Safer Journeys, the New ZealandRoad Safety Strategy, highlights the need to work across all elements of the road system (roads, speeds, vehicles and road use) and advocates that everyone has a responsibility for road safety. The aim of the Eastern Bay Road Safety Committee (EBRSC) is to support, monitor and advocate for road safety in the Eastern Bay. It will do this through coordinating the work of all the Eastern Bay agencies that have a road safety function to ensure the Safer Journey s safe systems approach is achieved. The Committee will support road safety in the Eastern Bay by: Ensuring that all funders and stakeholders maintain an agreed vision and purpose; Providing leadership in planning and development of road safety programmes, plans and initiatives; Supporting each of the key actions within the Road Safety Implementation and Action Plans; Contributing to the preparation of local, regional or national strategies and plans as appropriate; Overviewing the implementation of the Road Safety Action Plan by monitoring progress, evaluating and providing feedback and direction to member agencies; Raising the profile of road safety initiatives within member organisations and within the wider community; Page 4

5 Providing networking and information sharing opportunities, with regular reporting by member organisations to the Committee on projects and priorities; Supporting community led road safety initiatives if they can be demonstrated to contribute to Eastern Bay road safety objectives; Principles The Committee will work to: enhance mutual benefit and create a common purpose; commit appropriate resources including time, skill and expertise; encourage participation of all members; think strategically and innovatively; and provide leadership and oversight. While it is recognised that each member brings a particular perspective, members will be expected to act in the best interests of road safety and all people in the Eastern Bay of Plenty region in achieving the above aims. All members must agree to support the terms of reference. Chairperson Membership The Chairperson and Deputy Chairperson of the Committee will be appointed by the EBRSC at the first meeting of the new three year planning term for a term of three years. The EBRSC will be composed of no more than 10 core members. Members of the EBRSC will be selected by the individual organisations. Members will be eligible for reappointment, which will coincide with the local government election cycle Each appointment will be for a term of approximately three years. Committee membership will be made up of representatives from the following organisations: Whakatāne District Council (1 elected member) Kawerau District Council (1 elected member) Ōpōtiki District Council (1 elected member) Bay of Plenty Regional Council (1 elected member) NZTA (1 representative) New Zealand Police (1 representative) Road Transport Association NZ (1 representative) ACC (1 representative) Other members can be co-opted to the group for specific periods to assist the work of the EBRSC as necessary but will not have voting rights The members may nominate an alternate person from their organisation to attend Committee meetings, either on a permanent or temporary basis. 6 Parameters The EBRSC provides support, leadership and oversight for road safety in the Eastern Bay of Plenty. The Committee must be aware of, and monitor the progress of the objectives of the road safety programmes, plans and initiatives. Accountability Relationships The Committee and its members are accountable for the successful outcomes of the Eastern Bay Road Safety activity. Whakatāne District Council is responsible for the day to day management and coordination of the Eastern Bay Road Safety activity. Whakatāne District Council will service the working of the EBRSC, including the provision of administrative support, preparation of agendas, reports and minutes in conjunction with the Chairperson. Scope The scope of the EBRSC covers all roads in the Whakatāne, Ōpōtiki and Kawerau Districts, including State Highways. It includes all road safety activities carried out in the Eastern Bay including education and promotion, enforcement activities and engineering programmes. It coordinates these programmes and activities with regional and national road safety programmes and initiatives. EBRSC will seek to give effect to the New Zealand road safety strategy, Safer Journeys, and the Eastern Bay Road Safety Implementation Plan when determining its local focus and priorities. EBRSC s role is essentially to provide an interagency response to local, regional and national road safety strategies, and in particular, will seek to achieve the Eastern Bay s road safety objective. Meetings and Process The Committee will meet at least quarterly. Meetings will be held at times and in places set out in an agreed schedule. The Committee may need to hold additional workshops, information sessions involving group members or other interested parties. The Chief Executive, or the Chief Executive s representative, of each partner council shall attend meetings and will act as advisors to the EBRSC. Meetings may be attended by further staff support as considered appropriate by their Chief Executive. The quorum at a meeting of EBRSC is half of the members if the number of members (including vacancies) is even, or a majority of members if the number of members (including vacancies) is odd The Chairperson will have a deliberative vote. In the case of equality of votes, the Chairperson of EBRSC does not have a casting vote and the status quo is preserved. Page 6

