1 THE CITY OF TORONTO City Clerk's Office Minutes of the Toronto East York Community Council Meeting No. 4 The Toronto East York Community Council met on, in Committee Room No. 1, 2 nd Floor, City Hall, Toronto, commencing at 9:30 a.m. No interests were declared pursuant to the Municipal Conflict of Interest Act. 4.1 Public Meeting Pursuant to the Planning Act respecting Application to amend the Official Plan and Zoning By-law 157A-177 Church Street (Toronto Centre- Rosedale, Ward 27) The Toronto East York Community Council had before it a final report (April 16, 2003) from the Director, Community Planning, South District, reviewing and recommending approval of an application to amend the Official Plan and the Zoning By-law for a residential apartment building at 157A-177 Church Street. The Toronto East York Community Council also had before it a communication (May 3, 2003) from Michael J. Wren, Miller Thomson Barristers and Solicitors. The Toronto East York Community Council held a statutory public meeting on May 6, 2003 and notice was given in accordance with the Planning Act. The following persons appeared before the Toronto East York Community Council: - Brian McCauley, applicant, Concert Properties Ltd.; - John Clarke, Toronto East Side Downtown Association Urban Design Committee; and - Lindsay Lozon. On motion by Councillor Rae, with Councillor Bussin in the Chair, the Toronto East York Community Council recommended that: (1) the report (April 16, 2003) from the Director, Community Planning, South District be adopted; and

2 - 2 - (2) an irrigation system with automatic timer be included, at the applicant s expense and that the irrigation system be designed to be water efficient by a Certified Landscape Irrigation Auditor (CLIA) and constructed with a back flow preventer to the satisfaction of the Commissioner of Works and Emergency Services, including requirements to maintain good order and operation. (Report No. 5, Clause 1) 4.2 Public Meeting Pursuant to the Planning Act respecting Application to amend the Official Plan and Zoning By-law - 22 and 24 Wellesley Street East (Toronto Centre- Rosedale, Ward 27) The Toronto East York Community Council had before it a final report (April 16, 2003) from the Director, Community Planning, South District, reviewing and recommending approval of an application to amend the Official Plan and the Zoning By-law for a 149- unit, 23-storey residential condominium at Wellesley Street East. The Toronto East York Community Council held a statutory public meeting on May 6, 2003 and notice was given in accordance with the Planning Act. Steven Diamond, McCarthy Tetrault, appeared before the Toronto East York Community Council. On motion by Councillor Rae, with Councillor Bussin in the Chair, the Toronto East York Community Council recommended that: (1) the report (April 16, 2003) from the Director, Community Planning, South District be adopted, subject to the modification of Recommendation No. (2) such that the Zoning By-law Amendment to be passed by City Council provide for a minimum of 78 parking spaces on the site and no parking spaces to be leased or otherwise secured off site; and (2) an irrigation system with automatic timer be included, at the applicant s expense and that the irrigation system be designed to be water efficient by a Certified Landscape Irrigation Auditor (CLIA) and constructed with a back flow preventer to the satisfaction of the Commissioner of Works and Emergency Services, including requirements to maintain good order and operation. 3 Public Meeting Pursuant to the Planning Act respecting Application to Amend Sign By-law No Pursuant to Sections 34(12) and 34(15) of the Planning Act to permit Five (5) Temporary Multi-faced Signs at Exhibition Place The Toronto East York Community Council had before it a report (April 29, 2003) from the General Manager and CEO of Exhibition Place and Commissioner of Urban Development Services, reviewing and recommending approval of a Zoning By-law Amendment to permit a temporary media screen program at Exhibition Place during the period of the annual Canadian National Exhibition The Toronto East York Community Council also had before it the following: - Clause 5 of Policy and Finance Committee Report No. 3, headed Temporary Media Signage for Canadian National Exhibition, which City Council, at its meeting held on April 14, 15 and 16, 2003, deferred to the next regular meeting of City Council scheduled to be held on May 21, 2003; and - communication (April 23, 2003) from Barbara Ernst. The Toronto East York Community Council held a statutory public meeting on May 6, 2003 and notice was given in accordance with the Planning Act. No one addressed the Toronto East York Community Council. On motion by Councillor Pantalone, the Toronto East York Community Council recommended the adoption of the joint report (April 29, 2003) from the General Manager and CEO of Exhibition Place and the Director, Community Planning, South District. (Report No. 5, Clause 3) Gerrard Street East (Lake Simcoe Ice Company Office Building) Inclusion on the City of Toronto Inventory of Heritage Properties (Beaches-East York, Ward 32) The Toronto East York Community Council had before it a communication (February 20, 2003) from the City Clerk, Toronto Preservation Board, respecting 2276 Gerrard Street East (Lake Simcoe Ice Company Office Building) Inclusion on the City of Toronto Inventory of Heritage Properties. The Toronto East York Community Council also had before it a (March 31, 2003) from Michael B. Vaughan, Barrister & Solicitor on behalf of the owner of the property. On motion by Councillor Bussin, the Toronto East York Community Council deferred consideration of the communication pending community consultation.

