1 Strategic resources of Podunavski district Mappa delle risorse della Regione Podunavski Local economic development Agency- Smederevo October 2007 DEVELOPMENTAL POTENTIALS AND PROSPECTS OF PODUNAVSKI DISTRICT Position Podunavski district includes the teritories of three county districts: smederevo, smederevska palanka, Velika Plana. Headquaters of the districts is in Smederevo. On the teritory of km² there are 58 settlements inhabitants live in them (census in 2002). Podunavski district by the area is the smallest and by the number of inhabitants it takes the twentieth place from 29 districts in the republic of Serbia.With 169 inhabitants at one km² the district is the most densely populated. The territory of the district at the north is surrounded by the River Danube at the east by the Great morava, at the west by belgrade, and the south by the district of kragujevac.low-lying part has the extent of 68% of the territory of the district. The municipality of Smederevo extends directly in front of the mouth of the Great Morava into the Danube on the surface of 481,7 km². In the city and in 25 county settlements live inhabitants page 1 of 7
2 (census in 2002 year). Low-lying part extends 45% of the territory. The municipality of Smederevotakes the biggest part of the surface of the district -38,5% The municipality of Smederevska Palanka extends on the surface of 422 km². In the city and in 18 county settlements, inhabitants live. (census in 2002 year). Low-lying area makes about 90% of the territory. The municipality velika Plana is located at the east adge of Sumadija by the river Great Morava on the area of 343 km². In the city and 13 county settlements live inhabitants (census in 2002) Lowlying part extends on the 70% of the territory. Climate features The territory of the district belongs to continental climate. Middle daily temperature higher than 10ºC, have the extent approximately 205 days. Not frosty weather period lasts 206 days. Summer days on an average are more than 90 in a year. The rainiest season is summer (on an average 28,7% to 30,1 of precipitation). Snow cover lasts about 22 days- longest during January and December. Hydrographic characteristics The territory of the district is hydrographically oriented on the two big rivers: the Danube and the Great Morava. Through the area of municipality Smederevo the Danube runs with some 20 km, and the length of regulated river bed of great Morava is 27 km. Through the territory of the municipality Velika Plana with the middle flow, the Great Morava passes in the lenght of 36 km. The Danube has got the flowing through of 5.490m³/c, and the great Morava 260m³/c.Aspects of using the Danube and morava are: nautics, fishing, exploitation of detritus as building material, water supplying and irrigation. Traffic infrastructure The most important two European traffic corridors are: continental X and water-way VII. Road net is above average in the Republic of Serbia. Road net consists of local (650 km), regional (228km) and high-way roads (90km) The most important is high-way road Belgrade-Nis (E 75) and high road M-24. 3 by an inhabitant Source of data Republic institution for statistic, department for statistics in Smederevo Strategic developing regions: industry, agriculture and tourism As priority regions of development in Podunavski district, industry, agriculture and tourism have been identified. Industry In the region of industrial production the most important companies on the territory of Podunavski district are USS Serbia and Messer- Tehnogas (both located in Smederevo) as well as Holding cooperation Gosha (Smederevska Palanka) Industrial zone Smederevo, Business incubator center Smederevska Palanka. Agriculture In the frame of agriculture, the following developing regions are separated: cattle-breeding, poultry farming, dairy industry and grape-growing. As for agricultural resources Podunavski district belongs to richer districts in Serbia with relatively high degree of stability cultivable and total agricultural areas. In the structure of agriculture cultivation of soil is on ha, fruit growing on ha, grape-growing on ha, till in cattle breeding of young bulls and swines have been noted. The district has been realizing significant taking part on the level of Serbia in production of cattle plants. Especially crops from the pastures are significant because of which the district takes part with 20, 5%. On the area of the district the grape-growing production is developed and it has many centuries tradition. The district has got conditions for successfully breeding wine. The ideal climate conditions and the soil have made the vineyards of Smederevo very well known. There is a developed wine-growing production with century-long tradition in the District area. The District has conditions for successful grapevine growing. Ideal climatic conditions and soil made Smederevo vineyards far and wide renowned. Orchards and vineyards participate with 9.9% in the total structure