relocation to the western end of School Road will create a separation between differing kerbside activities while still maintaining the same level of service for public transport in the vicinity of the school. Separating these activities will create a safer road environment in the immediate vicinity of the Halswell Primary School. 3.7 The Halswell Primary School Board of Trustees and Principal support this proposal. 3.8 Residents in the immediate vicinity of the proposed parking changes were informed of the changes by a letter with a copy of the proposed plan attached. Two residents responded one seeking further clarification of the plans and after speaking with staff supported the proposal. The other resident had an existing grievance with the Council regarding a splitter island which was installed over the vehicular entrance way of a property he owns at number 2 School Road. Approximately a year ago staff reduced the length of the splitter island. On 1 October 2014, staff met with this resident and explained the proposal to him and also offered to install two more bridge blocks, one on either side of his vehicular entrance way to improve entry and exit. EXECUTIVE SUMMARY 2.1 Staff have consulted on fifteen proposed bus stop locations and are seeking the Riccarton/Wigram Community Board to resolve fourteen of them as permanent stops. The remaining stop will be installed as a temporary stop in the location shown on the attached plan in order for the bus route to have stops available by 8 December Further consultation will be carried out to determine a permanent location with a report back to the Riccarton/Wigram Community Board. 3. BACKGROUND 3.1 ECan has recently carried out a review of their Metro services to help achieve their goal of a better integrated public transport system. 3.2 After consultation with the community in May and June 2014 the final routes have been approved by the ECan Commissioners in September As a result of these route changes, new stops are required on streets that are newly serviced by Metro buses. 3.4 The recommendations of this report align with Council Strategies including the current Council Transport Strategic Plan The Wigram/Palms via Riccarton (100) will service Corsair Drive and The Runway. The Halswell/Queenspark (7) will service Caulfield Avenue and Hamill Road. The Lincoln/Parklands (80) will service Wharenui Road. 4. COMMENT 4.1 This report is concerned with fifteen bus stop locations: 45R Caulfield Avenue 90 Wharenui Road Opposite 24 Corsair Drive 57 Wharenui Road 20 Corsair Drive 4 Wharenui Road 73 Corsair Drive 5 Wharenui Road 10 Christie Lane (fronting Corsair Drive) 17 The Runway 49 Hamill Road 17R The Runway 42 Hamill Road 3R The Runway 22 The Runway

Cont d A letter with an information plan showing the location of the bus stops was distributed to the residents, businesses and property owners of properties adjoining each proposed bus stop for their information on 15 September The feedback period closed on 6 October Each person who responded and gave their contact details has received an acknowledgement that their submission has been received and later a second letter was sent giving the outcome of consultation, a summary of the feedback and advice of when a report would be presented to this meeting of the Riccarton/Wigram Community Board requesting their approval to install the bus stops in their area. Details of the Board meeting were also provided so that any interested submitters could attend or address the Board prior to a decision being made. 4.3 Caulfield Avenue Stop This is required by ECan as a terminus stop, it has been sited adjacent to a park and is required to be a double length stop as there will be occasions when two buses will be present at the same time (refer Caulfield Avenue Proposed Bus Stop Plan Attachment 1) Consultation with the affected residents has taken place and no feedback was received. 4.4 Hamill Road Stops A pair of stops are proposed for this road between the Halswell Junction Road Roundabout and John Annan Street. Due to the bus route turning off Hamill Road down Graycliffe Street the only useable bay on the southern side of the road is the one proposed. The northern side does have more available bays but this proposal allows the stop to be sited close to its pair and away from the intersection with Graycliffe Street (refer Hamill Road Proposed Bus Stop Plan - Attachment 4) Consultation with the affected residents has taken place and no feedback was received for the proposed stop outside number For the proposed stop outside number 42, feedback in opposition to the plan was received (refer Feedback Spreadsheet Attachment 9). 4.5 Corsair Drive Stops (Pair 1) The first pair are proposed between Grebe Place and Harvard Avenue. The spacing between the previous stops on Springs Road is approximately 460 metres, the positioning of the pair provides good mid block pedestrian access to the walkway between 20 and 24 Corsair Drive through to Joe Burns Place (refer Corsair Drive Near Harvard Avenue Proposed Bus Stop Plan Attachment 2) Consultation with affected residents has taken place and feedback in opposition to the proposed bus stop outside number 20 (refer Feedback Spreadsheet Attachment 9). After looking at feedback this will be placed as a temporary stop and re-consulted to be relocated outside the walkway (22R) providing the small tree can be relocated. 4.6 Corsair Drive Stops (Pair 2) The second pair are proposed close to the intersection with Gallaghan Close. These have been spaced approximately 480 metres from the previous proposed stops (above). This section of Corsair Drive has a median island and a narrow road width, therefore it is necessary for the bus stops to be located in the bays provided, to ensure through traffic can continue past the stopped bus. The proposed northern stop is located outside the reserve and the southern stop in the closest useable bay, the bay outside 48 to 58 has a street light located at its entrance which would be likely to be hit if the stop was sited here (refer Corsair Drive Near Gallaghan Close Proposed Bus Stop Plan Attachment 3) Consultation with affected residents has taken place and no feedback was received for the proposed stops.