7 The EBRSC has the ability to set up sub-committees to carry out specific directions of the Committee. Performance These terms of reference are in force until amended in writing by the partner Councils. 9 5.1 Minutes Eastern Bay Road Safety Committee 3 August 2015 (Cont.) 1. WELCOME AND INTRODUCTIONS The Chairperson opened the meeting with a Karakia. Lorreen Hartley, Community Development Advisor, Whakatāne District Council, introduced herself. 2. CONFIRMATION OF MINUTES Refer to pages 8-12 of the agenda. Correction: It was noted that in clause 5.0 the word auctioning should read actioning. RESOLVED: THAT subject to the above correction, the minutes of the Eastern Bay Road Safety Committee meeting held on 4 May 2015 be confirmed as a true and correct record. Savage/McRoberts CARRIED 3. EASTERN BAY ROAD SAFETY ACTIVITY REPORT 1 APRIL 30 JUNE 2015 Refer to pages of the agenda. Ms Hartley spoke to her report and outlined the 2015/16 programme which was designed to align with the national campaigns and the Police priorities. She stated that William Stewart was involved with developing the promotional and marketing materials and he was developing competitions which linked road safety messages with sport e.g. answer a road safety question and win tickets to the rugby. She stated that they were making sure the campaign slogans were current and responded to language the community can relate to. Ms Chapman introduced the second video in the #Dontjimithat campaign which focused on distraction and was posted to the Road Safety Facebook page on 17 July She stated that the campaign aimed to connect with males aged years which was the demographic that more traditional media campaigns failed to connect with. Jimi Jackson, a kiwi comedian with a vast internet following, was the face of the campaign and he had over 400,000 Facebook fans. She stated that the first video on restraints had been very successful resulting in over 153,000 views, 7700 likes, 945 shares and the Eastern Bay Road Safety Programme Facebook Page likes have increased by over 200. She noted that NZTA were interested in these videos and had contacted Jimi Jackson directly. The video was played at the meeting. Ms Hartley advised that the parking wardens at the Whakatāne District Council had continued visiting local Whakatane schools to monitor and promote road safety at school entrances at pick up and drop of times. She was talking with staff about extending the programme to accommodate other Eastern Bay Schools. Mr Taylor updated the Committee on the Operations Group meeting held on 28 July He stated that this involved the Road Managers, the Police, NZTA and the Road Safety staff who came together to discuss practical applications across the Eastern Bay of Plenty. He stated that the data from the Speed Indicator Device was valuable and would inform decisions relating to road safety projects. Page 9

Ms Chapman stated that the financial information showed that the Eastern Bay programmes had been delivered on budget in the 2014/15 financial year. NZTA ROAD SAFETY ACTION PLAN REPORT AUGUST 2015 Refer to pages of the agenda. Ms Davison spoke to the report and tabled the National Land Transport Programme brochures. Ms Davison stated that ACC was withdrawing from the Signature Project however NZTA was keen to continue and would be looking at focusing the project on the Ōpōtiki District. She stated that she had recently spoken with the Chief Executive of Ōpōtiki District Council about this project. Key persons in the community would be invited to two workshops in August and September 2015 to define both the problems and solutions that needed to be targeted in the Ōpōtiki District. Ms Davison stated that NZTA was keen to go back to the beginning and start afresh with this project. She noted that monies were available for this project and it would continue be run through their national office. It was requested that Ms Hartley be kept informed and contacted early on in the development of this project in order to support the synergies to be gained from the delivery of this project in conjunction with Eastern Bay of Plenty Road Safety programmes. Mr Francis stated that the Committee would see improvements in a number of roading corridors, within the next three years as a project, the National Safety Alliance Initiative Project, was currently in place which looked at the business case process for road safety programmes. Mr Francis stated that potential improvements for safe access for all schools located along the state highways in the Whakatāne and Ōpōtiki Districts had been identified and these would be discussed with each school this term before the designs were finalised and construction commenced. He confirmed that the footpaths along SH 35 at Tōrere School would be included as part of the minor safety works in the 2015/16 financial year. It was noted that the reflectivity of the yellow signs around the Coast were causing a problem as they were blinding people as they came up to the signs. Mr Francis stated that this had been identified as a national issue and research was being conducted to find out the source of the problem and he would report back to the Committee at the next meeting. 