of arable land in the District. Growing of these raisings predominates in the territory of the Smederevo municipality with 12.3%. The best quality sorts have been planted in 2,616 hectares of the District: among the white grapes these are Sauvignon, Rhine Riesling and an indigenous sort Smederevka, and regarding the red grapes, there are Game, Merlot and Vranac. WINE HISTORY The history of Smederevo goes back to the rule of Roman Emperor Probus. In the 15th century, despots Stefan Lazarević and Đurađ Branković had the slopes around Smederevo covered with vineyards. In those times, vineyards had pimnice (wine houses), in which one could rest and drink a jug of good wine. Back then, wine trade was strictly controlled. Miloš Obrenović, the leader of the Second Serbian Uprising, have also contributed to the development of viticulture in the area by planting 36 hectares of vine yards on Zlatni Breg (Golden Hill), his family's summer resort. High-quality wines are produced in that area to date. page 3 of 7
4 Smederevo boasts a long viticultural tradition. PK Godomin wine cellar that was built in 1909, still serves the same purpose. Capacity of the cellar is 20,000 tons and several thousand liters can be stored in its casks. Long ago, Smederevo vine growers used to pack bottles of the high-quality white wine Smederevka into cases, then into small crates, and then export them to the West European market. VITICULTURE AND WINEMAKING TODAY This area is bordered by the Danube River on one side and the Velika Morava River on the other side. This, along with the favorable relief, climate and soil, makes it an ideal viticultural region. The climate features regular temperature fluctuations, while dominant soil types, eutric cambisol and smonitza, are loose and favorable for vine growing. Grapes are produced on over 500 hectares of land. Smederevka is the leading variety in these vineyards, grown here from the time immemorial. It got its name by the town in whose vineyards it is largely grown. The variety yields grapes of high quality, which in their turn yield good table wine. The wines obtained from Smederevka are pleasant and energizing, and are even better when blended with high-quality Riesling, Sémillon, and white Burgundy. Apart from Smederevka, the area produces other noteworthy wines, such as those obtained from Italian Riesling, Sauvignon, Sémillon and Traminac. The quality red varieties include Gamay and Ružica types that are obtained from the Prokupac variety. WINE ROUTE As the nature has given them everything they need to produce good grapes and wine, the Smederevo viticulturists and vintners may be considered privileged. They are only to take best advantage of this blessing. In the nearby Krnjevo, Mali Podrum (Small Cellar) Radovanović, whose Chardonnay, Rhine Riesling and Cabernet Sauvignon are top Serbian wines, offers you the possibility to taste the wines from the sandy gravel terrain. Wine has been produced in the Radovanović family for generations. The skill that was passed from one generation to the other gave birth to Mali Podrum Radovanović in Namely, it was during that year that they planted grapevine in 2.5 hectares on the slopes of the hill above Krnjevo which have yielded good wines for centuries. Warm air circulates over the sandy terrain between the Mali and Veliki Golać hills. Turned to the southeast, they soak the first rays of morning sunshine. Institutional support to livestock farming, fruit and vegetable growing through scientific-research work in the fields of genetics, agricultural technology and protection of plants against pests and weed has been provided by: Agricultural Bureau Smederevo, Centre for Livestock Farming Velika Plana and Centre for Vegetable Growing Smederevska Palanka. Strong points and weaknesses and agricultural opportunities: Strong points: Natural potentials (favourable climatic and meteorological conditions, quality of soil, sufficient page 4 of 7
5 quantities of rivers, underground waters and accumulation lakes, unpolluted environment) Long-time tradition and experience in primary production and in industrial processing of grapes and wine and in cattle-breeding food sector. Consolidated and meliorated land in the vicinity of rivers Available capacities for cattle fattening in individual and private sector as well as for fruit and vegetable growing and their processing and storage High quality scientific-research work, competent staff, well equipped laboratories for certain research projects and quality control Ramified and diversified infrastructure (road, railway and river traffic with a port in Smederevo) European highway corridors E7 and E10 in the vicinity of Belgrade Rather ramified trade network Weaknesses: Lack of strategic plans for economic development of municipalities and of the Danube Valley District Insufficient investments into agriculture Insufficient investments into the countryside road network, obsolete means of transportation Low level of technical