ate=menieng& DETAILED ACADEMIC PROGRAM CREATIVE CITY CONCEPT The lectures will address the roles of creativity in the evolution of globalized cities across the world, and how the creative city making can contribute to urban tourism development. It will start from creative city concept and theories and then move to urban history and towards today city rankings. Here are subthemes for the lecture. Creative City Concept THE MAN AND THE CITY GLOBALISATION GLOBAL CITIES RANKINGS SOLUTION FOR THE CITY THE URBAN ACUPUNCTURE URBAN TOURISM The aim is to facilitate the emergence of local urban processes of social and cultural change in partnerships between citizens, residents, communities, artists etc as opposed to top-down urban planning. In doing so, the workshop will review issues related to creative collaboratively, including interdisciplinary networks and links between citizens and ordinary people. The workshop will work in two steps: 1. Identifying and characterizing different roles of citizens and residents in shaping city (including artists, craftspeople and communities); 2. Locating and embedding these roles in the definition of Creative City and in the context of local governance in Taiwan, but also in Europe depend of where the participants come from, Several questions will be raised in the process, including: Which changes in social and cultural policies would support the active roles of citizens and residents? Which insights from Taiwan experience can be extract as collective wisdom? How can social and cultural policies allow the emergence of creative cultural and social of complexity, rather than design cultural and social programmes? How to best disseminate good practices and sustain communities of practice for the chosen destination Taiwan? OBJECTIVES Building-up on the insights gained from participants, the objectives of the workshop are: To best identify roles played by citizens and also other social and cultural actors, in the context of globalization, as catalysts in local urban processes of social and cultural transformation; and, 5

To formulate policy recommendations to support the engagements of citizens and other form of active practitioners towards sustainable practices and processes in the specific context of rapidly globalizing cities with aim to highlight authenticity and attractiveness that can be used for urban tourism development! GLOBAL KNOWLEDGE ECONOMY: CHALLENGES AND OPPORTUNITIES Knowledge, as it is applied in entrepreneurship, innovation, research and development, product and service design, and in how people use their education and skills, is now widely believed to be one of the key sources of growth in the global economy. The increasing importance of knowledge creates both a challеnge and an opportunity for all national economies, especially for the developing world. A challenge in that, to be competitive internationally, countries must be able to participate effectively in the knowledgedriven supply chains and markets that now dominate the global economy. But those who prepare themselves to face this challenge, the knowledge and information revolution can contribute to promoting economic growth and social development and to reducing poverty. The knowledge economy is now recognised as the dominant conceptual perspective for decision making at different socio-organisational levels. This was the main argument put forward by the Lisbon agenda and its subsequent updating (Europe 2020). Most advanced and emerging nations have now established their knowledge economy (society) agenda, with defined key indicators for follow-up. At the meso-level (Regions, Cities), the same tendency can be observed (Smart cities, Intelligent Regions). European as well as national strategies aim at creating a dynamic for increasing the share & value of knowledge in exchanges within and around societies at different levels (outputs, inputs and intermediary resources). At the pure economic level, the main objective lies in increasing the share of knowledge per unit of value added, and naturally in increasing the share of value added jobs in the whole work force, as well as in absolute terms. This lecture examines the nature and purpose of knowledge and knowledge work and the rise of knowledge workers, knowledge-intensive organizations and creative industries. These elements are considered together with intellectual capital and its broad relationship to the new demands of the knowledge economy. These connections form the basis for having purposeful knowledge strategies for developing high performance knowledge organizations, smart cities, intelligent regions and knowledge societies. Highlighting the importance of knowledge in economic activity over the past 25 years, this lecture is aimed to define and discuss the term global knowledge economy, which has been increasingly used to describe the contemporary world economy. Furthermore, this lecture focuses on the key drivers of the global knowledge economy and eight core features that characterise the knowledge economy. The best way to get a clear picture of global knowledge economy is to present World Bank s Knowledge For Development (K4D) Program aimed at helping countries capitalize on the knowledge revolution as well as Bank s Knowledge Assessment Methodology (KAM), an interactive benchmarking tool which now consists of 148 variables for 146 countries to measure their performance on the 4 Knowledge Economy (KE) pillars: Economic Incentive and Institutional Regime, Education, Innovation, and Information and Communications Technologies as well as a country s overall Knowledge Economy Index (KEI) and Knowledge Index (KI). EUROPEAN UNION (EU) The underlying purpose of the course is to expose students to the major traits of the European Union as international inter-governmental organizations, which in many ways, as compared to other international organizations, features unique elements. This will provide students with general analytical framework which 6