4 - 4 - (Letter sent to: Interested Persons; c: Commissioner of Economic Development, Culture and Tourism; Toronto Preservation Board May 9, 2003) (Report No. 5, Clause 47(a)) 4.5 Appeal of Denial of Application for a Boulevard Café 798 Danforth Avenue, Woodycrest Avenue Flankage (Toronto-Danforth, Ward 29) The Toronto East York Community Council had before it a report (February 20, 2003) from the Manager, Municipal Licensing and Standards, respecting Appeal of Denial of Application for a Boulevard Café 798 Danforth Avenue, Woodycrest Avenue Flankage. The Toronto East York Community Council also had before it the following communications: - (May 1, 2003) from Christine Tekker; - (May 2, 2003) from Alan Alexander submitting a petition with 30 signatures from Residents of Woodycrest Avenue in opposition to the application; - petition with 97 signatures in favour of the application forwarded by Councillor Ootes; - (May 5, 2003) from Alan Alexander; - (May 2, 2003) from Amanullah Olomi, Afghan Association of Ontario (Canada); and - (May 5, 2003) from Helen Tsiriotakis. The following persons appeared before the Toronto East York Community Council: - Ken Pappas; - Fada Alakoozi, applicant; - Mohammad Salam; - Nasir Alakoozi, Manager, Chopan Kabab House and Restaurant; - Rajmonda Stefa; - Stalios Emminoulidis, Platon Book Store; and -. Paul Mantelos. On motion by Councillor Ootes, the Toronto East York Community Council recommended that the application for a boulevard café licence on the Woodycrest

