3 ACTIVITY OF THE REGIONAL ADMINISTRATION Regional Administration is responsible for the implementation of state policy on the territory of the Region: - Coordinate the actions of the executive authority and their administrations on the territory of the District; - Control the activity of the territorial units of the ministries and of the other administrative structures; - Ensure correspondence between national and local interests, organize the working out and the execution of district plans, strategies and programs for development; - Interact with the bodies of local self-government and local administration; - Preservation and the protection of the state properties and state buildings on the territory of the region; - Organize defense - mobilization preparation of the population; - Approve the regional transport schemes; - Assist the implementation of the activity in the field of: civil status; public works and construction; transport servicing and security of traffic; preservation of environment; cultural- historic heritage and cultural activities; - Collaborate with the managements of the local structures of the trade unions, the organizations of the employers, the organizations for social support and with nongovernmental organizations.
4 TRANSPORT - Part of the Pan European Corridor 4 and 7 - The main international road E79 Greece-Western Europe - Sofia-Vratsa-Vidin-Romania and E79 II Vratsa-Oryahovo Ferry-Beckett - Republication roads on the territory of Vratsa Region have total length of 634 km - Hemus highway (Sofia-Varna) through Botevgrad detour - Three of the municipalities in the region have direct railway access - Geographical position of Vratsa Region will become even more important with the construction of the Danube Bridge 2 at the town of Vidin. ENERGY - Nuclear Power Plant /NPP/ Kozloduy - 3 hydro power plants /SHPP/ near Mezdra, SHPP Brusen and Iskar - Gas distribution depot Chiren WATER SUPPLY AND SEWERAGE 77% of the population is connected to the sewerage system 31 enterprises that discharge wastewater through their own wells I N F R A S T R U C T U R E
5 STRATEGIC FRAMEWORK FOR DEVELOPMENT 1. Updated Vratsa Strategy for Regional Development Improvement of the technical and transport infrastructure; Increase of the living standard of the population by investing in people and integration of the socially disadvantaged groups of the population; Preservation of the rich natural heritage and ensuring a healthy and favourable environment; Development of the territorial, interregional and transnational co-operation. 2. Regional Strategy for the development of social services in Vratsa Ensuring access of at-risk groups to the network of high quality social services; Deinstitutionalization and prevention of placement of children in institutions; Improving the welfare of all children; Improving the quality of life and the care for disabled and senior people. 3. Regional Strategy for Environmental Protection Eradication of old pollution; Improving waste management in settlements; Sufficient quantity and good quality of water supply for domestic and industrial uses; Stimulate environmentally friendly production in agriculture and industry; Preservation of natural resources and protected areas in Vratsa Region.
6 'RES' PRIORITY The Governor: Ensure that the national policy on the promotion of the production and consumption of energy from renewable and alternative energy sources is implemented in the territory of the region; Coordinate the activities related to the implementation of the policy on the promotion of the production and consumption of energy from renewable and alternative energy sources; Submit to the Minister of Economy, Energy and Tourism information on the implementation of the municipal programs on the territory of Vratsa Region; See to the updating and maintenance of the public information system on the territory of the region. RECENT AND UPCOMING INVESTMENTS Photovoltaic and Solar parks on the territory of 5 municipalities in Vratsa Region Wind farms and wind power plants on the territory of 3 municipalities in Vratsa Region Hydro power plants on the territory of 4 municipalities in Vratsa Region
7 AGRICULTURE The sustainable development of the agriculture is one of the priorities of the Regional Development plan as well as to overcome the social-demographic problems and the economic stabilization of the rural areas. Agricultural lands ha, arable lands Very good condition for development of organic farming Most of the fields are sowed with the traditional crops - wheat, maize, sunflower, barley. The orchards and vineyards cover a little share of the cultivated land. There is a potential to increase the areas under irrigation, to develop silkworm breeding, bee-keeping and organic plant-growing. The region is proving itself to be extremely favorable for stockbreeding because it is, to a bigger extend, a mountain region with lots of lawns and streams. Forest areas in the region are 56,230 ha. Cattle breeding, Sheep-breeding, goat-breeding, pig-breeding and poultry-farming. E C O N O M I C S E C T O R S
8 Food processing industries production of canned vegetables, whole fruit and low jams, beer, malt and bio-products, bread and flour products, milk and milk products (cheese, butter, yellow cheese, etc.), plants and herbs growing; Textile industry production of silk, yarn and cotton, production of sewing, crude and ready fabrics, uniforms and all kinds of clothes suits, coats, shirts, shoes, accessories, etc., linens; Iron processing and machinery industry metal products, metal-cutting equipment, metal constructions, spare metal parts for textile and chemical industries, special units and pieces, diesel engines and pumps, spare Power production it used to be Vratza s biggest sector in reference to the GDP of the region due to the Bulgaria s only Nuclear Power Plant in Kolzoduy. 9 A CENTER OF RICH ANCIENT CULTURE Great number of monasteries in the region: Cherepshki, Klisurski, Lopushna, Chiprovski, Razboishki, Sedemte prestola monasteries, as well as numerous historical places and landmarks - 7 of the oldest monasteries are situated in the region of Vratsa; Many archaeological preserved sites and remains of Thracian fortress The biggest Thracian treasure found in Vratsa Region near Rogozen village; On the territory of the whole Region there are mane state, municipal and departmental cultural institutions; There are 92 community centers which stimulate the development of many municipal and regional activities, presents a variety of artistic works, theatrical performances; There is the Technical School of Stonework and construction of Lining Materials in the village of Kunino. 10 POTENTIAL FOR DEVELOPMENT OF TOURISM Splendid landscape which varies from plain relief to a magnificent mountain range; Many interesting areas and a great number of protected natural sights Vratchansky Balkan the second largest of the country's parks and Vratsata canyon; There is excellent conditions for mountaineering, climbing and skiing; In the northern part of Vratsa there are good conditions to promote tourism by fishing and exciting boating along the river Iskar; The natural resources determine good opportunities and prospects for development of specialized forms of tourism such as cultural, rural and ecotourism, hiking, religious, sports and Speleological. 11 VRATSA REGION INTERNATIONAL PROJECTS EuroPROC is an innovative project that provides access of SMEs to public procurement markets. It aims to consolidate public procurement as a key element of the business strategy by adapting and improving the services offered to their support. EuroPROC supports companies to recognize and take advantage of the growing business opportunities existing in public procurement. EuroPROC supports policy makers to change and adapt their policy instruments to facilitate participation by SMEs in public procurement. Further, the programme provides effective instruments of support in order to overcome the obstacles SMEs face when participating in public procurement markets. 11 partners from 10 European member states Cultural values and Leisure Environments Accessible Roundly for All CLEAR The project aims to serve as a kick-start mechanism for generating a better attitude towards Cultural Values (CVs), rendering them accessible to all and so seen as assets to local development. The current inadequacy of accessibility & poor management of CVs in SEE countries results in a growing tourist market being ignored, a market represented by senior citizens, people with a disability or an impairment. CLEAR wishes to make everyone aware of the possibilities represented by an increase in accessibility to CVs and to give different stakeholders (governments, tourist representatives, cultural operators etc) tools and practical experiences to improve full accessibility to local CVs. 13 partners
