10 PORT MANATEE BUSINESS DIRECTORY Manatee County Port Authority As a dependent special district created by the Florida Legislature, Port Manatee s governing body is the seven-member Manatee County Port Authority (MCPA). Members serve four-year staggered terms, with annual election of officers. The authority sets policy and approves major expenditures for Port Manatee. It consists of the seven members of the elected Manatee County Commission, but with distinctly separate officers and financial accountability. Serving dual roles as port authority members and county commissioners provides a unique understanding of the port s $2.3 billion annual economic impact and motivates a commitment to ensure economic health and competitive viability. 11 Welcome from the executive director Dear friends, colleagues, stakeholders and future stakeholders, 2017 was certainly an eventful year. Hurricane Irma approached Florida as one of the largest storms ever recorded, and, while it was aiming to make landfall in the Tampa Bay region, we fortunately were spared a direct hit. Irma nonetheless wrought havoc on many parts of Florida, with fuel supplies depleted in numerous counties. Port Manatee performed a critical service as a gateway for much-needed fuel deliveries to gas stations throughout the region. Also, in the wake of Hurricane Maria, the port was able to serve as a launching point for efforts to help restore communications in Puerto Rico. As we look back on 2017, we see a dynamic increase in trade activity, and we expect this trend to continue. Last year, Port Manatee shattered prior annual records for container volume while also reporting the best year ever for total cargo tons moved. With port tenant World Direct Shipping expanding its business and adding a second weekly port call and with Del Monte continuing its phased conversion from shipment via pallets to containers, we expect to again see big increases in activity in Port Manatee s infrastructure also received a boost in Berth 9 is now able to accommodate heavier loads thanks to the completion of a $10.3 million reconstruction project in cooperation with the Florida Department of Transportation. With this reconstruction, we anticipate additional growth in our business and further advancement of the port s role as a huge economic driver for Manatee County. As a global gateway, Port Manatee is attracting more businesses and is expanding the port s reach through initiatives of the International Trade Hub at Port Manatee. Since opening in 2014, the International Trade Hub at Port Manatee has played a vital role in growing global connections for the port and Manatee County businesses. In 2017, the hub hosted visits from trade officials from many countries, including Chile, Colombia, Ecuador, Costa Rica, Guatemala, El Salvador, Dominican Republic and Japan. We are convinced that 2018 will be another exhilarating year for the port as an economic engine and job creator. 15 2017 HIGHLIGHTS Port Manatee continues to diversify Port Manatee continues to enhance its role as a diverse global gateway, advancing numerous key initiatives in Here are some of the most significant recent developments. 16 2017 HIGHLIGHTS World Direct Shipping extends, expands Port Manatee services Port Manatee has extended its agreement with World Direct Shipping to maintain its swift weekly service between the port and the Mexican state of Veracruz for as many as five more years. In addition, WDS has committed to doubling its service between Port Manatee and Veracruz, effective January Under a lengthened pact approved by the Manatee County Port Authority, World Direct Shipping has committed to bring refrigerated produce and other goods into Port Manatee from the Port of Coatzacoalcos through at least December 2019, with a pair of one-year options extending through the end of Since startup in November 2014, the weekly WDS service has carried increasing volumes of refrigerated produce from Mexico while returning from Port Manatee with paper, recycled materials and oversized cargos. Through the end of 2017, WDS had moved nearly 300,000 tons of cargo through Port Manatee to date. In October 2017, WDS announced plans to augment its swift two-way service between the state of Veracruz, Mexico and the Florida Gulf Coast with a second sailing. World Direct Shipping s M/V Queen B has been joined by an additional vessel sailing between the state of Veracruz and Port Manatee. 14 PORT MANATEE 2018 DIRECTORY

17 2017 HIGHLIGHTS A World Fuel Services barge fuels a vessel berthed at Port Manatee as part of new fuel hub operations serving cargo and cruise vessels throughout Tampa Bay. New tenant World Fuel Services fuels Tampa Bay marine industry Port Manatee is the new marine fuel supply hub for Tampa Bay, with initiation of operations of Miami-based World Fuel Services. World Fuel Services, which sells fuel in more than 200 nations and territories throughout the globe, has established its latest storage and supply operation for fuel oil and marine diesel at Port Manatee and is now meeting fuel bunkering needs for cruise and cargo vessels throughout Tampa Bay. portmanatee.com 15

