The Missouri State Emergency Response Commission (MERC) and the local Emergency Planning Committee (LEPC) adopt this plan to provide for the protection of the public located within ST. 7 Attachment to March 0 ESF #0 I N T R O D U C T I O N PURPOSE The St. Louis County, Missouri Hazardous Materials Emergency Plan (HMEP) has been prepared to meet both Federal and State statutory planning requirements, and to provide for a higher degree of preparedness to respond to incidents involving hazardous chemicals. Congress passed the Emergency Planning and Community Right-to-Know Act (EPCRA) of, which requires local and state governments to plan for chemical emergencies. Missouri General Law CSR requires emergency planning by communities for chemical emergencies. The primary purpose of this plan, however, is to provide the framework and methodology to efficiently respond to hazardous materials emergencies within St. Louis County, Missouri so as to protect lives, property and the environment. In order to meet the emergency planning requirements, local St. Louis County municipalities will either develop or maintain a community hazardous materials response plan, which will become an annex to this plan or Town/city governments will adopt this plan. The Plan has been specifically designed to serve as an Annex to the Basic Emergency Operations Plan (BEOP) and supplements that document. Every effort has been made to integrate the Hazardous Material Annex with the BEOP. In that regard the Plan is consistent with existing authorities, planning assumptions, systems and procedures. 8 Attachment to March 0 ESF #0 OBJECTIVES The objectives of the St. Louis County, Missouri Hazardous Materials Emergency Plan are to:. Describe courses of action that will minimize hazards to life and result in adverse impacts upon the environment from the release of a hazardous material.. Establish procedures to provide for a coordinated effort by the state, county, municipalities and private industry in response to a hazardous materials emergency.. Identify emergency response organizations, equipment and other resources, that can be utilized during a hazardous materials incident.. Provide a mechanism to integrate community and facility response procedures. ORGANIZATION A. The basic plan describes general information about the purpose and scope of this hazardous materials emergency plan and system. B. The hazard analysis portion describes the known hazardous chemical facilities and transportation routes within St. Louis County, Missouri. C. The plan is then divided into functional Annexes that describe different components of an emergency response for hazardous materials incidents. St. Louis County Missouri 0

9 Attachment to March 0 ESF #0 B A S I C P L A N St. Louis County, Missouri is organized with a Local Emergency Planning Committee (LEPC), which provides the Hazardous Materials Emergency Plan (HMEP). St. Louis County, Missouri will use this plan for emergency response to a hazardous materials incident. Facilities affected by this plan may range from small mom and pop operations to large national corporations. Their endorsements of this plan are filed along with municipal approvals. Letters of agreement between affected facilities and local jurisdictions shall reside in prevention and response plans developed by the facilities. INCIDENT SUMMARY INFORMATION Incident reporting has been standardized by use of the documents provided in Annex A Notification and Alerting. A reporting form is located at the front of this plan and in Annex A. PROMULGATION The St. Louis County, Missouri LEPC will direct the promulgation of the Hazardous Materials Emergency Plan (HMEP) by executing an appropriate document under the delegated authority of the Missouri Emergency Response Commission (MERC). AUTHORITY This HMEP is authorized and regulated under the Emergency Planning and Community Right-to-Know Act (EPCRA) of, Public Law -, Missouri General Law CSR Other supporting legislation exists in the Clean Water Act, the Clean Air Act section R, the National Contingency Plan, and Disaster Relief Programs. 13 Attachment to March 0 ESF #0 ASSUMPTIONS. Hazardous Materials incidents of varying degrees of severity will occur within the St. Louis County, Missouri jurisdiction. Such an incident can occur at a fixed facility or on a transportation route or a combination of the two.. Assistance will be provided from adjoining localities, mutual aid agreements, the City/Regional HAZMAT Team, the Missouri and the Federal Government, depending upon the magnitude of the incident.. The community has appointed a Community Emergency Coordinator. The Coordinator s name and contact information will be on file with the LEPC chairperson and SEMA.. Depending upon the magnitude of an incident, this plan or portions of it will be implemented to coordinate actions, conserve resources and expedite mitigation of that incident. Local Conditions Area Description: St. Louis County is located approximately midway on the state's north-south axis, bounded on the north by the Missouri River and on the south by the Meramec River, and contains a total of square miles. Approximately square miles of the County lie within the 0 incorporated municipalities (including a small portion of Pacific, Missouri); the remaining square miles remain unincorporated. 14 Attachment to March 0 ESF #0 Professional/Business Services % Public Administration.% Trade and Transportation 0.% Other Services.% Economy: St. Louis County, Missouri is the most populous and economically diverse community in the St. Louis metropolitan region, if not the entire state. Most of this land is almost entirely developed and characterized by a tree ring-like pattern of distressed, innercore communities, aging suburbs and newer, ex-urban development. The County houses the largest resident labor force in the region, as well as hosting the largest share of the region s housing stock. With over 00,000 jobs, St. Louis County is the economic and employment engine of the region and State of Missouri. Nearly half of the region s employment positions are based in St. Louis County. Infrastructure: Infrastructures include transportation, communications, water/sewer, electricity and natural gas, solid waste disposal, law enforcement, fire protection, emergency medical services and emergency management. St. Louis County contains more than,00 miles of public road including interstate, state, county and local roads. There are airports in St. Louis County: Lambert-St. Louis and Spirit of St. Louis Airport. Lambert is the th busiest airport in the county, Spirit is a smaller airport serving private/corporate flight operations, and serves as a relief airport for Lambert-St. Louis. St. Louis is one of the leading rail centers in the United States with over,000 people employed in the rail industry. The St. Louis region has more than. million telecommunications access lines. Two thirds of these lines are residential, and the other percent support businesses. St. Louis County water comes mainly from surface water sources including the Mississippi, Missouri and Meramec Rivers. The privately owned Missouri-American Water provides reliable, quality service to the residents of the county. The Metropolitan Sewer District (MSD) provides cost effective wastewater and storm water management for the entire St. Louis Region. The only public sewage system outside of MSD in the county is operated by the city of Eureka. Ameren UE operates power-generating plants in the region, and sells electricity to the city of Kirkwood. Laclede Gas Company provides natural gas service to the residents of the county. St. Louis County is a founding member of the St. Louis-Jefferson Solid Waste Management district which serves as a resource to assist public, private and not for profit sectors in establishing and expanding waste reduction, recycling and composting efforts in the region. 