2 2 THe AIRPoRT Tirana International Airport Nënë Tereza is Albania s international airport. It thus plays a decisive role for this Southeastern european country and is set to become one of its greatest assets. In view of the increasing interest in Albania on the part of tourists and investors and also of the large numbers of Albanians living all over the world, the modernization of this airport is vital for the country s development and integration. With 15 airlines flying to 28 destinations, Tirana International Airport is Albania s gateway to the world. Since April 23, 2005, Tirana International Airport has been run by the concession company Tirana Airport Partners SHPK (TAP). This followed an international bidding process, which resulted in TAP being awarded a contract by the former owner, the Albanian Government, to manage and operate the airport for twenty years. Within the framework of a BooT (Build, own, operate,
3 3 Transfer) concession agreed in October 2004, TAP is responsible for running the airport with all the rights of an owner and also for undertaking construction measures. At the end of the concession period, TAP will transfer the airport back to the state. It was the enormous growth in passenger numbers since the 1990s which prompted the Albanian state to pave the way for the airport to be modernized and upgraded. Now, with its broadly based expertise and experience, TAP has the task of ensuring that Tirana International Airport is brought swiftly into line with international standards. One year after the commencement of the concession, great achievements have been made in this respect. This applies in particular to the safety and security standards prevailing at Tirana International Airport, as was confirmed by international organizations and experienced airline companies.
4 4 ABoUT TAP Tirana Airport Partners (TAP) is a consortium owned by HoCHTIEF AirPort, one of the world s leading private airport managers and investors, DEG Deutsche Investitions- und Entwicklungsgesellschaft, a member of the KfW Banking Group specialized in the financing of corporate and infrastructure investments in Europe, and the Albanian-American Enterprise Fund (AAEF), founded in 1995 by the United States Congress to support Albania s transition to a free market. TAP is committed to ensuring safety and security, improving the level of customer service and the range of what is on offer at Albania s only international airport, and to make it into one of the country s most modern infrastructure facilities. Until 2007, the airport will be gradually modernized and expanded in line with growing demand. Currently, a new passenger terminal is being erected, the airport s old terminal infrastructure is being refurbished and new car parking and cargo facilities are being established. A further expansion stage is likely to take place in 2009 in line with the development of the passenger traffic volumes. TIRAnA AIRPoRT

7 7 The mission of TAP is to provide Albania with a prestigious international aviation facility offering efficient, safe and first-class service for passengers and airlines. For those visiting this country by air, the first and last impressions will be the capital s well-managed airport. sion
8 8 expansion AnD MoDeRnIzATIon During the period until 2007, TAP will invest a total of 50 million euros in enlarging the airport and increasing its passenger-handling capacity. At the same time, a number of measures are ensuring that the services on offer meet international standards. The first changes implemented by Tirana Airport Partners in 2005 and early 2006 are already visible: safety and security measures have been intensified new TeR and the range of services has been extended. A new café, new shops and a newly designed business lounge now enable passengers and other visitors to spend their time agreeably while waiting for flights.

10 10 HISToRy of THe AIRPoRT What has now evolved into Tirana International Airport Nënë Tereza was constructed between 1955 and 1957 and initially operated under the name Rinas Airport. It was served by the airlines Aeroflot, Jat, Malev, Tarom and Interflug but the number of regular flights was extremely low. Between 1960 and 1978, following Albania s break with what was then the Soviet Union, the country became politically isolated. This naturally also impacted on the airport, where operations became increasingly restricted. Between 1965 and 1974, some work was carried out to improve the airport facilities. Further improvements followed in the period In the wake of general technological developments in civil aviation worldwide, these were necessary to enable the airport to meet international requirements. As a result of the political changes in eastern europe in 1989/1990, contacts between Albanian government
11 11 officials and Eastern and Western European countries increased substantially. For Albania, the period between 1992 and 2000 was one of great political and social transformation. This resulted in considerable growth in passenger numbers; more airlines started to use the airport. Facing the need for further development of the airport, Albania s Council of Ministers issued an invitation to international investors to undertake the construction of a new terminal and other facilities and also to assume responsibility for operating the airport. An international bidding procedure was initiated. This was won by TAP and on April 23, 2005, the consortium took over the management of Tirana International Airport.

14 14 service How to get to the airport Tirana International Airport is located 25 kilometers outside Tirana, the capital of Albania. It is easy to reach via the Tirana-Durres Motorway, the four-lane road that connects these two main Albanian cities. The easiest way to get to Tirana International Airport is by taxi. Taxi services are available in all Albanian cities and urban areas, with the main cities operating a call-service. The journey from Tirana to the airport takes minutes depending on traffic.