will enable discussion on the ensuing topics. To that end, students will be exposed to the brief historical background and policy reasons which led to the establishment of the European Union as we know it today; the peculiarity and complexity of its governing structure, which will be discussed against the background of the ASEAN governing structure; as well as the institutional framework of cooperation between Taiwan and the European Union. The level of detail for each and every issue discussed will be accommodated to students background and prior exposures to those issues. Students will be encouraged to engage in active discussion and exchange of opinions during classes. Topics to be covered: The European Union in a Nutshell: rationale and pertinent data. The peculiarity of the European Union s governing structure: who does what and how it differs from the mundus operandi of the Association of South-East Asia Nations (ASEAN). The European Union external relations and foreign affairs: structural dialogue between the EU and Taiwan. The second part of the course will focus on the European Union enlargement policy, namely: what is the rationale for ever-expending Union?; why the conditions for a membership have evolved over the period of time? what are the main challenges for the Western Balkan countries on their path towards full membership? Discussion on these issues will be geared to provide an illuminating insight as to the innovative methods which the Union has employed to measure progress of the candidate countries in various policy areas. Finally, the program will conclude with discussion about numerous and impeding challenges confronting the Union which might threaten its very survival. Topic to be covered: The enlargement policy of the EU: rationale and principles. Conditions for membership in the EU for the Western Balkan countries (Serbia, Bosnia, Montenegro, Macedonia, Kosovo, Albania): the ever stricter master. The future of EU: will it survive? FINANCING IN ENTREPRENEURSHIP Each startup company requires its own particular financing strategy. These lectures provide a framework to help think about and organize the financing choices by relating the firm's financing strategy to the firm's business model and product strategy. RURAL POLICY TOURISM Village tourism of Vojvodina Autonomous Province of Vojvodina, as Republic of Serbia s northernmost territory, is situated in the Pannonia plain. A multiethnic and multicultural area, with agriculture being most important economic sector, it has very good potential to become internationally recognized as a village tourism destination. This potential has been only partially utilized and the real and systematic development still needs to happen. Gastronomy as a cultural heritage and its use in tourism of Vojvodina 7

Centuries of turbulent historical chapters have made a print in Vojvodina s gastronomy. More than a dozen European nations have been living for centuries side by side, contributing to the traditional gastronomies of others. Today this unique blend of flavors is recognized as appealing to tourists from all over the world. Vineries and vine roads as a mean of development of agrotourism in Serbia Since before Roman times, vine has been cultivated in what is today Serbia. Some areas of the country are internationally recognized by its vine traditions and good quality wines. Some vine roads have already been established, but it is necessary to better interconnect individual vineries as a mean of development of agrotourism in Serbia. Hunting tourism in Serbia In the strategy of development, the hunting tourism has been given an important role in Serbia, not only because in 1980s it was one of the leading economic branches, but also because of the presence of diverse game in Serbia s hunting grounds. Foreign hunters usually leave Serbia with good catch, often capital specimen, and not hiding their pleasure with good organization and accommodation. ECOLOGICAL/ORGANIC PRODUCTION Organic farming is a way of producing food that respects natural life cycles. It minimises the human impact on the environment and operates as naturally as possible. "Organic Agriculture is a production system that sustains the health of soils, ecosystems and people. It relies on ecological processes, biodiversity and cycles adapted to local conditions, rather than the use of inputs with adverse effects. Organic Agriculture combines tradition, innovation and science to benefit the shared environment and promote fair relationships and a good quality of life for all involved." As the second largest town in Serbia it is an administrative and economic center and due to its favorable geographical position Novi Sad has a very specific transit-tourist position as well. The first written documents about the city date back to the end of XVII century although, according to the previous findings, in the place of the Petrovaradin fortress near Novi Sad there was a human settlement even in 4500 BC. Since its foundation 9

Novi Sad has become the centre of the Serbian culture and has rightly been named Serbian Athens and as long ago as 1826, Matica Srpska (Serbian Cultural Centre) was founded in Budapest as a distinctive bastion of the national awareness, culture and literacy. In 1864 it was moved to Novi Sad. Nowadays, with the population of about 400,000, Novi Sad is a large industrial and financial center of the Serbian economy, a university town with numerous state and private faculties and institutions of higher education. Novi Sad is a city of culture, museums, galleries, theatres, libraries, a university center whose students are more and more participating in the public life of the city, in a great number of research projects and in the organization of various cultural events and happenings. Another trait of Novi Sad and its people is that they love to have a good time and party, and there are few months in the year when there is not some major event going on. Surely one of the best-known and attended is the EXIT Festival, held every July in the Petrovaradin Fortress. Not forgetting to the Street Music Festival, Sterijino Pozorje theatre festival, Zmaj Children s Games, the Novi Sad Spring horticultural fair, the Tunnels of Light, Night of Museums and many others. All of these events see a great many visitors and epitomize the spirit and relaxed atmosphere of Novi Sad. The town is the seat of numerous top-class sports clubs: football, volleyball, handball, table tennis, boxing, karate, judo and the others. Near Novi Sad, on the northern slopes of Fruška Gora there is a settlement of Sremka Kamenica. The historical data say that these regions were devastated by a mighty Illyrian tribe even 2300 ago. Since that time many nations ruled this part of the country (Romans ). However, the first reliable fact of the place dates from the thirteenth century when it was mentioned in the charter of the Hungarian king Bela IV by the name of Villa Kamanch The golden age of Sremska Kamenica was the period of XIV and XVI century as at that time it became a well-known provincial town on the Danube in which the crafts, trade and culture were flourishing. In the documents from 1408 it was called civitas seu opidum Kamanec and according to the data from 1439 Kamanec. It went through the most difficult times during the Turkish conquest starting from Since 1687 Kamenica belonged to the Varadin County and in 1702 it was liberated from the Turks and became the property of the general-baron Ifelin. Kamenica developed rapidly and from 1886 to 1941 it was a part of the Irig County. A well-known building in Sremska Kamenica certainly is the police school, built in 1848 as a cadet school for the purpose of training the military police professionals in the Austrian empire. With its area of about 7,000 square meters and the number of stories it was one the highest buildings built on the territory of Novi Sad. From 1869 to 1895 the building was the premises of a silk plant and a barracks and in 1895 the Cadet Academy from Osijek was moved in and remained there till the fall of the Austro-Hungarian Empire. After the creation of the Kingdom of Yugoslavia the building became the state property and until 1941 it was gendarmerie school for the officers, noncommissioned officers and gendarmes.
