3 Introduction This booklet is designed to provide the names, addresses, telephone numbers, and fax numbers of those actively involved in combating gangs in South Carolina. The list includes law enforcement officers and officials, prosecutors, victim advocates, private organizations, and others actively working to eliminate gang activity in our state. In compiling this directory, members of my staff talked to hundreds of South Carolinians from the Low Country to the Piedmont. Many were aware of the growing threat that gangs posed to the peace and order of our communities. However, some said, Fortunately we don t have that problem in our part of the state. Yet the Gang Prevention Study Committee -- appointed by the Legislature and comprised of constitutional officers, representatives from the House and Senate, and relevant state and local agencies -- reported the following: It is the finding of the committee that criminal gangs have spread throughout our state and now pose a significant threat to the community at large. That threat is at least two-fold. First, full-fledged gangs engage in criminal activity. Typically they deal in drugs and extortion, smuggle illegal goods into the U.S., commit robbery and murder, and intimidate and brutalize each other and their innocent victims. Second, the average age of a criminal gang member is 15. Thus members frequently come under state supervision while they are juveniles and -- through probation, parole, and incarceration -- remain under supervision well into adulthood. Such supervision costs taxpayers. It s difficult to put a price tag on these services, but the cost to South Carolina taxpayers is substantial. To combat the devastating effects of gang activity, state and local governments are adopting three approaches (1) prevention, (2) strict enforcement of the law, and (3) rehabilitation. We believe this directory will prove useful in all three. 3

4 First, it will provide parents, clergy, and other responsible adults with the names and addresses of organizations that can assist schools and families in preventing young people from joining gangs in the first place. Studies suggest that this is the most practical approach, since it spares families the emotional stress of exposure to gang life and saves taxpayers the expense of local and state supervision. Second, the directory will provide law enforcement officers with contacts throughout the state, enabling them to exchange information on gang activities, track suspects into other jurisdictions, and make use of statewide expertise. And third, the directory will help those who supervise gang members already in the system to monitor their behavior in the community and to work with organizations and individuals dedicated to the rehabilitation of young people. The usefulness of this directory will depend on how diligently and accurately it is maintained. For this reason we intend to post it on the Attorney General s website: scattorney@ag.state.us. We hope that those of you who use it will inform us of any updates in your section of the volume e.g., changes of personnel, addresses, or phone numbers. As chairman of the Gang Prevention Study Committee I hope this project will help South Carolinians as they confront this problem in our state. 9 Program Descriptions The following organizations have provided a summary of their prevention/intervention services. Additional groups will be listed as information such as program descriptions, parenting body, contact persons, etc. is received. 9

10 Multi-County YOUTH MENTOR PROGRAM Office of the Attorney General P.O. Box Columbia, SC As a commitment to making a difference in the lives of young people, the Office of the Attorney General has instituted and broadened the YOUTH MENTOR PROGRAM. A voluntary program, the mentor approach links the offending juvenile to a church or community organization where an individual mentor will be assigned to him/her. The mentor will monitor the personal and academic development of the juvenile for six months to one year as ordered by the court. The goal of the YOUTH MENTOR PROGRAM is to provide the youth with the necessary values, motivation and sense of selfresponsibility to guide him/her towards productive and positive citizenship. The YOUTH MENTOR PROGRAM focuses primarily on the repeat offender, and on occasion, the circumstantial offender. Voluntary assignments to the program are also allowed through parental recommendations and consent. Religious institutions provide mentors. Participating youths attend weekly sessions at sponsoring sites where they receive instruction, life skills training, tutoring assistance, etc. The expansion of the program will also include recruiting the services of community organizations and schools. Currently the YOUTH MENTOR PROGRAM is active in Dorchester County (1 st circuit), Florence and Marion Counties (12 th circuit), Beaufort County (14 th circuit), and Horry County (15 th circuit). 