10 About the Port Manatee Port Authority As a dependent special district created by the Florida Legislature, Port Manatee s governing body is the seven-member Manatee County Port Authority (MCPA). Members serve four-year staggered terms, with annual election of officers. The authority sets policy and approves major expenditures for Port Manatee. It consists of the seven members of the elected Manatee County Commission, but with distinctly separate officers and financial accountability. Serving dual roles as port authority members and county commissioners provides a unique understanding of the port s $2.3 billion annual economic impact and motivates a commitment to ensure continuing success in meeting the transportation and supply chain needs of Manatee County and the Central and South-West Florida region. 11 Welcome from the executive director Dear friends of Port Manatee: Looking back to 2015, we see a dynamic increase in trade activity and a host of developments that position Port Manatee to realize exponential gains in the years to come. In 2016, we will continue to concentrate on our diversification strategy and pay close attention to enhancing existing infrastructure. State-of-the-industry warehouses and berths are crucial to best serve tenants and customers. The port continues to grow its economic impact and create family-wage jobs for Manatee County. As the Port of Southwest Florida, Port Manatee is attracting new business by participating in international trade missions, by growing its tenant base with Manatee Ship Repair and Fabrication LLC, and by gaining federal approval to receive cold-treated South American produce. In 2016, the Manatee County Port Authority will introduce its master plan update, which is to provide a framework for the port s future development through the next decade and beyond. While the United States is taking steps to re-establish diplomatic relations with Cuba, Port Manatee is looking into the many emerging opportunities. As the closest port to Cuba on the west coast of Florida, Port Manatee has the perfect location to export building materials, agricultural goods and various equipment needed for rebuilding Cuban infrastructure. 15 2015 highlights Port Manatee continues to diversify Port Manatee continues to enhance its role as a diverse global gateway, advancing numerous key initiatives in Here are some of the most significant recent developments. Port Manatee fuels Southwest Florida by supplying region s Racetrac stores Port Manatee is playing a key role in literally fueling Southwest Florida s economy, serving as the gateway for nearly 100 million gallons of gasoline and related fuels on an annual basis. Port Manatee is now the fuel hub for a nine-county region encompassing more than 30 stores of Atlantabased RaceTrac Petroleum Inc. Each day, RaceTrac transports enough gasoline from the Port Manatee terminal to fuel more than 20,000 Southwest Florida vehicles. One of dozens of tanker trucks per day enters Port Manatee to load fuel to supply RaceTrac Petroleum Inc. locations throughout Southwest Florida 13

16 2015 highlights (continued) Port Manatee joins USDA program for import of cold-treated produce In 2015, Port Manatee gained federal approval to receive direct imports of select cold-treated South American produce via an expanding pilot program. Perishables brought to Florida ports in this manner can offer U.S. consumers fresher, more economical product than that which follows the traditional routes to Philadelphia and other ports north of the 39th parallel. Thanks to new technologies for shipboard cold treatment, it is no longer necessary for ships to take South American fruit to northern climates to alleviate pest concerns. The pilot program was initiated in fall 2013 with allowance of imports of cold-treated grapes and blueberries from Peru and Uruguay into ports of South Florida s Miami-Dade and Broward counties. The expanded program now also encompasses Port Manatee and additional goods, such as citrus from Peru, as well as blueberries, apples and pears from Argentina. New ship repair tenant enhances Port Manatee s full-service portfolio Port Manatee has added operations of Manatee Ship Repair and Fabrication LLC, enhancing its full-service port offerings at the entrance to Tampa Bay. Manatee Ship Repair and Fabrication s leadership offers more than 80 years of combined experience in vessel repair and fabrication, including in at-berth topside ship repairs of all kinds, ballast water treatment systems, structural fabrication, and pipe fabrication and repairs. Port Manatee s strategically convenient location, proximate to Gulf of Mexico shipping lanes, perfectly positions Manatee Ship Repair and Fabrication to provide its services for a full spectrum of commercial vessels from containerships and general cargo vessels to tugboats and barges trading in the Gulf region, as well as the U.S. Southeast and Caribbean. Port handles massive generators for expansion of power plant Demonstrating its outstanding capabilities for moving massive project cargos, Port Manatee in 2015 handled imports of several heat recovery steam generators, commonly referred to as HSRGs, and other related oversized units destined for expansion of a nearby power plant. The HSRGs, made in South Korea and imported by Babcock Power Inc. subsidiary Vogt Power International Inc., arrived at Port Manatee on BBC Chartering vessels. The units, weighing as many as 255 tons each, were offloaded by Federal Marine Terminals Inc. stevedoring crews onto specialized 18-axle trailers of Florida-based Beyel Brothers Crane & Rigging and then trucked about 50 miles to the Tampa Electric Co. power plant site, near Mulberry, Fla. Cuban dignitary Cabañas welcomed at Port Manatee In May 2015, José Ramón Cabañas, who would later in the year be named Cuba s first ambassador to the United States in 54 years, visited Port Manatee. Cabañas, who at the time of the visit was head of the Cuban Interest Section in Washington, toured the port and discussed possible opportunities for Cuban trade following lifting of the embargo between Cuba and the United States. The embargo has limited commerce between U.S. and Cuban ports and, while restrictions are being reduced, Port Manatee is evaluating the future possibility of a fast ferry service Official Directory