Cont d The Runway (Pair 1) The pair here are needed close to the Corsair Drive/The Runway Roundabout as in the future this will be close to the future town centre development for this subdivision. The northern stop is located outside Raukura Park in a large bay and the south side is located opposite, allowing pedestrians to make use of the pedestrian crossing facility behind the proposed stop (Refer The Runway Near Deal Street Proposed Bus Stop Plan Attachment 5) Consultation has taken place and feedback in opposition to the proposed southern stop outside numbers 15 to 19 has been received (refer Feedback Spreadsheet Attachment 9). 4.8 The Runway (Pair 2) The proposed pair are spaced approximately 440 metres away from the previous proposed stops (above), they have been located in a pair of bays that had been identified for buses to use after early liaison between Christchurch City Council/ECAN and Ngai Tahu the developer of the Subdivision on the proposed through routes (refer The Runway Near Coull Street Proposed Bus Stop Plan Attachment 6) Consultation with affected residents has taken place and feedback in opposition to the proposed stops was received (refer Feedback Spreadsheet Attachment 9). 4.9 Wharenui Road (Pair 1) There is a requirement for two pairs of stops along the length of Wharenui Road. The first pair is required close to the Riccarton Road intersection to serve the nearby shops and the Kirkwood Intermediate School. In both instances the lead in of the stops has been marked over vehicle entrances to minimise parking loss (refer Wharenui Road Near Riccarton Road Proposed Bus Stop Plan Attachment 7) Consultation with affected residents has taken place and feedback in opposition of the proposed stop outside number five was received in addition to support from Kirkwood School (refer Feedback Spreadsheet Attachment 9) Feedback in support of the proposed stop outside number four was received (refer Feedback Spreadsheet Attachment 9) Wharenui Road (Pair 2) The second pair is required closer to the Blenheim Road intersection. The other thing I do not think has been considered is the view from the property you are proposing to place the bus stop in front of for it has an open front yard which will now be a bus if one is parked there. I'm guessing this spot was chosen because there is a street lamp there. There are properties in the street which have garages on the front of their properties, surely one of these would be more suitable. I hope you will consider this option before someone gets injured due to poor visibility due to a stopped bus. I would suggest that for safety reasons alone the new bus stops should be placed in he middle between the Broadhaven Rd roundabout, North end on Bower Ave & the island (Forest Park) South end of Bower Ave. We object to this proposal. We want to speak to elected members, if this bus stop is not placed elsewhere. We request a written response to this at least two weeks before the 17th November. We seek to meet CCC staff in person on site and engage, prior to this 'decision' being ratified. We have an un-interrupted line of sight to the proposed location. Safety when turning into 528 Bower travelling south the road narrows and vehicles break or swerve suddenly, this will add another dimension with more pedestrians walking along the footpath or crossing Bower Ave plus the planting in front of 530 Bower Ave is quite dense and if exiting the driveway, vision will be reduced further with a Bus parked on one side and vegetation on the other. Bower Ave endured a significant amount of liquefaction and damage to the road and infrastructure, particularly outside 519 Bower Ave, as a result we know there will be significant road works at this location and question how a Bus Stop will also be accommodated? This section of Bower Ave, as a result of the earthquakes, is in a slight dish with high points both north and south of 519 & 528 Bower Ave. The result is significant flooding from kerb to kerb when it rains. Pedestrians certainly would not want to cross or potentially get off the bus at this point until stormwater repairs have been completed. Residents at 528 Bower Ave are re-designing the way the garage is facing. This means the driveway will be repositioned and will meet Bower Ave precisely where the proposed Bus Stop is situated. No.528 Bower Ave operates a small Child minding service and parents regularly drop off and pick up their children. The Bus Stop would cause parking issues directly outside their house. We note the Council has a number of considerations when choosing the location of a Bus Stop; we have listed these with