2 Members Helping Members Over 30 years ago, four New Hampshire municipalities joined forces to form the firstin-the-nation municipal recycling cooperative. The goals of NRRA were to pool recyclable commodities in order to maximize pricing, provide educational and networking opportunities to members and to help communities stay on the cutting edge of the latest recycling trends. Having far surpassed those goals, NRRA now serves more than 400 municipal and business members throughout greater New England. Unlike traditional brokers, NRRA does not charge a costly brokerage fee to members to market their recyclables but rather a minimum NRRA fee is collected to reinvest into recycling and solid waste services for members! From Your BOARD OF TRUSTEES PRESIDENT My Esteemed Colleagues, The only thing that is constant is change. And nothing changes until we do. Change can be seen as frightening, resulting in paralysis, or it can be seen as a growth opportunity. This applies to not only each of us as individuals, but as a collective joined together to form our Association. And the winds of change are blowing at NRRA. Because of diverse opinions and views, a workshop was held using the amazing collective brainpower of the NRRA staff as well as the Board of Trustees. It was a remarkable visioning session that helped to put some form to the function of NRRA. I ve spoken before about NRRA s need to evolve with (here s that change word again) the changing marketplace. Our business model, which has served us well for many years, has a limited horizon. More and more communities are moving towards single stream recycling, and more communities are looking to secure multiple year deals to get rid of trash. The logistics of providing transportation services as well as destinations for materials, whether they be recyclables or discards, is challenging in terms of cost of services and efficiency, particularly for our smaller member communities. And we always seem to rise to the challenges. At the annual meeting we will hear what I hope will be the start of an interesting dialog about waste as a resource and whether we are satisfied with the status quo. The one thing that is clear to me is that there is no one solution that will work across the spectrum of needs. But I believe we need to challenge ourselves with new thinking. Maybe it ain t broke so there s no need to fix it. Maybe we need to change. I don t pretend to have all the answers. The answers can only come from involvement in our Association because the wisdom we have as a whole will guide us through the inevitable changes that will come whether we want that or not. Watson, President From Your BOARD OF TRUSTEES TREASURER With utmost respect for my predecessor, the staff and fellow Board members, it is my privilege to assume the reins of Treasurer for the NRRA. The fiscal year proved to be a challenging one for the budget, ending the year with a small deficit of $24,370. My recommendation to the Board will be to authorize the transfer of funds from the Reserve Account, to make the budget whole again. Despite the sluggish economy, Members, through the efforts and guidance of our dedicated and knowledgeable staff, continued to be afforded the advantage of volume pricing, ending the year with 69,686 tons of reprocessed resources and over $8,051,944 in recycling revenues collected and returned to participating members. I would also like to thank the NRRA staff and all the member communities who take the time to attend monthly M.O.M. meetings. This support and involvement is what makes this organization so successful presented many challenges for NRRA. Constantly changing markets have created small changes in revenues for our member communities. Overall, pricing has remained somewhat stable. During July-August, the fiber market became unsettled with prices dropping and then stabilizing. The same was true for scrap metal during late September-October, when pricing dropped due to a lack of market demand. However, due to the efforts of the NRRA staff, our clean loose or baled mixed paper was marketed, and some of us did not suffer the consequences of contaminated paper into the overseas market as pricing there dropped or loads were rejected and returned to the U.S. Thanks to the NRRA staff for listening to us as the M.O.M. meetings and finding new markets for loose paper. I encourage every town and community to become a member of NRRA. The committed staff continues to provide beneficial service to all of its members. In the past, municipalities have fallen victim to private companies and higher costs. NRRA keeps purchasers of goods honest, and typically the yield per ton for recyclables through NRRA is more than one can do directly on their own. NRRA now serves more than 400 municipal and business members throughout greater New England. NRRA does not charge a costly brokerage fee to members to market their recyclables but rather a minimum NRRA fee is collected to reinvest into recycling and solid waste services for members. All fees charged to the members are available in the annual report. Heading to 2015, competition across New England has noticeably lowered MSW tipping fees. If you have a contract nearing its conclusion, please do your research, compare pricing and talk to NRRA about your options. Banding together benefits all of us. Don t forget that attending MOM meetings counts as continuing education credits for your NH DES Solid Waste Operator Certification. 