3 Introduction Enjoy A BBQ with the Friendly Neighbourhoods Community Trailer A community barbeque is a great way to get to know your neighbours. The City of Melville strongly supports and encourages these types of activities, as they help to connect communities and encourage people to get to know their neighbours. The City of Melville s Friendly Neighbourhoods Community trailer makes cooking a BBQ for a large group easy. Equipped with gas barbeque bottles, cooking utensils, a marquee and lots of other useful items, the trailer has everything you need to host a community barbeque without the hassle of using your own equipment. The trailer is available free of charge and is available for use within the City of Melville. Both individuals and community groups are more than welcome to take advantage of this service. While preference will be given to Neighbourhood Watch (NHW) events, you do not have to be a member of NHW to use this trailer. Friendly Neighbourhoods grants of up to $ are available for individuals and community groups wanting to host events which help connect local communities. 4 Water cooler (15l) with tap 2 x wheel chocks On The Day of Your Event Where and when can I collect the Trailer? The trailer can be collected from the City of Melville Operations Centre located at the top of Bramanti Drive, Murdoch. You can collect the trailer anytime between 8.00am and 5.00pm seven days a week. Please call the Community Safety Service (CSS) on at least half an hour before your arrival so they can prepare the trailer, and so that staff are available to assist you in securing the trailer to your vehicle. Who can I contact on the day if I have any problems? Please contact the CSS on if you experience any problems with the trailer during your community BBQ. Are there any information materials that I can distribute on the day? There are a host of safety and crime prevention information materials available in the trailer for you to distribute at your event if you wish to do so. The resources are designed to assist the community in making safer choices to prevent becoming a victim of crime. Further information on safety and crime prevention at the City of Melville can be found by visiting Friendly Neighbourhood Project The Friendly Neighbourhood Project is a City of Melville initiative to build stronger communities. Because we lead such busy lifestyles and often do not have the opportunity to meet our neighbours, the City of Melville has developed Friendly Neighbourhoods, an initiative to make connecting with our local community a bit easier. Being on bad terms with your neighbour can make day-to-day life frustrating and difficult. Taking the time to establish a good relationship has many benefits. The community is friendlier, the neighbourhood is safer and a much nicer and more comfortable place to live. Friendly Neighbourhoods helps people take that first step in communicating with their neighbours, while also encouraging and supporting fabulous neighbourhood events such as street parties, barbeques and the Friendly Neighbour Awards! For more information visit Food Safety Guidelines You do not need to apply for any permits to host your BBQ but please ensure you take the time to read through the temporary food stall and food safety storage guidelines (appendix one) before hosting the BBQ. Please note that the submission of plans and the application fee is exempted. 5 The City of Melville has also recently introduced a free interactive online training program called I m Alert which can assist you and your food handlers in gaining valuable skills and knowledge in food safety and hygiene to help ensure safe and suitable food is produced. This program is presented in an interactive, easy to follow, and entertaining format and includes the ability for the user to print off an acknowledgement form and a certificate upon completion of the program. It is highly recommended that all food handlers take part in this training. For further information on the food safety topics within this training program, please visit the website on If you would like further information on the health requirements for your BBQ please contact the City of Melville s Health Services on during business hours. After Your Event When do I have to return the trailer by? The trailer should be returned within 24 hours of the completion of your event. Please return the trailer to the City of Melville Operations Centre located at the top of Bramanti Drive, Murdoch. The trailer can be returned between 8.00am and 5.00pm, seven days a week. Please call the CSS on at least half an hour before you intend to return the trailer so that staff are available to assist you in removing the trailer from your vehicle. What condition must the trailer be returned in? Please return the trailer in a neat, clean and undamaged condition. Please ensure the following before returning the trailer: All utensils and cooking bowls have been washed with soap and water after use. The barbecue has been washed, cleaned and correctly stowed in the trailer. Gas bottles have been closed and are correctly stowed in the trailer. All rubbish has been disposed of - please do not leave rubbish in the trailer. All flags and the shade shelter have been dismantled and returned to their storage bags. How do I report any faults or issues with the trailer? If you experience any faults or issues with the trailer please make sure you report them to the CSS Officer when you return the trailer. 