comments as to whether the proposed Bus Stop meets the criteria: Maximise the catchment area - Where possible, bus stops should be located near to or at the intersection with a side street, to decrease the distance that bus passengers living on side streets need to walk. There are no side streets for increased catchment here. When maximising the catchment walkways, parks and public spaces give pedestrian mid-block access to a wider catchment area. - There are none adjacent. A bus stop should be located as close as possible to all major attractions and people generators. - There are none here There is concern over a safety issue with Bower Ave narrowing just before the proposed site thus limiting visibility of pedestrians. The population density and building development demographic is mostly mature with few families needing Bus transportation. There is sufficient detail on the new Bus Route as to distance between Bus Stops and wonder if it bebetter located closer to other side streets. Visibility is important for pedestrian/motor vehicle safety to avoid conflicts. The stop location is of major concern due to visibility with the road narrowing and planting to beautify will block traffic view of pedestrians, when just 50 meters further along this is not such an issue. Bus stop locations should consider the need for infrastructure, the ease of implementation and the permanency of the bus stop location. With the possible repositioning of the driveway it would limit the scope for the Bus Stop's future development. With the possible new driveway location there will not be a kerb for pasengers to alight on. Only one family intermittently using the bus service at present is leaving our school at the end of the term. A reduction in parking, in an area that is already congested at the end of each school day is also a huge concern to consider so that the other road users are not negatively impacted. NZTA have plans for altering the area outside our school to make crossing the road safer, including putting a median strip in the middle of the road we are unsure if this has been considered in the placement decisions. I have looked up the bus route and talked with some people who use our centre. We would like the council to please consider moving the bus stop down the road towards the corner of Maces Road or have it before the corner of Raymond Road (I think it used to be here so it may be easier to reinstate it) as at the moment it will be situated where people park their cars to use our centre. The car park is often full and people use the area outside the centre to park. Quite a few of our clients are older and have disabilities. They find it an easier walk in from the road directly outside. There are over 3,000 people using our centre annually with about 17 regular groups using it at night etc. Up to 70 people attend. Having the bus stop as it is proposed will mean they will have to walk further at night and won t feel as safe. Our lighting is good at the front of the centre. Another consideration is a personal disability of mine. I manage the centre and have worked here for over 9 years. I have acutely hypersensitive hearing which was caused by a trauma to my ears. This means I find loud noise very painful. I also suffer from tinnitus which is made worse by loud noise. I cannot use public transport or walk near roads. Having a bus stopping right outside my workplace would be stressful to me and may mean I cannot work here anymore. PS A woman who lives just where the bus stop used to be on Bromley Road uses a mobility scooter but hardly goes out now as her scooter is no good if rain is threatening because of the battery. 50 A Maces Rd Hag/Fer Maces Rd Hag/Fer The property at 180 Maces Rd is primarily used for manufacturing, storage and distribution by several different tenants, KB Quarries have recently obtained resource consent to store and distribute shingle and aggregate on the front yard but are yet to commence. This will result in over 200 heavy vehicle movements in and out of the main gate at 180 Maces Rd and having the bus stop between the entrances to 180 and 170 maces will lead to congestion, confusion and ultimately accidents. The same could be said for locating the one across the road so close to Lupins Lane which is also a busy industrial way. Both bus stops should be moved further north up Maces Rd for safety reasons and ease of use by commuters. The proposed bus stop is extremely close to the front French window of our family room, it will intrude into our privacy with passengers waiting for buses and the noises of the buses stopping and starting can be very disruptive. We