2 Navy Inactive Ships Program Ship inactivation and disposal are the natural end of the ship s life cycle and a part of the Navy s total life cycle responsibility Inactivation The Navy Inactive Ships Program provides direct support to the Fleet during decommissioning and inactivation of Navy ships. 14 decommissioned ships during FY07; 7 in FY08; 7 in FY09 Maintenance and Storage Philadelphia Pearl Harbor Bremerton Program capabilities provide for maintenance and preservation of ships in retention, including berthing, maintenance and security, and equipment removals for Fleet requirements. 59 ships in storage $1.4B Fleet cost avoidance from reutilization of equipment since 2000 Ship Transfers and Disposal Foreign military sale transfers: Ex-POWHATAN transferred to Turkey 26 Feb 08 and ex-higgins to Chile 19 May 09 Ship donation: 46 ship museums in 22 states. Ex-DOLPHIN donated to Maritime Museum of San Diego on 18 Sep 08 Ship dismantling: Environmentally complete method of ship disposal. 58 ships dismantled since 1999; 3 on contract pending tow SINKEX: Provides target ships for at-sea live-fire exercises. 120 vessels sunk since 1996 Artificial reefing: Sunken ships build reefs for diving, fishing, and marine life. 4 Ship Disposal Policy OPNAVINST (series) Disposal of Navy vessels must comply with applicable Federal, State, and local laws and regulations, including those for the protection of natural, cultural, and historic resources Navy s methods to reduce the inactive ship inventory includes: Interagency transfers to USCG, MARAD, or other Federal agencies Donations for museum/memorial use as static public displays Foreign Military Sale transfers Domestic dismantling and recycling Fleet training exercises and experimental use Transfers to U.S. States/territories for use as artificial reefs

5 Status of ex-forrestal Decommissioned in 1993 On donation hold until 2004 Navy redesignated ship for artificial reefing in 2005 Authority to donation ships to States for use as artificial reefs is provided in Title 10, U.S. Code Section 7306b. Environmental preparations accomplished Jan 2006 Sep 2007 Removed all oil/fuel, solid debris/floatables, anti-freeze, batteries, fire extinguishing agents, refrigerants, halons, mercury, radium materials, and liquid polychlorinated biphenyl (PCB) containing items Statistically valid PCB sampling plan developed ex-forrestal in Newport, RI Sampling of solid-pcb containing materials conducted in 2008 Results determined that ship must be dismantled to the hanger deck and electrical cabling and ventilation duct flange gaskets throughout the ship must be removed to remediate regulated solid-pcb containing materials This work is not yet accomplished A final decision on the specific method of ship disposal for ex-forrestal is to be determined

6 Status of ex-saratoga Decommissioned in 1994 On donation hold since 1998 Only one donation interest from USS Saratoga Museum Foundation Application submitted on 30 Sep 2008 Evaluation questions and discussions ongoing with the Foundation Quonset Point, Davisville Pier 2 no longer available ex-saratoga in Newport, RI

7 Environmental Remediation Environmental remediation of inactive Navy ships can be done in various stages, depending on the disposition of the ship During ship inactivation when a vessel is decommissioned e.g., fuel oils are off-loaded from all inactivating ships for use by other active ships While in storage at an inactive ship maintenance facility e.g., recurring exterior paint maintenance By a State if donated for use as an artificial reef e.g., preparations per EPA document Best Management Practices for Preparing Vessels for Use as Artificial Reefs As part of ship dismantling in the U.S. Evidence of paint maintenance work on ex-saratoga

8 Ship Inactivation Requirements Partial listing of environmentally-related typical ship inactivation work Defuel all fuel oil tanks to low suction Drain all lube oil and hydraulic systems Remove all batteries from ship Identify and seal any asbestos containing materials Remove all trash, flammables, paints, chemicals, or hazardous substances in storage Remove all compressed gas cylinders, including Halon Remove and recover refrigerants Clean and dry heads and sanitary facilities Flush Sewage Collection, Holding, and Transfer (CHT) system with water and leave empty Remove from ship all ammunition, including inert or dummy rounds Identify all mercury containing materials Inventory equipment containing transformers and capacitors with liquid PCBs

9 Preparations for a Sink Exercise Remove liquid-filled transformers and capacitors containing PCBs Remove petroleum products Drain hydraulic equipment and piping Clean tanks, lines, sumps, etc., containing petroleum products Pump down fuel and lube oil tanks completely and pressure wash with hot water Pressure wash tanks with a heavier petroleum residue or sludge with a degreaser (simple green) Provide certification by a marine chemist that all tanks are essentially free of petroleum and safe for personnel and safe for hot work Ensure all trash and floatable materials are removed Wood on the weather decks must be removed, but may remain if below decks and in their normal installed locations Remove exfoliating paint on exterior and weather decks Remove loose paint lying on decks throughout interior in major work areas Remove all hazardous material not readily attached to the hull; place in 55-gallon drums for disposal Hazardous material including mercury, radiological decontamination, PCBs Refrigerant is recovered and shipped off for reuse Prepare ship for tow per the requirements of the Navy Towing Manual

10 Near-Term Objectives Remove ex-forrestal and ex-saratoga from Pier 1 Newport, RI due to extensive deterioration of pier pilings Requires towing of one inactive aircraft carrier from Newport to the Philadelphia inactive ship maintenance facility during Spring 2010 and complete dismantling of the other carrier An environmental assessment regarding relocation of one carrier to Philadelphia is in progress, in compliance with the National Environmental Policy Act