18 2017 HIGHLIGHTS Port Manatee s enhanced Berth 9 opens following reconstruction Port Manatee s Berth 9 is now able to accommodate heavier loads thanks to completion of a reconstruction project in concert with the Florida Department of Transportation. The $10.3 million reconstruction project of Berth 9 is now complete. The fortified 625-foot-long berth was formally opened in June 2017 and can now handle uniform loads of as many as 1,000 pounds per square foot. FDOT funded three-quarters of the project s $10.3 million cost. Nearly 250 constructionrelated jobs were created in the endeavor. Port Manatee earns C-TPAT certification, gains federal security grant In 2017, Port Manatee achieved certification as a member of the federal Customs-Trade Partnership Against Terrorism homeland security program, facilitating expedited clearance of import shipments. Participation in the voluntary C-TPAT supply chain initiative allows members with documented risk alleviation procedures to be subject to fewer Customs examinations and thereby benefit from accelerated processing of cargo. Also on the security front, Port Manatee has been awarded a $946,950 security grant through the fiscal 2017 Port Security Grant Program of the U.S. Department of Homeland Security s Federal Emergency Management Agency,. The funding enables the port to double its number of outbound truck lanes at its main gate, to securely handle increasing cargo volume. 16 PORT MANATEE 2018 DIRECTORY

19 LOOKING TO THE FUTURE Prepared for growth Nearly 500 vessels call on Port Manatee annually with an average stay of 48 hours. Port Manatee continues to move forward with major port infrastructure improvements that include expansion of outbound exit lanes at the port s north gate to accommodate significant growth in truck traffic; improvements to berths 6 and 7 to increase load-bearing capabilities; expansion of paved areas for both bulk and containerized cargos; and repaving of port roadways. Renovations to existing dry storage warehouses also are planned or under way, along with planning for additional cold storage capacity and improvements to existing cold storage warehouses. The successful diversification of cargo is expected to continue with a broader spectrum of import and export cargos handled at the port. The port has seen a dramatic increase in the volume of petroleum products received and distributed throughout the Southwest Florida region. Significant growth in produce, perishables and tropical fruit occasioned by increased containerized imports and the expansion of trade with Mexico has resulted in the need for additional future expansion of cold storage facilities. The port continues to seek both additional perishables business and private equity partners for development of more facilities for handling such goods. Over the past year, the port has benefited from new tenants, further cargos to add to the port s diversification and creation of additional high-paying jobs for the county and region. With strengthened economic conditions and population growth in Southwest Florida, the port is experiencing a boon in imports of construction and building materials, food products and consumer goods in general, as well as increased exports of fertilizer and used automobiles and construction vehicles to Central American markets. The future looks bright for continued increases in imports and exports and particularly for containerized cargos and petroleum. Port Manatee is ideally situated near the entrance to Tampa Bay in west-central Florida, along the Gulf of Mexico. Large laydown area Port Manatee offers approximately 70 acres of laydown area. 40-foot-draft channel Port Manatee is just 12 miles from the Egmont Key pilot station, including 2.95 miles from the intersection of Cut B with the main Tampa Bay Shipping Channel. The channel and berthing areas are maintained at the design depth of 40 feet at mean low water. The channel width at the toe of slope is 400 feet. 26 BUSINESS DEVELOPMENT Port Manatee encourages business development Multiple initiatives are in place in and around Port Manatee to encourage development by businesses seeking to capitalize upon proximity to the port and its facilities. Both new projects and expansions of existing facilities are supported by these initiatives. Florida International Gateway Improvement District The Florida International Gateway Improvement District is located on Tampa Bay and is inclusive of Port Manatee, east to Interstate 75, extending from the Manatee County line on the north to Buckeye Road on the south. The district generates revenues for the port area from tax increment financing. This does not mean taxes are higher, just more of the dollars generated stay focused on this specific area of the county. These dollars are deposited into the Port Manatee Improvement Trust Fund and may be used for a variety of port-related activities in the district. Planned Development Encouragement Zone Florida International Gateway (FIG) The Florida International Gateway (FIG) is an area within the Florida International Gateway Improvement District which encompasses nearly 5,000 acres of largely undeveloped land adjacent to Port Manatee. The FIG area features excellent highway and rail connectivity, customized economic development