have had previous negative experiences where passengers leave litter lying around the bus stop and a few years ago, my husband was assaulted at a bus stop. This still has negative impacts on his mental health up until today. We are also very concerned about the increasing traffic in the morning, queuing from the traffic lights at the junction of Springs road and Corsair Drive. The bus stop location may further disrupt the traffic flow. My son suffers from asthma and we are concerned that the toxic exhaust pollution from the frequent stops and pick ups will aggravate his condition. He has had hospital admission previously. The bus stop should be located further down the road outside Corsair Drive, which is about 3 minutes walking distance. The reason is because this is a non residential section/property and will cause minimal disruption to residents. Furthermore, this is adjacent to the ABC preschool, Christchurch branch for NZ Cadet Forces and Ngai Tahu Property office. This will more likely have a better catchment and reduce intrusion to residents on Corsair Drive. We object to the bus stop outside our properties. Firstly we have 4 children under the age of 10 and I feel a frequent bus could be a serious hazard as the children like to play out the front of the house everyday. We have only been in the home for 2 ½ weeks and one of the main reasons we purchased it was because of the on street parking outside. We have 4 vehicles some of which need to be parked outside our property. My partner also has competition race vehicles & trailers which are quite frequently in & out of the garage and driveway and quite frankly having a bus stopped outside every minutes is going to be a nightmare. I see no need for us to address the Board meeting unless there are objections that would change the location. The proposed bus stop outside 5 & 7 Wharenui Rd directly impacts the flow of traffic and customer parking access and availability to ILAM Toyota. We are an extremely busy operation and parking is a premium at the best of times. This proposal would remove at least 8 parking spots in close proximity and would impact on the operational access to ILAM Toyota. Secondly it would cause further congestion to an already busy intersection and collector route. Traffic flow at peak time should be analysed. Buses stopped here would block a really busy Riccarton Rd intersection and delay traffic movement as well as block access into the business and cause delays for clients trying to exit from our operation. Thirdly you have pedestrian safety to consider when exiting a bus stop and walking past a busy workshop operation with multiple movements in and out on a daily basis. Lastly, the dealership operation also has vehicle transporters delivering vehicles as well as oil delivery trucks which park outside the dealership gates and would block access to the bus stop. These are some of the few reasons why this is not a suitable proposal and will directly impact our business operation which has been in operation since 1987 in its current form. We are going to build a new house at 5 Wharenui Rd and about to lodge the building consent application. Approved PIM includes widening existing crossing and constructing an additional vehicle crossing at the south boundary. The proposed new bus stop shown in the letter (map attached), will block our new crossing at south. Is it possible to: Adjust the 14 meters long stop at No.7 and no stopping dashed line in front of No.5? or, if it cannot be adjusted can we still have our approved second crossing? there is very little chance for our car to meet the bus at same time. Bus stop needs to be located close to Riccarton Road due to catchment (school). Will not impact access to ILAM Toyota, bus stop is on departure side of their access, their customer parking is on their land and any overflow will just have to park further down street. Will only remove 3 car parks on eastern side of street as start of stop is over driveway. Road is wide enough for traffic to pass a stopped bus so won't slow traffic flow. Pedestrian safety - the "busy workshop operation" will have to give way to pedestrians as its a footpath. There shouldn't be any trucks blocking access to the bus stop as it's no stopping all the way behind the stop. The resident directly affected at number 5 is ok with the proposed stop. The CCC Parking Strategy prioritises kerb space for use as bus stops above all other parking needs. We can move stop south a couple of metres to give passengers a full height kerb to step out onto. Not a problem if bus stop is over driveway, so will proceed in this location.

