2 Progressive Accreditation System: Revolutionizing the DOT Accreditation System Office of Tourism Standards and Regulation Department of Tourism
3 Progressive Accreditation System (PAS) A three-level recognition scheme of the DOT for Primary Tourism Enterprises entailing progressive minimum standards and reflecting customers expectations.
4 Objectives To make DOT accreditation system more inclusive To motivate stakeholders to maintain and improve the quality of their property s facilities and services To develop a database of primary tourism enterprises in the country
5 Progressive Accreditation System (3-Levels) DOT ACCREDITATION - A certification issued by the Department to a tourism enterprise that officially recognizes it as having complied with the minimum standards for the operation of tourism facilities and services. Registration Regular Accreditation Star Accreditation Registration of an enterprise which major operation is of touristic value and were found to be compliant with the basic requirements set by the DOT Registration shall be valid for a period of 1 year. Certification granted to tourism establishments found to be compliant with the minimum standards expected of DOT- accredited establishment Accreditation shall be valid for a period of 2 years. Certification granted to tourism establishments found to be exceeding the minimum standards under the Regular Accreditation and have met the customer's expectations for star rated establishment. Accreditation shall be valid for a period of 3 years.

7 General Requirements Registration Comply with the basic requirements as prescribed in the Self-Assessment Form (SAF) Undergo preliminary inspection of its premises and facilities Submit a validly issued Mayor s or Business Permit Regular Accreditation Comply with the prescribed minimum standards for DOTaccredited tourism establishment Complete the online accreditation cycle Undergo full inspection of its premises, facilities and services Submit a validly issued Mayor s or Business Permit and other documents as required Must not have been found liable for any violation of the DOT rules and must not have unpaid fines imposed by the DOT Star Accreditation Comply with the standards for regular accreditation and meet the customers expectations as reflected in the Star Accreditation Complete the online accreditation cycle Undergo full inspection of its premises, facilities and services Submit validly issued Mayor s or Business Permit and other documents as required Must not have been found liable for any violation of the DOT rules and must not have unpaid fines imposed by the DOT

11 Physical Requirements: Accommodations Guest Accommodation (Tourist Inn, Pension House, Motel, Bed and Breakfast) REGISTRATION REGULAR ACCREDITATION STAR ACCREDITATION Public Area Clean building exterior and surroundings Business name signage visible from the street and at night time Clean rest room provided with adequate supply of clean water, soap and toilet paper. Waste bins provided in the restroom Inforrmation/Reception counter or receiving area Information/ Reception counter manned by knowledgeable staff for at least 12 hours Comfortable seating areas Reception service for 24 hrs Seating areas with excellent quality seats Landline/Mobile Phone or any communication device at the reception area Adequate lighting in all areas All staff are presentable, clean and tidy in appearance Staff in uniform Staff are very well groomed & professional in appearance
12 Physical Requirements: Accommodations Guest Accommodation (Tourist Inn, Pension House, Motel, Bed and Breakfast) REGISTRATION REGULAR ACCREDITATION STAR ACCREDITATION Public Area Reception personnel can converse in Filipino and English All enclosed public areas are well ventilated Frontline personnel can speak foreign language other than English or an interpreter service Enclosed public areas shall maintain a maximum temperature of 25 degrees Celsius year round Safety Deposit Box at the Reception Wi-fi Provision Porter service/luggage assistance readily offered Left Luggage Service Offer welcome drinks or its equivalent Brochures, maps or any similar guide in going around the area available at the reception area
13 Physical Requirements: Accommodations Guest Accommodation (Tourist Inn, Pension House, Motel, Bed and Breakfast) REGISTRATION REGULAR ACCREDITATION STAR ACCREDITATION BEDROOM Guest rooms with double locking doors Comfortable beds with clean mattresses, fresh linens and pillows with cover Waste bins Minimum of five (5) lettable rooms. Note: This requirement will not apply to establishments existing prior to the implementation of these rules. Smallest Rooms must be at least 12 sq.m. inclusive of toilet & bath. Potable water and drinking glass Bottled water with drinking glass in room All rooms are air-conditioned or shall maintain a maximum room temperature of 25 degrees Celsius At least two (2) pillows with cover per Pillows firm and soft person Mirror at leat 31 inches by 16 inches Full length mirror

Appropriate floor coverings Writing table, chair/s and reading lights Windows with appropriate window coverings(e.g. Curtains,blinds) Emergency evacuation/fire Exit Plans posted in all rooms Cabinets with hangers provided Electrical outlet/s adaptable of 110 and 220 volts information in all rooms about additional services within the accommodation and/or entertainment/recreation nearby
15 Physical Requirements: Accommodations Guest Accommodation (Tourist Inn, Pension House, Motel, Bed and Breakfast) REGISTRATION REGULAR ACCREDITATION STAR ACCREDITATION BATHROOM Attached/Common Bathroom Attached bathroom Clean toilet and bath with adequate supply of clean water, soap and toilet paper Toilet system in good working order Bidet in all guest rooms Clean bath towel per guest, no stain and no frayed edges Adequate supply of clean water Clean bath towel and hand/face towel Adequate supply of running water Basic Toiletries (i.e. Toilet paper, shampoo and soap) Hot and cold water in shower area, 24/7 Range of toiletries (e.g. lotion, dental kit, bath gel, etc.) Area to place clothes and ample space for personal toiletries Good space, ability to move freely

Kitchen equipped with clean and functional kitchen equipment and utensils. Kitchen kept clean, frequent cleaning is evident, no intrusive/foul smell. Crockery, Cutlery and Glassware- clean, unchipped and stored in a dry place Room service for a minimum of 12 hours Room service for a minimum of 24 hours Room service by tray and food covered 80% of the Menu is available Menu card with updated price lists Table Napkins provided Table Napkins branded to the property Provision made for a variety of dietary requirements (e.g. Halal, Vegetarian, etc.)

19 Physical Requirements: Accommodations Accreditation HOTEL RESORT APARTMENT HOTEL USE STAR RATING SYSTEM of the National Accommodation Standards (NAS for further refinement and re-calibration of points) Refinement of National Accommodation Standards: Integration of Consumer Feedback (NAS Indicators, Mystery Shopping, Online Reviews, Review Pro) Removal of subjective items in both facilities and service aspect PWD-Friendly (Full Barrier Free Tourism Requirements) Consideration on Industry Certification (e.g. Food Safety Certification, Green labelling/ initiatives (Energy & Water Efficiency and Waste Management), ISO Certification or its equivalent, etc.) Make the standards current and relevant on an international level through various Design Guides Assessments to be undertaken and managed by a reputable company using international guidelines (e.g. AAA Diamonds, Forbes, etc.)
