1 I N V I T A T I O N Black Sea International Regatta May Mangalia, Romania - Balchik, Bulgaria, 25-29th May - Fourth Edition Gone with the wind ORGANIZING AUTHORITY: Yacht Club Romania, with the support of the Odessa International Yacht Club. Special thanks to the Turkish Offshore Racing Club and to the Russian Offshore Racing Association. REGATTA DETAILS: Over 60 yachts from Romania, Bulgaria, Turkey, Ukraine and Russia are expected to participate 7 races - 6 inshore races (three in Balchik, three in Mangalia) and one 45 nautical miles offshore race between Balchik and Mangalia Classes the first, racing class, will be defined taking into account the hull factor, DLR, boat length and TCC. The rest of the fleet will be divided into classes based on the TCC only. International Jury (Turkey, Bulgaria, Romania), Principal Race Officer Greece, UNCL France support for IRC ratings Prizes will be awarded to the winners in each class. The overall winner will receive the Black Sea International Award. The Notice of Race will be published on the regatta official website in March 2011

2 Black Sea International Regatta 2011 Mangalia, Romania - Balchik, Bulgaria, 25-29th May - Fourth Edition / Yacht Club Romania, initiator of the Black Sea International Regatta, is the leading offshore racing club in Romania. YCR is the IRC representative for Romania and is also helping Yacht Club Odessa to implement IRC in Ukraine. Lucian Dragomir, member of the YCR Council, is the President of the Offshore Committee of the Romanian Sailing Federation. 3 Mangalia MANGALIA - CALLATIS After the founding of the two colonies Histria and Tomis (nowadays Constanta) by the colonists from Milet, 44 km to the south, the Greeks founded Callatis Fort (nowadays Mangalia). Thalassotherapy and balneal tourism in Romania are internationally famous. The value of the local tourism center is amplified by the existence of four large balneal treatment centers fortunately using the well-known sapropels, as well as the sulfurous mesothermal waters in the area. Some of the tourist destinations in the area are the ruins of the Callatis fort, the Archeology Museum, the Papyrus Tomb (dating from the Hellenic age), the Esmahan Sultan Mosque (Moor style, 1650) and the Mangalia Stud. THE NEW MANGALIA MARINA - EUROPEAN INVESTMENT Thanks to a pretentious rehabilitation program, Mangalia will have a marina in the real sense: possibilities for deluxe yachts long-term accommodation, new infrastructure and accommodation facilities. The project has the European support. Thus, the amount of 4.07 million EUR was made available by means of a regional development program. The local municipality will allocate 650,000 EUR and so the total value of the investment will exceed 4.6 million EUR. The execution period will be 18 months, following that the new Mangalia Marina will have 116 berthing places for boats not longer than 7 meters and 26 berthing places for yachts between 10 and meters. ACCOMODATION - HOTEL PRESIDENT**** The Black Sea Business Center President Hotel is located 50 m away from the Black Sea shore in the heart of Mangalia city. Open 365 days a year, President is the only hotel in Romania that preserved an archeological site with vestiges from the Greek age, as well as from the Roman-Byzantine age having a two-millennium history inside. 65 accommodation facilities are available: double rooms, double deluxe rooms, single rooms, one deluxe apartment and one presidential apartment. Beside President Restaurant (120 places), offering a variety of menus from the Romanian and the International kitchen, the hotel also offers the Jolly Cafeteria, the Callatis Bar, a Business Club with billiard, chess, rummy, backgammon, sauna, massage, a fitness club for men/women, a swimming pool for adults and children provided with a terrace, a bar and a grill. Kaliakra - Balchik CAPE KALIAKRA One of the most beautiful and strangest places along the Bulgarian North Seaside is definitely Cape Kaliakra.

The iron oxide composition of the rocks gives red colour to the cape, which is usually compared to a fiery sword, cutting the blue- green sea waters.

The Thracian used to call it Tirizis, the Romans- Akra, and the Byzantines- Acres Castelum. The rumours tell that plenty of treasures from Persia were buried in the caves around the cape.