Port Manatee greatly increases containerized cargo volume In the fiscal year ended Sept. 30, 2015, Port Manatee handled 83 percent more containerized cargo units than in the preceding 12-month period. Much of the gain is attributable to World Direct Shipping s weekly service begun in November 2014 between Port Manatee and the Port of Coatzacoalcos, in the southern part of the Mexican state of Veracruz. The service is seeing consistently growing volumes of inbound refrigerated produce, as well as outbound dry cargos. Port Manatee garners awards for communications, accounting Port Manatee continued in 2015 to earn recognition for its efforts on multiple fronts. Both the port s directory and redesigned website were honored with communications awards of merit from the American Association of Port Authorities. The selections in AAPA s 48th annual competition were made by a panel of 46 leading Washington area public relations professionals. For the 21st consecutive year, the Manatee County Port Authority has been honored with the highest recognition for governmental accounting and financial reporting. Port Manatee s governing body has again been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada for its comprehensive annual financial report, known for short as CAFR. 15

18 Looking into the future More projects, master plan update to move Port Manatee forward Port Manatee is moving forward with a major port infrastructure program to include enhancements and renovations of berths, warehouses and its intermodal building. Improvements to Port Manatee s south gate complex to accommodate Air Products LNG heat exchanger movements on the dock are expected to be completed by September Port Manatee is finalizing its master plan, which includes a proactive environmental mitigation program, dredging and berth expansion, new container terminals, cranes, land acquisitions and road and rail enhancements. The master plan update is expected to be completed in late spring Port Manatee is adding a 2-acre cargo pad to support storage of a new commodity prilled sulphur. Under an agreement with longtime port tenant Gulf Coast Bulk Equipment Inc., construction of the pad is slated to begin in 2016 on the east side of Port Manatee. With the new cargo pad, Gulf Coast Bulk Equipment will be able to begin handling prilled sulphur, a solid, spherically shaped commodity which can be used in the manufacture of fertilizers, plant protection products and sulfuric acid, as well as in the steel industry. 19 Following the lifting of the U.S trade embargo against Cuba, passengers and cargo could reach Cuba from Port Manatee in as few as 12 hours by fast ferry service. The Panama Canal Authority was looking to complete in 2016 the multibillion-dollar project to double the capacity of the more-than-century-old water link, allowing the efficient, cost-effective transit of more and increasingly large vessels between the Pacific Ocean and the Gulf of Mexico and Atlantic Ocean. The project entails construction of a third set of locks and development and building of a new access channel, plus widening and deepening of navigable waterways. Even though Port Manatee does not anticipate the large neo-panamax vessels to dock at its berths, the volume of cargo coming from transshipment ports is predicted to boost the port s tonnage volume. As one of the closest U.S. deepwater ports to the Gulf/ Atlantic entrance to the Panama Canal, Port Manatee is ideally positioned to benefit from this expansion project. Port Manatee and its users are also perfectly poised to benefit from the United States resuming diplomatic ties with Cuba. The embargo, which dates back to the early 1960s, has limited commerce between U.S. and Cuban ports, but restrictions are anticipated to be reduced or removed following a normalization of trade relations between the two countries. The largest island nation in the Caribbean, Cuba has more than 11 million residents and provides extensive opportunities for both import and export of a wide range of cargos. In particular, Cuban consumers are anticipated to demand imports of food, clothing, medical equipment and other necessities, while construction materials will be needed for rebuilding of Cuban infrastructure. In preparation of the expansion of the Panama Canal, Cuba implemented a free-trade zone and developed a new container terminal at Port Mariel, Cuba s closest port to the United States. Additionally, Port Manatee is preparing for deployment of fast ferry service allowing passengers and cargo alike to reach Cuba in as few as 12 hours. 17

