3 A Commitment to Binational Leadership SANDAG is implementing a comprehensive binational planning program to address important binational/interregional issues such as transportation infrastructure, economic development, and environmental planning and preservation. The binational planning program brings together representatives from cities, agencies, businesses, academia, and other organizations located on both sides of the U.S.-Mexico border. Transportation infrastructure in the border region is of critical importance to both Mexico and the United States. SANDAG coordinates a number of comprehensive planning efforts to improve border transportation and infrastructure along the U.S.-Mexico border. Trade, commerce, and goods movement account for billions of dollars in economic growth for both countries. San Diego and Tijuana have the largest population of any twin city area along the entire U.S.-Mexico border, and the border crossing here is the busiest in the world. Millions of people cross the border each month to work, go to school, shop, and enjoy local attractions. These visits have been estimated to contribute billions of dollars annually to the Southern California and Baja California economies. In addition, much of our region s world trade exports pass through our international ports of entry. More than 43 percent of the nearly $9 billion in goods exported from San Diego during 999 were sold to Mexico. The San Diego-Tijuana region is now the television-producing capital of the world, with more television sets produced here than anywhere else. Other cross-border efforts include plans and policies to improve water quality and supply, develop and expand energy resources, and protect marine environment and natural habitats. Innovative leadership among governments, agencies, and other stakeholders in Baja California and California is leading to improved transportation infrastructure, enhanced economic competitiveness, and a sustainable environment. This report highlights a number of important initiatives underway that showcase cooperative progress in our binational region. at the Crossroads

4 Economy California has the fifth largest economy in the world and produced $.4 trillion worth of goods and services during 00. California is the nation s largest exporting state, accounting for $4 billion in exports. Mexico is California s largest trading partner, receiving $4 billion or percent of the state s total exports. Mexico also is the nation s second largest trading partner, behind Canada, receiving more than $0 billion in exports from the United States. At the San Diego-Tijuana region s two border crossings, Otay Mesa and San Ysidro, approximately five million to six million northbound crossings are made each month. For Mexicans crossing the border, the primary reason is to shop in San Diego. A survey of northbound crossings found that 4 percent of all crossings are to shop. The south county, and especially the City of Chula Vista, receives the greatest number of Mexican shoppers each month, causing the population to swell by as much as 0 percent at times. These shopping trips to retail stores also spill over to other areas such as restaurants, medical and dental services, and school. In addition to shopping trips, much of our region s world trade exports pass through our international ports of entry. San Diego s exports more than doubled between 993 and 999. Rising by more than 0 percent over the six years, this increase was second fastest among the nation s top 0 metropolitan exporters. During 999, exports accounted for approximately 9 percent of our Gross Regional Product (GRP), yet they made up over 4 percent of the annual growth in GRP. For every $ billion in export trade, the Department of Commerce estimates that 9,000 jobs are supported. San Diego s $9 billion in exports sustained 70,000 jobs, about ten percent of total employment. Forty-three percent of these jobs were supported by the exports to Mexico. Electronics and electronic equipment account for 39 percent of all exports. During 999, electronic products accounted for $3. billion in trade sales. The range of electronic products produced here include television and radio broadcasting communication equipment, cellular telephones, semiconductors, circuit boards and other electronic components. Maquiladora factories in Mexico are the primary recipients of these exports, which are further assembled in these facilities. Major exports to Mexico include industrial machinery, computers, and scientific and measuring instruments. 4 SANDAG