11 Anderson County FUSION WAREHOUSE STUDENT CENTER 3223 Mall Rd. Anderson, SC Ph. (864) fax (864) Located in the heart of Anderson, SC, Fusion Warehouse Student Center has registered over 6,000 (33%) of the youth of Anderson County. Mission: To provide youth programs and activities, in a safe environment, that will teach moral and ethical character development, and to help all students reach their full potential. Managed strictly by volunteers from the community, Fusion Warehouse is open on Friday and Saturday evening, providing a safe haven and a large selection of activities for young people to participate in. Although there is no charge to participate, all young people are required to register. OVERVIEW Fusion Warehouse provides programs and activities in a safe environment that will teach moral and ethical character development. We believe it is our responsibility as leaders in this community to provide a safe place for students to learn and play. ADMISSION/REGISTRATION Upon arrival for the first time, students will register with a parent/legal guardian or have the necessary signatures on the student application/medical consent form. At this time, students will be required to show a picture ID (student or drivers license). Each student will be entered into our database and we will scan his/her thumbprint. This will allow the student access into the facility without an ID at the appropriate times available for that student. This will also allow our staff to know upon arrival if a student has been suspended from the facility or barred. There is no registration fee or any admission fee for the student center. EXIT Each student must exit the center via the thumbprint reader. No student will be allowed to exit without this procedure. If a student leaves the center without this step, they will not be allowed back in the facility upon their next arrival. Students will be required to go through the Police Explorers unit in order to obtain this re-entry pass. 11

12 Lexington County KEYS PROGRAM In early 2003, the West Lexington community, along with the Lexington Police Department and the Lexington Improvement League recognized the need to provide quality after school activities to youth who may be coming home from school alone or have limited supervision between the hours of 3:00-6:00 p.m. These groups, along with representatives of approximately fifteen other public and non-profit organizations came together to create the Lexington Latchkey Collaborative, which was instrumental in the design of the program and hiring of the first staff. Entering its fourth year of operations, the Lexington Keeping Every Youth Safe (KEYS) after school program, lives up to that saying by actively improving the quality of life for Lexington youth. The KEYS program is housed at the Community Center at 104 Allen Street in West Lexington and focuses on improving academic and life skills of its participants. The program meets three times a week on Monday, Tuesday, and Thursday from 2:30 p.m. to 6:00 p.m. and regularly serves approximately 35 children from throughout the greater Lexington area. Each youth receives individual tutoring and mentoring, based on their needs provided by program staff and a cadre of volunteers from local churches and high schools. Additionally, Lexington Community Oriented Policing and School Resource Officers provide life skills training and the opportunity to positively react with law enforcement officials. Contact Ebony F. 13 Richland County POLICE ATHLETIC LEAGUE (Columbia Police Department) PALS is the latest effort by the department to reach out to the citizens of our community. The national organization focuses on building a partnership among youth, police and citizens with recreational, athletic and educational programs. These will encourage and develop good citizenship and improve the quality of life for our youth. The Columbia organization is the first chartered member of the National PAL in Richland County. PALS is based on promoting trust and understanding between youth and police. PALS aims to bring youth under the direct supervision and constructive influences of responsible law enforcement officers and concerned citizens throughout the community. Executive Director Sgt. Vandell McCary Sr. (803) ofc (803) cell GANG TASK FORCE (Columbia Police Department) The mission of the Columbia Police Department Gang Unit is to provide the safest environment possible for the citizens of Columbia, by attacking the gang problem on many different levels. This specialized unit will strive to achieve its objectives by identifying gangs, gang members, and their associates, deterring crimes when possible, and educating the public. The unit is charged with investigating gang related crimes, identifying those responsible, and aggressively seeking the prosecution of those individuals. White (803) (ofc) (803) (cell) cswhite@columbiasc.net HARMONY PROGRAM (Columbia Police Department) The Harmony Program creates unique educational and cultural opportunities for youth in the Columbia area. These opportunities include field trips, motivational speeches, group sessions, etc. The goal is to provide activity as an alternative to crime. Although it operates under the authority of the Columbia Department, the program is administered through the volunteer efforts of police officers, with the assistance of private financial donations. 14 Richland County Sheriff s Department Gang & Youth Violence Prevention/Intervention Organizations CROSSROADS The "Crossroads Tour is designed to give our youth a "reality check" by having deputies and deputy coroners meet with the kids and talk with them about their future. The kids will also tour the Alvin S. Glenn Detention Center and visit the morgue and have a Real Talk Session and round table discussions about where their lives are headed jail or the morgue. The Crossroads Tour comes on the heels of the training that School Resource Officers teach (Law Related Education) during the school year about issues that could lead a person to jail and shows them the harsh reality of jail life and where bad decisions can lead them. The name "Crossroads" was chosen because it seemed most appropriate for those students heading down the wrong path. Meaning that it is up to them to choose which road they follow -- will they