21 Altamira Veracruz Ideal location Tampa Bay ranks among the fastest-growing metropolitan areas in the nation, while Florida has recently surpassed New York to be the third-mostpopulous U.S. state, behind only California and Texas. Panama Canal Port Manatee is ideally situated near the entrance to Tampa Bay in west-central Florida, along the Gulf of Mexico. It is the closest U.S. deepwater seaport to the expanding Panama Canal, as well as one of the closest to burgeoning Mexican manufacturing centers. Florida s largest concentration of distribution centers can be found within a short drive from the port. More than 8 million Florida residents live within a two-hour-drive of Port Manatee, and the majority of Florida s nearly 97 million annual visitors may be found within a three-hour drive. Florida International Gateway Improvement District The Florida International Gateway Improvement District is located on Tampa Bay and is inclusive of Port Manatee, east to Interstate 75, extending from the Manatee County line on the north to Buckeye Road on the south. The district generates revenues for the port area from tax increment financing. This does not mean taxes are higher, just more of the dollars generated stay focused on this specific area of the county. These dollars are deposited into the Port Manatee Improvement Trust Fund and may be used for a variety of port-related activities in the district. Planned Development Encouragement Zone Manatee County has established the Planned Development Encouragement Zone (PDEZ) to facilitate preapproval of a variety of land uses for local property owners. The PDEZ encourages port-compatible development on vacant lands in the vicinity of Port Manatee and provides an entitlement with no expiration date. 29 Through Port Manatee, Martin Marietta imports granite which is primarily used in asphalt road construction. Kinder Morgan handles fertilizer export operations at Port Manatee for Mosaic and a variety of other bulk importers, including International Salt Co., a leading provider of salt used primarily for water softening, agriculture and chemical industries. South American forest products are another component of Port Manatee s diverse cargo mix. Port Manatee remains the largest import destination in the U.S. Southeast for South American forest products. Forest products carrier Gearbulk and its Arrow Terminals Inc./Port Manatee Forestry Terminal subsidiary lease port-owned covered storage to house lumber, plywood, drywall, fencing material and woodpulp. Gearbulk also delivers aluminum, steel and a variety of other cargos to the port from Argentina. Federal Marine Terminals handles general cargo duties for Gearbulk and World Direct Shipping at Port Manatee. As one of the port s longstanding partners, FMT is well-practiced in handling produce, forest products, automobiles, steel, paper, aluminum, containers, project cargo and more. Construction aggregates are also key dry bulk commodities. Port Manatee tenant Martin Marietta operates a proprietary, mile-long, high-speed conveyor system linking Berth 5 to a modern 20-acre aggregate terminal. The conveyor is capable of moving as many as 4,000 tons of aggregate rock per hour. 27

30 Diversification (continued) Liquid bulk commodities from asphalt to bunker fuels to not-from-concentrate citrus juices also play a major role in the port s cargo portfolio. Florida Power & Light Co. is a major consumer of natural gas imported by Gulfstream Natural Gas System LLC. FPL uses oil and natural gas to power many of its plants, including the Manatee Energy Center in nearby rural Parrish. Imports of fuel oils and diesel also are stored and handled at the port by Denver-based TransMontaigne Product Services Inc. making Port Manatee the fuel hub for a nine-county region encompassing more than 30 stores of Atlanta-based RaceTrac Petroleum Inc.. Each day, RaceTrac loads enough fuel from the Port Manatee terminal to fuel more than 20,000 Southwest Florida vehicles. Citrus juices are another significant part of the port s liquid bulk cargo mix. Citrosuco North America Inc. and Louis Dreyfus Commodities ship concentrated and not-from-concentrate juices through Port Manatee. Thousands of trucks deliver or receive citrus juice products at the port for processing plants throughout Florida every year. Another bountiful commodity at Port Manatee is fresh fruit. Fresh Del Monte Produce is the largest importer of fresh produce from Central America to Florida, bringing in palletized and containerized bananas, pineapples, mangos and plantains. Logistec USA Inc. handles all of Del Monte s containerized and palletized produce at four of the port s five coldstorage facilities. World Direct Shipping imports fruits and vegetables from the state of Veracruz, Mexico, through Port Manatee on a weekly basis. Port Manatee and its partners understand the challenges shippers face moving perishables. With 207,000 square feet of chilled warehouse space, the port offers more refrigerated space than any other U.S. Gulf of Mexico seaport. Port Manatee s modern chill facilities are ideal for year-round and seasonal fruit and vegetable imports or exports. Manatee Ship Repair and Fabrication LLC is the newest addition to the Port Manatee family. The firm provides services for a full spectrum of commercial vessels from containerships and general cargo vessels to tugboats and barges trading in the Gulf region, as well as the U.S. Southeast and Caribbean. Port Manatee Commerce Center (PMCC) is a 360,000-square-foot industrial storage facility, located just outside the security gates of Port Manatee, providing office and warehouse facilities to port tenants and other local business. PMCC is connected by rail to the CSX mainline and recently completed a new rail yard, doubling its daily rail capacity to 28 cars. 32 Security is priority at Port Manatee Port Manatee s state-of-the industry access control center ensures security at the port s main entrance. Port Manatee s security department is committed to providing a safe and secure environment for all employees, tenants and visitors. The force is on duty 24/7, operating from its state-of-the-industry access control