5 - 5 - Avenue Flankage of 798 Danforth Avenue, Chopan Kebab House Restaurant and Bakery, be approved on a six month trial basis, subject to the following conditions: (1) that a permanent structure not be erected until the matter has been further considered by the Toronto East York Community Council; (2) that the boulevard café be subject to all right-of-way criteria; (3) that the patio be closed and cleared by 10:00 p.m, Sunday to Thursday, and 11:00 p.m., Friday and Saturday; (4) that there be no amplified sound; (5) that complaints respecting the patio be forwarded to the Ward Councillor s office; and (6) that the Commissioner of Urban Development Services report back to the Toronto East York Community Council in 2004 on the operation of the boulevard café. (Report No. 5, Clause 5) 4.6 Implementation of Overnight On-Street Permit Parking on Stag Hill Drive, between Glenwood Crescent and Hale Court Poll Results (Beaches-East York, Ward 31) The Toronto East York Community Council had before it a report (March 4, 2003) from the City Clerk, respecting Implementation of Overnight On-Street Permit Parking on Stag Hill Drive, between Glenwood Crescent and Hale Court Poll Results. Robert Urbanas, Davrols Associates, on behalf of Anforth Property Management, appeared before the Toronto East York Community Council. On motion by Councillor Tziretas, the Toronto East York Community Council deferred consideration of the report pending community consultation. 6 St. George Street - Sir Daniel Wilson Residence - Authority to Enter into a Heritage Easement Agreement (Trinity-Spadina, Ward 20) The Toronto East York Community Council had before it a report (April 15, 2003) from the Commissioner of Economic Development, Culture and Tourism, to obtain Council authority to enter into a Heritage Easement Agreement to provide for the permanent protection of the heritage building known as the Sir Daniel Wilson Residence at 73 St. George Street. The Toronto East York Community Council also had before it a communication (April 25, 2003) from the City Clerk, Toronto Preservation Board, forwarding the action of the Board on April 24, 2003, in recommending the adoption of the report (April 15, 2003) from the Commissioner of Economic Development, Culture and Tourism. The following persons appeared before the Toronto East York Community Council: - Greg Tanzola, Landtactix, on behalf of the applicant, the University of Toronto; and - Vaidila Banelis, Zeidler Grinnell Partnership Architects. On motion by Councillor Chow, the Toronto East York Community Council recommended that: (1) the report (April 15, 2003) from the Commissioner of Economic Development, Culture and Tourism be adopted; and (2) an irrigation system with automatic timer be included, at the applicant s expense and that the irrigation system be designed to be water efficient by a Certified Landscape Irrigation Auditor (CLIA) and constructed with a back flow preventer to the satisfaction of the Commissioner of Works and Emergency Services, including requirements to maintain good order and operation. (Report No. 5, Clause 7) 4.8 Residential Demolition Application Wellesley Street East (Toronto Centre- Rosedale, Ward 27) The Toronto East York Community Council had before it a report (April 14, 2003) from the Deputy Chief Building Official and Director of Building, South District, respecting Residential Demolition Application Wellesley Street East. On motion by Councillor McConnell, the Toronto East York Community Council recommended that City Council approve the application to demolish the subject residential building at 146 Wellesley Street East without conditions.

7 - 7 - (Report No. 5, Clause 8) 4.9 Proposed two-way traffic on Portugal Square: West of Bathurst Street (Trinity- Spadina, Ward 19) The Toronto East York Community Council had before it a communication (February 21, 2003) from Councillor Pantalone respecting Proposed two-way traffic on Portugal Square: West of Bathurst Street. Bob Dice, Adelaide Square Condominium, appeared before the Toronto East York Community Council. On motion by Councillor Pantalone, the Toronto East York Community Council recommended that: (1) the one-way westbound regulation on Portugal Square be rescinded on the section from Bathurst Street to a point 38 metres west thereof, the funds necessary for the adjustments to signage and pavement markings in the estimated amount of $1, are contained in the Transportation Services 2003 Operating Budget; (2) the appropriate City officials be directed to take the action necessary to implement theforegoing, including the introduction of any Bills that may be required; and (3) the Commissioner of Works and Emergency Services report back in one year on this matter to the Toronto East York Community Council. (Report No. 5, Clause 9) 4.10 Inclusion on the City of Toronto Inventory of Heritage Properties - Central Waterfront (East Bayfront and Port Lands Industrial Area) (Toronto Centre- Rosedale, Ward 28 and Toronto-Danforth, Ward 30) The Toronto East York Community Council had before it a communication (January 9, 2003) from the City Clerk, Toronto Preservation Board, respecting Inclusion on the City of Toronto Inventory of Heritage Properties - Central Waterfront (East Bayfront and Port Lands Industrial Area. The Toronto East York Community Council also had before it a communication (May 1, 2003) from Jacqueline Bonic, Liquor Control Board of Ontario (LCBO).