6 Appendix One REQUIREMENTS FOR TEMPORARY FOOD STALLS GENERAL: 1. All food stalls are to comply with Food Act 2008, Food Regulations 2009 and Australia New Zealand Food Standards Code. 2. All food businesses must hold a Verification of Notification or Certificate of Registration issued by a Local Council. STALL CONSTRUCTION: 3. A food stall must have a roof and three sides. A tent or marquee that is flyscreened is ideal for the preparation of food. Cooking of food where naked flames are used should be carried out in the open air. 4. Where a food stall is erected on unsealed ground, a suitable impervious material should be laid over the ground area of the stall, e.g. a ground sheet or tarpaulin. 5. All stall counter surfaces shall be smooth, durable and impervious. Surfaces can be covered with plastic or plastic table cloths to meet this requirement. Surfaces that cannot be easily cleaned, such as wood, will not be accepted. FOOD HANDLING AND PROTECTION OF FOOD: 6. Food must always be protected from contamination by dust, flies and other insects, vehicle fumes and other similar pollutants. Food must NOT be able to be touched by the customer. All food on display must be either - wrapped or packaged; - completely enclosed in a suitable display cabinet; or - be protected by a physical barrier such as perspex glass sneeze guard or clear plastic siding to the stall or 7. Any food which is given away as "samples" must be distributed in a supervised manner, that is given out off a tray or plate by a staff member. 8. Only use single use disposable eating and drinking utensils and make sure they are protected and clean before use. Food handlers should wear disposable plastic-type gloves at all times when handling food. 9. Assign separate food handler duties e.g. money handling to prevent cross-contamination. 10. All food stored inside the stall should be kept at least 750mm off the ground and covered, or in closed plastic or food grade containers. 7 11. Use squeeze type dispensers or individual sealed packs for sauce, mustard etc (not open bowls). 12. Food handlers must not smoke cigarettes etc while serving at the stall or preparing food. WASHING FACILITIES: NOTE: Stalls only selling pre-packaged low risk cakes (without fresh cream or custard), jams, chutneys and tinned or bottled food which do not need refrigeration do not need washing facilities. 13. Separate hand washing facilities and equipment washing facilities must be provided for each stall (e.g. 2 plastic bowls big enough for washing hands and utensils). A supply of hot and cold water must be immediately available to the food stall, e.g. 20 litre container with scheme water, plus a container of hot tap water, electric kettle, urn, or saucepan and gas hotplate etc. 14. Food stalls inside a building should have access to a kitchen sink and hand basin with hot and cold water and employ antibacterial soaps and sanitisers. 15. Disposable hand towels and liquid soap must be provided next to the washing facilities. FOOD TEMPERATURE CONTROL: 16. All foods prepared at the stall such as sandwiches, burgers, hot dogs etc must be sold immediately, otherwise a food warmer or food display maintaining the food at a temperature of at least 60 0 C (hot foods), or below 5 0 C (cold foods), must be provided. A probe thermometer must be available. 17. Raw or cooked foods containing fresh cream or meat including burgers, steaks, chicken and custard etc, which would normally be stored in a fridge, must be kept chilled (e.g. portable fridges or eskies with plenty of ice). 18. Pre-cooked chicken and pre-cooked rice must not be sold. No homemade products are allowed without previous approval from a Local Council. FOOD LABELLING: 19. Pre-packaged food, including cakes, jams, chutneys etc should comply with the labelling provisions in the Food Standards Code. Food sold from fundraising stalls by charitable or community groups on a once-off basis are still required to provide a label within and advise customers if foods contain potential allergens. RUBBISH DISPOSAL: 20. Provide sufficient 240 litre rubbish bins with lids next to food stalls (also for customer use). Full bins must be emptied or replaced and bin liners or plastic rubbish bags should be used. 21. Dirty water must be poured down a sink or drain and not thrown on the ground. Used oil, grease and fat must be disposed in fat drums and removed by approved contractors. 