center at the port s main entrance. Security personnel monitor the port s more than 1,100 acres from the high-tech center via a sophisticated surveillance system, enabling vehicles to move quickly through the port with a high level of unobtrusive scrutiny. Security personnel also patrol the port s grounds via a fleet of hybrid vehicles and monitor waterways using advanced surveillance systems and a variety of watercraft. Port Manatee s state-of-the-industry access control center ensures security at the port s main entrance. Aside from monitoring the port, Port Manatee s security department also offers security training courses, and Port Manatee is the only seaport in Florida certified to conduct the facility security officer (FSO) training required for seaport security managers. Students receive training from instructors who actively perform the FSO duties on a daily basis. The 18- hour course complies with U.S. Coast Guard training requirements and is offered quarterly. The FSO training includes a historical perspective of seaport security requirements, a review of seaport security regulations both international and domestic and in-depth training on the security assessment and security plan development process. In the decade the port has been certified to conduct this training, more than 1,000 FSO students from ports nationwide have completed the course. Port Manatee is proud to say that security professionals from throughout Florida and the nation have been trained by Port Manatee and hold its graduation certifications. Recently, Port Manatee expanded its training offerings to include the FSO refresher course. This program is designed to update graduates on the changes in U.S. Coast Guard regulations that have been put into effect as well as the impacts of those changes. This course has been conducted at Port Manatee and offsite locations including the ports of Los Angeles and Long Beach. Port Manatee security professionals also provide other offsite training and security consulting to support ports nationwide in meeting their security requirements. 33 Port upholds environmental commitment Port Manatee takes pride in protecting the environment in and around Port Manatee. Port operations are guided by the Manatee County Port Authority s mission statement, which in part calls for conducting maritime-related activities in a profitable and environmentally responsible manner. All projects at the port are conducted with a commitment to the environment to ensure the ecosystem surrounding the port is not only maintained, but thrives. A proactive environmental approach has resulted in the port exceeding environmental compliance goals. Green locomotives In 2014, two green diesel-electric locomotives were deployed at Port Manatee, resulting in dramatic reductions in emissions and operating costs. The new locomotives are expected to reduce emissions of nitrous oxide and particulate matter by as much as 90 percent. Port Manatee operates its own Class III railroad with two low-emissions engines on 7 miles of port-owned track. Seagrass mitigation The Manatee County Port Authority is committed to protecting and enhancing Tampa Bay s pristine ecosystem. The port s groundbreaking seagrass mitigation program and award-winning Manbirtee Key bird sanctuary prove that nature and ports can thrivingly coexist. Drawing from a donor bed of 5.33 acres lying in the Scientific crew members work on transplanting of seagrass. path of proposed expansion dredging, more than 20 acres of new seagrass meadows now flourish in Tampa Bay waters adjacent to Port Manatee. Beginning in 2001, scientists carefully transplanted the seagrass to locations scarred by years of propeller-driven recreational boats traversing shallow bay waters. With a 400- acre environmental management area in place to protect the habitat from further scarring, seagrass now grows unimpeded. For the previous 30 years, seagrass transplantation was largely considered experimental, meeting with varying degrees of success around the world. The Port Manatee project s size and overwhelming success attracted global attention and earned several honors, including a Gulf Guardian Award from the U.S. Environmental Protection Agency s Gulf of Mexico Program. The American Association of Port Authorities (AAPA) also selected the project as the Western Hemisphere s top environmental program. Manbirtee Key bird sanctuary The manmade island known as Manbirtee Key is the result of Port Manatee s original channel project in the 1960s. The port partnered with Gulfstream Natural Gas System, LLC and Audubon Florida in a multimillion-dollar project converting the dredged material island to a thriving bird sanctuary. Manbirtee Key has attracted more than 120 species of birds since its restoration more than a decade ago. The island was recontoured to suit a wide range of nesting and feeding habitats. Invasive plant species, overgrown vegetation and predators (such as raccoons, possums and snakes) were removed from the island. 34 Port Manatee engages with community The Port Manatee tram tour is offered Monday and Wednesday mornings from October through May. Port offers free tram tours to public Port Manatee offers free public tours to anyone who would like a behind-the-scenes look at the port. Port Manatee tram tours include knowledgeable tour guides, fantastic views of Tampa Bay and up-close encounters with large, oceangoing ships. The tour season begins in mid-october and ends in May. Tours take place Mondays and Wednesdays at 10 a.m. and last approximately one hour. Schools, clubs and civic groups are welcome. The tram can accommodate as many as 75 guests. Tours may be booked at the port s website.