8 - 8 - On motion by Councillor McConnell, the Toronto East York Community Council recommended that: (1) City Council include on the City of Toronto Inventory of Heritage Properties the following properties located in the East Bayfront and Port Lands Industrial Area of the Central Waterfront: (i) (ii) (iii) (iv) (vi) 281 Cherry Street (Toronto Hydro Substation); 55 Lake Shore Boulevard East (LCBO Offices and Warehouse); 16 Munition Street (Queen s City Foundry); 15 Polson Street (Dominion Boxboards Building); and 440 Unwin Avenue (Hearn Generating Station), exterior and chimney only; (2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto. (Report No. 5, Clause 10) 4.11 Request for an Exemption from Chapter 400 of the Former City of Toronto Municipal Code to Permit Front Yard Parking at 9 Fernwood Park Avenue (Beaches-East York, Ward 32) The Toronto East York Community Council had before it a report (April 16, 2003) from the Manager, Right of Way Management, Transportation Services, District 1, respecting a Request for an Exemption from Chapter 400 of the Former City of Toronto Municipal Code to Permit Front Yard Parking at 9 Fernwood Park Avenue Douglas Creelman, applicant, appeared before the Toronto East York Community Council. On motion by Councillor Pantalone, the Toronto East York Community Council recommended that City Council deny the application for front yard parking at 9 Fernwood Park Avenue. The following motion by Councillor Bussin was voted on and lost: That the application for front yard parking at 9 Fernwood Avenue be approved, subject to: (a) the parking area being paved with semi-permeable paving materials, such as ecostone pavers or approved equivalent permeable paving treatment acceptable to the Commissioner of Works and Emergency Services;

9 - 9 - (b) (c) a formal poll being conducted to determine whether there is sufficient neighbourhood support for the application, and that such poll has a favourable result; and a tree being planted in the outer grassed boulevard fronting this location. (Report No. 5, Clause 11) 4.12 Request for an Exemption from Chapter 400 of the Former City of Toronto Municipal Code to Permit Front Yard Parking at 11 Fernwood Park Avenue (Beaches-East York, Ward 32) The Toronto East York Community Council had before it a report (April 17, 2003) from the Manager, Right of Way Management, Transportation Services, District 1, respecting a Request for an Exemption from Chapter 400 of the Former City of Toronto Municipal Code to Permit Front Yard Parking at 11 Fernwood Park Avenue. The Toronto East York Community Council also had before it a communication (May 5, 2003) from C. Douglas Creelman. Douglas Creelman, on behalf of the applicant, appeared before the Toronto East York Community Council. On motion by Councillor Pantalone, the Toronto East York Community Council recommended that City Council deny the application for front yard parking at 11 Fernwood Park Avenue. 10 Request for an Exemption from Chapter 313 of the Former City of Toronto Municipal Code to Permit Commercial Boulevard Parking on Nelson Street, rear of 229 Richmond Street West (Trinity-Spadina, Ward 20) The Toronto East York Community Council had before it a report (April 16, 2003) from the Manager, Right of Way Management, Transportation Services, District 1, respecting a Request for an Exemption from Chapter 313 of the Former City of Toronto Municipal Code to Permit Commercial Boulevard Parking on Nelson Street, rear of 229 Richmond Street West. On motion by Councillor Chow, the Toronto East York Community Council recommended that City Council deny the application for commercial boulevard parking on Nelson Street at the rear of 229 Richmond Street West. (Report No. 5, Clause 13) 4.14 Request for an Exemption from Chapter 313 of the Former City of Toronto Municipal Code to Reconfigure and Permit Additional Commercial Boulevard Parking on the Ontario Street Flank of 287 Queen Street East (Toronto Centre- Rosedale, Ward 28) The Toronto East York Community Council had before it a report (April 17, 2003) from the Manager, Right of Way Management, Transportation Services, District 1, respecting a Request for an Exemption from Chapter 313 of the Former City of Toronto Municipal Code to Reconfigure and Permit Additional Commercial Boulevard Parking on the Ontario Street Flank of 287 Queen Street East. The Toronto East York Community Council also had before it the following communications: - (May 6, 2003) from John Spratley, Hastings Corp. Ltd.; and - (May 6, 2003) from Suzana Mill. The following persons appeared before the Toronto East York Community Council: - Suzana Mill; and - Tsang-Wah Mak. On motion by Councillor McConnell, the Toronto East York Community Council recommended that City Council approve the application to reconfigure the two existing parallel parking spaces at an angle to the roadway, as shown on Appendix A of the report (April 17, 2003) from the Manager, Right of Way Management, Transportation

