4 The City Council of Valladolid, through its Fundación Municipal de Cultura (Municipal Foundation for Culture) is planning to present a proposal to the Culture Programme ( ) of the European Commission (O.J.E.U. L 372 of 27 December 2006), a cooperation project (line 1.2.1) which touches on the three basic objectives of the programme: - To promote the transnational movement of people working in the cultural sector. - To promote the circulation of artworks and other cultural projects. - To promote intercultural dialogue. The project, initially called CreArt NETWORK OF CITIES FOR ARTISTIC CREATION, will be based on the current experience of European cities in their promotion of new creative values in the field of fine arts, communicating the results at a continental level, something which will favour intercultural dialogue beyond our national borders. The Fundación Municipal de Cultura of the City Council of Valladolid would like this to be the origins of a Network of Cities; a network of municipal public institutions set up to share experiences and to collaborate in the promotion of new creative values, the production of exhibitions, the itinerancy of artworks. The result: mutual enrichment as institutions work together with elements coming from different realities and cultural traditions. As proponent body, the Fundación Municipal de Cultura of the City Council of Valladolid will act as coordinator and therefore is currently searching for co-organizing institutions or associates. Having analyzed the viability of the project, we have initiated contacts with possible candidates, being a priority for Valladolid the participation of our twin cities in Europe: Lille (France) and Florence (Italy)*. Below you will find a document that summarises the main aspects of the project. Since it will be necessary to present a fair amount of paperwork from different countries with different languages, it is essential to receive a quick response, at least expressing an initial desire to participate so that collaboration agreements can be drafted and signed as soon as possible. * At the date of production of the present dossier ( ) the city of Florence has confirmed its interest in participating in the network. 4

7 FUNDACIÓN MUNICIPAL DE CULTURA. CITY COUNCIL OF VALLADOLID The Fundación Municipal de Cultura of the City Council of Valladolid (FMC) is a Local Public Administration, responsible for the coordination of cultural activities in Valladolid, (500,000 inhabitants in the metropolitan area). Valladolid is capital city of the Autonomous Region of Castilla y León the largest region in Europe- located 200 km. North-West of Madrid, in Spain. The FMC develops its activities in all cultural fields: scenic arts, popular culture, fine arts, audiovisual culture, etc. It also has an important network of services, events and cultural infrastructures in the city. Worth highlighting are the FMC s Municipal Network of Exhibition Spaces, with five venues of different dimensions and characteristics, general and specialised (for instance, Valladolid has the first exhibition venue in Spain dedicated exclusively to photography). The FMC organizes around 50 exhibitions every year, which in 2007 received circa 430,000 visitors, a figure which increases every year, together with the media and social impact of the events. This network of venues organizes exhibitions that are free of charge and an intense educational programme and workshops for groups and families, together with specialised guides. There is also close collaboration with private institutions and organizations, thanks to which the City Council of Valladolid is able to exhibit artworks and collections of extraordinary cultural value. For 10 years now, the FMC organises a yearly competition for local artists all techniques and formats (painting, sculpture, photography, installations, drawing, design, prints, etc.) offering competition winners the possibility of exhibiting their artworks in a Local Exhibition space, together with the production of a catalogue. This last edition includes the organization of an exhibition in another Spanish city, through a joint project with the city of Cadiz, in Andalusia. 7

9 DESCRIPTION: The creation of a network of at least 6 European cities from 6 different countries which, from their experience of local support of new artistic values and new artistic expressions, will facilitate the promotion of artworks and artists from different traditions at a European level through at least an exhibition programme which will travel to the different cities participating in the programme, with artworks by selected artists. GENERAL OBJECTIVE: To promote local creative activity and new cultural values and projects at a European level. SPECIFIC OBJECTIVES: - To encourage the creative activity of new values guaranteeing that artworks will be exhibited in first class public institutions. - To improve the production capacity of local public bodies and artists by organizing exhibitions through an exchange of experiences and networking. - To constitute the embryo of a stable European network for the exchange of exhibitions and a source of proposals and ideas. - To promote the exchange of creative experiences through artist mobility. - To bring medium-sized cities closer to the creative reality of a plural Europe. -To develop and interrelate cultural educational programmes and workshops for groups and families, from a European perspective. - To encourage the mobility and educational training of artists. ACTIONS: In order to fulfil its objectives CreArt will develop the following activities: - Finance partially the production of 1 local exhibition per city integrated in the programme and a joint exhibition and its itinerancy around the different cities. - Creation of a stable network for the exchange of exhibitions and as a source of new proposals and ideas. - Production of exhibition catalogues. - Offer mobility grants for artists from participant cities to develop their creative activity jointly and in other cities. -Coinciding with the itinerant exhibition, organization of educational activities for students and general public lead by visiting artists. 9