proceed on the right side of the law or chose the bad? Parents are urged to take advantage of the opportunity that this tour offers, because it could assist in the decisions our youth make in the future. Investigator Gerald F. Walls (803) gwalls@rcsd.net READY (Richland County, Educating And Deterring Youth) Aimed at youth ages 13-16, the READY program (Richland County, Educating, And Deterring Youth) is designed for youth who need more intense intervention than Crossroads. Walls, RCSD Gang Unit (803) GOOD NEWS GLOBAL MINISTRIES 605 Alcott Dr. Columbia, SC Good News Global Ministries offers a hands-on approach to the problems plaguing our communities, especially those problems that negatively impact our young people. Its target service population has been residents of several government subsidized housing units surrounding the church. Good News Global Ministries vision encourages partnerships with other ministries, schools and community groups, with a goal of instilling a positive attitude in our young people, and motivating them to become productive, resource and responsible citizens. 15 Description PROJECT UNITY P.O. Box 3601 Columbia, South Carolina Project Unity USA is a organization that has worked to implement programs and projects that help communities reduce crime. Its philosophy is that when five (5) important groups come together, they can reduce crime, clean up communities, and make them the communities they once were. Specific projects include: Meet Me Where I Am Staff members go into communities between the hours of 1:00 am and 4:00 am and speak with the youth and young adults who are on the street. Reach Back encourages youth from the high school to go to their feeder school and serve as a tutor. Unity Fest is an annual event where people are encouraged to meet new friends. Everyone is invited to share the experience of various types of music and food, with games for the kids. Program is a school-based substance abuse prevention and early intervention program that prevents and reduces substance use and abuse among high risk, multi-problem adolescents placed in alternative schools. This yearround program operates at Richland School District One s Olympia Learning Center, and in Lexington District Five Students are taught the dangers of experimenting with alcohol, tobacco, and other drugs. In addition, students are taught leadership skills, decision making skills, stress and anger management, problem solving, and resistance to peer pressure. Counselors primarily work with adolescents individually and in small groups. During the summer months, program participants are involved in the League s youth employment programs. The Columbia Urban League s Teen Leadership Center works in Fairfield County to increase school attendance, prevent/reduce involvement in the family court system, and provide career development training and summer employment for students in Fairfield 15

16 County schools. It s Parents as Partners workshops serves to both empower and inform parents on the issues concerning truancy and its prevention. Teen Spirit is a Youth organization that builds Character, teaches Leadership skills, Biblical Studies, critical, logical and analytical thinking. Teen Spirit is a think tank for youths. Teen Spirit also mentors, tutors and serve as an advocate for youth concerns and the laws that effect youths. We meet for lecturing twice a month the 2nd and 4th Saturday of the Month. We also have individual counseling during the month on a weekly basis with youths that need counseling or youths that are court ordered to counseling or mentoring. In an effort to increase their awareness and exposure to other opportunities, Teen Spirit also provides historical and cultural trips throughout America. Director, Rev. Kenneth Spry or

17 FAST FORWARD Shandon Cluster of Churches c/o Bethel AME Church 819 Woodrow St. Columbia, SC In June 1999, working in concert with the Cooperative Ministry, the United Way of the Midlands, Midlands Technical College, the City of Columbia, and Hand Middle School, the Shandon Cluster of Churches helped initiate a US Department of Education grant application fro a neighborhood Technology Center at Hand Middle School. Sponsored by the Shandon Cluster of Churches (Shandon Presbyterian, Shandon United Methodist, Bethel AME, Lutheran Church of the Incarnation, and St. Joseph Catholic Church), Fast Forward serves as a cooperative effort to support the Connections program at Hand Middle School. Services offered include mentoring (includes training of church volunteers), tutoring, counseling assistance for youths and their families, and agency referrals. Contact: Rev. Cole Weathers (803) A BETTER WAY PROJECT GANG OUT 1445 Shop Rd., Columbia, SC A Better Way, Inc. is a 501(c)(3) non-profit organization that specializes in the areas of prevention and intervention and/or treatment reducing at-risk behavior among youth and adolescents. The program provides an array of services and opportunities to children and families who desire to make a difference in the lives of our future our children. They are equipped to work with 200 young adults and their families over a 12-month period. The ultimate goal is to assist, develop and implement intervention strategies for children and families. A Better Way also offers training and education for those who desire a way out from the Juvenile Justice and/or Criminal Justice systems. Through intense educational, teaching, and therapeutic opportunities, children and families will be able to recognize and avoid risk factors of crime and drug abuse. They will learn to establish accountability, responsibility and make positive choices. Young adults and their families will maintain crime, violent, and drug-free lifestyles. Finally, A Better Way also provides and develops innovative, realistic treatment initiatives such as individual, groups, and family counseling as well as crisis intervention. 