11 Services, District 1, and to permit an additional angled parking space on the Ontario Street flank of 287 Queen Street East located next to the other two spaces if feasible, notwithstanding that the required 0.91 m setback from the City sidewalk cannot be provided, subject to: (a) (b) (c) (d) (e) the area for the two parking spaces at the north end of the building not exceeding 2.1 m by 5.0 m in dimension and the area for the parking space at the south end of the building not exceed 2.6 m by 5.0 m in dimension; the City sidewalk not being encumbered at any time and pedestrian traffic being maintained at all times; the applicant paying for the installation of an additional ramp, as shown on Appendix A of the report (April 17, 2003) from the Manager, Right of Way Management, Transportation Services, District 1; a formal poll being conducted and that such poll have a favourable result; and the applicant paying all applicable fees and complying with all other criteria set out in Municipal Code Chapter 313, Streets and Sidewalk, of the former City of Toronto Municipal Code; and On motion by Councillor Pantalone: (f) a tree being planted on the flankage of either Queen Street East or Ontario Street, at the applicant s expense and to the satisfaction of the Commissioner of Economic Development, Culture and Tourism. (Report No. 5, Clause 14) Dovercourt Road (Ideal Bread Company Factory) Report from the Conservation Review Board on the Designation of the Property under Part IV of the Ontario Heritage Act (Trinity-Spadina, Ward 19) The Toronto East York Community Council had before it a communication (March 21, 2003) from the City Clerk, Toronto Preservation Board, respecting 183 Dovercourt Road (Ideal Bread Company Factory) Report from the Conservation Review Board on the Designation of the Property under Part IV of the Ontario Heritage Act. The Toronto East York Community Council also had before it the following communications: - (May 5, 2003) from Jason Pearson, Committee of Concerned Citizens;

12 petition signed by 71 persons and submitted by Paul Dodds; and - (May 4, 2003) from Peter Stadnyk. The following persons appeared before the Toronto East York Community Council: - Margarita Isakov, Committee of Concerned Citizens; - Marg Moffatt; - Jason Pearson, Committee of Concerned Citizens; - Michael Vaughan; and - Yuria Shtern. On motion by Councillor Pantalone, the Toronto East York Community Council recommended the adoption of the report (March 11, 2003) from the Commissioner of Economic Development, Culture and Tourism. (Report No. 5, Clause 15) 4.16 Proposed Bicycle Lanes on Dundas Street East from Broadview Avenue to Kingston Road (Toronto-Danforth, Ward 30, Beaches-East York, Ward 32) The Toronto East York Community Council had before it a report (April 22, 2003) from the Director, Transportation Infrastructure Management and the Director, Transportation Services, District 1, respecting Proposed Bicycle Lanes on Dundas Street East from Broadview Avenue to Kingston Road. The Toronto East York Community Council also had before it athe following communications: - (May 2, 2003) from Stephen Kriedemann, Public Works and Government Services Canada; - (May 2, 2003) from Fontana Swing; - (May 2, 2003) from Susan Peschken; - (May 2, 2003) from Andy McLachlan; - (May 2, 2003) from Richard Doan; - (May 2, 2003) from David McLachlan; - (May 5, 2003) from March Gregoroff;

On motion by Councillor Bussin, the Toronto East York Community Council recommended that: (1) bicycle lanes be implemented on both sides of Dundas Street East, between Broadview Avenue and Kingston Road, as detailed in Appendix A of the joint report (April 22, 2003) from the Director, Transportation Infrastructure Management and the Director, Transportation Services, District 1; (2) in conjunction with the installation of the bicycle lanes identified in Recommendation 1, the traffic and parking regulations detailed in Appendix B of the joint report (April 22, 2003) from the Director, Transportation Infrastructure Management and the Director, Transportation Services, District 1, be approved; (3) staff monitor the traffic impacts resulting from the reduction in the number of traffic lanes on Dundas Street East and report back to Toronto East York Community Council as necessary on mitigating measures that can be implemented to reduce the impacts; and (4) the appropriate City Officials be authorized to take the necessary action to give effect thereto, including the introduction in Council of any Bills that may be required.