incentives and expedited permitting. No other property within Florida offers more direct, extensive and beneficial incentives to attract the development of logistically focused manufacturing, processing, warehousing and distribution facilities. With the cooperation of the Manatee County Port Authority, Manatee County Government and the State of Florida, land within the district offers an unrivaled array of incentives, effectively leveling the economic development playing field with neighboring states. MANATEE COUNTY HILLSBOROUGH COUNTY Manatee County has established the Planned Development Encouragement Zone (PDEZ) to facilitate preapproval of a variety of land uses for local property owners. The PDEZ encourages portcompatible development on vacant lands in the vicinity of Port Manatee and provides an entitlement with no expiration date. This makes properties marketable for a wider variety of uses without worry of expiration of entitlements. This district is available to all property owners in the area. 27 BUSINESS DEVELOPMENT Regional impact exemption Lands within 3 miles of Port Manatee are granted automatic exemption from State of Florida Developments of Regional Impact (DRI) program requirements. This exemption can furnish significant time and cost benefits. Rapid-response permitting Expedited review of all county permitting related to building and development in the Port Manatee area is provided by the Manatee County Economic Development team. Economic development incentive grants An economic development incentive (EDI) grant program is available to companies creating a minimum of five high-wage jobs. The amount of the grant is customized based upon the number of jobs created and the average annual wage and is paid based on performance over a five-year period. Multimodal transportation impact fee incentive The transportation impact fee incentive provides relief from road impact fees to expanding, new or relocating businesses that create at least five quality jobs meeting standardized criteria within the area of Port Manatee. Additional incentives Additional incentives are available through various local and state economic development agencies. Foreign-Trade Zone No. 169 Qualified businesses may further benefit from extended privileges provided by Port Manatee s Foreign-Trade Zone No A Foreign-Trade Zone (FTZ) is a secured site within the United States that is legally considered outside of national Custom territory. Zones are governed by a Clearwater St. Petersburg Spring Hill Tampa Lakeland Orlando Bradenton Sarasota FTZ No. 169: 60 miles or 90-minute drive Port Charlotte federal program that streamlines, reduces and sometimes eliminates import tariffs for U.S. importers and exporters. The FTZ program was authorized by U.S. Congress in 1934, via FTZ Act-19 USC 81a-81u, and is used to encourage activity and value-added operations at U.S. facilities in competition with foreign alternatives. Operating under Port Manatee s FTZ No. 169 can be beneficial to companies involved in importing, exporting, manufacturing, warehousing and distribution. Examples of these benefits include deferral, reduction and possible elimination of duties, as well as cash-flow advantages and administrative fee reductions. Approved sites can be located within a 60-mile radius or 90-minute drive of Port Manatee. FTZ designation allows businesses to defer, reduce or even eliminate costly U.S. Customs duties on products imported into the United States. 29 GROWTH & DIVERSIFICATION A Kirby Inland Marine tanker berths at Port Manatee, the first of several vessels bringing much-needed fuel through the port in the wake of Hurricane Irma. Kinder Morgan handles fertilizer export operations at Port Manatee for Mosaic and a variety of other bulk importers as well as the import of Phosrock. South American forest products are another component of Port Manatee s diverse cargo mix. Port Manatee remains the largest import destination in the Southeast United States for South American forest products. Forest products carrier G2 Ocean and its Arrow Terminals Inc./Port Manatee Forestry Terminal subsidiary utilize port-owned covered storage to house lumber, plywood, drywall, fencing material and woodpulp. Ocean G2 also delivers aluminum, steel and a variety of other cargos to the port from Argentina. Federal Marine Terminals handles general cargo duties for World Direct Shipping and G2 Ocean at Port Manatee. As one of the port s longstanding partners, FMT is well-practiced in handling produce, forest products, automobiles, steel, paper, aluminum, containers, project cargo and more. Stevedoring and marine terminal operator Logistec Gulf Coast LLC has built a 5.19-acre cargo pad for storage of prilled sulphur, a relatively new commodity for Port Manatee. Additionally, Logistec Gulf Coast moves fertilizers, salt, potash and other bulk cargos at Port Manatee. Construction aggregates are also key dry bulk commodities. Port Manatee tenant Martin Marietta operates a proprietary, mile-long, high-speed conveyor system linking Berth 5 to a modern 20-acre aggregate terminal. Florida Power & Light Co. is a major consumer of natural gas imported by Gulfstream Natural Gas System LLC. FPL uses oil and natural gas to power many of its plants, including the Manatee Energy Center in nearby rural Parrish. Imports of fuel oils and diesel also are stored and handled at the port by Denver-based TransMontaigne Product Services Inc., making Port Manatee the fuel hub for Southwest Florida. Recently, fuel operations at Port Manatee underwent significant expansion, with additional capacity and a long-term contract extension expected to further increase liquid bulk cargo volumes at the port while supporting growth of RaceTrac Petroleum Inc. s Florida presence. 