4 Kaliakra - Balchik CAPE KALIAKRA One of the most beautiful and strangest places along the Bulgarian North Seaside is definitely Cape Kaliakra. It is situated 12 km east from Kavarna and 60 km northeast from Varna. A narrow rocky peninsula cuts 2 km through the sea and impresses with its 70 km long rocks, embracing it alongside. The iron oxide composition of the rocks gives red colour to the cape, which is usually compared to a fiery sword, cutting the blue- green sea waters. For its natural beauty this place was called Kaliakra- Beautiful Cape. In ancient times the inaccessibility of the rocks became a reason for the building of a fortress around these lands. The Thracian used to call it Tirizis, the Romans- Akra, and the Byzantines- Acres Castelum. The rumours tell that plenty of treasures from Persia were buried in the caves around the cape. This myth is attracting treasure- hunters and divers now. Along the sea coasts of Kaliakra plenty of enemy s ships have sunk. Kaliakra is also the spot, where the greatest sea battle of Black Sea happened. The Russian squadron defeated the Turkish Armada and this victory marks the end of the Russian Turkish war ( ). The ancient town was embraced by three rows of fortress walls, some of them still being present today The walls used to separate the town in three partssuburbs, outer and innerthree parts- suburbs, outer and inner town. The first strengthening line is found at the very beginning of the cape. It was built by the Roman Imperator Justinian. Beautiful tower from the 13th Century is situated at the entrance of the wall. In the suburbs a Roman tomb - necropolis and water - main are preserved. Except for rich history, the beautiful region treasures unique nature as well. Kaliakra Nature Preserve spreads on 688 decares. The park is home of starlings, blackbirds, and cormorants. BALCHIK - THE TOWN OF DIONYSOS Balchik is a small beautiful seaside town, which combines the romance of its steep streets with the beauty of the sea. For a long time it has been known as the White Town for the mainlywhite colour of its lime rocks. Balchik has a 21 centuries history and has preserved traces of many cultures. The town is on the place of an ancient Greek colony known as Dionysopolis, after Dionysos. During Romania's administration, the Balchik Palace was the favourite summer residence of Queen Marie of Romania and her family. The Palace is the site of Marie's Chapel - Stella Maris, the place where her heart was kept, in accordance with her last wishes. The gardens are the "residence" of or so plant species of which cacti alone are over 250, and thus Europe's second most important collection. The palace park is an imitation of the famous Cretan labyrinth. Each stone for the church therefore was brought from the island of Crete. Today, the Balchik Palace and the adjacent Balchik Botanical Garden are the town's most popular landmarks.

Balchik GOLF COURSES BALCHIK NEW MARINA The Balchik area is going to become soon also an attractive location both for investment and traveling with the development of the golf tourism.

The engagement of the world class designers Gary Player and Ian Woodsman will make the place a preferred European golf destination and flourish the tourism in the area. Currently, three 18-hole courses are being developed around town: Lighthouse Golf Resort-near Topola village and 10 km from Balchik, Black Sea Rama-next to the first one and Thracian Cliff Golf-near the town of Kavarna. The new yacht port, which is situated just in front of the Marina City complex is currently under construction. The project provides for the port to be the biggest on the entire Black sea shore and to be equipped by the world acknowledged French company PORALU. It is going to offer perfect conditions for sea tourism and sports for amateurs and for professionals. Over 3 million Euro are going to be invested in this project, in order modern architecture to be created and the high quality of construction to be guaranteed. ACCOMODATION - HOTEL MISTRAL**** Located on the first line of hotels immediately by the marina and looking over the sea, this hotel welcomes with its beautiful stone façade, wrought iron ornaments, luscious verdure and the Mediterranean spirit of southern France. There are 38 rooms out of which 34 double rooms, 9 of two beds and extra bed (folding armchair), 3 double rooms with double bed and extra bed (folding armchair), 22 double rooms with double bed (or single rooms) without extra bed, 3 apartments for two, room to accommodate two more guests on folding settee, 1 studio.