8 SAFETY: 22. Open flame barbecue cooking plates, char grilles and cookers that use hot coals should be located facing outside of the food stall to provide adequate ventilation. Provide one 4.5kg E dry chemical powder fire extinguisher for cookers and barbeques and a fire blanket for hot oil fryers. 23. Any ropes or pegs used must be placed and clearly identified to reduce the risk of slips trips and falls. 24. Electrical cords and generators needs to be protected from the public. All electrical cords and equipment must be safety tested by a qualified Electrician and have a current safety tag valid for a minimum of 3 months attached before use and connection to power supply. 25. Food stalls must comply with Environmental Protection (Noise) Regulations 1997 and not to cause a nuisance to patrons. The abovementioned information is issued with reference to the relevant legislation and codes of best practice. Failure to comply with the Food Standards Code adopted under the Food Act 2008 may result in the issue of on the spot infringement notices, prohibition orders or improvement notices. REMEMBER FOOD SAFETY IS IN YOUR HANDS! FOOD SAFETY STORAGE A basic rule-of-thumb is to keep high-risk potentially hazardous foods in the right temperature zone for as long as possible. A food business is required to maintain the temperature of potentially hazardous food outside the temperature danger zone, which is either at or below 5ºC or at or above 60ºC during transport, storage and display. 9 It is safe for potentially hazardous food to be between 5ºC and 60ºC for a limited time because food-borne pathogens need time to grow to unsafe levels. As a general rule, the total time that a ready-to-eat potentially hazardous food can be at temperatures between 5ºC and 60ºC is 4 hours, known as the 4-hour/2-hour rule. The 4-hour/2-hour rule is summarised below. Any ready-to-eat potentially hazardous food, if it has been at temperatures between 5ºC and 60ºC: for a total of less than 2 hours, must be refrigerated or used immediately; for a total of longer than 2 hours but less than 4 hours, must be used immediately; or for a total of 4 hours or longer, must be thrown out. FREEZING RAW FOOD Provided that raw food is stored at the appropriate temperature ie. below 5ºC such food can be frozen for future use. The freezer temperature should be below -15 C. Frozen food should be date labeled and it is suggested that the food should be used within a one (1) month period or as per manufacturer s specification. Raw food should never be refrozen once thawed. 11 1) To open them, first remove the padlocks from the lower rings. 2) To open the top locks, push the latch right up and then it will fall forward. When opening the second latch, make sure the trailer door is also supported to prevent falling. 12 4) Slowly lower the door and place on the ground. This forms the ramp. 5) You are now able to enter the trailer. (Ensuring engine is off and it is immobile.) 13 Appendix Three Instructions for Neighbourhood Watch Flag Pole 1) Remove the contents: 1 x support pole 1 x ground spike 1 x flag 2) Assemble the pole by joining the pieces together. 3) Thread the flag onto the end of the pole which away from the tie off lug. 14 4) Push the ground stake firmly into the ground. If this is difficult a mallet is provided in the trailer. Use the mallet only on the foot rest, or else it will damage the tube into which the flag is put. Insert the completed flag into the ground stake. 15 Appendix Four Instructions for Friendly Neighbourhood Community Trailer Shade Shelter / Gazebo It is strongly advised that two (2) people cooperate to erect this structure Empty the bag: 1x metal pull out frame 1x cloth shade cover Open the frame almost to its full extent without straining it. 16 Slide the black plastic brace points on the four corners upwards until the popper lugs engage and lock. It is recommended you do adjacent sides, not opposite corners together to reduce strain on the frame. The frame should now be fully extended and braced. The shade can now be carefully and loosely arranged over the frame. Ensure all four (4) corners and equally lined up and draped over the ends. Extend the legs to full height until the lugs connect and lock. Hook the fabric onto the legs, peg down the legs and peg out the guy ropes to prevent the structure from blowing away. 17 To dismantle, release the locked lugs from the legs and slide the legs back up. Remove the shade fabric and fold it in half, lengthways, twice, and then roll it up into a sausage shape. Release the locked lugs from the roof frame, slide them down the legs and fold up the structure.