31 GROWTH & DIVERSIFICATION Miami-based World Fuel Services is the newest addition to the Port Manatee family. World Fuel Services established its latest storage and supply operation for fuel oil and marine diesel at the port in 2017 to meet fuel bunkering needs for cruise and cargo vessels throughout Tampa Bay. Citrus juices are another significant part of the port s liquid bulk cargo mix. Citrosuco North America Inc. and Louis Dreyfus Commodities ship concentrate and not-fromconcentrate juices through Port Manatee. Thousands of trucks deliver or receive citrus juice products at the port for processing plants throughout Florida every year. Another bountiful commodity at Port Manatee is fresh fruit. Del Monte Fresh Produce, which recently extended its long-term relationship with Port Manatee, is the largest importer of fresh produce from Central America to Florida, bringing in palletized and containerized bananas, pineapples, mangos and plantains. Stevedoring company Logistec USA Inc. handles all of Del Monte s containerized and palletized produce at four of the port s five cold storage facilities. World Direct Shipping imports fruits and vegetables from the state of Veracruz, Mexico, through Port Manatee on two weekly services. Other cargos include machinery, vehicles, lumber, paper products, juice concentrates, sugar, particle board and food-grade chemicals. Federal Marine Terminals is the stevedore for World Direct Shipping. Port Manatee and its partners understand the challenges shippers face moving perishables. With 207,000 square feet of chilled warehouse space, the port offers more on-dock refrigerated space than any other U.S. Gulf of Mexico seaport. Port Manatee s modern chill facilities are ideal for year-round and seasonal fruit and vegetable imports or exports. Port Manatee Ship Repair and Fabrication LLC is located at the port and provides services for a full spectrum of commercial vessels - from containerships and general cargo vessels to tugboats and barges - trading in the Gulf region, as well as the U.S. Southeast and Caribbean. Port Manatee Commerce Center is a 360,000-square-foot industrial storage facility, located just outside the security gates of Port Manatee, providing office and warehouse facilities to port tenants and other local businesses. PMCC is connected by rail to the CSX mainline and recently completed a new rail yard, doubling its daily rail capacity to 28 cars. Port Manatee s cargo operations are strengthened by the support of shipping administrators such as Alpico International and expert vessel servicing by Subsea Global Solutions. 32 SECURITY Security is priority at Port Manatee Port Manatee s security department is committed to providing a safe and secure environment for all employees, tenants and visitors. The force is on duty 24/7, operating from its state-of-theindustry access control center at the port s main entrance. Security personnel monitor the port s more than 1,100 acres from the high-tech center via a sophisticated surveillance system, enabling vehicles to move quickly through the port with a high level of unobtrusive scrutiny. Security personnel also patrol the port s grounds via a fleet of vehicles and monitor waterways using advanced surveillance systems and a variety of watercraft. Over the past year, Port Manatee s highly trained security staff has bolstered its role, assuming functions that previously had been the responsibility of terminal operators. By doing so, redundancies have been eliminated, allowing the highest levels of security to be provided at the lowest cost as increasing volumes of diverse cargos cross port docks. Aside from monitoring the port, Port Manatee s security department also offers security training courses, and Port Manatee is the only seaport in Florida certified to conduct the facility security officer (FSO) training required for seaport security managers. Students receive training from instructors who actively perform the FSO duties on a daily basis. The 18-hour course complies with U.S. Coast Guard training requirements and is offered quarterly. The FSO training includes a historical perspective of seaport security requirements, a review of seaport security regulations, both international and domestic, and in-depth training on Port Manatee security officers enforce access control for vessel operations. the security assessment and security plan development process. Port Manatee is proud to say that security professionals from throughout Florida and the nation have been trained by Port Manatee and hold its graduation certifications. This program is designed to update graduates on the changes in U.S. Coast Guard