equipment and machinery, obsolete processing technology Low level of the production capacities utilization Inadequate location of processing capacities Inadequate irrigation of agricultural land regardless of sufficient water resources Dilapidated facilities for animal fattening in the former socially-owned sector Old-age households engaged in fruit production less productivity Scant entrepreneurial knowledge Scant education of agricultural producers Sluggish formation of unions and associations of agricultural producers Quality and range of final products incompatible to the European standards Lack of adequate marketing and firm connections between procedures and trade companies Transitional problems in enterprises Possibilities opportunities: Formation of associations of individual producers and joint activity using the territorial marketing principles Enlargements of estates and registration of households so that they gain access to development funds Adoption and application of the European standards for the purpose of producing healthy food and its sale at the European Union market Tourism Natural resources Rivers: The Danube River is a national and international value. A system of canals has made the Danube a part of waterways, which expand in several states. Data on water levels and water flows, technical regime, degree of pollution and river navigation conditions during the entire year are known. Regarding the water physical-chemical traits, the Danube has been classified as a watercourse of II category (suitable for swimming, recreation, and water sports as well as for potable water supply of towns, including processing methods). The river is also distinguished by an easy-access connection of the right-hand and left-hand riverbanks. The District territory is connected to Vojvodina by a bridge nearby Smederevo. The Velika Morava River is located in the municipalities of Smederevo and Velika Plana. As for physical-chemical features of the water, the Velika Morava has been classified as a page 5 of 7
6 watercourse of IIa category (suitable for swimming, recreation, water sports and for potable water supply of towns with processing methods). River island: A river island Smederevska ada is located along the left-hand bank of the Danube River. It represents an exceptional natural potential. Although it does not belong to the District according to the cadastral registers, it would be possible to launch a joint activity together with the municipalities of Pancevo and Kovin so as to turn Ada into an ecological reserve. Lakes: Two artificial lakes at the location of Kudrec in the municipality of Smederevska Palanka. A lake Drugovacko jezero and several smaller artificial lakes at the location of Salinac in the municipality Smederevo. Spa: Palanački Kiseljak rehabilitation centre with copious sources of mineral and thermal- mineral water (potentials for development of medical and recreational tourism). Forests: Mikulja on the outskirts of Smederevska Palanka. A forest Lunjevacka Suma about 10 km away from Smederevo covers the area of 500 ha. Natural reserves: Groves Radovanjski lug and Salinacki lug nature preserves covering the area of ha. 7 4. fovourable geostrategic position in the traffic sense (european corridor X and VII, The port of Smederevo, the airport Radinac near by Smederevo, planned corridor of bicycle east transversal No.11), 5. hospitality of population, 6. interesting culinary tradition, 7. saved tradition of the ancient crafts and handicrafts. Weak points There isn t any strategy of development of tourism in Podunavski district The sufficient and inadequate application of conception of marketing and the use of the instruments of the market apparance at all levels. There isnt t any strategy of positioning of touristic product Promoting of touristic potentials is poarlu present and inadequately led. The poor intensity of touristic offers and little representation of touristic tours oriented on the area of district. Insufficient quality of services in tourism Insufficient exsisting innkeeping capacity and in some facilities the conditions are not proper. Capacity of rural space, concerning the eco-country and transitional tourisam are not activated The center for development for country tourisam doesn t exsist. Inadequate approroach to cultural interitage. Poor representation of touristic services and inadequate services. Inadequate educational structure of Managers employed (insufficient level) Non- existance of corresponding touristic infrastructure There aren t locations for information desk (especially on the roads) Unavoidably is the determination for the new locations for the hotels and motels Partly neglected rivers and lake banks with poor offering of following performances. The potential regions of touristic development: The cultural-historical inheritance of Podunavski district- potential of development of cultural and manifestation tourism Excursion, spa, country, sports-recreative and eco-tourism.