Im not happy with this idea, it will occupy all my off street parking space, I do believe I have the right on that space. I do not want to lose any on street parking. The bus stop would be better placed by the park at 68 Wharenui Rd. The two house's at 90 Wharenui Rd have 6 bedrooms each (12 in total). Nearly all of the occupants of the house's own cars, and although a lot of on site parking is provided for the occupants, a number of them still have to use the road to park their cars. Visitors to the house's also park on the road outside 90 Wharenui Rd. If the bus stop is situated in the proposed position, occupants and visitors will have to park further down the road, or around the corner on Janet Street, which could cause problems e.g. neighbour complaints, and security issues. Please position it outside a property belonging to someone who doesn't have a drivers licence. Long term problems may arise if the bus stop is positioned outside 90 Wharenui Rd. Our objection is based on the following factors:it is already difficult to get into and out of our drive ways. When exiting our drive ways one has split seconds in which to make a decision, by which a car from another direction is already approaching. Having a bus parked there will obscure our view, as well blocking our way in or out as cars back up behind the bus.bus stops usually involve a kerb extension to bring the footpath out to the edge of the roadway, which will involve the removal of some parking space. These stops are very convenient for the bus passengers and drivers but cause traffic to queue behind the stopped bus. This type of bus stop would block a marked cycle lane.tennyson St has a dedicated bike lane, and thus by implication, Burnbrae St becomes an extension of this bike lane. It is a major cycle commuter route (including students) and having buses parked there will force cyclists into the middle of the road putting them at risk to following and oncoming traffic.at peak times traffic already builds up back on Burnbrae St from St Martins Rd to Eastern Tce. Having a bus stopping in front of number 11, will worsen the situation.a bus turning left from Burnbrae into St Martins Rd will take up both lanes, which will add to congestion. Locating bus stops near to intersections involve traffic management issues that should be considered. 56 WATERLOO ROAD - HORNBY SCHOOLS - VARIABLE SPEED LIMIT Executive Leadership Team Member responsible: Officer responsible: Author: General Manager, Culture, Leisure and Parks Unit Manager, Transport and City Streets Michael Thomson, Senior Traffic Engineer Contact Contact Details N N Y DDI PURPOSE AND ORIGIN OF REPORT 1.1 The purpose of this report is to request that the Riccarton/Wigram Community Board endorse the installation of a new variable speed limit (40 kilometres per hour school speed zone) on Waterloo Road at Hornby Primary School and Hornby High School (refer Attachment 1), and that the Board recommend to the Council that it approve the new variable speed limit and include it in the Christchurch City Council Register of Speed Limits. 1.2 This is a staff initiated report as these schools have reached top priority on the Council approved school zone priority process for a 40 kilometres per hour school zone from the Council approved 2014/15 budget. 2. BACKGROUND 2.1 The Council has a commitment to improve road safety. Reducing excessive vehicle speeds, where appropriate, outside schools during peak arrival and departure periods improves safety for children. The Council has a programme of installing 40 kilometres per hour variable speed limits (known as School Speed Zones ) outside schools according to a prioritisation process. This process, including the methodology behind it, was endorsed on 25 August 2011 by the Council as the most appropriate method of improving road safety outside certain schools. 2.2 The two adjoining Hornby schools currently have the highest priority for the installation of a variable speed limit. Note: The former Branston Intermediate School has been incorporated into the two schools site, forming the Hornby School Hub. To date, 41 schools in Christchurch have benefited from the installation of a school speed zone. 2.3 The effect of the relocation of Branston Intermediate students to the site has been the increase of students needing to cross Waterloo Road. This road experiences a high use by heavy vehicles, particularly truck and trailer units. 2.4 This project aligns with the Christchurch Transport Strategic Plan COMMENT 3.1 The school speed zone can operate on school days for a period of no more than 35 minutes in the morning before the start of school, and for a period of no more than 20 minutes in the afternoon, beginning no earlier than five minutes before the end of school. The school speed zone can also operate for a period of 10 minutes at any other time when children cross the road, or enter/leave vehicles at the roadside. 3.2 The Council can resolve to set new variable speed limits in accordance with the Christchurch City Council Speed Limits Bylaw and the Land Transport Rule: Setting of Speed Limits Accordingly, infrastructure for these variable speed limits cannot be commissioned until they have been formally resolved by the Council.