14 (Report No. 5, Clause 16) 4.17 Preliminary Report - Applications to amend the Official Plan and Zoning By-law of the former City of Toronto Ontario Limited (IBI Group, Architects) Tentative addresses: 59 East Liberty Street, 69 Lynn Williams Street, 80 Lynn Williams Street and 90 Lynn Williams Street (Trinity-Spadina, Ward 19) The Toronto East York Community Council had before it a preliminary report (April 17, 2003) from the Director, Community Planning, South District, respecting Applications to amend the Official Plan and Zoning By-law of the former City of Toronto Ontario Limited (IBI Group, Architects) Tentative addresses: 59 East Liberty Street, 69 Lynn Williams Street, 80 Lynn Williams Street and 90 Lynn Williams Street, and recommending that: (1) staff be directed to schedule a community consultation meeting together with the Ward Councillor; (2) notice for the community consultation meeting be given to landowners and residents within 120 metres of the site; (3) the Commissioner of Urban Development Service undertake a formal review of the Garrison Common North Part II Plan to deal with the current applications in a comprehensive manner; and (4) notice for the Public Meeting under the Planning Act be given according to the regulations under the Planning Act. 20 Cabbagetown/North-East Area - Authority to Undertake a Heritage Conservation District Study for a Portion of the Cabbagetown Area (Toronto Centre-Rosedale, Ward 28) The Toronto East York Community Council had before it a report (April 15, 2003) from the Commissioner of Economic Development, Culture and Tourism, respecting Cabbagetown/North-East Area - Authority to Undertake a Heritage Conservation District Study for a Portion of the Cabbagetown Area recommending that: (1) the Cabbagetown/North-East Area as shown in Attachment No. 1 be identified by by-law under Section 40 of the Ontario Heritage Act as an area to be examined for future designation as a heritage conservation district; (2) a study advisory committee that includes representative of the Cabbagetown Preservation Association and property owners in the heritage conservation district study area be established; and (3) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto. On motion by Councillor Ootes, the Toronto East York Community Council recommended that: (1) overnight on-street permit parking be implemented on a year s trial basis, on Dewhurst Boulevard North, between Kings Park Boulevard and Mortimer

21 Avenue, on an area basis, to operate during the hours of 11:00 p.m. and 5:00 a.m., 7 days a week; and (2) the appropriate City Officials be authorized and directed to take the necessary action to give effect to the foregoing. (Report No. 5, Clause 27) 4.28 Renaming of Clarke Beach Park to Cherry Beach in the Portlands (Toronto- Danforth, Ward 30) The Toronto East York Community Council had before it a report (April 2, 2003) from the Commissioner of Economic Development, Culture and Tourism, respecting Renaming of Clarke Beach Park to Cherry Beach in the Portlands and recommending that: (1) the beach area south of the parking lot(s) be renamed as Cherry Beach and that the parkland directly north of the beach front remain Clarke Beach Park; (2) a narrative sign be erected in the park giving recognition to Alderman Harry Clarke and his contributions to the area; and (3) the appropriate officials be authorized and directed to take the necessary action to give effect thereto. On motion by Councillor McConnell, the Toronto East York Community Council recommended the adoption of the report. (Report No. 5, Clause 28) 4.29 Renaming of Lower Shaw Street to Pirandello Street (Trinity - Spadina, Ward 19) The Toronto East York Community Council had before it a report (April 22, 2003) from the City Surveyor, Works and Emergency Services, and recommending that (1) subject to the statutory requirements for changing the name of a street under the Municipal Act, Lower Shaw Street, illustrated on Attachment No. 1, be renamed to Pirandello Street and (2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