5 From Your EXECUTIVE DIRECTOR This has been a year of outstanding Challenges and Solutions for NRRA. First and foremost among our challenges were a number of key personnel changes. Overall, NRRA lost over 25 years of experience in a concentrated period. The solution to such an important loss was to adopt the NE Patriots Next Up philosophy. NRRA was extremely fortunate to attract dedicated people to continue the excellent work of the last 33 years and help build a new and improved NRRA. They will learn and preserve the organizational wisdom which is Rooted in the Past, and Reaching for the Future to adapt to the new challenges with solutions they help craft. Additional challenges in the new Resource Recovery landscape occurred when both fiber mills and container processing facilities closed, requiring new market sourcing for members by NRRA Member Services Representatives on very short notice. The recent overall constriction of both foreign and domestic markets has made all transactions more competitive. Even with all these hurdles to clear this year, NRRA moved over 69,000 tons of members recyclables to market. NRRA continues holding NH DES continuing education certified workshops and monthly MOM meetings for all operators to get new and up-to-date information and to maintain their certifications. NRRA has been awarded long term municipal contracts for MSW and C&D processing and material management, which are natural additions to all the recyclables it handles. NRRA also manages numerous single stream solutions for those members who have converted. While NRRA is able to bid directly on some MSW contracts, it also reviews existing member contracts and makes recommendations. Those members who are now contracting with NRRA for all of their material movement needs receive a one stop shop annual report. This makes their reporting requirements to the municipality, as well as the State, both professional and streamlined, a real and very tangible benefit of membership. Speaking of Membership benefits, the new Members Only section of the website will allow for online forums as well as members only pricing information, webinars and workshop presentations, both during the year and from the annual conference. NRRA s School CLUB outreach programs, workshops, TOLDS and program materials continue to grow and improve, and the Team Earth program planted its first tree for Gold Level achievement this Fall! All NRRA Members are urged to let the schools in their town know what a great resource this is for students, teachers and facility managers. Thanks go out to NH the Beautiful for its outstanding contribution to the entire recycling effort in NH, including our School CLUB educational programs as well as the popular Annual School Recycling Conference. Reaching for the Future theme for the Annual Conference last year examined the entire flow and management of the materials at facilities with a great lineup of workshops from San Francisco, CA to right here in NH. This year it may be New Mexico or Nantucket that will help advise us as we face the many challenges with workable solutions. We are hoping you will join us next June 8th and 9th for what is always a must attend event so Save These Dates. 8 What Did New Hampshire the Beautiful Do for New Hampshire Over the Past Year? In just one year, New Hampshire the Beautiful has provided an enormous amount of support for recycling and anti-litter programs by: *Donating 99,000 blue bags for litter pick up to communities & NH Departments of Transportation to assist in keeping NH roads and community areas litter-free *Awarding a total of $ 38,679 in recycling grants to 20 NH municipalities to help increase the efficiency of their recycling programs *Providing over $ 25,000 in funding to the NRRA School Recycling CLUB to provide recycling education to our future generations of recyclers *Subsidizing the cost of 1,216 recycling bins and 35 ClearStream recycling containers for schools and communities throughout the state *Granting $ 12,366 worth of recycling signs to NH transfer stations and schools *Maintaining three RecycleMobiles used by communities throughout the year for various public events NH the Beautiful, Inc. (NHtB) is a private non-profit charitable trust founded in 1983 and supported by the soft drink, malt beverage and grocery industries of New Hampshire. By offering municipal recycling grants, signs, anti-litter programs and technical assistance to recycling programs, NHtB is a unique organization that represents a voluntarily-funded alternative to expensive legislation intended to achieve the same end results. New Hampshire the Beautiful also provides support to the NRRA School Recycling CLUB. NRRA administers the programs for NH the Beautiful ( and has since NRRA School Recycling CLUB It s been a year of change for the NRRA School Recycling CLUB! Caitlin Meaney moved on in June and I started with NRRA in August. It is my honor and challenge to learn about all the programs and services we provide both at NRRA and through the CLUB! The CLUB continues to offer exceptional workshops and technical training to schools throughout New England. Through our programs, K-12 students learn about consumer behavior, waste diversion and reduction, the resulting impacts on climate change and what personal action they can take to change it. The NRRA educators excel at linking the workshops to the schools core curriculum standards. NH the Beautiful continues to be a strong supporter of the CLUB, offering NH schools discounted recycling materials and grants for both products and workshops. This coming year we are looking to expand our grant opportunities and develop a school assembly presentation. We will also be upgrading and promoting our Team Earth program to our schools. Through Team Earth, schools and students complete activities and expand their recycling efforts to reach Bronze, Silver and Gold levels, receiving recognition and awards along the way.