15 Attachment to March 0 ESF #0 Population: The 00 census indicates that, people live in St. Louis County: approximately,000 in the unincorporated areas and, within the 0 municipalities, ranging in size from 0 to,000+ residents. Functional Needs Facilities: Relevant facilities include medical facilities, day care centers and long term care facilities. These facilities represent resources for care and shelter as well as populations requiring a higher level of care. Residents may have mobility and/or cognitive issues that present special problems. Schools: Numerous educational opportunities exist within St. Louis County on all levels from kindergarten and grade schools to post-graduate and doctoral programs. County residents in all areas enjoy the options of quality parochial and private education and outstanding public school districts. These districts range in size from students in the Wellston School District, to,0 students in the expansive Rockwood School District. According to the 00 Census, St. Louis County has, students enrolled in some form of K- education. Education is a priority for St. Louis County and is demonstrated in the educational attainment of its residents. A bachelor s degree or higher has been attained by. percent of St. Louis County residents. This is. times the national average of. percent. This. percent is significantly higher than the figure for the remainder of the metropolitan area. As many as, college students call St. Louis County home. They are enrolled in a variety of small colleges and universities including large research institutions such as University of Missouri St. Louis, Washington University and Webster University. 16 Attachment to March 0 ESF #0 Necessity of a HAZMAT Plan The LEPC, the local Fire Department and the State Emergency Response Commission receive Tier II reports from Facilities that have hazardous substances as required by EPCRA, Section 0 (c). Review of these Tier II reports indicate that several chemical hazards exist in St. Louis County, Missouri. Additional facilities are required to report those located in CSR0-.0. Additional information supplied by railroad companies and pipeline companies in Missouri also confirmed the presence of some quantities of EHS s transported through St. Louis County, Missouri on the railroads. Although no qualitative or quantitative information is available regarding the presence of EHS s on the transportation routes, the LEPC assumes that hazardous chemicals are transported on nearly all St. Louis County and state roads in the area. CONCEPT OF OPERATIONS The protection of the health and welfare of the residents of St. Louis County, Missouri must be managed at the local level. Assistance from the State will be provided when requested, or in cases where a hazardous material emergency exceeds the capability of local response resources the mutual aid plan will be invoked. St. Louis County, Missouri should develop its own concepts within existing emergency procedures. Hazardous materials emergencies can range from small fuel spills to large-scale releases requiring major evacuations and other problems. The Local Emergency Planning Committee will perform the following functions: Establish rules by which the LEPC will function Establish provisions for public notification, comments, etc Develop and maintain the HAZMAT Plan Coordinate HAZMAT exercises as required Conduct HAZMAT training as required. Departments and agencies with responsibilities under this plan will develop and maintain procedures for implementing this hazardous materials plan. Facilities with EHS will develop and maintain procedures for implementing this hazardous materials plan. Facilities with EHS will develop plans specific to the chemicals they use and the area they may affect. These plans will be kept at the Fire Department, which serves the facility, but review annually by the LEPC. St. Louis County Missouri 0

18 Attachment to March 0 ESF #0 P L A N U P D A T I N G PLAN DEVELOPMENT AND MAINTENANCE The Local Emergency Planning Committee (LEPC) developed this Hazardous Materials Response Plan with assistance from the Missouri State Emergency Response Commission (MERC). The Plan will be updated as necessary but in no case, less than annually. Updating of the plan will be preceded by a review of its contents and/or a test and critique of the plan. Execution of the plan in response to an actual event will be considered as a test and will require a critique and after-action report to be submitted to the Chairman of the LEPC. Those items which are subject to frequent change and shall be reviewed annually for possible updating include, but are not limited to, the following:. Community and facility notification and alerting lists, including identity and phone numbers of response personnel.. Facilities subject to the provisions of EPCRA, Section 0( c), and the name of the Facility Emergency Coordinator (FAC).. Facility Hazard Analysis and Maps.. Transportation routes for hazardous materials, including pipelines and railroads.. Inventories of critical equipment, supplies, and other resources. In addition, facility and community-specific functions and procedures should be reviewed and revised as appropriate. UPDATE POLICY The following policies apply to the review and updating of the Hazardous Materials Emergency Plan:. It is the responsibility of the Local Emergency Planning Committee Chairperson to coordinate the review and update of the plan. The departments, agencies, communities, facilities, and others who have a role in hazardous materials response under the plan will provide support. It is the responsibility of the Chief Executive of each community to delegate update responsibility of community information.. The plan shall be updated as necessary on an annual basis. The plan must have been completed or reviewed within the past year.. Departments, agencies and facilities that maintain annexes and/or procedures that are a part of this plan shall review that portion of the plan pertaining to their function on an annual basis. The plan also meets requirements found in NRT & A Documents.