Cont d The proposed variable speed limit complies with the conditions specified and published by the Director of the New Zealand Transport Agency in the New Zealand Gazette (21/4/2011, No. 55, p. 1284) approving a variable speed limit of 40 kilometres per hour in school zones, and setting out conditions for those speed limits. A copy of that notice is attached (refer Attachment 2). A Council resolution is required to implement the speed limit restrictions and any traffic management changes required. 3.4 The proposed variable speed limit also complies with the Land Transport Rules- Setting of Speed Limits: 2003, Traffic Control Devices: 2004, and the Christchurch City Council Speed Limits Bylaw Before the Council can set a variable speed limit pursuant to Clause 5(1) of the Christchurch City Speed Limits Bylaw 2010, the public consultation requirements set out in Section 7.1 of the Land Transport Rule Setting of Speed Limits 2003 Rule must be complied with. Section 7.1(2) provides that the persons who must be consulted before the Council sets a speed limit are: (a) (b) (c) (d) (e) (f) (g) (h) Road controlling authorities that are responsible for roads that join, or are near, the road on which the speed limit is to be set or changed; A territorial authority that is affected by the existing or proposed speed limit; Any local community that the road controlling authority considers to be affected by the proposed speed limit; The Commissioner of Police; The Chief Executive Officer of the New Zealand Automobile Association Incorporated; The Chief Executive Officer of the Road Transport Forum New Zealand; Other organisations or road user groups that the road controlling authority considers to be affected by the proposed speed limit; and The Director of Land Transport New Zealand now the New Zealand Transport Agency (NZTA). 3.6 Section 7.1(3) of the Rule provides: (a) A road controlling authority must consult by writing to the persons in 7.1(2) advising them of the proposed speed limit and giving them a reasonable time, which must be specified in the letter, to make submissions on the proposal. In terms of Section 7.1(2)(a) and 7.1(2)(b) there are no road controlling authorities or territorial authorities that are required to be consulted in respect of any of the proposed variable speed limits. 3.7 Representatives of the Commissioner of Police, the Director of NZTA, the Chief Executive Officer of the New Zealand Automobile Association Incorporated, and the Chief Executive Officer of the Road Transport Forum of New Zealand have received written advice of the proposed new variable speed limit in accordance with Section 7.1(2) (d), (e), (f) and (h). No other organisation or road user group is considered to be affected by the proposed speed limits. No neighbouring road controlling authority is affected. 3.8 The Hornby Primary School s Board of Trustees endorse the proposed School Speed Zone. The Principal of Hornby High School also supports this proposal. 3.9 A memorandum was sent to the Riccarton/Wigram Community Board on 30 September 2014 advising them that the Council was proposing to consult on a 40 kilometres per hour variable speed limit outside the Hornby Schools The following week notices about the proposed Hornby Schools speed zone were delivered to residents and nearby businesses, and posted to absentee owners whose properties were affected by proposed signage. Information was also circulated within the school community.

Cont d The publicity leaflet, with consultation plan, was distributed to the community and stakeholders for consultation on 10 October The feedback period closed on 27 October Approximately 160 pamphlets were distributed to businesses, residents, and property owners. One submission was received from an underground service company saying that there was no conflict with any of their services existing or proposed The submitter has received an acknowledgement of their submission and later a second letter was sent giving the outcome of consultation, a summary of the feedback and advice that a report would be presented to this meeting of the Riccarton/Wigram Community Board requesting their approval to install the School Speed Zone. Details of the Board meeting were also provided advising they could attend or address the Board prior to a decision being made. 4. FINANCIAL IMPLICATIONS 4.1 The estimated cost for this school zone is $30,000 and will be funded from an approved fund for School Speed Zones. 5. STAFF RECOMMENDATION That the Riccarton/Wigram Community Board recommend that the Council approve: 5.1 The installation of a 40 kilometres per hour variable speed limit on Waterloo Road (school zone), as it meets the requirements of Section 7.1 of the Land Transport Setting of Speed Limits Rule 2003, and the New Zealand Gazette notice (21/04/2011, Number 55, page 1284) including the times of operation. 5.2 Subject to the Council approving recommendation 5.1 of this report, that pursuant to Clause 5(1) of the Christchurch City Speed Limits Bylaw 2010, a variable speed limit (40 kilometres per hour School Speed zone) apply on Waterloo Road, commencing at a point 87 metres West of the Carmen Road Intersection and extending in a Westerly direction for a distance of 370 metres. 5.3 Subject to the Council approving recommendations 5.1 and 5.2 of this report, that the variable speed limit specified in recommendations 5.1 and 5.2 shall come into force on completion of infrastructure installation and public notification.