(Report No. 5, Clause 29) 4.30 Dupont Street, both sides, between Ossington Avenue and Dovercourt Road Installation of New Pay-and-Display Parking Spaces and Associated Parking Regulation Amendments (Trinity-Spadina, Ward 19) The Toronto East York Community Council had before it a report (April 16, 2003) from the Director, Transportation Services, District 1, requesting approval to amend the appropriate by-laws for the installation of new pay-and-display parking spaces on the subject street as recommended by the Toronto Parking Authority. On motion by Councillor Pantalone, the Toronto East York Community Council recommended the adoption of the report. (Report No. 5, Clause 30) 4.31 Seaton Street, Ontario Street and Berkeley Street, between Shuter Street and Carlton Street Installation of Speed Humps (Toronto Centre-Rosedale, Ward 28) The Toronto East York Community Council had before it a report (April 8, 2003) from the Director, Transportation Services, District 1, and recommending that this report be received for information. On motion by Councillor McConnell, the Toronto East York Community Council recommended that: (1) appropriate staff be authorized to conduct a poll of eligible residents of Seaton Street, Ontario Street and Berkeley Street, from Shuter Street to Carlton Street to determine resident support for the speed hump plan, in accordance with the City of Toronto Traffic Calming Policy and public notice be given pursuant to the Municipal Class Environmental Assessment Act including Notice of Study Commencement to the Ministry of Environment, Fire Services, Emergency Medical Services and Toronto Police Services; (2) subject to favourable results of the poll: (a) a by-law be prepared for the alteration of sections of the roadway on Seaton Street, Ontario Street and Berkeley Street, from Shuter Street to Carlton Street, for traffic calming purposes as shown on the attached

23 prints of Drawing Nos. 451F-6877, 421F-6878 and 421F-6879, respectively and circulated to residents through the polling process; (b) (c) pursuant to the requirements of the Municipal Class Environmental Assessment Act, Notice of Completion be issued; the speed limit be reduced from forty kilometres per hour to thirty kilometres per hour on Seaton Street, Ontario Street and Berkeley Street, from Shuter Street to Carlton Street, coincident with the implementation of speed humps; and (3) the appropriate City officials be authorized and directed to take whatever action is necessary to implement the foregoing, including the introduction in Council of any Bills that are required. (Report No. 5, Clause 31) 4.32 Installation of All-Way Stop Sign Control at the intersection of Glen Albert Drive and Curran Drive (Beaches - East York, Ward 31) The Toronto East York Community Council had before it a report (April 16, 2003) from the Director, Transportation Services, District 1, respecting Installation of All-Way Stop Sign Control at the intersection of Glen Albert Drive and Curran Drive. 24 (1) the maximum speed limit on Pepler Avenue and Rivercourt Boulevard, between O'Connor Drive and Pape Avenue, be reduced from 50 to 40 kilometres per hour; and (2) the appropriate City officials be authorized and directed to take necessary action to give effect thereto including the introduction in Council of any Bills that may be required. On motion by Councillor Ootes, the Toronto East York Community Council recommended the adoption of the report. (Report No. 5, Clause 33) 4.34 Installation/removal of on-street parking spaces for persons with disabilities (Trinity-Spadina, Ward 19; Toronto Centre-Rosedale, Ward 28; Toronto-Danforth, Ward 30; Beaches-East York, Ward 31 and Beaches-East York, Ward 32) The Toronto East York Community Council had before it a report (April 17, 2003) from the Director, Transportation Services, District 1, respecting Installation/removal of onstreet parking spaces for persons with disabilities, and recommending that: (1) the installation/removal of disabled on-street parking spaces as noted in Table A of this report be approved; and (2) the appropriate City officials be requested to take any action necessary to give effect to the foregoing, including the introduction in Council of any Bills that may be required. On motion by Councillor Bussin, the Toronto East York Community Council recommended the adoption of the report. 25 (1) the No Parking Anytime prohibition, on the north side of Charles Street West, between Balmuto Street and Bay Street, be rescinded; (2) a No Standing Anytime prohibition be implemented on the north side of Charles Street West, between Balmuto Street and Bay Street; and (3) the appropriate City officials be authorized and directed to take whatever action is necessary to implement the foregoing, including the introduction in Council of any Bills that are required.