18 YOUTH ARBITRATION PROGRAM The School-Based Youth Arbitration Program is an intervention option for first time, non-violent student offenders. The overall intent of the program is to change the way schools handle student crime. The purpose is to restore safety within the school, and at the same time, prevent at-risk students from entering the justice system. The program is based upon the principles of restorative justice and provides an effective means of addressing student safety, reducing reliance on suspension, expulsion and police charges, while reintegrating offending students back into the school community. The restorative approach focuses on a three-way relationship between the needs of the victims, student offenders, and the school community. Sgt. Kim Myers (803) THE B WRIGHT PROJECT Bible Way Atlas Road 2340 Atlas Rd. Columbia, SC After the shooting death of fourteen-year old Brian Wright, who was an innocent bystander when a gang-related shooting occurred, the Bible Way Church of Atlas Rd. instituted the B Wright Project. This program provides a safe and supportive environment for young people who may be facing some very difficult challenges. It also gives an opportunity for young people to safely discuss the pressures of gang involvement, how to exit gangs, etc. Director, Darion Hutcherson (803)

19 LIFE GIVING OUTREACH MINISTRIES, KINGDOM WARRIORS INTERNATIONAL MINISTRIES 6101 N. Main St. Columbia, SC Life Giving Outreach Ministries & Kingdom Warriors International Ministries offer several programs for its members and the people in the communities of Columbia. These include: 1. After-school tutoring and training (youth and adult). 2. Weekly visits and prayer throughout the communities 3. Clothing and food supplies to those who are in need 4. Special weekly activities on health and welfare for the youth in the community. 5. Re-Entry classes for people who are incarcerated and are preparing to be released within one year's time. 6. Weekly bible studies in the youth and adult institutions. 7. Conducts Marriage and Financial counseling and workshops. 8. Transitional homes for the people coming out of the institutions [drug/prison] also help to find them employment. 9. Conducts Youth forums [discussions] on drugs, alcohol, gangs, sex, etc. and goal setting. Life Giving Outreach Ministries is currently in the process of establishing a health program to teach and train people, (with emphasis on our youth) on the importance of maintaining good health. 20 S.E.E.D. Technology Center P.O. Box Columbia, SC S.E.E.D. Technology Center a subsidiary of the School of Economic & Educational Development (S.E.E.D. Inc.) a non-profit, education and economic development corporation. We provide the disadvantaged; unemployed, underemployed and ex-offender and their families with the education and employment skills necessary to achieve economic self-sufficiency through training opportunities; opportunities for meaningful work and service to the community; and opportunities to develop employment and leadership skills. S.E.E.D. Faith Ministries International, Inc., through S.E.E.D. Technology Center, offers programs and services that engage unemployed youth between the ages of 16 and 24 and adults 25 and up in work, education, and family activities that will rebuild their community and their lives. The main focus of the programs is to provide technical education through formal classroom training and to provide hands-on instruction in the field of computers and technology. This program will allow unemployed and disadvantaged youth and adults the opportunity to go back to school to gain their High School Equivalency (GED), and once completed they will be given hands-on workplace and life-skills training that will allow them to become a part of the mainstream community. This training program provides to low-income high-school dropouts, ages and adults 25 and older: academic instruction for high school diploma or GED acquisition technology skills training and employment assistance and leadership and life-skills instruction that will instill pride in a youth's community and the state. 21 Statewide SCASRO (SC ASSOCIATION OF SCHOOL RESOURCE OFFICERS) P.O. Box Columbia, South Carolina The South Carolina Association of School Resource Officers was developed by a group of 23 School Resource Officers in Those SRO's saw a need to have a statewide organization for officers to contact on what programs were working and what programs had not worked in our schools, how to handle certain situations, and a clearing house for lesson plans. Mission Statement To maintain a safe and secure learning environment on the school campus. To introduce students to law enforcement officers in a more positive setting, in order to foster mutual trust and respect between the officer and the student. To reduce crime associated with schools such as trespassing, drug offenses, possession of weapons, and assaults. These goals are accomplished using the "one officer/one school" concept. Deputies/Police Officers selected as SRO's work exclusively in "their" school. They remain at the school the entire day while classes are in session and in the evening during special events. They are also available to students and staff members on a 24-hour basis. They serve as both teachers and counselors to the students. President, Sgt.