Plan of transport planning projects proposed in Halswell (TRIM 14/ ) TRANSPORT PLANNING IN HALSWELL Purpose of this Memo: To provide the Riccarton/Wigram Community Board with an update on Transport Planning in Halswell. Background: Halswell is identified as a key activity centre in Environment Canterbury s Regional Policy Statement. Key activity centres are defined as commercial centres identified as focal points for employment, community activities, and the transport network, and which are suitable for more intensive mixed-use development. In order to provide appropriate transport infrastructure, the South West Area Plan identified a programme of works that would encourage sustainable development in the south west. Since the earthquakes, there has been accelerated development identified in the south west to meet increased demand for residential and business land-use, which has required a review of the transport infrastructure programme. Information requested: Through the Board, the Halswell Residents Association have requested information on current transport planning programmes for the south west with a focus on Halswell Road, Nicholls Road and Halswell Junction Road. Whilst Halswell Road is a State Highway and any works on that road are the responsibility of the New Zealand Transport Agency, a full update on future works planned on Halswell Road, Nicholls Road and Halswell Junction Road is provided in attachment 1 (the numbers below correspond to the plan). Works include:

64 ATTACHMENT 2 TO CLAUSE 17 CONT D Dunbars Road (Classification: Collector Road) 1. A new crossing is being investigated to assist children crossing Dunbars Road at Oaklands School. Once the investigations are complete, the works will be prioritised along with other requests for school crossing facilities. Halswell Road (Classification: NZTA State Highway) 2. Proposed Intersection Improvement: Halswell/Dunbars likely to be a new access to the new landuse proposed called North Halswell in the District Plan Review. 3. Proposed Intersection Improvement: Augustine/Halswell likely to be a new access to the new landuse proposed called North Halswell in the District Plan Review. 4. Road widening: Halswell Road (and Lincoln Road) it has been determined that road widening is not likely to be required until demand from major local developments (particularly the Halswell Key Activity Centre and land-use change at North Halswell) require additional network capacity in this area. The investigation/ project teams from both NZTA and CCC will continue to monitor the need for any widening works, which may include PT Priority infrastructure. 5. Halswell Library: Pedestrian Crossing Islands the new development of the library has identified one new crossing point and one relocated crossing point to assist pedestrians accessing the new facilities. These are now in place. 6. Changes to the drop off area and bus stop location are being addressed at the end of the year to improve accessibility to Halswell School. This proposal has been through the Board for approval and a further review of the Kea crossing along with the school speed zone will be undertaken as part of the school safety/travel planning process. Nicholls Road (Classification: Local Road) 7. Bus Stop: new markings of the bus stop on Nicholls Road have been completed. 8. New Kerb and Channel has been constructed on the north east side of Nicholls Road. Halswell Junction Road (Classification: Minor Arterial) 9. Pedestrian Crossing Island: a new crossing island has been proposed south of the Nicholls intersection with Halswell Junction Road and will be constructed in the next six months. 10. Intersection Upgrades: works associated with the new residential land-use around Whincops Road are being constructed. Sparks Road (Classification: Minor Arterial) 11. A new shared path to allow better access to Halswell Road and the local facilities is proposed from Garforth Green to Halswell Road (north side of Sparks Road). This proposal has been through the Board for approval. The limited budgets that Council is working to at the moment has meant that the Neighbourhood Improvement Programme and the Street Renewals Programme have been suspended. However, as listed above, due to the development occurring in the south west, there is a significant investment being made in transport infrastructure in and around Halswell. Conclusion: Transport Planning officers will continue to develop network plans based on an integrated approach. The rate at which land-use develops is informing how infrastructure is prioritised in the capital programme through the draft 2015 Long Term Plan and future planning.