regulations that have been put into effect as well as the impacts of those changes. This course has been conducted at Port Manatee and offsite locations including the ports of Los Angeles and Long Beach. Port Manatee security professionals also provide other offsite training and security consulting to support ports nationwide in meeting their security requirements. Port Manatee s security department also services the local community as an approved application center for TSA Pre. 33 ENVIRONMENTAL COMMITMENT Port upholds environmental commitment Port Manatee takes pride in protecting the environment in and around Port Manatee. Port operations are guided by the Manatee County Port Authority s mission statement, which in part calls for conducting maritime-related activities in a profitable and environmentally responsible manner. All projects at the port are conducted with a commitment to the environment - to ensure the ecosystem surrounding the port is not only maintained, but thrives. A proactive environmental approach has resulted in the port exceeding environmental compliance goals. Clam project supporting cleaner Tampa Bay waters In an early step of the clam project to support a healthier Tampa Bay, clam seeds are prepared for placement under protective netting before release in waters off Port Manatee. A one-of-its-kind project involving hundreds of thousands of clams is proactively supporting healthier Tampa Bay waters off Port Manatee. Port Manatee is partnering with Eckerd College, the Gulf Shellfish Institute and Manatee Countybased Bay Shellfish Co. in the clam restoration endeavor, which is bringing about clearer waters and, in turn, helping many native species to thrive. The project began in 2016, with the planting off Port Manatee of some 600,000 juvenile clams of the native species mercenaria campechiensis, provided by the Bay Shellfish hatchery, located on Terra Ceia Island in northern Manatee County. Initially, clam seeds were kept under netting to protect them from predators. They have now been released from the netting and placed under covernets, allowing them to safely fulfill their mission of filtering nitrogen, phosphorous and chlorophyll-a from water while feeding on phytoplankton and furnishing natural fertilizer for indigenous seagrass. Covernets protect clams in Tampa Bay off Port Manatee, allowing the bivalves to safely fulfill their task of keeping waters clearer, thus helping seagrass and other native species proliferate. Thus, the seagrass, with ample sunlight penetrating the clearer water and benefiting from abundant nutrients, provides shelter and protected nursery areas for a full range of Tampa Bay marine species. Hundreds of thousands of the clams remain and, with decades-long life spans and through subsequent reproduction, a thriving bivalve community is anticipated to continue to furnish benefits for generations to come. portmanatee.com 31

34 ENVIRONMENTAL COMMITMENT Seagrass mitigation The Manatee County Port Authority is committed to protecting and enhancing Tampa Bay s pristine ecosystem. The port s groundbreaking seagrass mitigation program and award-winning Manbirtee Key bird sanctuary prove that nature and ports can thrivingly coexist. Drawing from a donor bed of 5.33 acres lying in the path of proposed expansion dredging, more than 20 acres of new seagrass meadows now flourish in Tampa Bay waters adjacent to Port Manatee. Scientific crew members work on transplanting of seagrass. Beginning in 2001, scientists carefully transplanted the seagrass to locations scarred by years of propeller-driven recreational boats traversing shallow bay waters. With a 400-acre environmental management area in place to protect the habitat from further scarring, seagrass now grows unimpeded. For the previous 30 years, seagrass transplantation was largely considered experimental, meeting with varying degrees of success around the world. Port Manatee project size and overwhelming success attracted global attention and earned several honors, including a Gulf Guardian Award from the U.S. Environmental Protection Agency s Gulf of Mexico Program. The American Association of Port Authorities (AAPA) also selected the project as the Western Hemisphere s top environmental program. Manbirtee Key bird sanctuary The manmade island known as Manbirtee Key is the result of Port Manatee s original channel project in the 1960s. The port partnered with Gulfstream Natural Gas System Manbirtee Key offers a variety of nesting and feeding habitats to a wide array of birds. LLC and Audubon Florida in a multimillion-dollar project converting the dredged material island to a thriving bird sanctuary. Manbirtee Key has attracted more than 120 species of birds since its restoration more than a decade ago. The island was recontoured to suit a wide range of nesting and feeding habitats. Invasive plant species, overgrown vegetation and predators (such as raccoons, possums and snakes) were removed from the island. Green locomotives Port Manatee operates its own Class III railroad with two low-emissions engines. In 2014, two green diesel-electric locomotives were deployed at Port Manatee, resulting in dramatic reductions in emissions and operating costs.