10 -Creation and maintenance of a website which will serve as a work tool for the group, organizations and artists, and for the promotion of the network s activities. DURATION: 24 months, starting the second half of These are the estimated phases of the project: 0.- Initial phase: Creation of the city Network and preparation of all the documentation necessary to submit to the European Culture Programme call. (January-June 2009).- Presentation of the project (before October ) 1.- General preparation work and creation of the CreArt city group. Draft of the general rules and regulations. (May- September 2010) 2.- Organization of local competitions (October-December 2010) 3.- Selection of local artists and artworks, design of local exhibitions (December 2010) 4.- Production of local exhibitions. (January- February 2011) 5.- Exhibition of local CreArt shows (February-May 2011) 6.- Organization of parallel academic activities in each city within the CreArt programme (February December 2011) 7.- Analysis of the results of the first phase and selection of the criteria to search for sponsors (May 2011) 8.- Selection of artists and artworks, design of exhibition and production of European CreArt (June October 2011) 9.- Itinerancy of the CreArt exhibition (November March 2012) 10.- Analysis of the results and selection of organizational and financial basics for the maintenance of the CreArt network (April 2012) COMMITMENT OF THE CITIES: Cities that agree to participate in the programme must sign a collaboration agreement with the proponent city 30 days after its receipt, and must commit to organize and cover costs for: 1.- Local artists competition 2.- Local selection of artists and artworks; design of the local exhibition. 3.- Production and communication campaign of the local exhibition. 4.- Local expenses of parallel activities.(hotel, travel expenses of local participants, exhibition venue costs, publicity,.) 5.- Provision of an exhibition space for the CreArt exhibition, including assembly and dismantling costs, load and unload and all necessary exhibition elements. 6.- to accept the commitments agreed upon by network cities 10

11 Furthermore, the proponent city in this case Valladolid- will be in charge of 1.- Organization and itinerancy of the CreArt programme and of the CreArt exhibition around European cities 2.- Organization of the CreArt group exhibition 3.- Production and promotion of the CreArt exhibition. 4.- Transport, insurance, travel expenses and accommodation for the itinerancy of the CreArt exhibition 5.- Remaining expenses of parallel activities, except travel expenses of city coordinators. Cities will collaborate in the selection of artists and artworks and in the design of the CreArt exhibition that will travel around participating European cities. EXPECTED RESULTS: The objective of the project is to create a medium-sized-cities network in Europe that will encourage the promotion of creativity, offering new artistic values the opportunity to participate in exhibitions, in a professional environment and with international scope. From its outset, the network will positively influence: -Artists, through the exhibition of their artworks and the promotion of new tools and spaces for creativity. -Public organizations, through the promotion of local productions in other European cities. -Citizens in general, giving them access to original artworks from different geographical locations and through the development of spaces and services for creativity, both locally and through the network. 15 Valladolid is an industrial city and it is a municipality in north-central Spain, upon the Pisuerga River and within the Ribera del Duero wine-making region. It is the capital of the province of Valladolid and of the autonomous community of Castile and Leon, therefore is part of the historical region of Castile. Etymology The most probable origin of Valladolid's name is Latin: VALLIS, "Valley"; and Celtic: TOLITUM, "place of confluence of waters" And it also means "city in a cloud"[1]. Another suggestion is the name's apparent similarity with the Arabic expression ديلولا دلب meaning The City of Walid, pronounced al- Walid, which refers to one of the Ummayad dynasty's greatest caliphs in Damascus (though no good reason is given as to why the Moors should have given such grand title to what was then not much more than a village on the remote periphery of their empire). It is also popularly called Pucela, a nickname whose origin is not clear, but probably refers to a few knights who accompanied Joan of Arc. History Valladolid was captured from the Moors in the 10th century, being a small village improved by count Pedro Ansúrez in the 11th century; in 1469 Queen Isabella of Castile and King Ferdinand of Aragon were married in the city and by the 15th century it was the residence of the kings of Castile and remained the capital of the Kingdom of Spain until 1561, when Philip II, born here, moved the capital to Madrid. Christopher Columbus died in Valladolid in 1506 in a house which is now a Museum dedicated to him. It was made the capital of the kingdom again between 1601 and 1606 by Philip III. It was in that period when Cervantes published his first edition of Don Quixote in The city nonetheless boasts few architectural manifestations of its former glory. Some monuments include the unfinished cathedral, the church of Santa Maria la Antigua, the Plaza Mayor (the template for that of Madrid and of future main squares in the Castilian-speaking world), the National Sculpture Museum, next to the church of Saint Paul, which includes Spain's greatest collections of polychrome wood sculptures, and the Faculty of Law of the University of Valladolid, whose façade is one of the few surviving works by Narciso Tomei, the same artist who did the transparente in Toledo Cathedral. The Science Museum is next to Pisuerga River. The only surviving house of Miguel de Cervantes is also located in Valladolid. Although unfinished, Cathedral of Valladolid was designed by Juan de Herrera, architect of El Escorial. Valladolid is an economic motor of the autonomous community, having an important automobile industry (IVECO, FASA-Renault, Michelin). There is an airport at nearby Villanubla, with connections to London-Stansted, Paris, Brussels-Charleroi, Milan, Lisbon, Barcelona and Vigo. Main Sites The capital of Castile-León preserves in its old quarter, a heritage of aristocratic houses and religious buildings. Among them, the unfinished Cathedral was commissioned by King Philip II and designed by the architect Juan de Herrera in the 16th century. Their respective deaths left the church unfinished and its nave was not opened until Years later, in 1730, Master Churriguera finished the work on the main front. Inside the cathedral, the great chapel houses a magnificent reredos made by Juan de Juni in The complex is linked to the Diocesan Museum, which holds carvings attributed to Gregorio Fernández and Juni himself, as well as a silver monstrance by Juan de Arce. The large Gothic church of Saint Benedict (San Benito) was built between 1500 and 1515, with an unusual tower. The Saint Michael Church (San 15

