3 Twinning Project AZ/15/ENP/OT/35 Support to the Ministry of Culture and Tourism of the Republic of Azerbaijan for the modernization of its policy and management system in the culture sector Study visit on Italian experience in Cultural Districts integrated governance model Milan, 6 th 9th November 2017 ISSUES The Culture Concept of the Republic of Azerbaijan approved by in 2014 by the President of the Republic of Azerbaijan, sets inter alia the following objectives for the reform in culture management: improvement of the state culture system, development of cooperation with the local selfgovernment bodies in culture management, including art management; creation of art management systems and production management in culture including arts as well as fostering modern management tools; cooperation with NGOs and private entities, protection and preservation of unique national cultural identity and diversity as well as multicultural diversity, consequent liberalization These principles are also focused in European Parliament Resolution of 8 September 2015 Towards an Integrated Approach to Cultural Heritage for Europe (2014/2149(INI). The Twinning project aims to facilitate the reforming process of the culture sector in Azerbaijan with reference to the models and practices applied in the EU countries. In European experience, cultural districts are areas where cultural and environmental assets, services and production activities are managed in synergy under comprehensive and complimentary plans. In Italy, the CARIPLO Bank Foundation launched in 2005 the advanced initiative to promote the enhancement of cultural heritage in some areas of Lombardy region in a logic of cultural district territorial development. As a result, between 2009 and 2010 six cultural districts have been created. The Bank Foundation financially supported the establishment of these new organizational figures, under the supervision of Regional as well as State authorities. The study visit aims at introducing the Azerbaijani representatives in the important experiences implemented in Italy in one of the major fields of interest of the Azerbaijani reforming process.
4 Val Camonica Cultural District Rock Drawings in Val Camonica (Inscribed in 1979 on the UNESCO World Heritage List) 7 November 2017 The Val Camonica Cultural District has been set up in 2007 to the aim of improving the management of valley s cultural resources around its main attractor, the UNESCO World Heritage Site of Rock Drawings in Val Camonica. The cultural district deal with archeological presences such as rock carvings, testimonies of Roman civilization and early Christianization; the Middle Ages of castles, churches and villages; the Renaissance pictorial and artistic cycles; the realistic representation of the popular life of Girolamo Romanino and Benjamin Simoni; the phenomena of the first industrialization of the country with the first ovens and the first hydroelectric power plants in Italy; the signs of the tragedies caused by the First and Second World War. The Val Camonica Cultural District The responsible for cultural activities in Val Camonica undertook, with the support of CARIPLO bank foundation, a project to enhance its own cultural heritage, with a substantial plan of interventions that facilitated the rediscovery of the significance of this heritage for the local residents, and its capacity to develop tourism, new economic opportunities and to start new cultural and creative enterprises. The Val Camonica Cultural District has been working to enhance the value of the marks of a millenary human presence, using innovative tools such as photography, videos, animation, multimedia, involving several young people, associations, professional studios and artisan enterprises. Starting from the artistic, narrative and evocative strength of this huge archaeological heritage, the project was conceived for a new tourist destination: Camonica Valley as the Valley of Landmarks. 6 Valtellina Cultural District Terraced Vineyard Route Merging between monuments, landscape, agriculture, eno-gastronomy 8 November 2017 The main road connecting Morbegno with Sondrio and Tirano, 70 km long, runs along a lovely route that winds through the wine-cloaked terraces of Valtellina s wine-producing areas. This path is marked by breathtaking views, artistic, historical and cultural assets like churches, chapels, towers, castles, palaces and museums, which testimony the local history from prehistoric till present. The Terraced Vineyard Route is designed to be explored by bike, on foot or by public transport and so enjoying a comprehensive complex of natural and man-made features of this historic territory. 7 Cremona Cultural District Traditional violin craftsmanship 9 November 2017 (Inscribed in 2012 on the Representative List of the Intangible Cultural Heritage of Humanity) Heir of a secular history that began in the sixteenth century, Cremona is still today one of the worlds centers for the construction and restoration of bowed instruments. The Amati's mastery, continued and refined by Guarneri and Stradivarius, allowed Cremona to specialize and become the custodian of the art of violin making and a method that is still representative of a school able to stand out in the world. A city with unique characteristics for the quality and quantity of traditions, institutions and material heritage related to the art of sounds, boasts a history that features such personalities as Marc Antonio Ingegneri, Claudio Monteverdi, Amilcare Ponchielli, Antonio Stradivari, Amati and Guarneri families. The world of music production is well represented by the Ponchielli Theater, the Monteverdi Festival, the Stradivari Festival. The number and variety of schools, training centers, masterclasses, universities and research centers, people and knowledge that revolve around the themes of musicological research, learning music and practice, and instrument construction are a unicum that has been considered deserving the UNESCO's recognition and inclusion in the Representative List of Intangible Cultural Heritage of Humanity, on workshops of violin makers, with more than 200 craftspeople 42% of the workshops, part of which has been set up in the last decade, belong to foreign owners: Japan, South Korea, France since 1995 the economic value of the sector increased by +553% in % export to Asia (52% towards Japan) Managing figure: Cremona Municipality (2010), in collaboration with the Museo del Violino, the International School of Violin-Making, the Department of Musicology and Cultural Heritage of Università di Pavia, Politecnico di Milano (Cremona campus), the Special agency for professional training "Cr. Forma" and the Scientific Labs of the Museo del Violino Activities: safeguarding the 'know-how' of the artistic violin-making technique, reinforcing the relationships among the violin-makers and the partners of the district increasing the artistic handicraft knowledge deriving from the mixture of violin-making and scientific research improving the long-lasting interaction between the training centres and the handicraft workshops, from the analysis of the heritage of the Violin-Making Civic Collections. supporting the university didactics and research, the long-lasting training and the professional up-dating of the craftsmen, the planning activities at regional, national and European level and the fund-raising activities networking Theaters and spectacles high level handicraft and restoration of musical instruments 5