5 Economic Development San Diego International Airport Brown Field 3 Aeropuerto Internacional de Tijuana Economic development also is growing in the Imperial County-Mexicali region. In 00, more than 0 million vehicles and 36 million people crossed through the 3 ports of entry between Imperial Valley and Mexicali. The newest point of entry in the region, the Calexico East-Mexicali II, has the capacity for an additional 3,000 trucks daily hauling industrial containers. Because of the abundance of water and fertile land, agriculture is the main economic sector for Imperial Valley and Mexicali. Some leading commodities for Imperial County are cattle, alfalfa, lettuce, carrots, and sugar beets, while Mexicali s leading products are cotton, wheat, alfalfa, asparagus, onions, tomatoes, watermelons, pumpkins, and melons. That region also is recognized as an important center for shared production. Currently, there are about 90 maquiladora plants operating in Mexicali. the plants are mainly in the areas of food, automobiles, metal, mechanic, glass containers, electronics, plastic and textile. 4 San Diego & Arizona Eastern (SD&AE) Railway Tijuana and Playas de Rosarito Maquiladoras Ensenada Maquiladoras - 9 The tourism industry is another successful economic area in the binational region. In San Diego, the tourism industry accounted for approximately $ billion in local sales. In addition to the visitors that come for the good weather or the many local attractions, San Diego also offers a major convention center and hosts sporting events such as Major League Baseball s All Star Game, America s Cup, and the National Football League s Super Bowl. 8 Environment A binational coalition is pursuing efforts to increase the water supply, protect and preserve natural habitat, and improve air and water quality in the greater San Diego-Baja California region. San Diego County and the Tijuana-Rosarito region share a common source of water, the Colorado River. Much of the water imported to San Diego County by the San Diego County Water Authority is from the Colorado River. The Tijuana-Rosarito region also relies heavily on water delivered via a Mexican aqueduct from the Colorado River. The United States and Mexico recently completed the first comprehensive evaluation of potential routes for an aqueduct to convey Colorado River water to the California-Baja California border region. The Regional Colorado River Conveyance Feasibility Study was undertaken in coordination with the International Boundary and Water Commission and Mexican water agencies to evaluate whether a binational aqueduct would provide a reliable, costeffective, environmentally sensitive, and practical option for the delivery of Colorado River water to this binational region. Among the imposing challenges for the growing border region will be sustaining an adequate supply of clean, affordable energy. Communities on both sides of the border recently have experienced problems in meeting electric energy demands, and in response an important binational energy market is being developed. The anticipated growth in the border population and economy is expected to require exceptional efforts to plan and implement coordinated energy solutions for the border region. SANDAG is working with the San Diego State University Foundation and the Southwest Center for Environmental Research and Policy to develop a vision and strategy for carrying out theses coordinated energy initiatives. SANDAG also is part of the Binational Energy Steering Committee (BESC) for the San Diego/Imperial Valley/Baja California area, which is working to achieve consensus on important binational energy issues and opportunities. The BESC focuses on binational cooperation and planning to ensure the region s energy supply needs are met in an environmentally sound manner and is addressing the role of energy in regional air quality concerns. The results of these efforts will be incorporated into the Regional Energy Strategy being prepared for SANDAG by the San Diego Regional Energy Office. SANDAG

9 Environmental Initiatives Energy Existing Power Plants The Tijuana River National Estuarine Research Reserve and the Tijuana River Valley area include one of the largest and most important wetland systems in San Diego County and Southern California and are included in the City of San Diego s Multiple Species Conservation Program (MSCP). While the MSCP proposes to preserve these areas and their natural habitats, the County of San Diego is planning a regional park in the Tijuana River Valley. SANDAG also is working with agencies on both sides of the border to protect the marine environment through the Bight of the Californias project. The project area extends from Encinitas in California to Ensenada in Baja California. It encourages local stakeholders from both countries to address issues of landbased pollution in the coastal environment. 12 Transportation The border crossings between the United States and Mexico are the busiest in the world. Annually, more than 3 million cars carrying nearly 73 million passengers, 3 million pedestrians, and.3 million people arriving by bus have entered California from Mexico. In addition, nearly.3 million trucks enter the United States at the commercial crossings. Each year, similar numbers of passengers, pedestrians, and vehicles head south from California to Mexico. To accommodate the dynamic border transportation system, a comprehensive effort is underway to improve access to border crossings, expand freight rail service, and coordinate commercial vehicle crossings. During the next ten years, modernization and other improvements will transform transportation infrastructure along the U.S.-Mexico border from San Diego-Tijuana east to Arizona-Sonora. SANDAG, in cooperation with Caltrans and transportation planning agencies from Baja California, Mexico, and the San Diego region developed a Cross Border Travel Forecasting Model to assist in transportation infrastructure planning to develop integrated highways and border crossings. The model was used to project future cross-border traffic at the proposed East Otay Mesa Port of Entry. Commuters, travelers, and truckers will have additional north-south options with the construction of State Route 90 to connect Interstates and 0 to the Otay Mesa Port of Entry, the only commercial vehicle crossing serving San Diego and Tijuana. The SR 90 freeway will serve not only commercial border traffic but will provide the major access route to the largest planned and fastest growing industrial area in the San Diego region. This freeway is scheduled for completion in 007. An innovative private/public partnership will expand the highway system with the construction of a 0-mile tollway that will connect the Otay Mesa Port of Entry with the San Diego regional and interregional highway network. The north-south highway will improve regional mobility in the South Bay and access for residents and businesses to the employment centers on both sides of the U.S.-Mexico border. Scheduled to open in 00, State Route South will extend from SR 90 in Otay Mesa near the Mexican border to SR 4 in Lemon Grove/Spring Valley. SR South will include a state-of-the-art tollway developed by a partnership among Caltrans, SANDAG, and a private California corporation, California Transportation Ventures, Incorporated. A third border crossing will greatly improve traffic between the two countries. The proposed port of entry at East Otay Mesa will provide an alternate entry for vehicles and commercial trucks. Scheduled to open in 007, this new port of entry and State Route, a 4.3 mile, four-lane state highway will connect the U.S.-Mexico border to key regional, state, and international highways. In the United States, SR will connect to State Routes 90 and. In Mexico, the proposed Tijuana-Rosarito 000 Corridor will connect the new port of entry to the Tijuana-Tecate Toll and free highways. SANDAG and state and local agencies in the U.S. and Mexico are working with the federal governments of both countries to develop the new port of entry and connecting roads. The groundbreaking SANDAG