16 Miguel), built at the end of the 16th century by the Jesuits, hosts excellent reredos by Gregorio Fernández. The façade of the San Pablo Church is famous by its Gothic statues and decoration. The Savour (El Salvador) Church has a façade built around 1550 and a picturesque brick tower dating from the 17th century. The church of Saint James (Santiago) has reredos depicting the Adoration of the Magi (1537) created by Berruguete. The Gothic church of Saint Mary the Ancient (Santa María de La Antigua) has an unusual pyramid-shaped Romanesque tower from the 12th century. The Monastery of Santa María la Real de las Huelgas was originally built in The Monasterio de Santa Ana has various paintings by Francisco de Goya. San Juan de Letrán Church has an outstanding Baroque façade built in Beside this last church is the Monasterio de los Padres Filipinos, designed by the famous architect Ventura Rodríguez in The heart of the old city is the 16th-century Plaza Mayor, presided over by a statue of Count Ansúrez. On one side of it stands the City Hall, a building from the beginning of the century crowned by the clock tower. In the nearby streets is the Palace of Los Pimentel, today the seat of the Provincial Council, is one of the most important, as King Philip II was born in it on 21 May The Royal Palace, the 16th-century Palace of the Marquises of Valverde, and that of the banker Fabio Nelli - a building with a Classicist stamp built in should also be pointed out. The Museum of Valladolid occupies this complex, exhibiting a collection of furniture, sculptures, paintings and ceramic pieces. The University, whose Baroque façade is decorated with various academic symbols, and the Santa Cruz College, which as well as housing a valuable library forms one of the first examples of the Spanish Renaissance, say much about the cultural importance of Valladolid. The city preserves houses where great historical characters once lived, like the Casa de Cervantes, where the author of Don Quixote lived with his family between 1603 and As a curiosity, it was in this house where the writer gave his masterpiece the finishing touches. A visit to the housemuseum enables you to get to know the way of life of a noble family in the 17th century through possessions and furniture from the time. You can also visit the Christopher Columbus House-Museum, where the navigator spent the last years of his life. Nowadays the palace exhibits various pieces and documents related to the discovery of America. From nineteenth century Valladolid, the house where one of the provincial capital's most illustrious characters - José Zorrilla - was born is preserved. The house, which is open to the public, brings together various personal possessions, furniture and documents that belonged to the Romantic writer. As a city that has experienced notable urban growth in the last few decades, Valladolid offers a wide range of leisure and cultural opportunities: cinemas, theatres and museums, like the National Sculpture Museum, at its site in San Gregorio College. This splendid Flemish Gothic style building - one of the most outstanding buildings in the provincial capital - is important for its exhibition of polychrome carvings made by artists like Alonso Berruguete or Gregorio Fernández. The Museum of Contemporary Spanish Art, located in the Herreriano Courtyard, one of the cloisters of the former Monastery of San Benito, preserves more than 800 paintings and sculptures from the 20th century.
