To assess changes in mobility and to facilitate exchange of best practises.

49 Creative Destruction Orfeil (2000): In urban transport, the long-run elasticities are worth twice the short-run elasticities. The effects of the measures implementation become evident in 5-8 years, causing changes in the moblity behaviour.