13 Transportation Progress San Ysidro - Puerta México Port of Entry Realignment for this important corridor took place in May 00. The first phase of this project includes a 4-kilometer highway between Mesa de Otay and the Tijuana-Tecate free road and would be complete by the end of 00. Officials on both sides of the border are pursuing options for reopening the former commercial gates west of the Calexico to address congestion and improve access on both sides of the downtown Calexico/ Mexicali. Annually, more than 6 million persons and 4 million cars pass through north and southbound lanes. In Imperial County, a number of improvements are planned and underway to improve passenger and commercial vehicle transportation. Improvements and expansions are planned for SR 9 and SR. Freeway extensions are planned for SR 7 and SR, and a new Brawley Bypass will be constructed at SR 7 in Brawley. Imperial County officials emphasize that these efforts are part of a comprehensive approach for improving intracounty agricultural and recreational travel, as well as interregional, interstate, and international travel. Rail is another key component to the binational transportation system at the border. Re-opening the only rail link to the east via the SD&AE Railway is needed to improve the movement of goods in, out, and through the Southern California/Baja California region. Existing freight service between San Diego and Tecate can be extended to the Imperial Valley by rehabilitating the Desert Line section of the SD&AE; the rail line has been out of service between Tecate and the Imperial Valley since 93. The connection with the Union Pacific Railroad in Imperial Valley would improve the binational region s market opportunities. Maritime commerce at the Port of San Diego, and potentially the Port of Ensenada, could be expanded by offering access to two transcontinental rail carriers. The economic advantages can foster the region s ability to attract jobs and raildependent manufacturers. The railway would reduce local transportation costs and improve air quality by shifting goods from trucks to rail. Other rail improvements include a proposed new rail line between Ensenada and Tecate that will connect to the SD&AE. at the Crossroads

16 Planning Across Borders The SANDAG Borders Committee provides oversight for planning activities that impact the borders of the San Diego region (Orange, Riverside, and Imperial counties, and Baja California/Mexico). The preparation and implementation of the SANDAG Binational Planning and Interregional Planning Programs are included under its purview. It advises the SANDAG Board of Directors on major interregional planning and policy matters. Recommendations of the Committee are forwarded to the Board of Directors for action. The Borders Committee also oversees SANDAG s Committee on Binational Regional Opportunities (COBRO) and the I- Interregional Partnership (I- IRP). COBRO serves as a working group to the SANDAG Borders Committee to facilitate a better understanding of the binational border-related issues and needs of the California-Baja California region. COBRO members include the Consuls General of the United States and Mexico, and representatives of federal, state, and local government, as well as business and academia. The Committee reviews transportation, energy, water, and other infrastructure programs. It addresses issues affecting both sides of the border and makes recommendations for actions by appropriate agencies. COBRO is the region s only government-sponsored public advisory committee addressing the binational community. Each year, COBRO sponsors a conference that brings together stakeholders from throughout the binational region to promote strategies and develop solutions to crossborder challenges. SANDAG
