5 3. Recession, Depression In the USA the crisis reached its peak in In 1933 the Tennessee Valley Authority (TVA) was established, (The Tennessee Valley Act, 18 May 1933). TVA was one of the main instruments of the president Theodore Roosevelt s New Deal. Its functions were: planning and management of the Tennessee river basin, planning and construction of river dams etc. TVA is still in function. After the second World war USA President Truman proposed that the TVA should have a sister in the Euphrates Valley Authority; however, the presidental proposal was never adopted. In the year 1953 Bogumil Vošnjak, a Slovene Diplomat, Professor and Writer of many books on European politics proposed the Danube Valley Authority. (World Affairs, Vol. 116, No.3, Fall 1953).

The EU macroregions: Two EU macroregional strategies: European Union Strategy for the Baltic Sea Region (EUSBSR: adopted in 2009) and the Danube Strategy (EUSDR: started in 2010) could represent an instrument for a social, economic and teritorial cohesion in EU, and maybe provide a tool against the recession/depression; The Ljubljana Forum 2011: the proposal for the The Millennium Project foresight in the connection to The Danube Strategy : THE DANUBE LOW-CARBON MACROREGION FORESIGHT 2027

21 7. Some Conclusions 1. The Danube strategy covers 8 EU countries (Germany, Austria, Hungary, Czech Republic, Slovak Republic, Slovenia, Bulgaria and Romania) and 6 non-eu countries (Croatia, Serbia, Bosnia and Herzegovina, Montenegro, Ukraine and Moldova). Between 40.0 and 50.0 billion (!) Euros is still available from the existing EU funds for the 8 EU countries inside Danube strategy in the How to allocate this amount of money? The connection of spatial and regional planning inside and for a EU Programming Period is essential, ( , , ); 2. The Danube Low-Carbon Macroregional Foresight will contribute to the success of the Danube strategy and, of course, the EU Cohesion policy 3. New Global Macro Regions: The Global Arctic Circle Region, Three seas, three continents: Mediterranean, Black Sea, Red Sea (Europe, Asia, Africa); 4. We have to foresight and we have to plan our common future!