11 5.1 Minutes Eastern Bay Road Safety Committee 3 August 2015 (Cont.) 5. POLICE REPORT Refer to tabled document 27A-B. Sergeant Wylie read his tabled report (refer to tabled document 27A-B) which set out the latest crash statistics. He stated that crashes this winter had increased as drivers were not changing their behaviour and driving to the conditions. He stated that the winter driving campaign was targeting the usual high risk crash areas including the Waimana and Waioeka Gorges, the Wainui Road and the Rotomā area as well as focusing on restraints, intersections, cell-phones, graduated licence breaches and the back to school campaign. He had been working with local media to highlight the high number of crashes during the winter period. Sergeant Wylie set out the focus of the Police campaigns and activity for 2015/16 which included the Fatigue stop at Labour weekend in the Waioeka Gorge and the Rhythm and Vines Festival on 1 January He advised that the Targeted Alcohol Group (TAG) was currently deployed on a regular basis in the Eastern Bay of Plenty as was the speed cameras and the automatic number plate recognition vehicle. He advised that the marae based drink drive programme was held on June 2015 at Puawairua marae with 16 participants attending. Sergeant Wylie advised that they were issuing technology to their officers that would enable them to process drivers with excess alcohol on the road side rather than having to go back to the station. OTHER ITEMS The following item were raised/noted: At present people riding horses were using the vehicle lanes, causing traffic to back up, as the slabs on the footpath lane of the Waioeka bridge made the footpath unsuitable for horses and riders to use. Distractions Labour weekend fatigue stop in Waioeka Gorge Police WDC October 26, 2015 Planning of fatigue stop in Waioeka Gorge to increase awareness around the dangers of driver fatigue. Delivered in association with Police 2.2. Table Two: Speed Indicator Device Use and Results: 1 July to 30 September The Speed Indicator Device (SID) tool is used by the Eastern Road Safety Programme as part of its speed management activity. Opus is engaged to analyse surveyed data and the setting out of SID over the past quarter, with assistance from Whakatāne, Kawerau and Ōpōtiki District Councils. The SID is an electronic speed warning sign that measures, displays and records a vehicle s speed when they approach the sign. The SID is mounted to a trailer and is used to target high risk speed areas. Speed is identified as a high concern for the Ōpōtiki District and a medium concern for both Whakatāne and Kawerau Districts. As a response to feedback from members of the Edgecumbe community, the SID was posted on College Road, Edgecumbe; to monitor speed in this area, resulting in an average speed of 53km/h in a 50km/h area. OTHER AREAS IN FOCUS 4.1. School Road Safety Whakatāne parking regulatory staff continue the programme of visiting local Whakatāne schools to monitor and promote road safety at school entrances at pick up and drop off times. Eastern Bay Road Safety Programme branded wet-weather gear has been provided to parking regulatory staff. A set of 50 Eastern Bay Road Safety Programme branded hi-vis vests have been supplied to Constable Trish Morris for distribution to designated Bus Monitors from Eastern Bay of Plenty schools. Discussions are currently being held with Police around support for the Orange Day road safety in schools initiative. Page 15

16 6.1 Eastern Bay Road Safety Activity Report 1 July 30 September 2015 (Cont.) 4.2. #Dontjimithat Facebook Campaign The #Dontjmithat campaign launched on 1 April This was the first in a series of online videos from Eastern Bay Road Safety designed for social media. Following the successful roll-out of the first two videos, themed around restraints and distractions respectively, a third set of videos, themed around drink-driving, was produced and posted by Jimi Jackson on his own page, before being posted to the Eastern Bay of Plenty Facebook page. The latest videos have emulated the success of their predecessors, accumulating over 2.5 million views, 8000 shares and 80,000 likes. A further increase in all metrics is anticipated as the campaign progresses to completion and the remaining videos are posted to the EBRS Facebook page. An overview of #DontJimiThat campaign results is attached as Appendix COMMUNICATION ACTIVITY There is consistent communication activity happening for road safety in the Eastern Bay. A list of activity is attached as Appendix ROAD SAFETY OPERATIONS GROUP The Operations Group meeting was held on Friday, 16 October A verbal update will be provided at the meeting. A public information day will be held on Thursday, 15 October, in Huntly. Completion date Longswamp section: Has now moved into final design and consenting stage. Construction starts 2016, with completion in Rangiriri section: Construction continues, with interchange bridge construction at both Rangiriri and Te Kauwhata interchanges. The main line opens in 2016, with the entire project finishing in Cambridge section: Construction continues and is ahead of schedule. Expected to be open to traffic late this year or early Hamilton section: On track to start construction next year, with the construction contract expected to be awarded shortly. Lights also provide a safe crossing for cyclists and pedestrians linking cycling networks, including the Western Rail Trail. Open day on Wednesday, 14 October.
